DEFINITION
Under general direction, assists in planning, organizing, managing, and providing administrative direction and oversight for all functions and activities of the Community Risk Reduction (CRR) Division; performs, directs, and supervises fire code plans examination, field compliance inspections, and the administration of engine company training, defensible space, weed abatement, and related programs, and performs related work as required.

SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Fire Marshal. Exercises direct supervision over technical and administrative support staff.

CLASS CHARACTERISTICS
This is a management classification responsible for assisting with the management of the Community Risk Reduction Division. The incumbent is responsible for developing and implementing policies and procedures for assigned division, including short- and long-term planning, budget administration and reporting, and coordination of key programs/projects with other District divisions and external agencies. Positions apply advanced management principles and strategic thinking to decisions that impact the organization as a whole and the public being served. Positions generally serve as advisors and contributors to executive management on policies, procedures, and major District initiatives.

• Assists with the management of Community Risk Reduction Division programs, services, and activities, including performing, directing, and supervising fire code plans examination, field compliance inspections, and the administration of engine company training, defensible space, weed abatement, and related programs.

• Assists in developing, directing, and coordinating the implementation of goals, objectives, policies, procedures, and work standards for the division; establishes, within District policy, appropriate budget, service, and staffing levels.

• Assists with monitoring and implementing legal, regulatory, technology, and societal changes and court decisions that may affect the work of the division; determines equipment acquisition, training programs, and procedural changes to ensure retention of qualified staff and the provision of services to the District in an effective, efficient, and economical manner.

• Performs plan review of commercial properties and inspects private and public residential and commercial buildings and facilities for compliance with pertinent fire-safety standards as mandated by District, federal, state, and local codes; serves as liaison with industries on compliance with regulations on potential environmental and fire hazards.

• Promotes the protection of public health and safety and the preservation of lives and property by directing the development and implementation of emergency preparedness planning and response activities in the event of human-caused or natural disasters; interfaces with partner agencies to facilitate planning events.

• Administers engine company training, defensible space, weed abatement, and related programs; investigates and addresses complaints; explains program procedures and requirements.

• Represents the Community Risk Reduction Division to other District divisions, officials, outside agencies, and members of other public and private organizations, community groups, contractors, and the public; explains and interprets divisional programs, policies, and activities; negotiates and resolves significant and controversial issues.

• Conducts a variety of divisional organizational and operational studies and investigations; recommends modifications to programs, policies, and procedures as appropriate.

• Participates in and makes presentations to the District Board of Directors and a wide variety of committees, boards, and commissions, as assigned; attends and participates in professional group meetings; stays abreast of trends and innovations in the field of finance; researches emerging products and enhancements and their applicability to District needs.

• Assists with the maintenance of working and official divisional files; prepares, reviews, and presents staff reports, various management and information updates, and reports on special projects as assigned.

• Observes and complies with all District and mandated safety rules, regulations, and protocols.

• Performs related duties as required.
   

PHYSICAL DEMANDS
When assigned to an office environment, must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone; ability to stand and walk between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information.

When assigned to field inspection, must possess mobility to work in changing site conditions; possess the strength, stamina, and mobility to perform light to medium physical work; to sit, stand, and walk on level, uneven, or slippery surfaces; to reach, twist, turn, kneel, and bend, to climb and descend ladders; and to operate a motor vehicle and visit various District sites; vision to inspect site conditions and work in progress. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards, with exposure to hazardous materials in some site locations. Employees must possess the ability to lift, carry, push, and pull materials and objects averaging a weight of 40 pounds, or heavier weights, in all cases with the use of proper equipment and/or assistance from other staff.
 

ENVIRONMENTAL CONDITIONS
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees also work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing division policies and procedures.
 

DISASTER SERVICE WORKER
All Central Fire District of Santa Cruz County employees are designated Disaster Service Workers through state and local law. Employment with the District requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
 

UNFORSEEN OVERTIME AND UNUSUAL HOURS
Due to the emergency nature of the fire service, employees of the Fire District are occasionally required to work extended hours, be called in for overtime, or have adjustments in their regular schedule to accomplish the goals of the District during emergency operations.

The Seasonal Wildland Firefighter will protect agency parkland and resources and performs a wide variety of skilled park construction, maintenance, and patrol work; assists the public in natural resources interpretation and information; provides fire protection, suppression, vehicle and equipment maintenance. To protect visitors, park land and infrastructures and to insure a safe and peaceful environment for public usage. 

This position requires a highly motivated, responsible, organized and self-starter individual who can handle an array of tasks, has good judgement in making decisions, and can work independently or as part of a team. The individual must be able to demonstrate common sense when working on tasks, as well show the ability to come up with possible solutions ideas to issues that they may come across, in areas that may be outside their expertise; be willing to take on uncertain challenges; and learn, understand and follow the chain of command.

The work performed will support MRCA’s operation in fire prevention and protection of life, property and resources within greater Los Angeles and beyond. Candidates must have the ability to be out on an extended attack or a campaign fire assignment anywhere within California, up to 14 days minimum per assignment.

Type

This is a full-time seasonal, non-exempt, at-will position.

Supervision

This position reports to the Squad Boss of their assigned crew. Assorted tasks may be supervised by others in the leadership structure, including other Squad Bosses, Captains, and Chiefs as needed. The position supervises no other staff immediately, however opportunities to supervises others may arise, within the abilities of the individual.

ESSENTIAL FUNCTIONS

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Performs extensive weed abatement to reduce fire hazards and for native revegetation; with use of tractor, chain saw, weed whacker, spraying herbicide or use of hand tools, in/on a variety of landscape types and topographies.
• Respond to emergency situations on parkland to protect life, property and resource.
• Ability to be out on an extended attack or a campaign fire assignment anywhere within California up to 14 days minimum.
• Provides information to park visitors on park features, natural resources, historical interpretation, safety, and rules.  May lead interpretive hikes.
• Constructs and repairs park facilities such as fencing, restrooms, gates, kiosks etc..
• Install and maintain park water distribution and suppression systems.
• Directs volunteer crews such as trail crews, community service workers, and the volunteer Mounted Assistance Units. Coordinate with organized public groups utilizing park facilities.
• Assesses any natural or manmade hazards on parkland; warns public, removes or ameliorates hazards if possible.
• Maintains developed park grounds, facilities, trails; operates tractors, trucks, chain saws, other power tools needed for park maintenance.
• Assists crew personnel and others as directed.
• Patrol and protect park lands, inform the provisions of the Public Resources Code, other codes, ordinances, etc. or writing incident reports as necessary.
• Protects park visitors and structures in wildland fire situations (visitor evacuation), operate pumps, fill tanks, hose layout, line-cutting, water and foam lay-down, etc.
• Assist in emergency search and rescue efforts on parkland, in a wide variety of terrain including steep slopes, canyons, and creeks. Coordinate action with the local authorities as necessary due to the nature of the emergency, i.e., brush fire, flood, etc.
• Coordinate with outside agency crews working on parkland.
• Perform heavy physical labor; including lifting and carrying items weighing up to but not limited to 90 pounds a distance of up to but not limited to 50 feet.
• Operate with substantial independence and coordinate work with others in completing assignments.
• Perform routine maintenance and repairs on agency vehicles and other equipment.
• Maintain good habits of answering and responding to incoming telephone calls, correspondence, and when communicating and providing customer service to citizens who seek assistance.
• Maintain positive relationships with coworkers, representatives of other government agencies, non-profit organizations, homeowner’s associations, and the public at large.
• Perform related duties as required (such as administrative).

JOB SPECIFICATIONS

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required to frequently communicate and exchange information, review handwritten, electronic and facsimile documents. The employee must occasionally move items weighing up to 45 pounds or more, outdoors, in different weather situations up to three miles (Pack Test – Arduous Position).

Must be able to constantly work in outdoor weather conditions, frequently operate brushing and firefighting equipment and tools, frequently move about work sites, communicate and exchange information, observe site conditions, transport equipment and tools between vehicles and work sites on a daily basis, and occasionally ascend/descend a ladder to access areas of work.

Required Hours and Location

Individuals will be assigned to one of the three (3) crew schedules; Crew 2 (Wed-Sat), Crew 3 (Sun-Wed), or Crew 4 (Sat/Sun/Tu/Wed) shift, working 10 hours per day, 40 hours per week with some scheduling flexibility. Occasional overtime work in evenings, nights,  weekends, and holidays upon prior approval by supervisor. This position will work out of Holiday Camp Fire Station in Calabasas but may be required to travel to various other locations.

MINIMUM QUALIFICATIONS

Education and Experience

• Must be at least 18 years old.

• Must at least have a High School diploma or Equivalent

Training and Certification

• Attend the 8hr RT-130 Annual Fireline Safety Refresher if already certified in the fire service, (Terms and conditions apply)
• Completion of BLS First Aid and CPR/AED, or obtain through MRCA when available
• Current National Registry EMT Certification is desired, but not required.

Knowledge of: 

• Moderate proficiency with Office 365 and email, with particular emphasis on word-processing and spreadsheet programs is desired.

Other Requirements

Supervisión

• Asiste al personal de la cuadrilla y a otros según se le indique.

• Patrulla y protege los terrenos del parque; informa sobre las disposiciones del Código de Recursos Públicos, otros códigos y ordenanzas, y redacta informes de incidentes cuando sea necesario.

• Protege a los visitantes del parque y las estructuras en situaciones de incendios forestales (evacuación de visitantes); opera bombas, llena tanques, despliega mangueras, corta líneas, realiza aplicación de agua y espuma, etc.

• Asiste en esfuerzos de búsqueda y rescate de emergencia en terrenos del parque, en una amplia variedad de terrenos que incluyen pendientes pronunciadas, cañones y arroyos. Coordina acciones con las autoridades locales según sea necesario debido a la naturaleza de la emergencia, como incendios de maleza, inundaciones, etc.

• Coordina con cuadrillas de agencias externas que trabajan en terrenos del parque.

• Realiza trabajo físico pesado, incluido levantar y transportar artículos que pesen hasta, entre otros, 90 libras, a una distancia de hasta, entre otros, 50 pies.

• Opera con un alto grado de independencia y coordina el trabajo con otros para completar asignaciones.

• Realiza mantenimiento rutinario y reparaciones en vehículos de la agencia y otros equipos.

• Mantiene buenos hábitos de respuesta a llamadas telefónicas entrantes, correspondencia y comunicación, y brinda servicio al cliente a los ciudadanos que solicitan asistencia.

• Mantiene relaciones positivas con compañeros de trabajo, representantes de otras agencias gubernamentales, organizaciones sin fines de lucro, asociaciones de propietarios y el público en general.

• Realiza tareas relacionadas según se requiera (como administrativas).

ESPECIFICACIONES DEL PUESTO

Demandas Físicas

Las demandas físicas descritas aquí son representativas de las que deben cumplirse para desempeñar con éxito las funciones esenciales del puesto. Al realizar las tareas de este puesto, el empleado debe comunicarse e intercambiar información con frecuencia, revisar documentos escritos a mano, electrónicos y por fax. Ocasionalmente debe mover artículos que pesen hasta 45 libras o más, al aire libre, en diferentes condiciones climáticas, hasta tres millas (Prueba de Mochila – Puesto Exigente).

Debe poder trabajar constantemente en condiciones climáticas exteriores, operar con frecuencia equipos y herramientas de desbroce y extinción de incendios, desplazarse frecuentemente por los sitios de trabajo, comunicarse e intercambiar información, observar las condiciones del lugar, transportar equipos y herramientas entre vehículos y sitios de trabajo a diario, y ocasionalmente subir y bajar escaleras para acceder a áreas de trabajo.

Horario Requerido y Ubicación

Las personas serán asignadas a uno de los tres (3) horarios de cuadrilla: Cuadrilla 2 (miércoles a sábado), Cuadrilla 3 (domingo a miércoles) o Cuadrilla 4 (sábado/domingo/martes/miércoles), trabajando 10 horas por día, 40 horas por semana, con cierta flexibilidad en la programación. Ocasionalmente se requerirá trabajo extra por las tardes, noches, fines de semana y días festivos, previa aprobación del supervisor. Este puesto tendrá base en la Estación de Bomberos Holiday Camp en Calabasas, pero puede requerir viajar a otras ubicaciones.

CALIFICACIONES MÍNIMAS

Educación y Experiencia

• Debe tener al menos 18 años de edad.

• Debe contar, como mínimo, con un diploma de escuela secundaria o equivalente.

• Es requisito cumplir con los requisitos de Bombero Tipo 2 (T) según NWCG 310-1 2006 (S-130, S-190).

Debe completar el “Paquete de Contratación” para ser considerado. (El “Paquete de Contratación” consta de TODOS los componentes:

1. Solicitud en línea de CalOPPS,

2. Solicitud de MRCA (formulario abajo),

3. Currículum vitae, y

No se requiere experiencia previa en incendios, aunque es deseable.

Capacitación y Certificación

• Asistir al curso anual de actualización de seguridad en línea de fuego RT-130 de 8 horas si ya está certificado en el servicio de bomberos (aplican términos y condiciones).

• Completar certificación de Primeros Auxilios BLS y RCP/AED, u obtenerla a través de MRCA cuando esté disponible.

• Se desea certificación actual como EMT del Registro Nacional, pero no es obligatoria.

Conocimientos

• Se desea un dominio moderado de Office 365 y correo electrónico, con énfasis particular en programas de procesamiento de texto y hojas de cálculo.

THE POSITION

Under supervision, performs skilled and technical fire suppression and prevention activities. Must be prepared to act up to the next rank as needed and performs other related duties as required.

PREREQUISITES

Education and/or Experience:

• High School/GED and
• Currently serving a permanent appointment as a Firefighter with the CFD.

The Opportunity:

To perform technical inspection and investigative work in enforcing compliance with laws, ordinances and regulations pertaining to the prevention and control of fires; and do related work as required. The Fire Prevention Inspector I/II position is flexibly staffed based on experience.

 

This is the entry level class in the Fire Prevention Inspection series. This class is distinguished from the Fire Prevention Inspector II by the performance of the more routine tasks and duties assigned to positions within the series including weed abatement and smoke detector inspections, which do not require prior specialized experience. Generally, work is observed and reviewed both during performance and upon completion, and changes in procedures and exceptions to rules are explained in detail as they arise. Since this class is typically used as a training class, employees may have only limited or no directly related work experience.

 

What You’ll Do:

Depending upon assignment, duties may include, but are not limited to, the following:

• Interpret and enforce provisions of fire prevention and fire safety laws, ordinances, and other regulations.

Under the supervision of the Fire Marshal or their designee, the Wildfire Defensible Space Inspector (Per Diem/Part- Time) supports wildfire prevention efforts across the District. This position is seasonal and ideal for those interested in public service, environmental safety, or fire prevention.

This part-time, per diem role is responsible for inspecting properties to ensure compliance with wildfire prevention and fuel mitigation requirements. You'll engage with residents, educate the public, and help reduce wildfire risk across the District.

The City of San Bruno Fire Department offers an exciting opportunity to serve as a Fire Cadet. Our one-year Fire Cadet program is an unpaid, volunteer work experience program that offers hands-on training, and introductory knowledge of firefighting skills, fire service tools and equipment. Cadets respond to emergency calls, render Basic Life Support and participate in training, and participate in the daily station duties.

Job Description

This is a deep classification encompassing three levels: Level I EMT; Level II Paramedic and Level III Firefighter Paramedic. Depending on the level in the deep class, incumbents may perform basic life support duties on an ambulance (Level I EMT); perform advanced life support duties on an ambulance (Level II Paramedic); or respond to fire alarms engaging in firefighting activities and performing advanced life support duties (Level III Firefighter Paramedic).

The list established from this selection process may be used by the Fire Department to fill vacancies at Level I and Level II.

Detailed descriptions for Levels I and II are below. The descriptions are cumulative in that Level II may be required to perform the duties defined in Level I.

Level I - EMT

Under general supervision, responds to medical and other emergencies and engages in life support and life-saving activities; performs emergency medical service (EMS); maintains equipment; staffs and drives an ambulance to provide initial emergency medical care in a pre-hospital setting; evaluates and administers advanced first aid, basic life support and life maintenance measures in accordance with Emergency Medical Service Agency (EMSA) policies and procedures, including CPR, definitive therapeutic care at the scene of an emergency or during transport of persons; provide community health screening and other non-emergency health services;  protects the privacy of patients treated by SFFD, safeguards patient information and uses and discloses patient information in accordance with the federal Health Insurance Portability and Accountability Act (HIPAA) and the privacy practices of SFFD; may perform duties of either driving ambulances, EMT attendant and other related duties as assigned. Works a 40-hour week, including days, evenings, nights, weekends and holidays; shift to be determined by operational requirements. Incumbents must maintain superior physical strength, agility and stamina to carry out the intense physical duties of the position.

Level II - Paramedic

In addition to the above, required to provide advanced emergency medical care to victims of fire and activities for saving lives and property, including medical scene size-up, establishing medical command post, reporting to incident commander or EMS Captain and implementing medical Incident Command System (ICS); supports rescue activities in a variety of situations; renders first aid, treatment for shock, cardiac compression, resuscitation, and prevention of blood loss; responds to trauma or medical emergencies; performs primary and secondary evaluation of patients to assess conditions, triages in major disasters; administers proper procedural emergency treatment; institutes emergency care and/or advanced life support to stabilize patient conditions, including cardiac pulmonary resuscitation, defibrillation, drug administration, invasive procedures and definitive therapy; as part of EMS response, conducts hazard assessment of residences, places of business, public assemblage, schools, and hospitals to ensure compliance with fire codes, ordinances, laws and regulations, and refers potential hazards/violations to appropriate Fire Department division; participates in training and physical fitness programs as required.

Qualifications

This selection process is open to individuals meeting at least all of the minimum qualifications listed for Level I below at the time of application filing. Individuals who meet minimum qualifications for Level II may be considered by the Department at that level.

H003 Minimum Qualifications: (All levels)

Age: Applicants must be at least 19 years old at the time of application and must be at least 20 years old at the time of appointment. [Civil Service Rule 310.15]

Education: Applicants must have a high school diploma or an equivalency certificate (e.g., G.E.D., California High School Proficiency Certificate) to apply.

Driving Record: Applicants must possess a valid driver license with seven years driving record verified during Background Investigation. Applicants must possess a valid Class A, B, or C California Driver License by the time of their appointment. Applicants will not be considered eligible to participate or to be appointed if any of the following occurred, or is in effect at any time, during the period from “one year prior to application up to the date of appointment”:

(a) Any offense that subsequently results in a conviction for driving under the influence, reckless driving, or hit and run with personal injury or property damage over $25.00; or any offense that occurred within a three-year period prior to appointment. 

(b) License suspension or revocation, three moving violations in 12 months, 5 moving violations in 24 months, or probation as a result of a driving-related offense.

2. Possession and maintenance of valid Class A, B, or C CADL w/Ambulance Driver certificate/endorsement at time of appointment.

3. Any combination of 500 hours of verifiable work experience as an EMT (on an ambulance or first responder vehicle) or hours of documented ambulance ride-along as a member of the San Francisco Fire Reserves within the last three years, at the time of application filing;

OR

Any combination of 1,000 hours of verifiable work experience as an EMT (on an ambulance or first responder vehicle) or hours of documented ambulance ride-along as a member of the San Francisco Fire Reserves within the last five years, at the time of application filing.

Additional Minimum Qualifications for Consideration at Level II:

1. Possession and maintenance of a valid CA Emergency Medical Technician Paramedic (Paramedic) license issued by the State of CA and the ability to accredit with local EMS Agency.
2. Possession and maintenance of valid Class A, B, or C CADL w/ Ambulance Driver certificate / endorsement at time of appointment.
3. 1,000 hours verifiable work experience as a Paramedic (on an ambulance or first responder vehicle) within the last three years; OR 1,500 hours verifiable work experience as a Paramedic (on an ambulance or first responder vehicle) within the last five years at the time of application filing.

3. Verification of experience. Acceptable verification would be a letter from an employer which specifies the applicant’s job title, duties, dates of employment and hours worked per week while working with that employer. However, all other information must be confirmed through an official letter from the employer and the letter must include the employer’s letterhead.

Candidates who do not submit the required verifications as requested will no longer be considered qualified or allowed to participate further in the selection process.

Written Test (100%): Candidates who are invited to participate in the selection process will take a pass/fail multiple-choice test to determine their relative knowledge in job-related areas, which may include, but are not limited to, procedures and practices in emergency medicine, and current EMT techniques in field & hospital settings. Candidates who pass the Written Exam will advance to subsequent components of the selection process. 

Eligible List: Candidate duration on the eligible list will be two years. A candidate must retake the written test thereafter to again be eligible. The certification rule for the eligible list resulting from this selection process will be the Rule of the List. SFFD has the authority to hire any candidate named on the eligible list (“Rule of List”). Therefore, one’s placement on this list neither guarantees nor implies an offer of employment. Candidates who receive an offer of employment may waive the offer only once. A second waiver of appointment renders candidates ineligible.  All candidates on the eligible list will be placed under administrative waiver until they successfully complete the Departmental Selection Process described below.

Department Selection Process

SFFD will contact eligibles to ascertain interest whenever there are vacancies to be filled in Levels I or II. Selections from the eligible list will be made by the Fire Chief or her or his designee. Criteria for selection may include the following:

Candidates who are selected will be invited to participate in selection components such as those listed below.

Skills Assessment: The Skills Assessment will require candidates to demonstrate their relative knowledge, skill, and ability in job-related areas, which may include, but are not limited to: Basic Life Support (BLS) procedures, practices & techniques; administration of first aid, basic life support and life saving measures; recognition of signs & symptoms and knowledge of appropriate treatment action for various medical conditions & situations.

Structured Oral Interview: The SOI will assess relative knowledge, skill, and ability in job-related areas, which may include, but are not limited to current MCI standards & practice; common logistical issues; customer service; interpersonal skills; and verbal communication skills.

Chief’s Interview: The Chief’s Interview will be a “fit” interview including competencies such as problem solving, customer service, interpersonal skills, and verbal communication skills.

Physical Ability Test (Pass/Fail) [LI and LII]: Candidates must also complete and pass the SFFD physical ability test [PAT] in order to be considered for hire. The test will consist of job task simulation components designed to measure a candidate’s ability to lift and carry 70 lbs. of equipment up and down six flights of stairs, drag a 165 lb dummy 15 ft, and unload/reload a 165 lb. stretcher in and out of an ambulance. Candidates on the eligible list will be placed under waiver until they have passed this PAT.

Local Accreditation: Applicants who are extended conditional offers of employment will undergo County EMT accreditation from the SF EMS Agency prior to their appointment to any SFFD Academy. The local accreditation will include an extensive background investigation by the SF EMS Agency. Failure to pass the local accreditation process will result in the withdrawal of the conditional employment offer or removal from the respective SFFD Academy.

Driving Record: Applicants must not have been convicted of any of the following during the period from three years prior to application up to the date of appointment:  drunk driving; reckless driving; or hit and run with personal injury or property damage over $25.00. Applicants will be disqualified if any of the following occurred or is in effect at any time during the period from one year prior to application up to the date of appointment: probation as a result of a driving-related offense; license suspension or revocation; three moving violations in 12 months; or five moving violations in 24 months.
