What You’ll Do

The City of San Mateo is a very progressive city that encourages staff and resident engagement to develop positive solutions that meet the demands of the community and regulatory landscape. 

The successful candidate will coordinate, promote, expand, and implement best practices of the City’s Solid Waste and Recycling Programs within the Public Works Department; such as promoting and monitoring proper sorting by employees at all City facilities to  reduce contamination in the waste stream, reducing instances of illegal dumping, and  monitoring  the hazardous waste created by the City as a small quantity generator. You will monitor contractor compliance and resolve performance issues; will be a liaison between the public and the waste hauler to ensure service levels and the requirements of the exclusive franchise agreement are being met; and will perform a variety of professional and technical level tasks relative to assigned area of responsibility. You will plan, execute, and coordinate many special events with the public and other City departments as well as the City’s “Team Up to Clean Up” anti-litter and waste sorting education and outreach program.

The County of San Mateo Planning & Building Department is seeking well-qualified candidates for the position of Building Inspector.

 

Under general supervision, Building Inspectors inspect public and private buildings, structures, and related installations being constructed, altered, or repaired to determine conformance with approved plans and specifications and compliance with applicable laws and ordinances. In addition, Building Inspectors investigate complaints, advise and assist building contractors and property owners on the use of materials and building methods, and coordinate inspections with other agencies and organizations. Specific duties include inspection of plumbing, water, gas, and electrical work as well as general construction work; preparing reports and maintaining records; processing and issuing permits; and minor plan checking.

 

Building Inspector I is the trainee level class in the Building Inspector series, responsible for learning the tasks and responsibilities involved in the inspection of public and private buildings. This class is distinguished from Building Inspector II/III by the performance of the more routine tasks and duties assigned to positions within this series. Employees at this level work under general supervision while learning job tasks, but as experience is gained, incumbents work with greater independence and are given more responsible assignments. Work is typically reviewed in progress and upon completion for conformance with established procedures.

 

Building Inspector II is the journey-level class in the Building Inspector series. Employees at this level are capable of working independently and performing a full range of inspections of plumbing, mechanical, electrical, and structural work as well as general construction.

 

Building Inspector III is the advanced level class in the Building Inspector series. This class is distinguished from Building Inspector II by the performance of the full range of more complex and difficult inspection activities. Employees at this level assist in training less experienced inspectors and provide assistance with difficult situations in the field. Positions in this class series are flexibly staffed and are normally filled by advancement based on experience and acceptable work performance.

 

The ideal candidate will have:

• At least two years of experience conducting a full range of inspections of buildings and related structures and working in a jurisdiction performing a combination of field inspections and minor plan reviews.
• Be well-versed in the area of building construction and safety.
• Have experience training less experienced inspectors and provide assistance with difficult situations in the field.
• The ability to analyze and interpret building and zoning codes, ability to determine the scope of grading and erosion control.
• Knowledge of laws and regulations to resolve complex issues or situations.
• excellent interpersonal and communication skills.
• excellent customer service skills.

In addition, the ideal candidate will have the skill and ability to:

• Work at indoor and outdoor construction sites at different heights and in confined spaces.
• Walk on uneven surfaces.

Possession of a Combination Inspector Certification (building, electrical, mechanical, plumbing) from a recognized testing organization, and California Access Specialist (CASp) Certification are highly desirable.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Inspect structures being built, repaired or altered for conformance with approved plans and specifications and compliance with applicable laws and ordinances.
• Inspect plumbing, water, and gas lines, gas appliances, electrical services, electrical wiring, motor installations, setbacks, quality of materials used, and general construction of buildings.
• Investigate building code violations; post "stop work" notices on work in progress that does not conform to law; post notices on houses unsafe for occupancy; prepare correction notices; order corrections and improvements.
• Inspect existing structures for unsafe or substandard conditions; write correction and violation notices; make reinspections.
• Make final inspections; issue certificates of final inspections; prepare reports of inspections and work completed.
• Advise builders and property owners on building construction methods and code requirements; advise on building practices; assist with problems and interpret codes; wait on counter, answer phones, and write correspondence giving information on codes, general requirements, zoning regulations, and inspections.
• Assist the public by processing permits, receiving fees, and writing receipts.
• Review building plans.
• Prepare reports and maintain records.
• Coordinate work with other agencies on code and ordinance provisions and in cooperative efforts to improve housing in deteriorated areas.
• Maintain surveillance of substandard dwelling units to expedite rehabilitation, abatement, demolition, or court action.
• Perform related duties as assigned.

 

Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

Building Inspector II: One year of experience in conducting a full range of inspections of buildings and related structures.

Building Inspector III:Two years of experience in conducting a full range of inspections of buildings and related structures.

 

Licensure/Certification:

Building Inspector I: Obtain certification as a building inspector from a recognized state, national or international association within two years of employment, pursuant to State requirements.

Building Inspector II/III: Possession of certification from a recognized state, national, or international association.

Supervision:
Works under the general supervision of the Deputy District Secretary, who establishes goals and objectives, monitors and evaluates performance.

 

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to: 

• Bachelor’s Degree
• Two (2) years of full-time progressively responsible experience providing professional administrative support.

Preferred Qualifications:

• Experience performing duties in support of Boards of Directors, Councils, or Commissions that operate under the Brown Act.
• Experience in records management.
• Proficiency in Microsoft Office Suite.
• Able to attend Board and Committee meetings outside of regular working hours (evenings, nights, and rarely weekends and offsite)
• Effectively communicate both orally and in writing.
• Maintain effective working relationships with internal and external customers.

As a sewer collection agency, the District maintains 33 pump stations, 13 miles of force main, and 132 miles of gravity sewer pipeline.  Each y ear the District replaces over 2.5 miles of gravity sewer as part of the annual CIP project.

What You’ll Do

The Assistant Planner/Associate Planner performs professional level work in the field of current planning and/or advance planning to promote the City’s Mission and Values. The current vacancy may be filled at either level based on experience.

Assistant Planner - is the entry level class in the professional planning series and is distinguished from the Associate Planner by the performance of less complex tasks and duties in the fields of current or advance planning, which require the application of fundamental planning principles. Assignments are generally limited in scope and within the design and procedural framework established by higher level employees. However, as experience is acquired, the employee performs with increasing independence. Since this class is typically used as a continued training class, employees may have only limited work experience.

Associate Planner - is the journey level class in the professional planning series and employees within this class are distinguished from the Assistant Planner by the performance of the full range of duties as assigned, which require the application of professional knowledge and skills to various municipal planning, zoning, and environmental problems and the preparation of specific reports and plans. The position provides opportunity for independent judgment in planning work details and making technical determinations. Work in this class is distinguished from that of Assistant Planner by the greater complexity of assignments including preparing zoning code and general plan amendment studies, and by the greater independence with which the incumbent is expected to operate. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the lower class of Assistant Planner or, when filled from the outside, require prior professional planning work experience.

The Assistant Planner receives general supervision from a Senior Planner or higher level department personnel. The Parks, Recreation and Neighborhood Services Department is currently seeking to fill 2 full-time Maintenance Worker I vacancies in the Parks Division.

The salary range for this classification is: $68,473.60 - $83,304.00

Actual salary shall be determined by the final candidates’ qualifications and experience.

This is the journey-level class in the Maintenance Worker classification series responsible for performing the full range of semi-skilled tasks for assigned maintenance operations and programs. Incumbents are expected to work independently and exercise judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Maintenance Worker II in that the latter class performs the more complex work assigned to the series.

 

Some assignments require candidates to be willing and able to work weekends, holidays and/or other shifts as needed.

Duties of the Maintenance Worker I position include, but are not limited to:

• Maintaining park grounds which may include, but is not limited to: irrigation, cultivation, pruning, planting, and transplanting a variety of turf, shrubs, trees, and plants. 

• Operating mowing equipment in parks and athletic fields and operating triplex gang/rotary mowers, power edgers, tractors, rototillers, sprayers, dump and other trucks, power chain saws and other light power equipment and hand tools used in grounds and maintenance work. 

• Applying fungicides, herbicides, insecticides, and fertilizers. 

• Maintaining and making minor repairs to playgrounds, picnic areas, athletic fields and sport courts, park trails, and firebreaks as well as make minor repairs and adjustments to irrigation systems, mowers, and miscellaneous equipment. 

• Performing clean-up and litter pick-up functions, cleaning pools and fountains, scheduling automatic irrigation controllers, maintaining work-related records, and preparing corresponding reports. 

• Explaining programs and policies to the public, providing lead guidance to less experienced workers, assisting in firefighting and rescue duties in wilderness park areas, and may be responsible for vehicle and pedestrian traffic safety in work areas. 

• Must be willing and able to lead various unpaid labor and volunteer participants.
