SUMMARY DESCRIPTION:

Under direction, performs a wide variety of professional analytical and administrative duties in support of assigned functions, operations, programs, department, and/or division; performs duties in support of various administrative operations and activities including special projects, research studies, budget analysis, and other specialized functions; coordinates and performs a variety of contract and grant administration duties; prepares various reports to improve the efficiency and effectiveness of operations; coordinates assigned activities with other departments, divisions, outside agencies, and the general public; provides information and assistance to the public regarding assigned programs and services; and may assign work or provide lead direction to clerical staff.

REPRESENTATIVE DUTIES:

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. 1. Administer and coordinate assigned functions or projects; participate in the development and implementation of goals, objectives, and priorities for assigned functions or programs; recommend and implement resulting policies and procedures; create and modify policy and procedural manuals and guidelines. 2. Prepare and present comprehensive reports that present technical, financial and statistical data, identify alternatives, and include conclusions, forecasts, and recommendations. 3. Participate in the budget development and administration for assigned area of responsibility; analyze proposed capital, operating, and maintenance expenditures; prepare reports and analyses related to impact of budgetary decisions; prepare financial forecasts; track and monitor budget expenditures. 4. Provide assistance in resolving operational and administration issues; identify issues and conduct research to find alternative solutions; make recommendations and assist in implementation. 5. Investigate, analyze, develop and prepare special studies or projects; perform complex research and analysis of new programs, services, policies, and procedures; prepare and present reports. 6. Plan, coordinate, and evaluate activities associated with assigned contracts; participate in research and evaluation of proposed contractual obligations and agreements; assist in contract negotiations and administration; monitor compliance with applicable contractual agreements. 7. Coordinates grant administration activities; prepare, write, review, and monitor grant applications; monitor existing programs for compliance with regulations. 8. Analyzes federal, state, and local legislative proposals for impact on assigned operations. 9. Coordinate, prepare, and conduct marketing, public relations, and outreach programs; prepare marketing material including brochures, posters, articles, advertisements, flyers, schedules of events, and pamphlets; attend and participate in community groups and meetings; educate the public on assigned programs. 10. Provide staff assistance to higher-level management staff; participate on and provide staff support to a variety of committees, boards, and commissions; prepare and present staff reports and other correspondence as appropriate and necessary. 11. Coordinate and collaborate with departments, divisions and outside agencies; serve as a liaison with public and private organizations, community groups and other social organizations; provide information and serves as a resource. QUALIFICATIONS:

Ability to: Perform a full range of responsible analytical and administrative duties in support of assigned programs, functions, and/or department involving the use of independent judgment and personal initiative. Research and analyze problems and prepare recommendations on a variety of issues. Understand the organization and operation of assigned department and outside agencies as necessary to assume assigned responsibilities. Interpret and apply pertinent federal, state and local laws, codes and regulations as well as City policies and procedures. Participate in various organizational studies and analyses. Research, analyze and evaluate programs, policies and procedures. Collect, evaluate and interpret complex information and data. Prepare, research, negotiate, and monitor contracts and agreements. Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Education/Training: A Bachelor’s degree from an accredited college or university with major course work in public administration, business administration, economics, environmental science/studies, or a related field. Experience: Four years of increasingly responsible administrative, analytical, and/or budgetary experience.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process.

The process will consist of an Oral Panel Interview (weighted 80%) and a written exercise (weighted 20%). An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Communications/City Clerk department will make the hiring decision.

Overview:

Do you want to be part of a dynamic team that helps ensure sustainable groundwater supplies? Valley Water is seeking qualified candidates to join the Groundwater Management Unit. This position uses and maintains groundwater models to simulate current and future groundwater conditions, supporting groundwater supply and planning programs and contributing to sustainable water management. Related analyses include mass balance, statistics, or other methods to prepare or review hydrogeologic reports and engineering analyses. Work directly supports water supply operations, managed aquifer recharge, drought response, Sustainable Groundwater Management Act (SGMA) compliance reporting, and the Water Supply Master Plan. Additional responsibilities may include environmental stewardship projects, land use reviews, and field monitoring activities.

This is a single position, for which the incumbent would be hired as either an Assistant Engineer I/ II or an Assistant Water Resources Specialist I/II. • Use of groundwater flow models, geographic information system (GIS), statistics, Microsoft Excel, and computer programming to support academic or research projects.

Assistant Water Resources Specialist II or Assistant Engineer II

Two (2) years of professional level experience with responsibility for compliance with environmental permitting, water supply planning or distribution, groundwater management, mitigation of natural resource impacts, or hydrogeology or engineering civil.

• Proficiency using and maintaining groundwater flow models. 
• Project based work experience in groundwater management and hydrogeology including issues like groundwater overdraft, managed aquifer recharge, groundwater/surface water interaction, and/or seawater intrusion. 
• Proficiency in Microsoft Excel, including experience with functions, graphs, and pivot tables in Excel. 
• Experience using GIS and performing statistical analysis (e.g., trend test), and use of computer programming language.

Ideal Knowledge, Skills, and Abilities:

Assistant Water Resources Specialist I or Assistant Engineer I

• Effectively analyze, interpret, summarize, and present technical information and data. 
• Organize and prioritize multiple tasks in an effective and timely manner; set priorities and meet critical time deadlines.

• Independently conduct comprehensive water resources studies, investigations, and analyses.

Assistant Water Resources Specialist I/II

Graduation from an accredited four-year college or university with major coursework in water resources management, natural resources management, planning, civil or other field of engineering, geology, physical sciences, earth sciences, natural sciences or a field related to assigned functional area(s). 

Assistant Engineer - Civil I/II

Graduation from an accredited four-year college or university with major coursework in civil engineering or a field related to assigned functional area(s).

OR  

Possession of a valid California Engineer-in-Training (EIT) Certificate with two (2) years of associated paraprofessional engineering experience.

Required License or Certificate

Registration with the State of California as a Professional Geologist (PG) or Professional Engineer (PE) is a plus. (if registered, a 2.5% differential will apply).

Groundwater Management Unit (Position Code 76)

Valley Water is seeking a strategic and collaborative leader to serve as the Real Estate Asset Administrator (Supervising Program Administrator), responsible for overseeing the stewardship, compliance, and operational integration of the district’s extensive land portfolio, including fee-owned lands, conservation properties, and easement interests. Real Estate Services Unit (Position Code 947)

THE POSITION

This position receives general supervision from the assigned Director and will be considered a position that carries dual responsibilities. The selected candidate will exercise direct supervision over park maintenance workers, janitorial staff, and support service personnel.  He/she will be a working supervisor who provides leadership and direction to assigned staff while also functioning as a skilled tradesperson who is able to take the lead and fill in as needed, in any section of Parks and Facilities.

As Parks Supervisor, the incumbent directs and coordinates park maintenance employees and supports service crews.  

• He/she will oversee, coordinate and/or lead park and facilities personnel, support service crews, and park maintenance crews.
• Schedules and directs the work of assigned parks maintenance personnel, including ensuring parks and facilities are properly prepared for rentals and reservations.
• Works with crews to assure accuracy and compliance with City standards.
• Submits weekly logs of work in progress and jobs completed by crews.
• Responds to public complaints regarding parks projects through proper channels and informs appropriate staff of City standards and policies.
• Coordinates with the Recreation Division on all events to ensure parks and facilities are properly prepared; assigns staff to assist with events as needed.
• Performs employee evaluations for assigned staff.

As Facility Supervisor, the incumbent directs and coordinates maintenance, repair, and upkeep of City buildings and facilities, and supervises janitorial staff responsible for the cleaning and sanitizing of City buildings and facilities.

• Performs a variety of work in the maintenance, construction, alteration, and repair of City buildings and facilities; identifies and corrects building and equipment problems to maintain facilities in a safe condition, prevent degradation of City property, and prevent failures that would cause reduction in service.
• Performs skilled work across multiple building trades including carpentry, plumbing, painting, electrical, HVAC, welding, and related crafts to maintain and repair City buildings, structures, and equipment.
• Inspects City buildings and structures to identify repair needs; evaluates conditions and recommends appropriate corrective action or modifications to meet City standards and building codes.
• Obtains estimates and quotes for materials and equipment needed for repairs and completion of job tasks; prepares reports of inspections and labor and material estimates for the Director.
• Supervises janitorial staff responsible for cleaning and sanitizing City buildings, facilities, and park restrooms; ensures facilities are properly prepared for rentals and reservations; monitors service standards and schedules.
• Performs general maintenance and janitorial duties as needed.
• Installs, programs, and maintains security camera systems at City buildings, parks, and facilities to ensure proper coverage and functionality.
• Performs and schedules preventative maintenance on City buildings, facilities, and equipment to minimize deterioration and reduce the need for costly repairs.
• Remains current on job-specific expertise through trade publications, vendor communication, and other sources to keep abreast of the latest technological developments and products.
• Performs related work as required.

RESPONSIBILITIES:

May include, but are not limited to, the following:

Knowledge of the methods, procedures, equipment, tools, practices, and techniques used in facilities building maintenance and parks, including carpentry, plumbing, woodworking, painting, electrical, heating, welding, and/or ventilation work; methods, materials, practices, and tools of the building and construction trades; principles and practices of effective supervision, training, and performance evaluation; cost estimating and design; basic principles of mathematics; occupational hazards and standard safety procedures; pest control; and irrigation systems. Ability to oversee, coordinate, and direct the work of others in a supervisor capacity; plan, organize, and implement a comprehensive maintenance program for the City's parks and facilities; inspect buildings and equipment to locate conditions needing repair; estimate time and materials needed to complete work projects; program computerized energy control systems; interpret and work from blueprints, diagrams, and sketches; safely operate necessary equipment efficiently and skillfully; maintain records and logs; observe safety principles; follow written and oral directions; prepare accurate written reports; establish and maintain effective working relationships; and communicate clearly and concisely, both orally and in writing. Solving Problems and Performance of Others: Troubleshoots and resolves non-routine maintenance and repair issues across parks and building systems and independently determines appropriate corrective action. Supervises parks maintenance workers, janitorial staff, and support service personnel and performs building and facilities repair and maintenance work independently.
 

Relations: Internally works with supervisors, other construction and maintenance personnel, and all City departments. Externally represents the city and communicates with various outside agencies.
 

Communications: Communicates effectively in oral and written form; prepares accurate written reports; recognizes unusual, inefficient, or dangerous operating conditions and takes appropriate action.

Safety: Daily exposure to hazardous conditions associated with tool and equipment usage and exposure to the elements while performing duties. Consequences range from minor injury such as scrapes, contusions, burns, and abrasions up to and including permanent disability or death.

ABOUT THE POSITION
The City of Gilroy is currently recruiting a full-time Senior Civil Engineer for the Utilities Department. In this exciting opportunity the Senior Civil Engineer is poised to play a significant role in designing, implementing, and optimizing utility systems to ensure reliability, efficiency, and sustainability. The Senior Civil Engineer will help establish utility engineering standards, protocols, and infrastructure as it relates to water and wastewater for the City of Gilroy.

The Senior Civil Engineer will work under the direction of the Utilities Director and will manage, review, and perform duties relative to Utility Engineering and construction activities, supervise assigned employees, will direct and perform complex professional-level field and office engineering assignments, and play an important part in making a real-world difference in the community. A variety of Utility projects involve design, development, and construction of projects; therefore, exceptional project management skills are imperative to be successful in this role. Additionally, the Senior Civil Engineer will manage assigned staff and consultants and assist with budgeting tasks. DEFINITION Under general supervision or direction of the Director of Water and Wastewater Resources or the Director’s authorized personnel, develops, monitors, conducts, and administers the Department’s occupational health and safety and environmental programs and Water/Wastewater industrial training program in compliance with federal, state, and local safety, health, and environmental regulations, as well as industry standards; develops, implements and administers  safety and training policies, procedures and directives; evaluates effectiveness of safety and training programs, implements new programs and procedures as needed; assists in the administration of the risk management program; acts as the Department’s Safety Officer; and performs other duties as assigned.

EXAMPLES OF DUTIES Develops, coordinates, oversees, and participates in the day-to-day operations of Department-wide occupational health and safety programs designed to reduce risk, ensure workplace safety, and prevent injury, occupational illness, and damage to property; develops, coordinates, and administers the Water/Wastewater industrial training program to improve knowledge, skills, and abilities of employees; performs a variety of professional level duties involved in the development, organization, implementation, and coordination of a variety of safety and industrial programs, including  training, safety, and environmental compliance programs. Reviews, develops, and updates Department-wide health and safety related policies and procedures for compliance with State and Federal rules and regulations; maintains functional Department safety-related manuals and documentation, including preparing and distributing appropriate communications. Monitors legislative and regulatory changes at the Federal, State, and local levels, as well as trends and innovations in the field of occupational health and safety; determines applicability of administrative and regulatory requirements; advises assigned supervisor regarding the impact of regulations on Department operations; provides updates to Department staff on pertinent issues; and acts as liaison between regulatory agencies and Department management as necessary. Establishes, implements, and coordinates safety training objectives; plans, develops, schedules, conducts, or arranges for regulatory and other health and safety related training; maintain records and database; prepares and presents reports to Department management as needed. Develop safety training and industrial training plans for new employees. Conducts and monitors Department facility and site inspections, job hazards analyses and other evaluations to identify hazards and potential risks; makes recommendations to assigned supervisor and implements appropriate and approved corrective actions for compliance with Federal, State, and local safety, health, and environmental regulations, as well as industry standards. Conducts audits of corrective action to ensure compliance with regulations and corrective actions. Develops and maintains the Department’s Injury and Illness Prevention Program, Safety Manual, and Training Program. Performs related report preparation and record maintenance for Environmental Protection, Fire Protection, Hazardous Waste Management, and Occupational Safety. Develops and maintains Department’s hazardous material business plans (HMBP) and petroleum storage tank permitting in compliance with Environmental and local Fire Department Regulations. Maintains and updates the Department’s Safety Data Sheet (SDS) database. Conducts thorough audits, investigations and analysis of accidents, incidents and injuries; develops findings, prepares reports, and makes recommendations to assigned supervisor of corrective actions and preventative measures; assesses incident statistics to determine requirements for new or modified training. Maintains a library of reference materials on training records and coordinates the acquisition of training materials, including manuals, technical resources, videos, recordings, and self-instruction workbooks. Coordinates necessary safety certification and license obtainment and renewal for Department employees. Develops and administers contractor safety program, including reviewing contractor health and safety work plans for Department projects, serving as the Department’s subject matter expert, and working with vendors and consultants for matters related to safety compliance, and providing contractors with appropriate hazardous materials communication in compliance with applicable regulations. Builds and maintains positive working relationships with co-workers, other City employees, and the public: performs other duties as assigned.

MINIMUM QUALIFICATIONS Knowledge of: The basic principles of training policies, regulations, specifications, and requirements governing industrial safety, environmental compliance, and accident prevention for industrial and office environments; principles and practices of assessments, inspections, and investigations as related to job responsibilities; principles and practices of employee training and instructional methods and techniques; practices of water system operations, wastewater treatment plant operations, and general office activities; rules and regulations pertaining to the handling, storage, and disposal of hazardous and toxic materials; practices, methods, materials, and equipment used in air and noise exposure monitoring; occupational hazards and standard safety procedures; modern office practices, methods, and computer equipment; applicable Federal and State laws; City, District, Department, and Division regulations, codes, policies, and procedures; recordkeeping principles and procedures; principles and practices of program development, implementation, review, and evaluation; computer applications related to the work, including asset management, word processing, spreadsheet and database applications; techniques for effectively representing the Department in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations; techniques for providing a high level of customer service to public and Department staff, in person and over the telephone.

Education: Graduation from High School or equivalent. Bachelor’s or Master’s degree majoring in industrial engineering, safety engineering, occupational health, or closely related field desirable.

Experience: Three (3) years of experience in the areas of workplace safety and employee training, including at least one (1) year of which involved administration of a comprehensive safety and accident prevention program. Five (5) years of experience in the areas of workplace safety and employee training, including at least three (3) years of which have involved administration of a comprehensive safety and accident prevention program desirable.

License/Certification: Possession of a valid Class C California Driver's License; possession of a Cardiopulmonary Resuscitation and Emergency Cardiac Care Provider certificate and First Aid certificate or the ability to obtain one within 12 months of appointment.

The following certifications are highly desirable:

 

• Certification by the Board of Certified Safety Professionals as a Certified Safety Professional (CSP) and an Associate Risk Manager (ARM)
• Certification by the State Water Resources Control Board in Water Treatment, Water Distribution, or Wastewater Treatment
• Certification by the California Water Environment Association in Mechanical Maintenance, Electrical/Instrumentation, or Environmental Compliance Inspection
  Physical Requirements: Moderate and sometimes strenuous exertion required, including sustained walking, standing, bending, kneeling, climbing, lifting and carrying. May have to work on ladders, in tunnels and confined spaces, hazardous atmospheres and in protective garments.
