The District is seeking an Operations Superintendent who is responsible for supervising and overseeing Operations staff.  This position requires in-depth and comprehensive knowledge of wastewater treatment plant operations, department policies and procedures. The incumbent in this management position is expected to quickly identify and correct problems, including troubleshooting complicated biological, chemical, mechanical, electrical, and controls systems problems. The incumbent should also have knowledge of compiling data for preparation of state mandatory reporting, and be able to develop and maintain department budgets.

Maintenance Worker I

The Maintenance Worker I – Parks, Trees & Bocce is the entry level class in the Public Works Maintenance series that allows the incumbent to develop journey level knowledge and abilities. Initially, under immediate supervision, incumbents perform the more routine and less complex assignments within an established procedural framework where there are minimal consequences of error, including a wide variety of maintenance and construction tasks. This classification is alternatively staffed with Maintenance Worker II and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher level class.

Maintenance Worker II

The Maintenance Worker II – Parks, Trees & Bocce is the journey level class in the Public Works Maintenance series in which incumbents are expected to independently perform the full scope of assigned duties. Incumbents perform a full range of maintenance and construction tasks. Incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher level class. This classification is distinguished from the next higher classification of Lead Maintenance Worker, which is responsible for performing the more complex maintenance assignments and has lead responsibility duties.

SUPERVISION RECEIVED/EXERCISED:

Maintenance Worker I – Parks, Trees & Bocce

Receives immediate supervision from a Public Works Superintendent. Incumbents may receive lead direction from a Maintenance Worker II or a Lead Maintenance Worker. Incumbents in this class do not routinely exercise supervision.

Maintenance Worker II – Parks, Trees, & Bocce

Receives general supervision from a Public Works Superintendent. Incumbents may receive lead direction from a Lead Maintenance Worker. May exercise functional or technical supervision over lower level workers.

Essential Functions:  

Parks, Trees & Bocce: Performs bocce maintenance including court grooming, repairs to courts such as curbs, backstops, and fenced end caps, and repairs to non-court amenities such as picnic tables, bocce shed, and bulletin boards; performs a variety of groundskeeping duties in and around bocce courts. Performs a variety of maintenance, repair, construction and installation work related to parks and tree maintenance. Performs park maintenance including  mowing, edging, and weeding landscaped areas; plants trees, flowers, and shrubs; assists in the installation of new park areas; repairs tiles and removes graffiti at parks; maintains and upgrades all City parks, pathways, and landscape areas; repairs and installs landscape irrigation systems; assists in the application of herbicides and pesticides; inspects park play equipment for conditions needing repair and maintenance. Performs tree maintenance including maintaining City trees for public safety by performing tree pruning; cuts and trims tree branches and limbs which create hazardous conditions; removes rubbish, dead limbs, and hanging limbs from trees. Conducts traffic control during maintenance and construction projects; sets up traffic control signs and direct and control traffic around work sites; communicates with the public during flagging duties. Operates trucks and other maintenance and construction equipment; maintains, repairs, and cleans assigned vehicles and equipment; inspects tools and equipment for safety and mechanical defects. Assists with City sponsored functions and special events; responds to after hours call-outs as assigned. Responds to questions and concerns from the general public; provides information as is appropriate and resolves public service complaints. Assists other Public Works maintenance units when required. Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff and the public.

Working Conditions: 

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position requires near and far vision when inspecting work and operating assigned equipment. The ability to lift, carry and push tools, equipment and supplies weighing 25 pounds or more. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, hot, and cold. The incumbent may use chemicals which may expose the employee to fumes, dust, and air contaminants. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment, drive motorized vehicles and heavy equipment, and work in heavy vehicle traffic conditions. The incumbent may be required to respond to after hours emergency call-outs and perform routine standby duties.

DEFINITION

Under supervision, performs unskilled and semi-skilled tasks.  Performs both routine and heavy, physical work in the construction, maintenance, repair and cleaning of streets, parks and facilities; performs related work as assigned.

DISTINGUISHING CHARACTERISTICS

This is the entry-level classification of the Streets, Parks and Facilities Worker series.  Incumbents at this level participate in on-the-job training designed to provide the knowledge, skills, and abilities required at the journey level.  This class is distinguished from the Streets, Parks and Facilities Worker II position in that incumbents work under closer supervision, independently perform less skilled work and/or assist others in completing more difficult assignments.

EXAMPLES OF DUTIES (include but are not limited to the following)

Depending upon assignment, duties may include, but are not limited to the following:

• Spread asphalt road building material over road surface to correct thickness.
• Crack, seal, patch, oil, and seal road surfaces.
• Use various hand tools such as shovel, pick, mattock, axe, and broom.
• Operate: a jackhammer, other pneumatic tools and various power tools, dump trucks, water trucks, and a variety of street construction and maintenance equipment that may include front-end loaders, spreaders, pavement rollers, tractors, and distributor trucks, and acetylene torch.
• Repair and patch curbs, gutters, bridge decks, headwalls, sidewalks, and perform related concrete work.
• Check brakes, lights, tires, fuel, oil level, and auxiliary equipment as required, and make minor field repairs and adjustments.
• Clean, adjust, and service tools and equipment.
• Clean and sweep work areas.
• Serve as flag person on street work projects.
• Set out sand bags at various locations for flood protection.
• Assist the operator on the rock chip spreader and operate the patch master.
• Perform work involving traffic signs installing, removing, replacing, resetting, repairing, and maintenance.
• Assist and participate in the preparation and manufacture of traffic, directional, and informational City signs.
• Paint lanes, parking lots, and curbs.
• Apply hot thermo plastic and adhesive taped traffic stripes and markings.
• Operate sign marking equipment such as silkscreen apparatus, stencils, welding equipment, pipe threaders, and power saws.
• Operate, maintain, and repair specialized and complex street marking equipment as required.
• Build and stencil traffic barricades.
• Set up and remove barricades, cones, and warning signs as work requires.
• Maintain routine records of time and materials used.
• Install raised lane driving buttons and bars on street surfaces.
• Remove obsolete traffic markings on street surfaces, using grinding and power equipment.
• Repair and install roadside delineation barricades and guardrails.
• Set up and remove computerized and mechanical traffic counters.
• Rake, clean and water park areas; clean, sanitize, and service restrooms and other public facilities.
• Sweep and wash off courts, theaters, walks and other paved areas.
• Weed and cultivate shrubs and flower beds.
• Operate a variety of high-power equipment and hand tools; trim, fertilize, renovate and maintain turf and plant area.
• Regulate and adjust automatic sprinkler, lighting controllers and repair sprinkler systems.
• Help on construction work in parks.
• Assist supervisor as needed.
• Document and issue work orders, keep records and reports regarding work done.
• Remove graffiti from buildings, signs and concrete.
• Perform related duties as assigned.

DESIRABLE QUALIFICATIONS

Ability to:

• Operate and maintain a variety of hand and power tools and equipment used in the work.
• Understand and follow oral and written instructions.
• Properly place cones, barricades and warning devices and direct traffic flow at job sites.
• Perform heavy physical labor.
• Exercise independent judgment and initiative without close supervision.

Knowledge of:

• Techniques and materials used in the maintenance and repair of streets, gutters, sidewalks, parks and related facilities.
• Operation and maintenance of a wide variety of hand and power tools and equipment common to the field.
• Safe work methods and safety regulations pertaining to the work.

EXPERIENCE

One-year experience in construction, maintenance and repair of streets, parks or facilities.

EDUCATION

Completion of the twelfth grade or equivalent and the ability to read and write at a level required for successful job performance.

LICENSE

Possession of a responsible driving record and a valid California Class C Driver License is required at the time of appointment and is a condition of continued employment. Loss of the Class C license is cause for discipline. Individuals who do not meet this requirement due to a physical disability will be reviewed on a case-by-case basis.  A California Class B Drivers License is desirable.

PHYSICAL DEMANDS WORKING CONDITIONS

Strength: Heavy Work- Must possesses sufficient strength and stamina to lift and carry objects weighing up to 75 pounds.

Must be willing to be on a 24-hour emergency call out list. May be assigned a cell phone during non-working hours and holidays. Must be willing to work in all weather conditions and confined spaces, climbing ladders to service lift stations and sewer lines as necessary with exposure to unpleasant odor and potentially hazardous conditions. May be assigned to work weekends as needed.

• Participates in the development of policies and procedures; recommends programs, projects, and work assignments to the Public Works Operations Manager.

• Develops and maintains short and long range maintenance schedules for trees and parks; assists in the development of cost estimates for implementation of maintenance programs; maintains tracking systems for all work including maintaining appropriate work records and documents.

• Assists in the establishment of division goals, strategies, and priorities; develops and manages continuous improvement processes.

• Directly and/or through supporting staff, assigns work and provides direction to staff, evaluates staff performances, ensures desired staff performance levels are maintained, and participates in processing personnel actions.

• Ensures assigned sections operate in compliance with rules, regulations, and policies; prepares reports and maintain records as required.

• Inspects work sites before, during and after completion to assure work is completed in a satisfactory and thorough manner; ensures the adherence to safe work practices by field maintenance personnel.

• Plans, coordinates, prioritizes, monitors, and participates in the work of crews responsible for the construction, maintenance, repair, and/or operation of trees and parks as necessary; provides day-to­ day leadership to assigned crews; coordinates the work of the unit with other City departments and divisions, outside agencies, community groups, and the public.

• Supervises and participates in the removal of trees using hand tools, power equipment, and related equipment.

• Performs the more difficult and complex maintenance and construction duties of the work unit, including reading and interpreting construction plans and specifications; provides technical assistance to field crews; coordinates with contractors providing services to the City; performs inspections of construction and maintenance work in assigned areas of responsibility; assists with inspections on private and public improvement projects for adherence to City standards; responds to afterhours callouts as assigned.

• Prepares statistical and/or analytical reports on operations as necessary; participates in budget preparation and monitors approved budgets; participates in the equipment procurement process; orders, monitors, controls, and maintains supplies, tools, materials, and equipment.
• Responds to the more difficult questions and concerns from the general public, contractors, and outside agencies; provides information as is appropriate and resolves public service or operational complaints; establishes and maintains a customer service orientation within the unit.
