THE POSITION

Under general direction of the Operations Support Services Manager, plan, organize, direct, and coordinate the police and fire communication center operations within the Police Department and implement policies and procedures that will maximize efficiency for calls for service. Exercises direct and indirect supervision over supervisory, technical, and administrative support staff.

DISTINGUISHING CHARACTERISTICS
 
This classification is distinguished from the Communications Supervisor in that the latter performs full, first-line supervisory responsibilities including planning, assigning, and evaluating the work of subordinates and overseeing a program area within a work unit or department. It is further distinguished from the Operations Support Services Manager which has overall management responsibility over the Support Services Division within the Police Department.
 
 

Essential Duties

Duties may include but are not limited to the following:

Develops, implements and updates section goals, objectives, policies and procedures.

Plans, organizes and directs police and fire communications center activities including monitoring and analyzing shift reports relative to the dispatch function and overseeing investigations of complaints regarding police/fire communications operations.

Prepares the Communications Center's budget; assists in budget implementation; participates in the forecast of additional funds needed for staffing, equipment, materials, supplies, and services; administers the approved budget.

Researches and evaluates applicable MOU, policies, codes, regulations, and laws governing communications and use of confidentiality of police records.

Recommends the appointment of personnel; provides and/or coordinates staff training; conducts performance evaluations; implements discipline procedures as required; maintains discipline and high standards necessary for the efficient and professional operation of the department.

Oversees and manages the operations and activities of Communications Center; ensures both the Police and Fire Departments needs are met.

Researches, develops, implements and assists in compiling Communications Center standards to meet the Commission on Accreditation for Law Enforcement Agencies (CALEA) requirements; coordinates audits for accreditation.

Plans, coordinates and conducts training and professional development of the Communications Center staff.

Manages the public safety communication infrastructure and equipment, including EBRICS radio communication and cmputer related hardware and software applications.

Oversees the City's narrow banding efforts in compliance with the FCC's rules and regulations.

Serves as liaison between outside organizations and the City and to boards, councils and commissions as directed; prepares and presents staff reports and presentations at various City Council, commission, board, and other governmental meetings; drafts City Council documents; serves on various committees and task forces.

Maintains communication with public safety personnel regarding Communications Center issues; attends line-ups, special operations briefings and inter-agency meetings and committees to ensure current information is available to the Communication Center.

Responds to emergency situations which may arise in the communications center during off-duty hours.

Builds and maintains positive working relationships with co-workers, other City employees and the public using principles of good customer service.

Performs related duties as assigned.

• Public safety emergency dispatching equipment procedures and practices.
• City, county, state and federal law enforcement computer systems.

EXPERIENCE AND EDUCATION

Any combination equivalent to experience and training that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the required knowledge and abilities would be:
 
Education: Equivalent to completion of the twelfth grade supplemented by college level
coursework in supervision/management and general business. Education equivalent to an Associate of Arts degree in Administration of Justice, Business or Public Administration is highly desirable.

Experience: Three (3) years of supervisory experience in emergency dispatching comparable to that of a Communications Supervisor in the City of Hayward.

License or Certificate: Possession and maintenance of both a Basic POST Dispatch Course Certificate of Completion and a valid California Class C Driver's License.

PROBATIONARY PERIOD: One (1) Year

About the Position

The City Manager’s Office is recruiting for an Assistant to the City Manager position to serve as the City’s Capital Budget Coordinator.  This is an unclassified, salaried position, which means that the position is not part of the Civil Service system.  This management position is not represented by a bargaining unit.  This is a regular, at-will position with the City Manager’s Office reporting to the Deputy Budget Director.

The Capital Budget Coordinator facilitates the development and oversight of the City’s annual capital budget and five-year capital improvement program.  A critical member of Budget Office’s senior management team, the ideal candidate possesses the technical skills necessary to ensure accuracy of budget documents generated from the Hyperion budgeting software platform while applying a collaborative leadership approach among departmental partners to facilitate the analysis and decision-making necessary to resolve complex budgetary problems related to the construction and rehabilitation of public infrastructure.  In support of the Budget Director, the incumbent is expected to self-initiate, design, and implement projects to improve budgeting processes and outcomes, and will often be called upon to craft effective written communication of complex financial, budgetary, and operational information in a manner clear and accessible to the City Council and members of the public. 

Key Responsibilities

This position is responsible for the following:

• Manages the capital budget process, including, but not limited to, budget development, revenue and expenditure tracking and monitoring, financial status reporting, and capital revenue forecasting for approximately 50 funds at a combined annual budget of approximately $1.4 billion.
• Leads the update and administration of the organization's Hyperion capital budgeting software system; researches and understands reporting requirements and ensures that systems are modified to meet these requirements; establishes best practices for system use; ensures that these practices are used throughout the organization; and trains departmental staff as needed.
• Coordinates capital budget activities across all City departments, develops annual capital budget training manuals/instructions and leads city-wide trainings.
• Working collaboratively with City departments, solves capital budget issues and oversees capital funds management for inclusion in various budget documents such as the Annual Report, Mid-Year Budget Review, City Manager’s Budget Request and Five-Year Forecast, Proposed and Adopted Capital Budget and Five-Year Capital Improvement Program.
• Coordinates memorandum review activities and provides staff support for budget/fiscal implications for all City Council memoranda.
• Monitors economic-sensitive information affecting City capital funds.
• Effectively supervises and motivates a team of Budget Office staff to ensure timely and accurate completion of assignments. 
• Ensures alignment of the Capital Program with City Council priorities, policies, and budget principles and City Manager directives and budget guidelines.
• Authors, reviews, and edits budget documents, reports, memoranda and briefing materials for the capital budget.
• Studies City organizations, operations and services to make recommendations to improve quality and effectiveness of service delivery. 
• Resolves and facilitates major issues which are confidential, controversial or of major significance to the organization.
• Represents the Budget Office or City Manager’s Office as assigned at public events including community groups, City Council sessions, Committee meetings, and Planning Commission budget review.

The Hydro Comm Technician troubleshoots, repairs, calibrates, maintains, tests and installs communications and control system hardware, software, and equipment in hydroelectric power generating stations and facilities.  Systems include:  microwave, telemetry, two-way radio, fiber optic, multiplex carrier, VoIP & POTS telephone, SCADA & DCS, RTU’s, serial comms (RS-232 / RS-485), frame relay, protective relay (transfer trip & power line carrier), Electronic Security Perimeter (Routable Networking components including Defense-in-Depth strategies), routable networks security, physical security (alarms & video surveillance), misc. electronics, AC/DC, instrumentation, DC Power, and PV systems.

Essential Duties / Skills: (other duties may be assigned)

• Networking (firewalls, routers, switches, VLAN, encryption, TCP/IP, UDP, VPN, OSI model)
• SCADA (management, graphical development, data historian, OS patches, security)
• Power Plant Control System Security (network security, defense-in-depth, risk modeling/remediation, NERC CIP compliance / monitoring, ports/services)
• PLC interface with DCS distributed control system (input/output, scaling, PLC programming)
• Telemetry (modbus, DNP, Serial, RTU, I/O)
• Telecom (VoIP, POTS, DDS, T1, etc.)
• Microwave (Hardware, software, troubleshooting, etc.)
• Two-Way Radio (900 MHz, Motorola MotoTrbo, etc.)
• Fiber Optics (OTDR, Maintenance, etc.)
• Auxiliary Equipment (Batteries, solar, back-up generators, AC/DC, peripheral computer components)
• Project Management (develop wiring diagrams, layout drawings, & engineering specifications for system modifications)
• Assists with maintenance and repair of mechanical and electrical equipment and systems

Desired Skills:

• Hydroelectric power plant experience.
• Ability to operate, control and monitor hydroelectric generating units and auxiliary equipment.

Qualifications:

• High school diploma with additional education and/or certifications (GROL, NARTE, CISSP, CISCO, etc.) highly desirable.
• Completion of a recognized Comm Tech apprenticeship program or equivalent course work in electronics and data communications.
• At least five (5) years of responsible experience maintaining, installing & repairing electronic control systems & data communications equipment.
• Knowledge of:  R56 standards , FCC rules / regulations, NERC CIP standards, Radio frequencies, electronics and instrumentation theory, DC/AC theory, Networking and Security principles.
• Unrestricted CA Drivers License and clean driving record.
• Ability to climb towers up to 175’ and complete physically demanding work in rough natural terrain.
• Willingness to be available for work during off hours in case of emergency.
• Willingness to relocate permanent residence to within 50 miles of Murphys, CA.

Position and Duties:

The City Council has a Digital Inclusion and Broadband Strategy that seeks to accelerate the deployment of wired and wireless broadband for all people while making it more inclusive for the digitally underserved (the digital divide). Executing this strategy requires negotiating value exchange relationships with telecom providers, overseeing the creation, adoption, and execution of balanced broadband friendly policies, working collaboratively with the community on the aesthetics and other community concerns associated with broadband deployment, and setting the vision, strategy, and priorities for the Small Cell Team in the Department of Public Works, and the Macro Site Team in the Planning, Building, and Code Enforcement Department that executes the Permit to Inspect processes for the City.

The Broadband Manager reports directly to the Director of Civic Innovation and works closely with the Deputy City Manager responsible for 21st Century Infrastructure.

The Broadband Manager directly influences over $1B in private sector investments into the City of San José over the next seven years. This private sector investment creates thousands of jobs, dramatically increases regional GDP, delivers hundreds of millions of dollars of Smart City capability, and delivers tens of millions of economic opportunities for the digitally underserved.

The Broadband Manager requires a broad set of skills including strategic thinking, negotiation, telecommunications experience, public policy, team leadership, and public collaboration.  They will negotiate value exchange agreements to generate the demand for broadband deployments and ensure City’s departments fulfill that demand by permitting communications facilities including macro site, small cells, and underground fiber optics.  This role requires collaboration with various City departments including, but not limited to the City Manager’s Office of Administration, Policy, and Intergovernmental Relations; City Manager’s Budget Office; Mayor’s Office; Information Technology; Planning, Building and Code Enforcement; Public Works; and Transportation. The Broadband Manager will also work closely with innovative technology companies to evaluate ways to accelerate broadband deployment, including Smart City technology within the new context of COVID-19 public health, and the shelter-in-place dynamics that highlight the value of digital inclusion. Collaboration with public interest groups, community organizations, and other stakeholders will also be required to ensure public adoption of broadband deployment, especially the deployment of small cells on street lights. Finally, the Broadband Manager will work closely with the City’s Library Department and external stakeholders to ensure progress of social justice for the digitally underserved people in San José.

The Broadband Manager responsibilities include the following:

• Negotiate value trading agreements with broadband providers that promote economic development, digital inclusion, and support for Smart Cities.

• Direct the development of balanced broadband friendly policies.

• Direct the City departments involved with broadband deployment.

• Collaborate with external stakeholders on community concerns with broadband deployments.

• Measure compliance with agreement terms and conditions.

• Evaluate new technologies and approaches to accelerate broadband.

• Report progress to City Council and external stakeholders.

• Advise on federal, state, and local regulations including rulings from the Federal Communications Commission (FCC) and the California Public Utilities Commission (CPUC) and recent court decisions.

• Advise on proposed telecommunications resiliency standards for broadband deployments from and emergency operations perspective such as the CPUC Wireless Resiliency Strategy and the City of San José Power Vulnerability Plan.

• Supervise and manage the Small Cell Permitting Project Manager.

• Manage the Digital Inclusion Program in relation to public-private partnership contract requirements and in relation to City and community stakeholders to advance digital inclusion.
