DEFINITION: Under general supervision, performs a variety of preventative maintenance, repairs, and installation of water pollution control plant, sewage pumping facilities, and equipment; maintains accurate maintenance records; orders and maintains an inventory of supplies, parts, and other frequently used items; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS

Treatment Plant Maintenance Worker I is distinguished from Treatment Plant Maintenance Worker II in that the Treatment Plant Maintenance Worker II level requires a higher level of certification and is able to perform a broader range of duties more independently.

SUPERVISION EXERCISED AND RECEIVED 

Receives general supervision from supervisory or management staff in assigned department.

DUTIES AND RESPONSIBILITIES: The duties listed below are illustrative only and are not meant to be a full and exhaustive listing of all of the duties and responsibilities of the position.

• Maintains and repairs pumps, motors, plumbing, electrical, and exercise and lubricate machinery within the plant; records and maintains accurate maintenance records in a daily log book;
• Orders supplies and materials; orders inventory of frequently used parts, oil, and filters for equipment used in the plant;
• Completes monthly work orders and enters information regarding maintenance tasks into the system; records SCADA; records hours on equipment and meters; makes entries into the end of the month report and prints work order summary;
• Generates new maintenance work orders for each month; prioritizes tasks to be performed on Water Pollution Control Plant equipment;
• Performs cleanup of the plant, removing trash, washing down decks, and clearing leaves and branches from storm drains; cleans tools and makes sure equipment is in proper locations and power tools are in safe working condition;
• Changes oil and filters on various pumps and compressors in the plant; maintains safety inspections of fire extinguishers, eye wash stations, and ladders in the plant;
• Removes and replaces packing from various pumps in the plant; installs new rings of packing with new Lantern rings if damaged; applies grease to the new set of packing for proper lubrication; removes corrosion or debris from packing gland before reinstalling;
• Evaluates pump performance and flow rate to determine if pump has excessive buildup of rags that is affecting its performance and efficiency; shuts down pumps to remove rags from impeller and clears any obstructions;
• Replaces damaged parts/fittings on leaking chemical feed pumps; makes alterations to existing supply tubing or fittings, replacing clamps or O-rings, or removing debris caught in the check valves; inspects, tests, calibrates, adjusts, cleans, and paints equipment in the water pollution control plant; and
• Performs related duties as assigned.

JOB-RELATED QUALIFICATIONS

Knowledge of: Principles, practices, and techniques of the installation, maintenance, and repair of water treatment plan systems; operation of various hand and power tools; proper procedures to safely perform maintenance on machinery and equipment in the plant; maintenance for MP2 program; recording and updating repair history on water pollution control plant equipment; how to create new work orders and close out completed work orders; forklift operations and scissor lift; replacing, repairing, and installing piping, fittings, and valves on water pollution control equipment; data entry of important, vital information regarding maintenance repairs; performance and evaluation on future preventative maintenance in the WPCP MP2 program; proper protective equipment.

Ability to: Drive and operate vehicles and equipment safely; keep inventory, order, and stock necessary parts and supplies for the maintenance shop; establish and maintain cooperative relationships with those contacted in the course of the work; adhere to prescribed policies, procedures, routines, and practices; carry out assignments with minimal instructions; read and understand written instructions, maps, equipment operation manuals, and other written documents associated with the work; effectively schedule work; effectively keep written records.

EDUCATION AND TRAINING GUIDELINES

Any combination of experience and training that would likely provide the required knowledge and abilities. A typical way would be:

Education: High school diploma or equivalent (GED). Technical training in a water treatment plant system or related field is desirable.

Experience: One (1) year of full-time experience in the installation, maintenance, and repair of pollution control plant and sewage pumping facilities.

Licenses: Possession of a valid California Class C driver's license, obtain and maintain a California Class B Driver’s License, and a satisfactory driving record. CWEA Certification as a Grade I Mechanical Technologist.

SPECIAL REQUIREMENTS

Respond to work at any hour of the day or night, within designated timeframe, as required during afterhours, weekend service, and/or emergency situations; carry communication equipment in order to respond after work hours. Vision, hearing, and physical ability adequate to obtain and maintain a California Class B Driver’s License; speak clearly and understandably. Requires moderate and sometimes strenuous exertion including bending, stooping, crouching, crawling, climbing, lifting, twisting, digging, carrying, and/or handling material weighing up to one hundred (100) pounds. Work in confined spaces and wear protective equipment. May work in conditions that require exposure to noise, odors, chemical and biological agents, gases, and contact with sanitary wastewater; work at heights up to 20 feet; work in varying temperatures of cold and heat, and in inclement weather for extended periods of time; work in conditions that may contain dust, mold, and various chemicals.

The Department of Public Works plans, designs, constructs, operates and maintains facilities and equipment that are safe and accessible to the clients of County agencies, the general public, and County employees. The Position
Utility Workers perform a variety of manual tasks such as building and grounds maintenance, minor equipment repair, and transportation of materials, and supplies in a locked facility.
 
As part of their duties, Utilities Workers assist the skilled trade workers including painters, carpenters, and engineers. Other duties include, but are not limited to: operating and maintaining equipment or hand tools used in the maintenance of buildings, grounds, and facilities; assembling, maintaining, and repairing equipment and furniture; providing complete custodial services to areas such as medical examination rooms, public restrooms, and lobbies; utilizing the assistance of and instructing incarcerated individuals, clients, or other staff to perform work; ordering and receiving supplies, tools, and equipment; delivering supplies to appropriate areas; digging holes, cleaning-out gutters or storm drains, and disposing of debris; operating a car, van, or light delivery vehicle to transport materials; operating and maintaining power tools, hand tools, and specialized equipment; and performing related duties as assigned.

As a Utility Worker, you will be responsible for a variety of tasks, which may include but are not limited to the following:

• Lift, move, load, arrange, and transport materials or supplies such as furniture, mattresses, heavy equipment, records, mail, money, or waste materials.
• Operate and maintain equipment or hand tools used in the maintenance of buildings, grounds, and facilities.
• Assemble, maintain, and repair equipment and furniture.
• Utilize the assistance of and instruct inmates, clients, or other staff to perform work.

• Order and receive supplies, tools, and equipment; review invoices against supplies received; and deliver supplies to the appropriate area.

The Utility Worker position may be assigned to one of multiple sections within the Department.  At this time, Health & Hospital Facilities Engineering and Facilities Maintenance & Operation Redwood City Division is seeking qualified applicants.  More information on the various Divisions and sections of the Department is available at:  https://www.smcgov.org/publicworks/our-organization. 

The Facilities Maintenance & Operations Redwood City section is responsible for the operation, maintenance, installation and repair of machinery and equipment in County operated buildings. This includes HVAC systems, boilers, lighting systems, refrigeration, generators, water treatment, and emergency power systems. It also includes crafts services such as carpentry, painting, plumbing, and lock smithing services required to maintain County facilities. If hired into the Facilities Maintenance & Operations (FM&O) section, additional skills needed, and duties may include: 

• Identify weeds from plants.
• Work independently.
• Dig and set sign and fence posts.
• Attached signs to wood and/or metal posts.

Construction Services provides competitive professional crafts services beyond the scope of routine maintenance provided by the Facilities Operations and Maintenance section, and contracts with the County and Cities to provide carpentry, graffiti abatement, and lighting district services. Trades represented include electrical, plumbing, carpentry and painting.  If hired into the Construction Services section, additional duties may be:

• Assist trades with painting, carpentry, light electrical, and clean-up of work site.
• Empty trash at offices and vacuum floors.
• Dig trenches or post holes on various projects.
• Handle small moving jobs for other departments.
• Knowledge of how to use hand and power tools.

Qualifications

Utility Worker I ($29.77- $37.22/Hourly) is the entry or trainee level class in this series. Initially, under close supervision, incumbents perform the more routine duties while receiving on-the-job instruction and gaining practical experience. As experience is gained, there is greater independence of action within established guidelines. Incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher-level class.

Utility Worker II ($31.40- $39.25/Hourly) is the experienced journey level class in this series. Under general supervision, incumbents independently perform the full range of duties. All the positions are characterized by the presence of fairly clear guidelines from which to make decisions and the availability of supervision in non-routine circumstances. Incumbents should demonstrate a thorough knowledge of operations and procedures and the ability to independently accomplish day-to-day tasks under normal conditions and to instruct others.

Education and Experience:

• Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is: One year of experience providing building and facility maintenance and minor equipment repair.

Knowledge of:

• Methods, materials, operations, tools, and practices used in moving, loading, arranging, and transporting materials, records, and supplies.
• Principles and techniques used in basic custodial services and minor equipment repair.
• Fixtures, building hardware, and equipment.
• Safety regulations, precautions, and practices.
• Methods, practices and equipment used in the receipt, storage, handling and ordering of materials and equipment.
• Basic arithmetic.

Licensure/Certification:

SUMMARY DESCRIPTION

DISTINGUISHING CHARACTERISTICS

Street Maintenance Operator I: This is the entry level class in the Street Maintenance Operator series. This class is distinguished from the Street Maintenance Operator II by the performance of the more routine tasks and duties assigned to workers in this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters related to established procedures and guidelines as are positions allocated to the II level. Since this class is typically used as a training class, employees may have only limited or non directly related work experience. Employees work under immediate supervision while learning job tasks.

Street Maintenance Operator II: This is the full journey level class within the Street Maintenance Operator series. This class is distinguished from the Street Maintenance Operator I by the assignment of the full range of duties assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

REPRESENTATIVE DUTIES

Essential Job Functions When Assigned to Streets: Performs semi-skilled and skilled repair and maintenance tasks involving traffic painting, traffic sign installation and maintenance and the installation of reflectors; performs minor street asphalting, patching and sealing; performs cement work on sidewalks, curbs and gutters; performs weed spraying, tree and bush trimming; performs graffiti removal. Maintenance Worker I

Education:  High School Diploma or equivalent GED.

Experience:   One year full-time in semiskilled construction maintenance or landscape maintenance work.

License:  Must possess and maintain a valid Class C California Driver's License with a satisfactory driving record and within six (6) months of hire, must possess and maintain a Class B California Driver’s License with required air brake endorsements.  Those assigned to the Water Division within one (1) year must possess and maintain a Class D-2 Water Distribution Certificate from the California Department of Health Services.  Those assigned to the Collection Division, within one year must possess and maintain a California Water Environment Associations (CWEA) Grade I Collections Certificate.

Physical Requirements:

Chowchilla is an 11-square mile rural city of between 19,000 and 20,000 residents. POSITION

The Public Works Director is appointed by and works under the direction of the City Administrator and serves as a member of the City’s executive team. The Public Works Director supervises 20+ employees and directs the operations and activities of the City’s Public Works Department including streets and sidewalks, water drainage, parks, facilities, water and sewer utilities, storm drainage, manages all municipal construction, and prepares and administers departmental budget.

The ideal candidate will be a proven leader with the ability to direct and manage office and field staff.  The Public Works Director is a highly visible position with frequent public interaction. This position will have oversight over Planning and Engineering; general background of these two fields is preferred.

The Public Works Director will be familiar with the dynamics of rural communities and be able to ensure ongoing city services within the constraints of limited budgets. Candidates with the education and/or experience that demonstrate the ability to perform the functions of the position will be considered.

Current Salary: $17.00 - $29.45 per hour

THE POSITION

To perform a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of streets, sidewalks, signs, water meters, sewers, storm drains, pump stations and tree maintenance. 

The purpose of this recruitment is to hire a Temporary / Part-Time position.  Applicants who do not meet the minimum qualifications for the Maintenance Worker I position may be considered for employment as an Intern.  Temporary / Part-Time employees work no more than 130 hours per month AND 960 hours per fiscal year. Typical work schedule will be three 8-hour shifts per week, excluding weekends and evenings.

IDEAL CANDIDATE

The Ideal Candidate for this position should have previous Road Maintenance experience; sidewalks, driveways, roads, curbs, and gutters, although not required. The Ideal Candidate will be able to follow directions, demonstrate good communication skills (orally and in writing), be flexible, arrive on time, have good attendance, a positive attitude, be able to work independently with limited supervision, and a willingness to take on and learn new skills. Possessing a Class B commercial Driver’s license is desired, though not required upon hire.  

ESSENTIAL JOB FUNCTIONS

Operate a variety of light and moderately heavy construction and maintenance equipment including such pieces as a loader, dump truck, water truck, rubber-tired and steel rollers, rubber-tired tractor with all attachments (except backhoe attachment), striping equipment, and trencher to perform a variety of routine construction and maintenance operations.  Spread asphalt in patching and repairing streets.  Use concrete cutting equipment; operate a jackhammer; pour and finish concrete; construct concrete forms and perform rough carpentry work.  Paint and install traffic markings on streets, crosswalks, parking lots, and curbs; operate a striping truck; manufacture and install traffic signs and remove signs no longer required.  Install and remove traffic control barricades and cones.  Assist in a variety of tree maintenance activities including low limb, stump routing, tree watering, and tree planting.  Utilize proper safety precautions and comply with policies and procedures in the Department Illness and Injury Prevention Program.  Operate equipment and vehicles with possession of all necessary licenses and certificates.  Regular and consistent attendance.

OTHER JOB FUNCTIONS

Respond to inquiries from the general public.  Clean storm grates and drains.  Perform work in emergency situations as required.  Perform minor and preventive maintenance on paint spraying equipment, compressors, sprayers, compactors, and other construction equipment.  Work cooperatively with others.  Perform related duties as assigned.

QUALIFICATIONS

Education: High School diploma or equivalent.  

Experience: One (1) year of work experience in construction or related field.  

License or Certificate: Possession of a valid California Driver's License required upon hire.

BENEFITS
