The current vacancy is in the Employee Benefits and Wellness Division of the department. We are seeking a candidate who has a solid foundation in customer service, along with intermediate to advanced Excel skills to carry out daily tasks.
 
Working as part of the Benefits team, the new HR Tech will provide daily customer service support to County employees and retirees by answering questions about the generous benefits that are offered and conducting trainings and presentations to educate employees and retirees about their benefit packages.  Call center experience is extremely helpful, though not required. Exceptional customer service is a hallmark of the position.

Examples Of Duties

The HR Tech will be responsible for reconciling benefits reports and assisting in the development of dashboards. We are seeking an individual who can gather, organize, analyze, and explain benefit plan data effectively through concise reports. The ideal candidate will possess intermediate to advanced Excel proficiency, allowing them to create pivot tables, formulate equations, conduct calculations, generate visual data representations, and design forms/audit reports.

Additional duties for the HR Tech include assisting with the annual Employee Benefits Fair and determining eligibility requirements.

Benefits Division
The Employee Benefits Division, led by the Human Resources Benefits Manager, coordinates and administers benefits programs, providing assistance and technical support to County employees and retirees, benefit partners, and insurance providers.

Out team supports a workforce of over 6,000 active employees and 3,000 retirees.  We operate a customer service call center, conduct one-on-one and group benefits education, and facilitate large benefits-related training sessions.  We assist employees with benefit concerns, work closely with administrators and insurance providers to resolve County coverage issues quickly, and process benefit changes efficiently.  

The County offers a comprehensive benefits package, including medical, dental, vision, life insurance, and various voluntary benefits. Employees and their families also have access to a wide range of Wellness benefits and resources.

Qualifications

Experience and Education:  
Any combination of experience, education, and training that would provide the required knowledge, skills, and abilities is qualifying.

• A typical way to qualify is three years of increasingly responsible administrative support work with at least two years of HR-related work. 

Experience in Benefits is strongly preferred but not required.
 
Knowledge of:

• Microsoft Excel.
• Principles and practices of human resource/personnel administration and management.
• Federal, State, and local legislation involving human resource/personnel function.
• Organization, procedures, and operating details of the County or similar jurisdictions or agencies.

Selection Process

DEFINITION

To perform a variety of skilled work involving the trimming, removal, installation, and general maintenance of trees; to operate and maintain all tree maintenance equipment; and to perform related work as required.

DISTINGUISHING CHARACTERISTICS

This is the journey level class in the Tree Maintenance class series. Positions in this class perform duties requiring greater skill and experience. All positions assigned to the class require the ability to exercise judgment and initiative, and to direct the activities of lower-level staff in tree maintenance operations.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Parks Supervisor. Lead supervision is also provided by the Tree Lead Worker.

Exercises technical or functional supervision over lower level and less experienced personnel.

ESSENTIAL FUNCTIONS: (include but are not limited to the following)

·      Climbs trees using ladders and climbing equipment or works from bucket of an aerial lift truck boom to perform tree maintenance tasks, pruning, limb removal, or line clearing.

·       Establishes safe work zones and adheres to safe work practices including the use of personal protective equipment.

·       Directs the work of the immediate support crew in a safe and effective manner.

·       Operates all types of tree maintenance equipment such as aerial lift trucks, chainsaws, brush chippers, sprayers, stump grinders, or other tools and equipment.

·       Keeps records of work performed, including damage to property.

·       Assists in the training and supervision of lower-level staff.

·       Maintains tree maintenance equipment.

·       Responds to inquiries from the general public regarding tree maintenance work and explains City tree policies.

·       Confers with Tree Lead Worker to plan, review work projects, and make suggestions to better implement the work program.

·       Performs the duties of the Tree Lead Worker in his/her absence.

·       Responds to emergency calls outside of normal work hours as required.

KNOWLEDGE/ABILITIES/SKILLS: (The following are representative sample of the KAS’s necessary to perform essential duties of the position)

Knowledge of: Materials, equipment and methods used in care, trimming and removal of trees; tree planting, and maintenance methods; pruning standards of the International Society of Arboriculture (ISA). Principles of training. Safety measures relating to the pruning, removal and general maintenance of trees in populated areas.

Ability to: Direct activities of immediate subordinates; perform manual labor; monitor supplies and materials; analyze situations and adopt effective courses of action; set up safe work sites in traffic, learn the geography of the city; work cooperatively with other City crews; establish and sustain work routines. Perform aerial rescues. Perform high climbing and pruning work in City trees. Pass annual training and perform First Aid and CPR.

Skills: Ability to safely and efficiently operate aerial lifts, brush chippers, tractors and implements, spray rigs, front end loader, blower, chain saws, stumpers and cutters, gas pole saw, hydraulic tools, shop tools, limb lowering devices. Rig trees for safe and efficient high climbing.

QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification.)

Education and/or Experience: Sufficient education and experience to perform the above duties efficiently. Typically, this is obtained through achievement of Certified Tree Worker status, and equivalent to the completion of twelfth grade supplemented by specialized training in tree care work.

License/Certificates: Possession of valid 'Class C' California Motor Vehicle Operators License; Certified Tree Worker Certificate (ISA) and Certified Line Clearance certificate within one year of appointment; and First aid and CPR certificate within one year of appointment.

San Mateo County Health's Behavioral Health and Recovery Services Division is seeking a responsible, innovative leader and skilled clinician for the position of Supervising Mental Health Clinician - East Palo Alto Services. This Supervising Mental Health Clinician will supervise and coordinate the work of mental health professionals and interns in the East Palo Alto and East Menlo Park geographic area in San Mateo County. This position works closely with community members and community providers to develop and sustain programming that is culturally and community responsive.

This position will participate in program administration, planning and evaluation. The Supervising Mental Health Clinician supervises and guides the clinical team who provides services to seriously emotionally disturbed youth and their families, and seriously mentally ill adults. Services provided include: medication assessment and management; individual, group and family therapy; psychological assessment; case management; rehabilitation services; and crisis intervention.

The current vacancy is in the East Palo Alto Community Counseling Center, located in East Palo Alto but will travel throughout San Mateo County for client visits, trainings and meetings.

The East Palo Alto Community Counseling Center offers a unique setting to provide services to a diverse population in a community-oriented clinic.

This position supervises a multidisciplinary team that provides clinical outpatient services to adults and children and their families. San Mateo County Behavioral Health and Recovery Services (BHRS), Child and Youth Services https://www.smchealth.org/bhrs, provides a broad spectrum of Trauma Informed mental health and substance use services for children, youth, and families focusing on prevention, early intervention and treatment of youth diagnosed as Severely Emotionally Disturbed (SED) and/or substance use disorders. We provide services through specialty teams outpatient clinics, in schools, and field-based teams in Daly City, San Mateo, Half Moon Bay, Redwood City and East Palo Alto. BHRS also provides services through a network of community agencies and independent providers who offer outpatient and wraparound services. BHRS supports treatment of the whole person to achieve wellness and recovery, and to promote the health and well-being of the people, families and communities we serve. Additionally for Residential Youth Treatment at Canyon Oaks Youth Center, Community Care Licensing requires providers working in this facility to maintain 40 hours of annual training related to the field, most of which are provided by the facility. Clinicians will also need to be trained in Professional Assault Crisis Training model (Pro-Act) upon hire.

San Mateo County Behavioral Health and Recovery Services (BHRS), Child and Youth Services https://www.smchealth.org/bhrs, provides a broad spectrum of Trauma Informed mental health and substance use services for children, youth, and families focusing on prevention, early intervention and treatment of youth diagnosed as Severely Emotionally Disturbed (SED) and/or substance use disorders. We provide services through specialty teams, outpatient clinics, in schools, and field-based teams in Daly City, San Mateo, Half Moon Bay, Redwood City and East Palo Alto. BHRS also provides services through a network of community agencies and independent providers who offer outpatient and wraparound services. BHRS supports treatment of the whole person to achieve wellness and recovery, and to promote the health and well-being of the people, families and communities we serve. Additionally for Residential Youth Treatment at Canyon Oaks Youth Center, Community Care Licensing requires providers working in this facility to maintain 40 hours of annual training related to the field, most of which are provided by the facility. Clinicians will also need to be trained in Professional Assault Crisis Training model (Pro-Act) upon hire.

The ideal candidates will possess:

• Strong assessment, diagnostic and evaluation skills
• Knowledge of principles, techniques and trends in counseling, psychotherapy, clinical case management, crisis management and various treatment modalities
• Experience providing treatment for youth with Severe Emotional Disturbance (SED).
• Experience delivering services to youth who have mental health and substance use conditions. Experience delivering services in specialty areas for infants, children, youth, adolescents and/or transitional age youth.
• Excellent documentation skills: progress notes, assessments, client care plans, etc.
• Demonstrated expertise, skill and interest in working with a broad range of clients of diverse cultures and backgrounds, such as Latino, Pacific Islander, African American, and LGBTQ, and an ability to provide culturally appropriate and proficient services.
• Skill in establishing and maintaining productive working relationships with families, co-workers, other professionals, collaborative partners and the public.
• Experience using electronic health/medical record systems (e.g. AVATAR, SOARIAN).
• Fluency in Spanish and experience providing clinical services using bilingual skills.

Example of Duties

Duties may include, but are not limited to, the following:

• Perform initial diagnostic evaluation noting behavioral symptoms. Determine and develop appropriate treatment plans for all clients in the caseload.
• Conduct individual, group and family counseling/therapy sessions for clients.
• Develop individual and group treatment plans utilizing a variety of psychotherapeutic, psychosocial and psycho educational modalities.
• Conduct suicide/risk assessments & crisis intervention.
• Conduct home visits and/or field-based services (as relevant to program needs.)
• Awareness of community resources in order to provide linkage to additional supportive services.
