THE POSITION

Under general direction from the City Engineer, or designee, the Associate Engineer will perform moderately complex, professional engineering work, and serve as project manager for capital improvement projects under the guidance/direction of the City Engineer, or designee. Work involves responsibility for complex engineering duties associated with the planning, design, construction, inspection, and coordination of civil engineering and public works projects. This position may also exercise indirect supervision over professional and technical staff. The ideal candidate will possess strong ethics, be a problem solver with a service focus and highly responsive. They will thrive in and foster a team-oriented and collaborative environment. 

EXAMPLES OF DUTIES

Duties may include, but are not limited to, the following:

• Prepare all phases of engineering design, plans, and specifications and estimates for the construction of public works projects under the guidance/direction of the City Engineer.
• Inspect project sites to assist in the solution of difficult problems; interpret plans, specifications, City policy and prepare change orders.
• Review engineering calculations, plans, and specified materials for accuracy and compliance with regulations.
• Perform a variety of engineering calculations for hydraulics, street design, right-of-way, and grading.
• Provide information to the public on department operations and current and proposed projects.
• Conduct traffic and transportation studies; design, develop, and implement traffic signal timing systems; perform system analysis and provide recommendations to improve signal system effectiveness under the guidance/direction of the Transportation Manager and/or City Engineer or designee.
• Review and update City standard plans and specifications.
• Review plans, specifications, and engineering calculations for accuracy of design and completeness; review and recommend engineering requirements for minor subdivisions, commercial buildings, and residential projects; check traffic signal plans, lighting, and striping plans; oversee right-of-way engineering work; conduct final inspection of site improvements and public improvements for compliance with City specifications.
• Review and make recommendations on technical reports and studies.
• Coordinate engineering-related activities with other City departments, divisions, and outside agencies.
• Prepare preliminary and final cost estimates; assists in the preparation of the capital improvement budget and program; administer agreements and contracts for capital improvement projects; review payment requests; coordinate change orders and field directives under the direction of the City Engineer or designee.
• Preside over bid openings and pre-construction meetings with contractors and design firms; coordinate engineering work with other departments, consultants, public utilities, developers, and property owners; confer with City, State, and other officials to resolve problems involving engineering projects; resolve and assist others in the resolution of disputes between the City and contractors concerning plans, specifications, and extra work.
• Attend engineering meetings and conferences to keep abreast of current municipal engineering techniques.
• Perform related duties as assigned.

QUALIFICATIONS

Knowledge of

• Principles and practices of engineering.
• Modern methods, materials, and techniques used in the design and construction of a wide variety of public works engineering projects.
• Applicable local, State, and Federal laws, regulations, ordinances, and engineering standards pertaining to the design and construction of public works and traffic control systems.
• Construction contract administration and estimating of construction work.

Ability to

• Make complex engineering computations and to check, design, and supervise the construction of a wide variety of public and private facilities.
• Communicate clearly and concisely, orally and in writing.
• Use computers to perform engineering calculations and designs.
• Read, evaluate, and interpret moderately complex plans, specifications, technical reports and electronic/electrical schematics.
• Prepare accurate plans, layouts, specifications, cost estimates, and engineering reports under the direction of the City Engineer or designee.

EXPERIENCE AND EDUCATION

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

• Experience: Four years of responsible and relative experience in professional engineering work, including project design and project management experience.
• Education: Equivalent to a Bachelor's degree from an accredited college or university with major coursework in civil engineering or a closely related field.

LICENSE OR CERTIFICATE

 Possession of a certificate of registration as a professional engineer in the state of California. Possession of an appropriate California driver's license and ability to maintain a satisfactory driving record. 

COMPENSATION & BENEFITS

The City of Pleasant Hill offers a comprehensive compensation and benefits program. The monthly salary range is $9,673 - $12,514, and appointment will be based on the qualifications and experience of the selected applicant. Effective 11/1/2024: 3.25% COLA and Step G added to pay schedule ($9,987 to $13,244/month). Effective 11/1/2025: 3.5% COLA ($10,337 to $13,708/month). • Health/Medical Benefit: Choice of coverage with Kaiser or Blue Shield. The City pays 75% of the Kaiser monthly premium at each coverage level. DEFINITION

• OPERATOR I (COLLECTION)
  Under general supervision or direction, the Operator I (Collection) is responsible for the overall operation of the wastewater collections system, which includes the repair and maintenance of the sewer collection system and pump stations.
   
• OPERATOR II (COLLECTION)
  Under general direction, supervises the operation of the Collections System of the Wastewater Treatment Plant on a designated shift to ensure processing and discharge of wastewater which complies with performance standards of State regulatory agencies; perform any combination of tasks involved with inspection, construction, repair, and preventive, corrective and emergency maintenance of sanitary personnel; prepares logs and other records; performs maintenance tasks as required and other related duties as required.
   

ESSENTIAL FUNCTION REQUIREMENTS

For the Collections System, ability to locate, detect cause, and correct sewer stoppages; detect and perform minor repairs and adjustments to sewer equipment; maintain pumps and related mechanical equipment; and report to work at any time during an emergency.  Perform electrical and mechanical repairs, maintenance work and modification to equipment used in a water quality control plant; use various mechanic’s tools with skill and accuracy; available for standby on sewer calls on a rotation basis; follow oral and written directions; maintain working relationships with other employees.  (See Physical Demands section as it relates to Essential Function Requirements.)

• OPERATOR II (COLLECTION)

  • Lead a crew in the safe performance of preventive, corrective, and emergency maintenance of sanitary sewers
  • Respond to service requests, unclog mainline stoppages, and keep records on sewer line cleanings and state of existing problems within the Collections System
  • Repair mainline breaks, replace broken pipe and reconnect pipe sections
  • Operate power rodder, jet truck, backhoe and TV equipment
  • Conduct periodic inspections and perform routine maintenance and minor repairs to wastewater pumping stations and equipment
  • Keep daily logs and records on equipment; makes reports to the supervisor
  • Provide technical assistance and prescribe work methods and safety procedures to maintenance workers and utility workers
  • Inspect installation of new sewer lines, laterals and related structures; may study blueprints and specifications preparatory to inspection of construction project
  • Supervises the work of all operating personnel assigned to shift; trains and evaluates performance of shift employees, enforces safety procedures in conformance with policy of plant’s safety program.

What You’ll Do

• Operate wastewater treatment facilities to control flow and processing of wastewater, sludge and effluent; monitor gauges, meters and control panels; observe variation in operating conditions, interpreting meter and gauge readings and test results to determine processing requirements.
• Operate valves and gates, start and stop pumps, engines and electric motors to control and adjust flow and treatment processes, operate and maintain boilers, perform routine maintenance work on valves, tanks, related equipment and facilities.
• Monitor, adjust and troubleshoot as needed plant operational processes utilizing data-driven technology, such as the SCADA or PCS system.
• Fully utilize the computerized work systems in accordance with work flow processes.
• Operate treatment plant vehicles and stationary machinery as required.
• Collect samples and perform routine laboratory tests and analyses.

These positions require shift work, nights, weekends, holidays with on-call emergency response 24 hours per day. However, along with this challenge is the benefit of working a 12-hour shift that results in a very favorable work/life balance and requires the minimum commuting days as compared to other standard 8-hour shifts.

Who You Are

The WWTP Operator in Training:

• You have graduated from high school or equivalent, and have six educational units of math or science course work, and six months experience in handling mechanical equipment and tools.
• You have up to 18 months to obtain a Grade I WWTP Certificate to promote to WWTP Operator I.

The WWTP Operator I:

• You have graduated from high school or equivalent and have six months experience in handling mechanical equipment tools.
• You possess a Grade I WWTP Certificate and work under direct supervision of the WWTP Shift Supervisor or WWTP Operator II and perform more routine operation work.
• You may be promoted to WWTP Operator II upon obtaining a Grade II WWTP Certificate and completing qualifying training.

The WWTP Operator II

• You possess a Grade II Wastewater Treatment Plant Operator Certificate issued by the State of California.

Under direction, to perform beginning level civil engineering work of average difficulty in the field and office in connection with the surveying, design and construction of public works projects, and to do related work as required.

Knowledge of: Modern civil engineering theory and methods, to include nomenclature and instruments used in engineering office and field work; structural design and layout, basic principles of physics, chemistry, advance mathematics as applied to practical civil engineering work; computer-aided drafting and design; and computer software for spreadsheets and word processing.

Ability to: Learn all aspects of municipal and state laws which pertain to local contracts and plan specifications; learn modern construction methods; write concise technical reports; use drafting, computer aided drafting and surveying instruments; supervise field and office personnel; prepare, read, and interpret survey notes, engineering specifications, construction plans, and legal property descriptions; make difficult engineering computations; understand and carry out technical instructions; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Definition

Under immediate supervision, learns and performs inspection of public works street, highway, bridge and tract right of way construction projects; performs related duties as required.

Class Characteristics

This entry-level classification in the Construction Inspector series reports to a Senior Civil Engineer through a Construction Coordinator in the Construction Inspection Section of the Public Works Engineering Division. It is characterized by the responsibility to learn and to inspect public works construction projects for compliance with codes and specifications. Incumbents' assignments, objectives and work methods are specified; issues of fact are referred to the supervisor; review of work is ongoing and responsibility for achieving work objectives rests with a supervisor. Incumbents' work will gradually be done on a more independent basis subject to occasional review in progress through questions/problems and consultation with the supervisor and the section head. It is distinguished from the next higher classification of Senior Construction Inspector by the latter's technical expertise, performance of fully qualified journey level work with a minimum of supervision, and responsibility to provide training and technical expertise to Construction Inspector incumbents.

• Reviews construction plans, specifications, encroachment permits, and other plans affecting assigned projects.
• Participates in meetings to discuss construction details and resolves issues with contractors and other agencies.
• Conducts on-site inspections of construction materials, grade elevations, underground facilities, construction safety precautions, minor concrete structures, street light installations, traffic signal installations, traffic control devices, and erosion and siltation control installations to determine compliance with contract plans and specifications, and with city and other governmental regulations.

• Ensures conformance with applicable safety standards and regulations.
• Assists in coordinating materials testing.
• Identifies problems.
• Monitors the correction of project deficiencies.
• Identifies and recommends approval of necessary contract and/or plan adjustments to accommodate field conditions.

• Calculates and recommends formal approval of appropriate progress payments to contractors for work completed.
• Investigates citizen complaints related to encroachment and/or grading violations.

Minimum Qualifications

Knowledge of: Surveying and construction staking (grade-setting) practices; standard construction practices including specifications, methods, materials and equipment; mathematics through plane geometry and trigonometry; methods and techniques of materials testing; soil types and characteristics; standard specifications and construction details book (both City and State); construction safety standards; OSHA and CalTrans Traffic Control Devices Manual; traffic safety.

Skill in: Driving an automobile on paved and unpaved surfaces; operating surveying equipment; and preparing field sketches.

Ability to: Evaluate quality of construction and construction materials; determine safety implications of construction techniques; perform mathematical calculations through plane geometry and trigonometry; read blueprints; read public works construction and topography maps and grading plans; determine and verify elevations using hand level and calculator; communicate effectively with individuals from a variety of cultural and socio-economic backgrounds both orally and in writing; resolve inter-personal conflicts; identify problems, evaluate alternatives and arrive at logical decisions; read and interpret complex regulations and technical documents, including plans and specifications; understand and use standard engineering and hand held tools used in Public Works Construction Inspection; learn city encroachment and underground ordinances.

Education/Experience

Any combination of education and/or experience that has provided the knowledge and skills necessary to satisfactory job performance would be qualifying. A typical way to obtain the required knowledge and skills would be: Graduation from high school and four years experience in a field related to street/highway construction; 60 semester units of college education in engineering, construction techniques and methodologies or building inspection may be substituted for two years experience in construction.

This includes the review and approval of subdivision maps, street designs, stormwater management, and adherence to city and state standards for engineering projects. As a vital contributor to the City’s long-term development, the City Engineer will manage the City's Capital Improvement Plan (CIP), ensuring that infrastructure projects are aligned with the needs of our growing community.

Some of the City's exciting in-progress and upcoming projects that this position will be involved in include:

• A streetscape project funded with regional grants and state earmarks, celebrating a beginning to development of the downtown area.
• Design and construction of a railroad overpass on Central Avenue.
• A full list can be seen in the 2024-2026 Biennial Budget and Capital Improvement Plan (starting on page 201). 

This position reports to the Public Works Director and supervises a talented team of professional, technical, and paraprofessional staff. The City Engineer will also act in the absence of the Public Works Director, providing crucial leadership and decision-making in the department.

A few key aspects of this position are:

• Leadership & Supervision: Direct the activities of the Engineering Division by assigning, supervising, and evaluating the work of staff and ensure that city projects are completed on time, within budget, and in accordance with legal requirements.
• Project Oversight: Lead the development and implementation of major street, transportation, and capital projects through plan and specification review, bidding process management, and construction and inspection.
• Regulatory Compliance: Ensure all private development and public improvement plans comply with state and local codes, including the preparation and review of subdivision maps and stormwater management initiatives.
• Capital Improvement Management: Administer the City’s Capital Improvement Plan (CIP), including project selection, budget oversight, and coordination with City Council and other stakeholders.
• Grant Applications & Management: Apply for federal and state grants to fund various public works projects. Monitor the expenditure and compliance of awarded grants.
• Collaboration & Communication: Provide guidance to other City departments and the public on civil engineering and urban development matters. Represent the City in regional discussions and public meetings.

EXPERIENCE AND TRAINING

Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education:

• Possession of a Bachelor’s degree from an accredited college or university with major coursework in civil engineering or a closely related field.

Experience:

• Six (6) years of progressively responsible professional civil engineering work including three (3) years of supervisory and project management experience.

License:

• Possession of a valid driver license and a satisfactory driving record throughout employment.
• Current registration as a Civil Engineer in California.
