The Superior Court of California, County of San Mateo is seeking qualified and experienced candidates for the position of Child Custody Recommending Counselor.
 
The Child Custody Recommending Counselor will provide mediation services and child custody recommending counseling as required by California Family Code section 3160 et seq, and will conduct investigations and prepare reports as provided in California Family Code section 3110 et seq and Family Code section 7851 and 9001.  The candidate hired for the position will work in any court department and must be able to travel to any court location in the county.

Qualifications

Experience and Education: As required by the Family Code and the California Rules of Court, applicants for positions in this classification must have the following minimum qualifications:

• Experience: Two years of experience in counseling or psychotherapy, or both, preferably in a setting related to the areas of responsibility of the family conciliation court and with the diverse population to be served.
• Education: A master's degree in psychology, social work, marriage, family, and child counseling, or other behavioral sciences substantially related to marriage and family interpersonal relationships.

Knowledge of: 

• Adult Psychopathology, family psychology, child development, child abuse, the effects of divorce on children, the effects of domestic violence on children, child custody research, and clinical issues relating to children.
• Domestic violence issues as described in Family Code Section 1816.
• Principles and techniques of family mediation.
• Crisis intervention techniques.
• Cultural diversity issues.
• Community resources for client referral.
• Laws, rules, regulations, policies, and legislation related to Court operations and functions, particularly those related to family law and court mediation.
• Ethical standards which promote fairness and encourage trust in the mediation process.

Skill/ Ability to:

• Prepare well written, thorough reports, which include information regarding a family from various professional sources.
• Assess the mental health needs of children.
• Establish and maintain effective working relationships with those contacted in the performance of required duties, including fellow employees, members of the judiciary, behavioral specialists, service providers, and the public.
• Learn the Federal, State, and local regulations and guidelines related to assigned duties.

About the Division
The Legal Division provides a wide array of legal services to support the entire Air District, including prosecuting violations of air laws; advising on legal compliance with the Brown Act, California Environmental Quality Act, AB 617, and other federal, State and local laws; supporting rulemakings by developing regulatory language and advising on compliance with rulemaking requirements; supporting the permitting program; reviewing records under the Public Records Act; researching legal issues; and staying abreast of current legal developments in air quality throughout California and nationwide. The Division utilizes a variety of tools to resolve enforcement actions, such as abatement orders, civil enforcement, and coordinating with other enforcement agencies, like local district attorneys or the state Attorney General. For cases in environmental justice communities, Air District staff can directly engage with community members when determining the appropriate legal remedies, including high enough penalties to reach deterrence-based outcomes and ensure the community benefits from the related funds and measures to bring the facility into long-term compliance and prevent the potential recurrence of violations.

Definition
Under close supervision, the legal intern performs various work related to and in support of legal casework being undertaken by attorneys in the Legal Division. The intern gains practical work experience through assisting the Air District’s attorneys while following guidelines and procedures defined by the Legal Division.

Distinguishing Characteristics
This is a temporary training position for current law students and recent law school graduates. Interns will apply their legal education to work and gain practical experience assisting experienced attorneys on a variety of cases and projects. Through this work, interns will gain valuable environmental law and regulatory experience.

The Position

In June 2025, the County’s Board of Supervisors voted unanimously to reestablish a countywide human trafficking prevention pilot program in the District Attorney’s Office. The pilot program is an investment in technology and expertise to provide education and outreach, protect victims, prevent exploitation, identify traffickers, and bring perpetrators to justice.

Working under the direction of and closely with the Director of Interjurisdictional Operations, the Human Trafficking Prevention Analyst (Prevention Analyst) will help conduct research and track and collect data regarding human trafficking crime activity, as well as targeted prevention efforts, to guide the county’s efforts to combat human trafficking and support the victim/survivors. 

The Prevention Analyst will work closely with partner agencies – including community-based organizations, law enforcement agencies, agencies providing victim services, local cities, and school districts to track the scope of human trafficking in San Mateo County.  In addition, the Prevention Analyst may attend daytime and evening meetings with community-based and other organizations, representing the Director of Interjurisdictional Operations.  

Using the research findings and the collected data, the Prevention Analyst will draft high-level reports to inform policymakers, including the Board of Supervisors, of the progress of the human trafficking prevention initiative.  

Expertise in research and data extraction, management, and reporting are essential to success in this position. Additionally, strong verbal and written communication skills are required to prepare analyses, reports, and presentations.  Versatility and flexibility will also be important in this position.

Duties include, but are not limited to, the following:

• Conduct independent research.
• Collect, aggregate, and analyze data.
• Create representational (dashboards, graphs, charts, etc.) and written reports based on research and collected data.
• Collaborate with law enforcement, community-based organizations, local jurisdictions, school districts, and county departments.
• Represent the office at community-based meetings, which might be held during the day or during the evening.
• Demonstrate political astuteness and comportment as a representative of the District Attorney’s Office and the County of San Mateo.
• Work on special projects as assigned by the Director of Interjurisdictional Operations.

Depending on the selected candidate, this position could be filled at the Management Analyst level or the Associate Management Analyst level.

• Associate Management Analyst is the first level classification in the Management Analyst series. Initially under close supervision, incumbents with basic professional administrative education and/or experience perform analytical and technical work. The impact of decisions is moderate, and the work is typically one of interpreting, explaining, or gathering information. The annual salary range for an Associate Management Analyst is: $104,811 – $130,998.
   
• Management Analyst is the fully experienced level classification in the Management Analyst series. Incumbents support the work of departmental management staff by conducting day-to-day administrative support activities and acting as a professional-level resource for organizational, managerial, and operational analyses and studies. The work has technical and programmatic aspects requiring the interpretation and application of policies, procedures, and regulations. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. The annual salary range for a Management Analyst is: $121,264 – $151,611.
     

Limited Term Position

Funding for this pilot program has been approved through December 2026, so this position is being filled as a Limited-Term position.  Limited-term positions are full-time, fully benefited, temporary positions.   Limited Term employees receive medical and dental benefits, like regular employees, and a defined contribution retirement plan (401-A).  Depending on need, the position could become a regular position, but there is no guarantee of this.

The responsibilities of the City Attorney's Office broadly consist of representing and advising the City Council, City officials, and employees of all City departments in all matters of law pertaining to their offices and departments. The Position:
The City is recruiting to fill one (1) Assistant City Attorney position. Ideally, the position will be assigned to act as the primary advisor to the City’s Human Resources Department, with additional general municipal areas of work for other departments including but not limited to finance, governance, conflicts of interest, open meetings, and public records.

The annual salary range for this position is $213,185.04 - $275,895.96.  This position will be filled at or near the minimum of the salary range.
 

Minimum Qualifications

EXPERIENCE
• J.D. or L.L.B. from an accredited law school;
• Six (6) years recent experience in the general practice of law.  Four (4) years of the qualifying experience must include dealing with municipal, county or state governmental agencies in the State of California;
• One year of supervisory experience is desirable; and
• Trial experience is highly desirable.

CERTIFICATION
• Active member in good standing of the State Bar of California is required;
• Admission to the Federal District Court and Federal Appeals Court Bar is desirable.

LICENSE:
Possession of an appropriate California driver's license is required.

OTHER REQUIREMENTS
Must be able to perform all of the essential functions of the job.
