THE POSITION 

The City of South San Francisco seeks customer service-oriented individuals to join the Community Resource Team at the new Library | Parks and Recreation Center. This position is shared between the Library Department and Parks and Recreation Department and works under the direction of the Community Resource Analyst. The Community Resource Clerk will typically be stationed at the lobby desks on the first and second floors of the new Library | Parks and Recreation Center at 901 Civic Campus Way in South San Francisco, however, may temporarily be assigned to other sites, or to represent the departments at special events. This position will provide a welcoming presence by greeting members of the public and responding to visitor inquiries to assist with wayfinding in the facility and sharing information about activities in the building as well as city and other local community resources.

IDEAL CANDIDATE

The ideal Community Resource Clerk possesses excellent communication and interpersonal skills and will be comfortable working in a diverse community setting, providing customer service to community members of various ages, ethnicities, and abilities.  Candidates with bilingual skills are strongly encouraged to apply. Skill in using a personal computer and associated applications is required. The ability to work flexible hours, including evenings and weekends, is highly desirable. 
 

TYPICAL DUTIES:

• Assists in implementing the day-to-day operations at the Library | Parks and Recreation Center.
• Helps oversee use of the facility, ensuring appropriate security is maintained, policies and procedures are followed; appropriate equipment and materials are available, and building is operating efficiently.
• Registers participants in programs and assists patrons with Library or Parks and Recreation account inquiries.
• Performs typical service desk duties including but not limited to patron registration and account management, checking in/out materials, utilization of self-check equipment, assisting patrons with fines and fees, payments and placing reserves, and answering patron questions and requests.
• Maintain the posting of current promotional materials, such as flyers, brochures, guides, and other printed materials.
• Assists in coordinating the scheduling of classes, activities, meetings, events, and rentals in the facility.
• Assists patrons in using and locating library materials and equipment; explains library services, rules, and procedures.
• Works cooperatively with staff, parents, children, and other public and private sector employees and volunteers; coordinates with appropriate agencies to ensure that necessary services are provided to clients.
• Provides customer service in person, by telephone, and electronically.
• Performs general housekeeping duties related to the organization of materials and equipment in the common areas of the facility.
• Prepares for programs, including set up and take down; organization of required supplies.
• May be responsible for opening and/or closing the facility according to established procedures.
• Performs related duties and responsibilities as assigned.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: Minimum of 18 years of age. One year of paid or unpaid work experience involving customer service.

Training:  Equivalent to graduation from high school.

Licenses/Certificates: All licenses and certificates must be maintained as a condition of employment.

•  Possession of, or the ability to obtain, a current First-Aid and CPR certificate within the first 12 months from date of hire.

ABOUT THE POSITION

There are multiple positions full-time (38-hours per week) and part-time (20-hours per week). The current vacancies are at our family-friendly Redwood Shores Branch Library performing a wide variety of customer service and technical library work, providing services for children, adults, and families. The incumbent may also be assigned to work at other Redwood City Public Library locations. This position requires work during the day, evenings and weekend rotation (both Saturday and Sunday) and these are onsite/in-person positions. We may use the eligibility list created from this recruitment process to fill any part-time or full-time positions that occur in other Redwood City Public Library locations, during the life of the eligibility list.

Typical tasks include, but are not limited to:

• Primarily provide customer service in the following capacities (but not limited to):

THE POSITIONS

The following positions are flexibly staffed at the Librarian I/II or Lead Librarian level, depending on the candidate’s experience. Bilingual Spanish/English preferred.

• Youth Services - Librarian I, II, Lead: A dynamic, energetic, team-oriented full-time (38-hours per week) Librarian, to coordinate the library’s outreach and deliver innovative programs and services for children and families at the Downtown Library and throughout the community.
• Teen Services - Librarian I, II, Lead: A dynamic, energetic, team oriented full-time (38-hours per week) Librarian, to deliver innovative programs and services for teens with diverse backgrounds and abilities and to coordinate the library’s outreach to middle/high schools and throughout the community. 
• Adult Services - Librarian I, II, Lead: Seeking full-time Librarians (38-hours per week) with expertise in cataloging, collection development, programming for adults, outreach and exceptional customer service.

DISTINGUISHING CHARACTERISTICS
Contract Administrator I is the entry and first working level class in the Contract Administrator series. Initially, under close supervision, incumbents perform basic contract administration duties while learning County and programmatic policies, procedures, and guidelines. As experience is gained, there is greater independence of action within established guidelines. This class is flexibly staffed with the Contract Administrator II and incumbents may advance to the higher level after gaining experience and demonstrating proficiency, which meets the qualifications of the higher-level class.

Contract Administrator II is the fully experienced, journey-level class in this series, capable of independently performing the full range of contract administration duties. Employees are normally given substantial latitude in determining approach, procedures, systems, and methods in accomplishing the work goals. They make basic programmatic decisions that require the exercise of independent judgment and are responsible for coordinating multiple functions or processes. Incumbents at this level are typically assigned the more complex contracts.

 

The ideal candidate will demonstrate the ability to:

• Support and/or lead complex procurement processes by applying knowledge of spending thresholds and competitive requirements, and County policies.
• Draft clear and comprehensive purchasing documents, including scopes of work, contracts, and amendments.
• Monitor and coordinate workflows for multiple contracts and competitive processes, ensuring timely progress and attention to detail.
• Analyze vendor data, synthesize reports, and identify areas requiring follow-up or escalation.
• Create tools and resources to support staff in adopting policies, including initiatives like the Library’s Small Business First Policy.
• Leverage procurement platforms like Coupa to streamline purchasing, including use of punchouts, write-in tabs, and catalogs.
• Administer purchasing systems by coordinating user access, maintaining system settings, and resolving technical issues.
• Communicate clearly and professionally across teams to provide support, answer questions, and help resolve contract-related issues.
• Apply sound judgment to categorize procurement activity and ensure alignment with applicable policies and procedures.
• Collaborate across teams to support financial system transitions, vendor coordination, and invoice documentation requirements 

Examples Of Duties

Duties may include, but are not limited to, the following: 

• Coordinate the full lifecycle of contract development and amendments in collaboration with division managers, including drafting scopes of work, facilitating formal competitive processes, securing approvals, and maintaining comprehensive contract files.
• Provide technical guidance on procurement requirements and thresholds.
• Ensure compliance with insurance, credentials, service plans, and payment schedules.
• Conduct quarterly vendor monitoring through OFAS report analysis and escalate findings to management.
• Support adoption of Library procurement policies and tools, including Small Business First and Coupa features.
• Serve as Coupa Admin to manage backend settings (e.g., user access, chart of accounts, commodities) and support staff with troubleshooting.
• Monitor contracts and procurement transactions to ensure accuracy, compliance, and timely completion.
• Assist with the transition to invoice automation, including vendor communication and documentation of invoice support.
• Review, authorize, and manage contract payments and invoices.
• Provide training, technical assistance, and consultation to staff and partners.
• Maintain current knowledge of contract and procurement regulations.
• Develop RFPs, competitive solicitations, and agreements in line with organizational goals.
• Represent the Libraries at meetings and committees as needed.
• Perform related duties as assigned.

Qualifications

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

Contract Administrator I:  Two years of professional-level administrative or programmatic experience, primarily in the area of contract administration in a community services or related setting.  

Contract Administrator II:  Four years of professional-level administrative or programmatic experience, primarily in the area of contract administration in a community services or related setting.
 

Knowledge of: 

• Principles and practices of public administration.
• Principles and practices of the program areas to which assigned.
• Principles and practices of contract development, negotiation, and monitoring, including budgeting and financial record keeping.
• Principles, practices, and techniques of administrative and programmatic research and analysis. 
• Applicable federal, state, and local laws, rules, and regulations, and County and program policies and guidelines. 
• Computer applications related to the work. 
• Office administrative practices and procedures, including records management and the operation of standard office equipment.

Skill/Ability to:

• Develop and evaluate proposals and negotiate contracts and agreements.
• Develop, monitor, and analyze budgets and program performance.
• Plan, coordinate, and implement administrative and programmatic research and analysis.

THE POSITION

The main job of a Library Page is putting books, DVDs, CDs, and magazines back on the shelves and preparing the library for opening and closing. The ability to quickly and accurately sort things alphabetically and numerically is required. This is an ideal job for someone who enjoys organizing and who can work quietly on their own.

 

DEFINITION

 

Under supervision, sorts, shelves, straightens, relocates, and searches for library materials, re-orders and organizes materials as needed, provides basic directional information to patrons, performs basic circulation duties using computer software, performs physical tasks to support library programs and procedures, performs closing procedures, and does related work as required.

 

EXAMPLES OF DUTIES

 

Sorts and shelves materials, assists at public service desks; inspects materials for wear and damage and does basic mending of same; keeps books and periodical shelves in order; assists in taking inventory of books; performs basic custodial tasks as needed.

 

MINIMUM QUALIFICATIONS

 

 Knowledge of: Basic clerical functions, principles of alphabetical and numerical filing, basic record keeping procedures.

 

Ability to: Sort material quickly and accurately in alphabetic or numeric order; follow oral and written directions; interact positively and cooperate with co-workers, respond politely to library patrons, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

 

Must be physically able to stand for extended periods, walk, bend, kneel, push wheeled carts, lift, reach overhead, go up and down stairs, and use a step stool.

 

Availability for evening and Saturday shifts is required.

 

Age: Minimum age of sixteen.

 

Education: Completion of the tenth grade in high school.

THE POSITION

Library Aides provide customer service to library visitors. Duties include checking items in and out at the Checkout Desk, opening new library accounts, collecting fines and fees, shelving materials, and assisting library visitors in finding materials and using the computers. Other tasks may include processing materials, providing storytimes for children, and assisting with other public programs for children, teens and adults. This is an ideal job for someone who is friendly, computer savvy, enjoys working with the public, putting things in order, and is detail-oriented. Bilingual skills are desirable.

 

DEFINITION

Under supervision, to do library clerical, technical and customer service work, and related assignments as required.

EXAMPLES OF DUTIES

Check materials in and out, sort materials, open new library accounts, explain library policies and resolve disputes, collect fines and fees, assist library patrons with self-checkout and public-use computers, printers, photocopiers, and scanners, answer routine information questions, complete opening and closing procedures, and perform related duties as assigned.

MINIMUM QUALIFICATIONS

 

Knowledge of:  Modern office and record-keeping procedures; use of office equipment and technology; numerical and alphabetical filing; basic mathematical principles.

Ability to: 

Provide excellent customer service; apply and explain library policies; communicate clearly, both orally and in writing; perform basic troubleshooting and assist patrons with computer use; adapt to changing technology and working conditions; learn the Dewey Decimal Classification System and library procedures; interact positively and cooperate with co-workers; function under demanding time pressure; respond in a positive manner to supervision; and attend work and perform duties on a regular and consistent basis. 

Bilingual ability (Spanish, Mandarin, Cantonese, or Tagalog) is highly desirable.

Must be physically able to stand for extended periods, walk, bend, kneel, push wheeled carts, lift, reach overhead, go up and down stairs, and use a step stool.

Availability for evening and Saturday shifts is required.

Education: Graduation from high school or equivalent
