The Air District is currently accepting applications for the position of Principal Environmental Planner in the Planning and Climate Protection Division. This is an open recruitment for two (2) full-time, represented positions.

Air Quality Planning Section (AB 617 Role)
Are you interested in reducing air pollution and improving health outcomes in the most impacted and overburdened communities in the Bay Area? Are you motivated to lead the development and implementation of plans, projects and policies that address air pollution injustices and inequities? The AB 617 Principal Environmental Planner will join a high performing and motivated team of professionals who work in deep partnership with the communities most impacted by air pollution. You will lead and contribute to the successful preparation and implementation of community-scale air quality plans in partnership with Air District staff, community members, partner organizations, local governments, the California Air Resources Board, and other state agencies. You will work to support community steering committees and other community partners determine how to best improve air quality and reduce health disparities while centering equity and addressing environmental justice. To be successful in this role, you must be a strong team player, have strong communication, project management and analytical skills, and be able to work with people of varied backgrounds and perspectives, including low-income communities of color and communities overburdened by air pollution. You will leverage your knowledge of land use, transportation, air quality, equity and environmental justice to lead and conduct research, analyze issues, prepare community centered planning materials including preparing and delivering presentations, writing summaries and plan documents, and craft recommendations to support community and Air District decision making.

Lead the development and delivery of new and innovative policies, programs and projects to accelerate emission and exposure reductions in communities most disproportionately impacted by air pollution.

Develop and maintain strong working relationships with community-based organizations, community members, local governments, regional, state and federal agencies to develop and implement local and regional air quality plans and programs.

Lead collaborative projects and programs that actively engage staff from other Divisions to advanced local community health protection goals and objectives in overburdened, low-income, and communities of color.

Guide difficult, sensitive or high visibility projects, including updates to the Air District California Environmental Quality Act (CEQA) Thresholds of Significance, Air Quality Guidelines, and supporting tools and technical guidance.

Lead and support efforts to achieve local, regional, state and federal air quality planning objectives through land use and transportation planning, policy research and development, and technical analyses and reports.

Respond to inquiries from governmental officials, consultants, and the public related to CEQA, air quality, and other environmental planning issues.

Coordinate the review of environmental impact assessments prepared by other agencies pursuant to CEQA and assist other Divisions in the preparation of Air District Lead Agency CEQA documents.

This department is seeking to fill one (1) full-time Power Resources Specialist I/II position to support the Risk Management and Contracts Administration Division.

This position is part of an exciting fast-paced team responsible for mitigating risks and managing a power portfolio comprised of hundreds of megawatts of renewable energy projects.

The selected candidate will have the following duties and responsibilities:

• Evaluate, review, and validate the accuracy of market positions and risk metrics such as mark-to-market, value at risk, gross margin at risk.
• Perform quantitative and analytical data modeling to quantify risks, evaluate risk reduction strategies, aid strategic/ operational decision making and provide insights.
• Update, manage and validate accuracy of Power BI business intelligence dashboards related to energy risk management such as risk limits, forward prices, collateral.
• Execute monthly and ad-hoc data reporting and quantitative modeling tasks.
• Validate and forecast collateral calls from counterparties and the CAISO and verify accuracy of collateral records.
• Collaborate with different divisions and IT department to support the build and implementation of data repository.
• Provide analytical support for power purchase and sale agreements and power supply audits.
• Compile reports, summaries, and presentations to communicate findings to management.

The Risk Management and Contracts Administration Division is responsible for providing independent oversight of the risks in transacting for energy products and services as well as ensuring compliance with adopted risk management policies and procedures. This unit provides strategic support to facilitate the development and execution of various contracts, and also manages the contracts administration and settlements function.

Salary Information:

Power Resources Specialist I is $99,503.04 - $121,255.68.

Power Resources Specialist II is $108,282.72-$131,913.60.

This range includes an approximate five (5%) ongoing on-pensionable pay. Actual pay shall be determined by the candidate's qualifications and experience.

Monitor cyber security logs, respond to cyber security incidents, plan design, and implement a variety of complex cyber security systems assists with determining hardware and software systems requirements and specifications; performs a variety of complex technical tasks relative to assigned area of responsibility.
 
Serves as the technical lead on the design and implementation of Valley Water’s most complex and highly integrated Cyber Security systems involving new, unfamiliar, or emerging technologies; to perform the most complex professional level duties in the development, installation, coding, integration, documentation, testing, and maintenance of Cyber Security controls and systems; and to perform a variety of tasks relative to assigned areas of responsibility.

Key Responsibilities include, but are not limited to:
Cyber Security: monitor and maintain security on infrastructure systems including IT security applications and appliances. Example: Microsoft security patching, updating appliance firmware, maintaining Cyber Security definitions, monitoring Anti-Spam solution, monitoring Cyber Security appliances, and recommending modifications to existing Cyber Security hardware, software, and overall security stance. THE POSITION

Under supervision of the Public Works Manager, the Maintenance Worker I performs entry level unskilled, semi-skilled, or skilled labor in construction, maintenance, and related service activities applied to the areas of general landscaping, grounds maintenance and street maintenance.

 TYPICAL TASKS AND RESPONSIBILITIES

• Grounds Maintenance:  Operate mowers and other equipment and tools for purposes of cutting grass, trimming trees and shrubs, and planting and transplanting flowers, bulbs, shrubs, and trees.
• Storm Prevention Maintenance:  Assist in cleaning ditches, culverts, and storm drains.
• Street Maintenance: Assist in repainting of pavement markings, basic pothole, and street repair; installation and repair of street signs and markers; mixing and application of Class III pesticide materials.
• Vehicle/Equipment Maintenance:  Assist in the care, maintenance and cleaning of vehicles, tools, and equipment.
• General:  Contact residents concerning maintenance and service problems; refer complaints and requests to proper supervisory personnel. Assist supervisory personnel in preparing and maintaining proper records and logs. Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.

QUALIFICATIONS

The general knowledge of basic construction methods, materials and terminology, standard hand tools, light equipment, and light vehicles; general knowledge of basic safety precautions and practices necessary in working with hand tools, light equipment, and vehicles; general knowledge of basic methods and practices involved in the care of shrubs, trees and flowers. Ability to learn technically complex construction and maintenance procedures in water systems, streets, parks and building maintenance; use hand and power tools; perform heavy manual labor for extended periods of time under inclement weather conditions; work alone or with small groups.

SPECIAL REQUIREMENTS

Possession of a valid California driver's license and ability to maintain a satisfactory driving history.

COMPENSATION AND BENEFITS

• Monthly Salary: $4,855 to $6,269 per month. Placement within the range will be based upon the selected candidate’s experience and salary history.
• Health/Medical Benefit: Health/Medical Benefit: Choice of coverage with Kaiser or Blue Shield. The City pays 80% of monthly premiums at each coverage level. Individuals within this class exhibit comprehensive proficiency in independently carrying out a spectrum of Parks & Grounds maintenance responsibilities. This entails not only performing tasks such as inspecting, cleaning, repairing, and maintaining City parks, landscape areas, and trail systems, but also making informed decisions regarding safety and usability. The Maintenance I role stands apart from Maintenance II, the lead-level in the series, as Maintenance II holds responsibility for overseeing the tasks performed by a crew engaged in parks and grounds maintenance.

DEFINITION

Under general supervision, perform various planning work, with the primary responsibility of assisting the general public on planning, zoning, and environmental requirements.  The position also helps review development and land use applications for zoning compliance, completes technical assessments and prepares written project analyses, and performs related work as required. 

The Planning Technician position is an entry-level position where technical assistance is provided to support professional staff and handle specialized project and program assignments.

Work is split between in-office and fieldwork.  Conditions involve some travel and may occasionally involve modified work hours or workdays to attend evening public hearings or weekend public outreach events.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Chief of Planning. This position does not exercise supervision over others.

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Provide assistance and information to the general public, developers and contractors related to planning, zoning, and environmental requirements. 
• Serve as the primary reviewer of Building Permits for zoning compliance.  
• Process administrative current planning applications (e.g., sign permits, tree removal permits, land use permits, development plans, etc.).
• Provide staff support as needed to the Planning Division, Planning Commission, Design Review Board, Historic Resource Commission and other Town departments and divisions as assigned.
• Process a variety of development proposals and permit applications, including sign permits, variances, land-use permits, development plans, and major and minor subdivisions; ensure conformance to Town standards.

QUALIFICATIONS

The Yuba County Sheriff’s Department is currently seeking one full-time Animal Care Technician.  Under general supervision, Animal Care Technicians assist in the daily maintenance, feeding and care of animals housed in the county’s animal care facility including those subject to quarantine, injured or ill; assist with euthanizations; provide information to the public regarding lost or stray animals; assist with licensing, pet adoptions and community volunteer programs; and perform related work as assigned.  This class is a working level class in the animal care series.

The City of South San Francisco is a General Law city with a population of 66,185 residents that grows to 110,000 during business hours. South San Francisco is strategically located on the west shore of the San Francisco Bay, in northern San Mateo County, 10 miles south of San Francisco. This City is also located along the Bay Area's main transportation routes, including 101, 280, Caltrain, BART, San Francisco Bay Ferry, and the San Francisco International Airport.

THE WATER QUALITY CONTROL PLANT:

The Water Quality Control Plant (WQCP) processes wastewater discharge for the cities of South San Francisco, San Bruno and the Town of Colma. The Water Quality Control Plant is a division of the Public Works Department staffed by 38 employees including: Plant Superintendent and Assistant Plant Superintendent of WQCP; Maintenance, Laboratory and Environment Compliance Supervisors; Senior Chemist; Chemist; Lead Plant Mechanics; Plant Mechanics; Lead Plant Operators; Plant Operators; Electricians; Senior Environmental Compliance Inspector; Environmental Compliance Inspectors, Utility Workers, and two Administrative Assistants.
