THE POSITION

The City of Dublin is seeking a dedicated individual for the position of PLANS EXAMINER I/II to perform detailed, comprehensive technical reviews of residential and commercial permit applications and building plans.  The incumbent performs a full range of plans examination duties to ensure projects and structures are in compliance with laws, ordinances, codes and regulations before permits are issued.  The position serves as a resource to the City’s Permit Technicians who determine required plans and resolve problems regarding plan submissions and sufficiency. 

The PLANS EXAMINER I position is distinguished from the PLANS EXAMINER II level in that the PLANS EXAMINER II performs more complex technical reviews of commercial plan checks, structural reviews; and performs supervisory authority over assigned staff, including directing and training.

EXAMPLES OF DUTIES

The following key elements describe the basic duties and responsibilities of the position:

PLANS EXAMINER I:

• Perform plan checks for residential alterations, room additions and tenant improvements.  Reviews building construction plans for compliance with building, mechanical, plumbing, electrical, energy, green building, accessibility and health and safety codes. 
• Confer with homeowners, builders, engineers and architects to provide and obtain information and interpret building codes and regulations; recommend necessary changes to obtain compliance with applicable codes and regulations.
• Provides input and assists in the establishment and/or improvement of Division’s procedures and policies;
• Verifies that permit application and plans meet the minimum requirement of all applicable codes, state and local regulations.
• May perform routine building inspection assignments in support of inspection staff.
• Prepare correspondence to architects, engineers, contractors and homeowners relating to the correction of plans and details.  Communicates verbally, in writing, by e-mail and by telephone with the general public, other City employees, contractors in order to explain and administer the various building codes.
• Properly interpret building codes, plans, specifications, and engineering calculations.  Regularly research code questions for interpretation.
• Review and perform mathematical calculations to determine appropriate fees.
• Perform research, analysis and evaluation of site, architectural and related plans.
• Strong commitment to customer service and interactive team participations.
• Provide support to permit processing and public counter activities.

PLANS EXAMINER II (In addition to the above):

• Reviews building construction plans for compliance with structural design requirements and building, mechanical, plumbing, electrical, energy, green building, accessibility and health and safety codes.  Examples of reviews can include: residential additions, complex tenant improvements, HVAC roof top equipment, monument signs, etc.
• Handle the full-range of plan check duties including screening and preliminary review, and is responsible for independent decisions requiring technical judgement and public relations skills. 
• May assume the responsibility for supervision of plan check and permitting functions in the absence of the Plan Check Engineer.
• Participate in the development and implementation of the Division’s policies.
• As assigned, perform on-site inspections as follow-up to plan activities.
• Resolve disputes between the City and designers.
• Attends and represents the Building & Safety Division at Pre-Development and other meetings.
• Evaluate the written qualifications of Special Inspection firms for inclusion into the City’s list of pre-qualified special inspections firms.

THE POSITION:
 
To administer and manage the mental health programs and services of the Hayward Police Department. Under general direction, plans, provides, and implements mental health services and programs within the Hayward Police Department.
 
Under the direction of the Police Chief, the Police Mental Health Professional has primary responsibility for programs intended to support the emotional well-being of Police Department employees and their families, administering programs of counseling and therapy for police-related mental health issues and implementing department mental health policies and services.
 
The Police Mental Health Professional work is specifically concerned with the detection and non-medical treatment of police-related stress, emotional and mental health issues associated with law enforcement work; with crisis intervention and negotiation; organizational diagnosis and development specific to police issues and problems.

Provide direct care to departmental personnel base by conducting clinical assessments, evaluations, and diagnosis and providing therapeutic interventions.

Maintains clinical notes including subjective, objective, assessment, and case planning observations and findings in compliance with HIPAA and all applicable legal and ethical standards for best practice in clinical mental health service provision.  
 
Perform critical incident interventions for departmental personnel involved in traumatic incidents.  

Provide oversight and direction over counseling and treatment programs in agreement and conjunction with departmental policies and procedures; provides on-site and follow-up counseling sessions.
 
Participate in professional staff conferences concerning mental health assessment and treatment.

Research topics and presents comprehensive training programs, workshops, and lectures on a variety of topics to department staff.
 
Provide consultation and presents training; implements programs for the early detection and management of mental health conditions.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is completion of 60 college semester units. Previous volunteer or paid experience in a law enforcement support area is desirable.
 
Other requirements include:

• Must be free from any disqualifications for employment, including felony convictions.
• Must be legally authorized to work in the United States under federal law.
• Must be 21 years of age or older at time of appointment.

Applicants may waive the written exam only by submitting a California POST Entry Level Law Enforcement Test Battery (PELLETB) T-score of 48 points or higher. A Dispatcher II is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. The Dispatcher II acts as the Department’s primary dispatcher, receiving and relaying incoming calls for emergency and non-emergency assistance; dispatching police units; operating a variety of telecommunications equipment including radio, telephone, and computer-aided dispatch systems; status monitoring, records and file maintenance in a computer-aided environment; and entry level dispatch training. A Dispatcher II may be assigned to work various hours, shifts, holidays, weekends and overtime.

Additional duties may include, but are not limited to, the following: prioritize requests for service based upon available resources, receive radio requests and handle accordingly, type, process and file a wide variety of reports and materials including memos, letters, complaints, declarations, warrants, citations, crime and traffic reports.  Assists Department personnel and the public in person and by phone performing record checks, collecting fees and mailing requested reports to outside agencies in accordance with established regulations.

QUALIFICATIONS

Have a combination of education and work experience, including a minimum of 1 year of dispatch work; general office work involving typing of varied materials, public contact, general filing and basic record keeping; type at least 40 wpm (net).  Have knowledge of business English, spelling; modern office practices and procedures; record keeping. Ability to dispatch police units quickly and effectively; work under pressure; exercise independent judgment; work with minimal supervision; make sound decisions in emergency situations; learn assigned clerical tasks readily and to adhere to prescribed routine; write English legibly; establish and maintain effective working relationships with other employees and the general public; operate computer-aided dispatch system, 911 emergency telephone, and other multi-line telephone systems, various law enforcement telecommunications systems, radio console with headsets and handsets, computer keyboards, cameras, intercoms, security. The City of Pleasant Hill offers a competitive compensation and benefits program.

• Salary:  $6,538 to $8,468 per month. Placement within the range depends on experience and qualifications.

SELECTION PROCESS

CONTINUOUS RECRUITMENT: Candidates are encouraged to apply early.  Initial screening of applications is tentatively set for March 29, 2024.  After that, applications will be reviewed on an ongoing basis.  You must ensure complete submission of employment application and typing certificate as recruitment may close at any time.  The most qualified applicants based on background and experience as evidenced by their application, will be invited for an oral board interview, which is weighted 100%.  To be placed on an eligibility list, an applicant must receive a passing score of 70 or more from each panel member.

Join the City of Berkeley's Planning and Development Department in its effort to protect the health, safety, and welfare of citizens by enforcing building codes and regulations.   • One year of full-time experience as a building inspector with a public agency, OR
  • Four years of full-time experience as a journey level carpenter, electrician, plumber, building plans examiner, public works inspector or permit specialist, OR
  • Three years of full-time experience in the building construction field as a licensed general, plumbing, electrical or mechanical contractor, OR
  • Completion of a two year AA program or equivalent in construction technology or a related field and a minimum of four ICC certificates including building, plumbing, mechanical and electrical.
• Building Inspector II:
  • Three years of full time experience in building inspection work with a public agency.

Other requirements include possession of a valid International Code Council (ICC) Commercial and Residential Building Inspector Certificate or equivalent. In addition, Building Inspector II requires possession of a valid ICC Commercial and Residential Electrical Inspector Certification or equivalent. Equivalency shall be determined by the building official in accordance with state law. Required certifications must be maintained as a condition of employment.

Incumbents in both positions must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. We were incorporated in 1955 and have a five member City Council/Manager form of government. Our city is approximately 13 square miles with a population of just under 50,000. At the edge of Silicon Valley, growth of biotech, high-tech, and health sciences industries In Newark continue. We take pride in maintaining a small-town feel, while undergoing major housing and retail development projects.

THE POSITION:

The Newark Police Department is a modern, progressive law enforcement agency with 59 sworn and 27 professional staff employees.  The Newark Police Department values and rewards prior police experience.  Well qualified lateral officers have enjoyed specialty assignments and promotions based upon total law enforcement experience. State of the art safety equipment, including, individually issued patrol rifles with sighting systems, Ballistic Helmets, Smart Phones and an Armored Rescue Vehicle.

For well qualified officers, the Newark Police Department offers accelerated hiring and training programs, as well as numerous lateral entry incentives.  Our program is designed to recognize and reward your skills and experience, to include: $2500 academy reimbursement and $2500 for moving expenses. Well qualified laterals may be appointed to top salary range, and may transfer 120 hours of vacation and 100 hours of sick leave to Newark upon hire.

Numerous specialty assignments, most with premium pay incentives, to include: Detectives, Field Training Officer (FTO), Crisis Negotiation Team (CNT), Traffic Division, School Resource Officers (SRO), Major Crimes Task Force, K-9, S.W.A.T. Team, Crowd Management Team (CMT), Unmanned Aircraft System (UAS) Team, Honor Guard, Firearms Instructor, Use of Force Instructor, and Taser Instructor.

Officers enjoy either a 3/12 or 4/10 work week, depending on assignment.
