THE POSITION:

Under direct supervision, the Police Officer Trainee attends a Commission on Peace Officer Standards and Training (P.O.S.T) approved Police Basic Recruit Academy and successfully completes the academic and physical training required for appointment to the classification of Police Officer Recruit II.

 

ESSENTIAL DUTIES:

Duties may include but are not limited to the following:

• Participate in a P.O.S.T certified police academy designed to provide an overview of the criminal justice system including knowledge of laws, police procedures, law enforcement techniques, first aid and physical fitness.
• Receives training to develop an awareness of Police Department functions, as well as the responsibilities of Police Officers and how those responsibilities relate to field operations.
• Receives academy and field training to become a Police Officer.
• Learns proper handling and firing of firearms, report writing and emergency vehicle operation. 
• Develops an understanding and working knowledge of the California Penal, Vehicle, Health and Safety Codes. 
• Develops an understanding of proper evidence collection and preservation methods.
   

The Assistant City Manager is an executive at-will position that serves at the pleasure of the City Manager. This position functions as the operations officer for the City Manager and also serving as an advisor to the City Manager and Executive Team, and is responsible for coordinating, planning and directing a variety of City programs and operational activities of the City. This position will be hands on, managing administrative functions, divisions and projects; including community development, infrastructure projects, planning projects, and public information functions. Some other key responsibilities of the position includes:

•  Serving as the City Manager and assuming the responsibilities of the City Manager as needed
•  Ability  to work in a challenging environment with limited staffing resources
•  As a  working executive position, functions in close partnership with the City Manager to lead the organization and  coordinate programs and activities as assigned
•  Coordinates and assists in the development of the annual operating and capital budgets
•  Plays a key role in administering the day-to-day operations of the City as an accountable and assertive executive
•  Facilitates the development and implementation of the City Council’s strategic plan along with other specific areas of City government as assigned by the City Manager

The Department of Public Works is seeking to fill a vacant Security Officer position.  This position is responsible for performing work focused around security services at City Hall and providing a safe and orderly environment for staff and the public.  Shift rotation will be required every 6 months and will be based staff bids or the need of the department.

 

Duties include, but are not limited to, providing service to customers, monitoring closed circuit video and access control systems in Security Operation Center (SOC); escorting contractors to perform maintenance on security equipment; monitoring and/or inspecting vehicles at the garage entrance; issuing access badges to employees, interns or contractors for City Hall and other off-site locations. This position will also provide security coverage for various city meetings, public or private events, commissions and hearings in addition to coordinating with Police and Fire during emergency operations, medical calls or other related calls of service pertaining to the City Hall campus.

 

Current shifts for this position are Monday through Friday, day and swing shifts, however, the position may at times provide coverage for meetings or events on weekends or special projects on the weekend that could fall on a City of San Jose recognized holiday.

 

This position has a uniform requirement including a jacket & safety shoes. This classification receives an annual uniform allowance every year through the MEF bargaining unit Memorandum of Agreement. While on duty, incumbents of this position will be required to wear the approved uniform for this classification.

DESCRIPTION/RESPONSIBILITIES:

 

 

     The Senior Analyst reports to the Assistant City Clerk and the City Clerk and conducts activities unique to the Office of the City Clerk. Under direction, performs professional analytic work of considerable difficulty in general administrative matters that may involve assignments in the areas of personnel analyses, budget, fiscal and organizational analyses including general staff analyses. The position requires a detail-oriented person able to work well under pressure, meeting frequent deadlines, handling multiple assignments in a fast-paced, customer-focused environment. Successful applicants must possess strong interpersonal skills with the ability to develop and maintain effective and collaborative working relationships; superior organizational, customer service, written and oral communication skills as they must interact effectively and respond to inquiries from the general public, elected officials, and City staff from throughout the organization. Rarely, evening work may be required.

 

      

 

     Key Responsibilities:

 

     * Confers with Assistant City Clerk/City Clerk on the more difficult management/administrative problems, supervises or leads in gathering facts and data for problem resolution; valuates, prepares reports and recommendations for improved departmental operations, services systems or organizational methods.

     * Analyzes organizational structures, functions, procedures and practices; provides analyses and recommendations of various kinds and levels of services provided by department, authorized manpower and other budgeted resources.

     * Consults with administrative, supervisory and line personnel of department in determining training and educational needs; establishes and monitors in-service training programs, conducts regular safety training programs for supervisory or line personnel

     * Public Records management;

     * Managing compliance with various ethics regulations and public disclosure requirements;

     * Conducting municipal elections; conducting employee elections for the nomination of Council-appointed representatives to the Civil Service Commission and Retirement Boards; conducting elections among retirees for the nomination of Retirement Board representatives; 

     * Ability to represent the Office of the City Clerk in developing and maintaining effective working relationships with Mayor and City Council offices, City departments, and the public regarding the City's legislative and administrative processes to accomplish a variety of tasks including meetings, special events and projects;

     * Effective written and oral communications skills;

     * Ability to manage multiple projects and tasks simultaneously, often under tight deadlines;

     * Knowledge of the City's operating policies, procedures and processes to provide exceptional administrative support and customer service to all internal and external customers.

THE POSITION

EXPERIENCE AND EDUCATION: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

 

• Five years professional communications experience; experience with City Government experience preferred
• Bachelor's degree from an accredited college/university with major emphasis in public administration, journalism, mass media communications, marketing, public relations or a related field
• Valid California driver’s license

PHYSICAL DEMANDS:

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer. Vision to read printed materials and a computer screen, and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, or typewriter keyboard, and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.

The Human Resources Department is accepting applications for the Regular and Full-time position of Laboratory Technician I in the Environmental Utilities Department.  The normal work schedule is Monday through Friday, 8 –5 pm; a flex schedule may be available.

DEFINITION
To perform physical, chemical, biological, and bacteriological analyses of wastewater, sludge, drinking water, industrial waste and related samples; perform related work as assigned.

DISTINGUISHING CHARACTERISTICS
This is the full journey level class in the Laboratory Technician series and is distinguished from the I level by the ability to perform the full range of duties assigned with only occasional instruction or assistance as unusual or unique situations arise.  Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

SUPERVISION RECEIVED AND EXERCISED

• Receives general supervision from the Water Quality Laboratory Supervisor.
• May provide technical supervision over less experienced laboratory staff as assigned.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Perform a variety of physical, chemical, biological, and bacteriological analyses of wastewater treatment plant samples as well as samples of sludge, drinking water, industrial waste, and other water/wastewater products.
• Set up, calibrate, and operate a variety of laboratory equipment and instruments; perform minor maintenance of laboratory equipment and instruments.
• Recognize problems that may occur in an analytical procedure and troubleshoot known procedures or confer with others to identify possible problems affecting results; recommend changes to procedures, as appropriate.
• Collect various samples for analysis from specific locations according to a predetermined schedule; may collect special samples as conditions warrant; prepare and preserve samples for transport, storage, and laboratory testing.
• Prepare standard chemical solutions, reagents and bacteriological media; keep laboratory facilities clean and in an orderly condition; order supplies and make recommendations regarding equipment purchases.
• Enter laboratory data into a computer system for further analysis and reporting purposes; maintain laboratory records and prepare required reports.
• Wash, clean, and sterilize glassware and other equipment; sterilize bacteriological supplies.
• Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
• Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:

• Principles and practices of chemistry, bacteriology and the chemical sciences, including methods and techniques of laboratory testing and analysis.
• Modern laboratory procedures and equipment, including computer uses and applications as applied to laboratory operation and analysis.
• Arithmetic, including proportions, percentages, and decimals.
• Pertinent local, State and Federal laws, ordinances/rules, and department procedures.

Ability to:

• Perform a variety of chemical, biochemical, and bacteriological tests.
• On a continuous basis, know and understand operations, and observe safety rules; analyze problem equipment and/or procedures; know and apply techniques and terminology; communicate and explain test results to others.

• Operate laboratory equipment and computer programs related to laboratory data analysis.

EXPERIENCE AND TRAINING

Experience:

Two years of increasingly responsible experience performing laboratory analysis duties similar to that of a Laboratory Technician I with the City of Roseville.

Training:

An Associate’s degree or 60 semester units of college level course work including 18 units in a major field of study and 21 units in general education  from an accredited college or university, preferably with major course work in chemistry, bacteriology, biology, or a related field. Two years of related work experience can substitute for an Associate’s Degree.

License or Certificate:

• Possession of a valid California driver’s license by date of appointment.
• Possession of, or ability to obtain within 18 months, a California Water Environment Association Grade 1 Laboratory Analyst certificate.
