The Department: 

The City Manager’s Office provides executive leadership and administrative oversight for the City organization, ensuring the effective delivery of services in alignment with the City Council’s policies, goals, and strategic priorities. The Position: 

The Staff Analyst I is responsible for program analysis and administrative duties in support of assigned programs and activities. Assigned programs could include housing development, community development, community outreach, historic preservation, advanced planning, public/private housing rehabilitation, management analysis, building services, human services, criminal statistics, solid waste, recycling, waste prevention, sustainability, urban runoff pollution prevention, and federal/state grant programs and activities.  Performs related duties as assigned.

DESCRIPTION:

Perform a variety of responsible accounting support and administrative duties involving the preparation, processing, maintenance and verification of accounting documents and records, related to accounts payable and accounts receivable activities and performs other duties as required.

DISTINGUISHING CHARACTERISTICS

This is the journey level position in the Accounting Technician series. It differs from the Senior position in that the Senior position exercises a significant amount of decision making and functions with a higher degree of independence.

ESSENTIAL DUTIES
Accounts Payable

• Verifies, audits and edits employee time entry in Telestaff; reviews and finalizes daily rosters for payroll
• Reviews all invoices for appropriate documentation and approval prior to payment
• Pays vendors by; verifying Federal ID numbers; scheduling and preparing checks; resolving purchase order, contract, invoice or payment discrepancies and documentation; insuring credit is received for outstanding memos; issuing stop-payments or purchase order amendments
• Processes check requests, wire transfers and ACH payments Audits and processes credit card statements for payment
• Responsible for maintenance of 1099 and W9 records throughout the year and prepares and reports annual 1099 information
• Responds to vendor inquiries, reconciles vendor statements, researches and corrects discrepancies when necessary
• Compiles sales and use taxes by calculating requirements on paid invoices Maintains files and documentation thoroughly and accurately, in accordance with department policy and generally accepted accounting practices; assists in month and year end closing

Accounts Receivable

• Maintains billing system, customer files and records; generates monthly/quarterly billing
• Processes billing, collections and reporting activities in accordance with accounting policies and procedures
• Runs monthly A/R reconciliation and aging reports; monitors customer accounts for non- payments and other irregularities
• Researches and resolves payment discrepancies and customer inquiries
• Initiates collections efforts and works with collection agency to ensure collection of monies owed
• Assists with month/year end closing

MINIMUM QUALIFICATIONS

• Graduation from high school or GED equivalent
• Completion of 12 units of relevant accounting classes 
• Experience can be substituted on a year for year basis

• Three (3) years of experience in bookkeeping and accounting with at least two (2) years of experience in accounts payable and in accounts receivable

REQUIRED QUALIFICATIONS

• Knowledge of financial record keeping, bookkeeping and governmental accounting practices and procedures

The Department

The South San Francisco Fire Department provides its residents with service in fire suppression; first-responder and ambulance transport emergency medical services; hazardous materials response; urban search and rescue; marine rescue and fire prevention, investigation and public education. The Department operates five (5) fire stations throughout the City, plus an Emergency Operations Center and Fire Training Tower and is comprised of 92 dedicated staff members.

The Position

• Under general supervision, engages in medical aid treatment and transport activities to protect life.
• Drives, operates, and maintains all assigned department apparatus and equipment.

What You’ll Do

• Support the preparation, implementation, and monitoring of a comprehensive risk-based emergency management and community preparedness program.
• Prepare and maintain municipal emergency operations plans, annexes, appendixes, checklists, and other supporting documentation.
• Respond to the Emergency Operations Center when it is activated.
• Design and administer communication plans to enable effective municipal and community response to a disaster situation.
• Continually monitor and assess municipalities’ training programs and research methods to increase community outreach.
• Maintain records of findings and corrective actions identified through After-Action Reports/Improvement Plans, and coordinate development of multiyear Training and Exercise Plans.
• Produce training materials, including written documents, electronic media, and videos; maintain materials, such as props, slides, videos, films, and other educational documents; set up and operate appropriate and different audiovisual equipment. Develop working relationships with and make presentations to representatives of municipal departments, as well as other public and private support relief agencies, businesses, schools, homeowners, non-governmental organizations (NGO’s) and other community groups regarding emergency services.
• Participate in the budget preparation and administration; prepare cost estimates and revenue projections for budget recommendations for designated accounts; submit justifications of program and related activities; monitor and control expenditures.
• Participate in specialized training, conferences and seminars as available and appropriate to maintain technical knowledge.
• Compile and analyze data; prepare reports and make recommendations on the formulation of policy and procedures, EOC and division staffing and organizational changes.
• Participate in administering contracts including those relating to grant projects; monitor programs for compliance with applicable regulations.
• Coordinate and conduct interagency training sessions on NIMS, ICS, and other emergency management topics for municipal personnel to establish and operate an Emergency Operations Center (EOC); maintain records of NIMS/ICS training in compliance with state and federal guidelines.
• Provide oversight and program delivery of the Community Emergency Response Team (CERT) Program.
• Develop training curricula/plans, coordinate logistics, promote and deliver public education programs to civic organizations, religious institutions, businesses, and residents.
• Design, develop and deliver a variety of disaster exercises designed to test elements of the municipalities’ emergency capabilities according to Homeland Security Exercise and Evaluation Program guidance.

THE DEPARTMENT

The Human Resources Department provides a wide range of internal service support to the City's 12 departments and over 400 employees, strategically aligned with the City Manager's Office leadership of the City team.

The Human Resources Department is composed of a Human Resources Director, Risk Manager, Senior Human Resources Analyst, and three additional support staff positions.

The Human Resources Operations Manager oversees a variety of labor relations and benefits administration duties and serves on the bargaining team during union negotiations.  They will work closely with the HR Director to make important decisions for the HR Department, such as organizational structure changes and staff oversight responsibilities while also serving as a subject matter expert to fellow HR staff and department heads.  They will oversee HR staff and contribute to the development of the Department's annual budget.  This role focuses on supporting the HR team in union relations, meet and confer challenges, grievance responses, and contract negotiations, while supporting department managers through the employee coaching and progressive discipline process.  The Human Resources Operations Manager will use a high degree of accuracy, independent judgment, and discretionary decision-making with respect to interpretation and Memorandum of Understanding (MOU), City policies and procedures, the Employer-Employee Relations Resolution and Public Employment Relations Board rulings.  This position also provides oversight for employee benefits administration, and worker's compensation programs for the City.

ABOUT MILL VALLEY

Mill Valley is a full-service city located 10 miles north of San Francisco and has a rich history with engaged residents. ABOUT THE OPPORTUNITY

The Neighborhood Response Group (NRG) Coordinator position will be filled within the Management Analyst Series and will be housed in the City Manager’s Office/Administrative Services Department.

The City plans to recruit flexibly within the Management Analyst Series (Management Analyst I or II) and will determine the appropriate level based on the qualifications, experience, and overall fit of the selected candidate. At the minimum, this position will be filled on a part-time basis at 15–20 hours per week.

Based on fit between the candidate and the City, we are willing to consider up to full-time employment, including a benefited position, depending on what the top candidate brings to the table and their ability to fit other needs of the City. The City is open to hiring up to full time with benefits for the right individual whose skills, availability, and experience align with organizational needs.
 

KEY RESPONSIBILITIES

This is a unique and rewarding opportunity for a community-oriented individual to lead local disaster preparedness efforts and other community related projects/programs. Primarily, you will play a vital role in building community resilience by organizing and empowering residents to prepare for, respond to, and recover from emergencies. You will develop and manage the City’s Neighborhood Response Group (NRG) program, working directly with Mill Valley residents to strengthen neighborhood connections and provide vital emergency response training. 

Key responsibilities include (but are not limited to):

• Recruiting and mentoring block captains, training volunteers, developing outreach strategies, and serving as a liaison between residents and City Staff
• Supporting the Emergency Preparedness Commission (EPC) 
• Collaborating closely with first responders, local agencies, and community organizations to advance Mill Valley’s public safety and emergency preparedness goals
• Provide additional program development and/or project management as assigned

DEFINITION
Under general direction, assists in planning, organizing, managing, and providing administrative direction and oversight for all functions and activities of the Community Risk Reduction (CRR) Division; performs, directs, and supervises fire code plans examination, field compliance inspections, and the administration of engine company training, defensible space, weed abatement, and related programs, and performs related work as required.

SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Fire Marshal. Exercises direct supervision over technical and administrative support staff.

CLASS CHARACTERISTICS
This is a management classification responsible for assisting with the management of the Community Risk Reduction Division. The incumbent is responsible for developing and implementing policies and procedures for assigned division, including short- and long-term planning, budget administration and reporting, and coordination of key programs/projects with other District divisions and external agencies. Positions apply advanced management principles and strategic thinking to decisions that impact the organization as a whole and the public being served. Positions generally serve as advisors and contributors to executive management on policies, procedures, and major District initiatives.

• Assists with the management of Community Risk Reduction Division programs, services, and activities, including performing, directing, and supervising fire code plans examination, field compliance inspections, and the administration of engine company training, defensible space, weed abatement, and related programs.

• Assists in developing, directing, and coordinating the implementation of goals, objectives, policies, procedures, and work standards for the division; establishes, within District policy, appropriate budget, service, and staffing levels.

• Assists in managing the development and administration of the division budget; supports the forecast of additional funds needed for staffing, equipment, and supplies; oversees the monitoring of and approves expenditures; directs and implements budgetary adjustments, as necessary.

• Assists with monitoring and implementing legal, regulatory, technology, and societal changes and court decisions that may affect the work of the division; determines equipment acquisition, training programs, and procedural changes to ensure retention of qualified staff and the provision of services to the District in an effective, efficient, and economical manner.

• Performs plan review of commercial properties and inspects private and public residential and commercial buildings and facilities for compliance with pertinent fire-safety standards as mandated by District, federal, state, and local codes; serves as liaison with industries on compliance with regulations on potential environmental and fire hazards.

• Promotes the protection of public health and safety and the preservation of lives and property by directing the development and implementation of emergency preparedness planning and response activities in the event of human-caused or natural disasters; interfaces with partner agencies to facilitate planning events.

• Administers engine company training, defensible space, weed abatement, and related programs; investigates and addresses complaints; explains program procedures and requirements.

• Represents the Community Risk Reduction Division to other District divisions, officials, outside agencies, and members of other public and private organizations, community groups, contractors, and the public; explains and interprets divisional programs, policies, and activities; negotiates and resolves significant and controversial issues.

• Conducts a variety of divisional organizational and operational studies and investigations; recommends modifications to programs, policies, and procedures as appropriate.

• Participates in and makes presentations to the District Board of Directors and a wide variety of committees, boards, and commissions, as assigned; attends and participates in professional group meetings; stays abreast of trends and innovations in the field of finance; researches emerging products and enhancements and their applicability to District needs.

• Assists with the maintenance of working and official divisional files; prepares, reviews, and presents staff reports, various management and information updates, and reports on special projects as assigned.

• Observes and complies with all District and mandated safety rules, regulations, and protocols.

• Performs related duties as required.
   

PHYSICAL DEMANDS
When assigned to an office environment, must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone; ability to stand and walk between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information.

When assigned to field inspection, must possess mobility to work in changing site conditions; possess the strength, stamina, and mobility to perform light to medium physical work; to sit, stand, and walk on level, uneven, or slippery surfaces; to reach, twist, turn, kneel, and bend, to climb and descend ladders; and to operate a motor vehicle and visit various District sites; vision to inspect site conditions and work in progress. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards, with exposure to hazardous materials in some site locations. Employees must possess the ability to lift, carry, push, and pull materials and objects averaging a weight of 40 pounds, or heavier weights, in all cases with the use of proper equipment and/or assistance from other staff.
 

ENVIRONMENTAL CONDITIONS
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees also work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing division policies and procedures.
 

DISASTER SERVICE WORKER
All Central Fire District of Santa Cruz County employees are designated Disaster Service Workers through state and local law. Employment with the District requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
 

UNFORSEEN OVERTIME AND UNUSUAL HOURS
Due to the emergency nature of the fire service, employees of the Fire District are occasionally required to work extended hours, be called in for overtime, or have adjustments in their regular schedule to accomplish the goals of the District during emergency operations.

The Mayor and Council office is a division of the City Manager’s Office. As an integral part of the City Manager’s Office, the Mayor and Council division provides administrative support to the City Council and general customer service to constituents and external stakeholders. The Santa Clara City Council consists of the Mayor elected at-large, and six City Councilmembers elected by City Council district.

The Position: 

The Executive Assistant is an executive-level support position responsible for interacting effectively with the public, elected officials, City management and key department staff. The position will provide administrative support including calendar management, oversight of event and meeting coordination, managing travel arrangements, administration of office budget, and managing a wide range of complex administrative duties with initiative, independence, while supporting management staff and elected officials. This role requires exceptional organizational skills, strong communication abilities, and the capacity to handle confidential information with discretion.

This class is distinguished from other office administrative classes by its direct reporting relationship to the City Manager and its broader continuing interfaces with political and elected officials, department directors, other government agencies, private business representatives, City staff, and the public. The ideal candidate must be able to handle non-partisan confidential matters with a high level of judgement, practice confidentiality and discretion. An incumbent in this position demonstrates strong ethical, professional, and service-oriented leadership and interpersonal skills, sets a good example, and correctly applies the tenets of the City's Code of Ethics and Values.

 
As a member of the City's unclassified service, this is an "at-will" position, and the incumbent serves at the discretion of the City Manager.
