The Management Fellowship Program is designed to attract top talent from graduate schools to commit to meaningful and value-driven work in local government. This program creates a channel into future leadership opportunities within local government. Primarily designed for recent postgraduate candidates as well as current Master's program students, this Fellowship is a limited term (two-year period) position beginning Fall 2021.

The Department of Public Works is seeking well-qualified candidates for the position of Public Works Technician II.  Public Works Technician II is the journey-level class of the Public Works Technician series and those hired for the position should be fully competent to independently perform technical, field, and office civil engineering work in a variety of technical areas within the Department of Public Works, such as Utilities, Watershed Protection, and Flood Control.
 
The ideal candidate for this position will have at least two years of experience in providing technical support to a related public works field such as engineering, mapping, surveying, drafting, construction, or related technical support field.
 
The Idea candidate will also:

• Perform field work related to utilities (sewer, water, street lighting) construction projects
• Create documents, reports and maps with Microsoft suite applications, AutoCAD and Geographic Information Systems (GIS)
• Understand sanitary sewer collection system equipment and operations
• Understand and apply environmental permitting requirements
• Understand and apply environmental regulations and compliance

In addition, the ideal candidate will have the ability to:

• Provide excellent customer service in a professional and courteous manner
• Perform well under pressure or stressful situations
• Quickly learn work policies and procedures and adapt to the work environment
• Read and interpret drawings, engineering plans, and regional maps

General duties include:

• Provide customer service to the public and other governmental agencies in person, by phone and/or in writing, regarding County procedures and regulations, facility locations, plan requirements, and property ownership, which may require the interpretation of policies and procedures
• Perform field inspections including measurement of quantities in the field and office calculations either during design phase or during construction
• Assist engineering, mapping/survey, and construction management staff in the preparation and archiving of engineering or construction management documents including grant-related documents
• Work on the survey team on specific County projects as a liaison
• Perform surveys, including setup of equipment to make field measurements and using appropriate survey instruments
• Act as a flagger to provide protection when performing survey work in high traffic areas
• Perform basic on-site material testing; take samples for laboratory materials testing as appropriate
• May reduce field notes and make related office computations 
• Perform a variety of computer-aided drafting tasks to update and maintain Public Works geographic information systems (GIS), survey maps, right of way maps, various drawings and plans. 
• Obtain and distribute copies of maps, land descriptions and similar information.
• Review County base maps for accuracy and completeness
• Maintain accurate records and documentation regarding projects surveyed. 
• Perform survey related drafting or engineering drafting under the direction of the County Surveyor or engineering staff
• Perform general drafting using computer-aided drafting software
• Review sanitary sewer plans for Departmental conformance and regulations and correspond to project applicants
• Research County property records for mapping information, easements, benchmarks, field books and respond to customers
• Issue, prepare, and process sewer inspection and other permits for public works projects or other private and utility projects affecting County maintained facilities.
• Enter, retrieve, and report information using computerized asset management systems (CMMS) and Geographical Information System (GIS).
• Perform plan reviews and prepare plan review comments.
• Write clear and professional letters, reports, and correspondence.
• Prepare invoices for billing and payment requests.
• Perform other administrative duties, such as, filing, equipment inventory, research, etc.
• Periodically attend public and/or professional and technical association meetings.
• Provide support to utility staff and information to the public regarding water, wastewater, flood control and streetlight issues and questions.
• Perform related duties as assigned

QUALIFICATIONS

Licensure/Certification: Possession of a class C California driver license or equivalent.
 
Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is two years of experience in providing technical support to a related public works field such as engineering, surveying, drafting, construction, resource conservation, or a related technical support field.

 
Knowledge of: Techniques, principles and practices related to the technical support area(s) to which assigned; basic engineering, drafting, survey and public works inspection terminology and concepts; principles and practices of plan review, field inspection and engineering drafting; applicable laws, codes and regulations; engineering mathematics through trigonometry; recordkeeping principles and practices; safety principles, practices and equipment related to the work; standard office practices and procedures, including filing and the operation of standard office equipment; techniques for  dealing with the public, in person and over the telephone.
 
Skill/Ability to: Perform engineering support work in the technical support area(s) to which assigned; perform independent research for collecting and summarizing information for the technical support area(s) to which assigned; use the office and field tools and equipment of the technical support area(s) to which assigned; prepare detailed written reports, correspondence and professional documents; use initiative and independent judgment within established procedural guidelines; interpret, apply and explain applicable codes and regulations; make accurate engineering calculations; read and interpret a variety of plans, specifications and other technical documents; maintain accurate records of work performed; perform basic drafting and mapping work; perform basic field data collection and inspection work; establish and maintain effective working relationships with those contacted in the course of the work; use computer for word processing, spreadsheet, GIS mapping, and AutoCAD drafting.

The Department of Public Works is seeking well-qualified candidates for the position of Stationary Engineer II.

Stationary Engineer II is the journey-level classification and incumbents are responsible for a wide variety of repair and maintenance work in the areas of HVAC, electrical, plumbing, refrigeration, emergency power systems, boiler equipment and piping repair, Building Automation systems, and miscellaneous equipment repair.
 
In addition to the knowledge, skills, and abilities required to perform the duties of this job, the ideal candidate will also have:

• At least three years of journey-level experience as a Stationary Engineer
• A minimum of three years of journey-level experience in mechanical, electrical, and plumbing systems  
• Extensive knowledge and experience working with boiler and HVAC systems 
• Proficient in a wide variety of installations and repairs on plumbing, gas system piping, chiller/boiler piping, and wastewater systems, including the ability to operate a large sewer snake  
• The ability to troubleshoot, repair, and maintain a variety of equipment including air conditioning, electric motors, heating units, heat pumps, light commercial furnaces, burners, Fresh Air and exhaust fans, economizers and humidifiers is essential  
• Experience in energy management and computer-controlled systems is highly desired
• Experience with Fire Alarm testing, troubleshooting, and NFPA codes
• Backflow Prevention Tester certification is highly desired

 
Experience in a hospital or healthcare setting is highly preferred.  Employees must be willing to work evenings, weekends, and alternate shifts.

QUALIFICATIONS

Licensure/Certification:

THE DEPARTMENT

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The Parks and Recreation Department is composed of a Director and 22 full-time management positions. The department is comprised of the Recreation, Community Services, Parks, Facilities and Common Greens divisions.

The Recreation Division consists of seven program areas, including Aquatics, Classes, Cultural Arts, Childcare, Senior Services, Sports and Rentals. The Child Care Program Area includes three preschools for children 2.5 to 5 years; four licensed after school recreation programs for school-age children Kindergarten-12 years; two grant funded ASES programs (REAL Program) designed for academic support for school age children Kindergarten–12 years old; Summer, Spring and Winter camps for children kindergarten through 12 years old; TEEN camp in Summer; Full of Fun Camp and Nights of Fun.

THE POSITION  

The Preschool Teacher will direct, plan, develop, and implement an educational program that provides for the full intellectual and social development of each child.  This journey-level classification is distinguished from the next higher level in that this classification has sites and few administrative and coordinative responsibilities.

Incumbents daily have direct contact with the children and parents.  Incumbents must perform in accordance with specific instructions and are reviewed for compliance with State of California requirements.

Depending on the level of experience, the vacancy will be filled as either a Preschool Teacher I or Preschool Teacher II. 

The City Manager has administrative responsibility and authority to ensure that the laws and ordinances of the Town are duly enforced. The City Manager is responsible for managing and giving direction to all department heads, except for the City Attorney. The City Manager is appointed by, and serves at the pleasure of, the City Council.

Essential responsibilities of the City Manager include:

• Representing the Town with other governmental agencies
• Recommending adoption of ordinances and resolutions to execute the City Council’s policies
• Advising the City Council of the fiscal condition of the Town
• Preparing an annual budget and Capital Improvement Plan
• Exercising general supervision over all public buildings, parks, and other public properties under the control of the Town
• Appointing or removing employees of the Town

  newly adopted laws, trends and societal changes that could affect
  the Town
• Monitoring and informing the City Council of upcoming
  significant contract renewals and the status of
  major Town projects.

The City of San Bruno is seeking a Principal Civil Engineer with a strong focus on Land Development.  Areas of responsibility will include overseeing private development, encroachment permits, and Public Works Engineering plan review of building permits.  This position will supervise junior staff such as Assistant and/or Associate Civil Engineer for land development and technician/inspector in the plan review and inspection of private owner work in the public right-of-way and easements. 

Under the supervision of the City Engineer, the Principal Civil Engineer will manage complex private development projects and coordinate the activities of consultants and junior level staff in a variety of supporting disciplines.  Now is an exciting time to join our team as the City currently has over 20 private development projects, including several large projects, such as YouTube, Crestmoor High School, Engvall School, and Mills Park redevelopment. 

Other duties might include supervising the review of private development and/or subdivision plans for conformance to standards; participating in the development of capital improvement plan and projects; providing continuing technical assistance to staff; supervising and participating in the work of junior-level engineering staff; and, serving on and providing technical support assistance to various City commissions and task forces.

The ideal Development Principal Engineer candidate will possess the following:   

• Graduation from an accredited four-year college or university with a degree in civil engineering or a closely related field
• A minimum of five (5) years of increasingly responsible civil engineering experience performing duties of at least comparable to an Assistant Civil Engineer; at least two (2) years of this experience must be equivalent to an Associate Civil Engineer or above, including experience as a project manager
• Possession of a valid California driver’s license or the ability to obtain one prior to employment.
• Possession and maintenance of a valid registration as a Professional Engineer in the State of California, or possess Professional Engineer Registration in another state with the ability to obtain California registration within six (6) months
• Municipal professional engineering and supervisory experience highly desirable

The City of San Bruno is seeking an Associate Civil Engineer with a strong focus on traffic/transportation.  The Associate Engineer develops traffic and pedestrian safety projects, is responsible for all signal installations and modifications to the City’s signal system, provides traffic engineering support to various Capital Improvement Projects (CIP), and reviews traffic impacts from private development projects.  They will conduct studies to recommend changes for traffic safety and operational improvements, provide traffic signal design and review on CIP and private development, perform construction management of traffic and transportation improvement projects, review traffic impact studies and transportation demand management plans for private development projects, address parking issues, interact with general public to resolve traffic issues and citizen complaints, and make presentations to the Traffic Safety and Parking Committee.   

Other duties may include determining codes, regulations, and requirements; providing project management for municipal public works projects; administering grant applications; review traffic control plans; administering permits for utility, street use, and franchise; providing engineering support for other City departments and other duties as assigned.

The ideal Associate Engineer candidate will possess the following:   

• A minimum of three (3) years of responsible civil engineering experience performing duties comparable to an Assistant Civil Engineer
• Graduation from an accredited four‑year college or university with a degree in civil engineering or a closely related field
• Municipal or related consultant experience highly desirable
• Possession and maintenance of a valid registration as a Professional Engineer in the State of California, or possess Professional Engineer Registration in another state with the ability to obtain California registration within six (6) months
• Advanced knowledge of civil engineering principles, practices and methods as applicable to a municipal setting. 
• Extensive experience designing and implementing traffic related projects and be able to monitor and evaluate traffic signals and congestion.

DEFINITION

Under general supervision, operates and maintains (O&M), performs, corrective and emergency maintenance, construction and repair to water quality distribution system facilities and infrastructure; handles public relations in the field; and performs other duties as assigned.

Distribution System Operator I is the entry-level class and Distribution System Operator II is the journey level class in the series. Incumbents in the Distribution System Operator I class will progressively perform most of the duties required in the series but are not expected to function at the same skill level and will usually exercise less independent direction and judgment on matters related to work procedures and methods. Work is usually supervised while in progress and fits an established pattern that has been explained in detail as they arise. Under the flexible staffing concept, Distribution System Operator II positions that may become vacant may reasonably be filled at the Distribution System Operator I level.

Positions in the Distribution System Operator II class are flexibly staffed and normally filled by advancement from the Distribution System Operator I class, or when filled from the outside, require prior specific experience in building related and/or water/water-delivery-related O&M. Appointment to this class requires the employee to be performing substantially the full range of water/water-delivery-related construction and O&M duties and to meet the qualification standards for the class. This class requires the ability to work independently exercising judgment and initiative. Duties will normally require the ability to operate the full range of tools and mechanical equipment related to water maintenance and to lead and directly supervise crews on specific projects and activities.

EXAMPLES OF DUTIES

Safely O&M as a member of a crew or individually inspects, installs or repairs water lines, service connections, meter, valves, and other water infrastructure facilities; Excavates using heavy equipment including vacuum excavation equipment. Operate pneumatic, hydraulic and power and hand tools; back fills trenches and excavations; cuts, threads and assembles pipe; caulks water lines; makes new service connections installing meters and boxes and tapping main lines; tests, disinfects, pressurizes the system, installs, repairs, and replaces fire hydrants; drives a truck hauling workers and materials; may be required to work unusual hours as needed; responds to service requests; responds to emergency calls; keeps records of materials used or performed; test and repair of water meters; operates compressor, air tools, tampers, backhoe, front loader and other related construction tools. Regularly prepares routine reports and logs including daily activity reports. Accurately mark locations of underground facilities and respond to underground service alerts (USAs); May undertake minor carpentry, plumbing, cement work and electrical work. O&M of the related wastewater treatment system and equipment; monitors gauges, dials, meters and controls panels, and other recording instruments, greases and cleans equipment; services and maintains a variety of distribution system equipment; extracts samples and performs field tests and analysis; inspects plant equipment and facilities to locate and report needed repairs; performs general plant maintenance work, such as sweeping, cleaning, sanding, and painting; performs general grounds maintenance work. Supervise contractors; respond to calls for service 24/7; participate in required standby rotation, participate in all required safety training and maintain required current certification and carry out duties in a safe manner.

MINIMUM QUALIFICATIONS

Knowledge of: O&M, preventative maintenance, repair and record-keeping procedures of a typical water distribution system; methods and equipment used to install, test, repair and maintain water distribution infrastructure; occupational hazards, safety precautions and principles of accident prevention. The O&M of mechanical equipment, including pumps and electric motors; control procedures for water treatment /distribution processes; tools, equipment and methods used in the overhaul, repair, adjustment and modification of stationary power equipment, and of the pumping, piping, and electrical systems used in a pump station.

Ability to:

Safely use heavy equipment, hand and power tools; operate and service pumps, motors and other mechanical equipment; perform the more skilled tasks required in the field operation of a water distribution system; make arithmetic calculations involving fractions, decimals and percentages; use CRTs, PCs, and computer-based data systems; understand and follow oral and written instructions; demonstrate a high degree of mechanical aptitude; read maps; accurately mark locations of underground facilities and respond to underground service alerts (USAs); work in adverse weather conditions which require exposure to wind, rain and cold temperature; work in atmosphere which often involves noise, noxious odors, gases, contact with water and/or wastewater, and risk of bodily injury; maintain an appropriate public service demeanor and positive customer service interactions; report back to work to respond to after hour call backs and to report to duty during an emergency; adhere to Standby Duty Procedures; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis, on time and in approved uniform.

Physical Capability to: Perform moderate, and sometimes strenuous, sustained manual labor; walk, climb, lift, crawl, stoop and bend to reach work; work safely in confined spaces; work outdoors in temperature extremes and inclement weather. Must be willing to report to work at any time during an emergency and work an irregular work schedule.

Experience:

Distribution System Operator I, entry level: one (1) year, full-time, paid experience in construction, maintenance, or other semi-skilled, physical work.

Distribution System Operator II: two (2) years of full-time, paid experience in construction or maintenance work in a water utility system or the plumbing trade.

Education:

Distribution System Operator I, entry level; Graduation from high school or equivalent

Distribution System Operator II: Graduation from high school or equivalent

License:

Possession of a valid, Class C, California Driver’s License at the Distribution System Operator I level.

To be appointed to the Distribution System Operator II Level, individual must possess a valid Class B California Driver’s License (including acceptable driving record) and a Water Distribution Operators License D1 issued by the Department of Health Services.
