THE POSITION

Tri-City's Adult Outpatient Program (AOP) is now actively recruiting to fill a vacancy for Mental Health Specialist (MHS). The MHS position will appeal to individuals who are passionate about working with adults with behavioral health challenges.  This position reports to a Clinical Supervisor.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Planning and providing a variety of behavioral health support services to mentally ill and emotionally disturbed persons in an effort to attain, restore or improve individual physical, mental or emotional functioning;

• Providing assistance to clinical staff and participating in group and individual support within various programs;

• Developing and determining appropriate referrals for the continuation of care;

• Documenting and maintaining records as required and as credentialed, including attendance records, daily visit logs, and daily and/or weekly interdisciplinary notes; 

• Provides advocacy for participants as needed to ensure inclusion in all aspects of the community including education, socialization, employment and housing, and provides case management services:

• Adhere to 70% billing compliancy and other duties as assigned, etc.
   

The San Mateo County Libraries seeks an experienced, reliable, and motivated Communications Specialist to join our Library Communications Team.

The successful candidate is an enthusiastic team player who is able to handle multiple projects simultaneously in a fast-paced environment. Reporting to the Communications Manager the Communication Specialist will plan, organize, and coordinate public and internal communications activities for San Mateo County Libraries. The Communication Specialist is expected to be a strategic thinker who develops and executes integrated communications, media and marketing plans for the library system- leveraging multi-communication channels (traditional and online), promotional materials such as, but not limited to, library signage/collateral, web content, press releases and fact sheets- with the goal of advancing outreach and library engagement to community stakeholders and library users.

Under the supervision of the Communications Manager, the Communications Specialist will provide support to the libraries by ensuring the system’s branding strategy and guidelines are adhered to across all libraries and divisions, and may occasionally serve as a media relations contact/spokesperson for the libraries. The individual selected for this position should possess excellent organizational skills, work well under pressure and be capable of performing under fast deadlines to support key messaging, design and branding needs.

Duties may include, but are not limited to, the following:

• Create, develop, distribute and maintain library print and digital assets (e.g., brochures, reports, website, social media, and website) via multiple channels.
• Support the management of all digital and print marketing channels (e.g. digital asset management system, website, blogs, newsletters, social media, flyer creation) to ensure brand consistency.
• Provide copywriting and editing support to the libraries’ print and digital platforms.  
• Develop and implement communication/marketing strategies that include design work, patron messaging, and social media content creation. Adhere to the company’s style guide, ensuring that libraries produce high-quality designed collateral and error-free copy. 
• Under the direction of the Communications Manager, research, design and draft press releases, media pitches and responses, content for library system initiatives, infographics, blogs, library signage, newsletters and internal messaging. 
• Support media relations by serving as a media contact, as needed. Research and draft talking points, occasionally answer reporter inquiries, create content for executive speeches, op-eds, etc.
• Arrange, coordinate and support library events and programs in a virtual and in-person setting. 
• Support and evaluate results of communication campaigns with the team.
   

Education and Experience:  Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is a Bachelor's degree from an accredited college or university with a major in mass media communication, marketing, public relations, journalism, business or public administration or a closely related field; AND four years of professional experience with responsibility for public relations, media relations, communications, marketing or a closely related field and directly involved in the preparation and dissemination of information to the general public and press.

There are 3 sections in engineering: land development, utilities and capital improvement program.

In land development, the team’s primary functions are to review private development applications to ensure compliance with city and regional requirements and to manage construction by third-party permittees in the city’s right of way. An engineer in this team could expect to review project plans and permits to support these functions and to coordinate closely with the City’s planning and building divisions, other city engineering functions, utility engineers and contractors. The successful candidate will have technical engineering skills and project management capabilities to complete timely plan reviews and the ability to communicate proactively with other city departments, developers and contractors.

In utilities, the team’s primary functions are to ensure safe drinking water is delivered to Menlo Park Municipal Water customers, manage a now-closed landfill at Bedwell-Bayfront Park, collaborate regionally on climate change adaptability and resiliency efforts, and oversee the city’s storm drainage programs. An engineer in this team could expect to develop and oversee water capital projects such as water main replacements, reservoir maintenance, and emergency water supply system improvements; manage the landfill leachate collection system; and/or manage grants and coordinate with neighboring cities and partner agencies on sea level rise protection projects. 

In the capital improvement program, the team’s primary function is to deliver new and maintenance infrastructure projects for streets, city buildings, environmental programs, and parks & recreational opportunities. An engineer in this team could expect to work on or manage a variety of capital projects, develop design plans and specifications, manage consultants, and oversee projects through construction. A customer service attitude is critical in this team to work with stakeholders for each project – whether community members, local business owners, or staff in other city departments who manage city buildings, parks and facilities.

Assistant Engineer

$7,881 - $9,580 / month

Associate Civil Engineer

$8,689 - $10,562 / month

Position may be filled at either level, depending on experience and qualifications.  

The Assistant/Associate Civil Engineer performs engineering work on the following types of capital improvement projects:  buildings, parks, levee, stormwater systems, lagoon, streets, traffic signals, water distribution systems and wastewater collection systems.   

Candidates with experience with transportation/traffic engineering are highly desirable.  Candidates with experience independently managing the design and construction of capital improvement projects are highly desirable.  Candidates with AutoCAD experience are desirable.

ASSISTANT ENGINEER

The Assistant Engineer performs journey level engineering work in the design, construction, and inspection of a variety of public works projects.  The Assistant Engineer serves as project managers for assigned projects and provides a variety of engineering support services including plan checking.  The Assistant Engineer will work under the supervision of more experienced engineers.

ASSOCIATE CIVIL ENGINEER

The Associate Civil Engineer performs professional engineering work and project management on a variety of public works projects.  The Associate Civil Engineer will perform duties independently with supervision, as required or needed.  The Associate Civil Engineer exercises supervision over lower-level staff and manages major program areas in the Engineering Division.

IMPORTANT AND ESSENTIAL DUTIES:

Managing capital improvement projects:  Management of a capital improvement project may include preparing requests for proposals for professional engineering, architectural, and/or specialty inspection services; selecting consultants and negotiating professional service agreements; administering professional engineering, architectural, and/or specialty inspection agreements including reviewing and commenting on work product; assisting with the bidding and awarding of construction contracts; administering construction contracts; inspecting construction work for conformance with the construction contract documents; facilitating problem resolution, negotiating and preparing contract change orders; authorizing payment for services rendered; ensuring accurate as-built record of projects; coordinating warranty inspections; training of operation and maintenance programs related to new facilities; and closing out capital improvement projects.

• Preparing and/or coordinating the preparation of construction contract documents (plans and specifications) and cost estimates for smaller capital improvement projects, such as, street rehabilitation projects. 

• Determining applicable codes, regulations, and requirements for assigned projects.

• Preparing staff reports and resolutions to obtain approval and/or authorization from the City Council.

• Preparing memoranda, reports, and presentations to Traffic Review Committee, City Council, and other bodies.

• Reviewing and commenting on building permit applications and proposed land development projects for compliance with codes, regulations, standards, and compliance with approved City Master plans. Evaluating transportation, traffic and other public works related impacts related to private projects.

• Supervising subdivision plan checking for conformance to City Standards

• Coordinating the preparation of traffic, utility and other studies and reports.

• Monitoring the City’s advanced traffic management system; administering traffic signal and streetlight maintenance contract, including coordinating repairs and USA tickets/markings; and reviewing transportation and traffic engineering areas of land development projects.

• Providing customer service by addressing and/or responding to inquiries or concerns relative to engineering policies and procedures on specific projects and other information from the public, other City departments, and other agencies.

• Coordinating projects with other departmental sections or teams, consultants, developers, property owners, County officials, State and Federal agencies and other officials to resolve problems.

• Preparing and administering grant applications.

• Preparing forecasts and developing/monitoring operating and capital improvement project budgets. Identifying potential funding alternatives and recommending program planning criteria and priorities for inclusion in the budget planning process.

• Mentoring, training, assisting and evaluating less experienced engineers, technical and clerical support staff.

• Updating the City’s GIS system.

SELECTION PROCEDURE: 

A limited number of the most qualified candidates will be invited to continue in the selection process. The recruitment process may consist of any of the following components: application review, written exam, physical/performance test and oral board interview. The Employment List will consist of candidates that successfully complete the recruitment process.  A departmental interview will be scheduled to fill the current vacancy following the establishment of the Employment List.
