LIBRARY ASSOCIATE – CLOVERDALE REGIONAL LIBRARY

20 HOURS PER WEEK – PART-TIME

THE POSITION:

Under general supervision, this part-time position performs a wide range of library tasks; assists patrons by answering reference and other questions and in selecting library materials; and performs related duties as required in the Cloverdale Regional Library.

TYPICAL TASKS include, but are not limited to:

• Receives and responds to questions from patrons concerning resources; answers reference questions from patrons or directs more difficult reference questions to appropriate librarian.
• Advises patrons of library policies, procedures, and services in person and over the telephone.
• Uses the online catalog and other resources to assist patrons in locating and selecting books and reference materials; instructs patrons in the use of library equipment and resources including the Internet; conducts subject searches.
• Uses a computer to enter and retrieve information, locate library materials and charge and discharge materials; receives and processes requests and holds.
• May assist in compiling booklists and pathfinders and answering reference questions in the area of specialty.
• Receives inter-library loan requests; searches relevant database systems; confirms orders; upon receipt, verifies order and forwards item to patron; follows-up on items to ensure a timely return to originating library.
• Assists the Branch Manager or others with various administrative tasks and programs.
• Maintains shelf order; collects and accounts for fees and fines and makes deposits as necessary; keeps library records; writes reports.

MINIMUM QUALIFICATIONS:

Education and Experience: Equivalent to graduation from an accredited four-year college or university; and two (2) years of work experience in library services. Spanish bilingual skills preferred.

SALARY RANGE:                $24.24/hour to $30.28/hour plus prorated benefits

Under general supervision, provides excellent customer service, performs a variety of paraprofessional duties that follow established procedures and involve a variety of library support services such as reference, readers’ advisory, and collection maintenance and management; provides direct patron support through instruction and aid in the use of library resources; provides supplemental circulation services; may be assigned as the Person-in-Charge in the absence of higher-level Library staff; and performs related duties as required.

Receives general supervision from a Central Branch Manager, Branch Manager, or other management or supervisory staff.  May provide work direction, training, and functional supervision to clerical or technical staff and/or volunteers.

Class Characteristics

This is the journey-level class in the Library Associate series, functioning as support staff to a Branch Manager or Librarian by assisting patrons with reference questions and readers’ advisory.  Direct customer service is further provided through instruction and aid in the use of library resources including the catalog, databases, and equipment, as well as through supplemental circulation services as needed.  Incumbents participate in managing the collection through assisting in ordering activities.  Employees in this classification also regularly assist with collection maintenance by determining condition of materials and mending, discarding, or labeling as needed.  Participation in shelf maintenance activities including shelving, arranging, and weeding is also common.  At this level incumbents work independently within identified parameters and resolve problems of diverse scope where analysis requires evaluation of identifiable factors.  Performance expectations include the application of broad job knowledge in performance of the full range of responsibilities within the classification.  This class is distinguished from the Senior Library Associate class in that the latter performs a variety of complex paraprofessional library support duties of a specialized nature, provides lead direction, or may be assigned responsibility for the administration of a Special Collection or oversight of a Rural Station.

Qualifications

Physical Demands

Must possess mobility to work in a standard office and library setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; hearing and speech to communicate in person, before groups, and over the telephone.  This classification primarily works indoors and requires movement between work areas.  Finger dexterity is needed to access, enter, and retrieve materials and data using a computer keyboard or calculator and to operate standard office equipment.  Positions in this classification frequently bend, stoop, kneel, and reach to retrieve and shelve materials.  Incumbents must possess the ability to lift, carry, push, and pull items, storage containers, and shelving units weighing an average of 20 pounds, and up to 50 pounds of weight, in order to move materials from one place to another, with the aid of lifting/moving equipment.

Environmental Elements

Employees primarily work in an office/library environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.  Employees may interact with staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.  Employees in assignments providing direct assistance to the public can expect to have rare, occasional, or frequent interaction with abrasive, disruptive, and/or disorderly members of the community. 

May be required to work flexible schedules including evenings and weekends.

DEFINITION

Under general supervision of the Director of Finance and/or the Assistant Director of Finance, to supervise the Utility Billing Division operations and personnel of the Department of Finance; to maintain a system of records therefor in conformance with generally accepted accounting principles and approved office methods; to develop periodic and annual financial and operating reports for use by the City, State, and others; and to do related work as required.

EXAMPLES OF DUTIES

Supervise all utility billing functions including, but not restricted to, meter readings, bill preparation, account collections and accounting of payment received, servicing customer inquiries, and handling of new accounts.

Select, train, supervise and evaluate assigned staff including subordinate supervisors.

Develop and implement the goals, objectives, policies, procedures and priorities of the division.

Interpret policies and procedures; and recommend changes as necessary.

Prepare staff report, studies and analyses; and make presentations before the North San Mateo County Sanitation District Board, City Council, the public and other agencies.

Prepare utility billing financial and operating reports.

Perform cash audit and determine adequacy of internal accounting controls on cash handling procedures.

Prepare and administer the Division's budget.

Manage and participate in administration of contracts relating to division operations.

Participate in and represent the Finance Department as a member of various committees.

Respond to non-routine customer service inquiries and complaints.

Work with IT staff and contractors to acquire, develop and modify computer applications related to the division's activities.

MINIMUM QUALIFICATIONS

Knowledge of: Principles and practices of administration, effective supervision and personnel management; practices and procedures related to the accountings for cash receipts and the maintenance of customer accounts. Principles and practices of accounting principles for governmental enterprises and utilities, auditing, billing, collections, receivables, and internal control for cash receipts; principles and capabilities of computerized accounting and utilities systems.

Ability to:  Supervise and coordinate the work of subordinate personnel and provide on-the-job training; prepare complete and accurate reports; analyze a variety of data processing output and statistical reports; lean and apply pertinent legal requirements and departmental policies; operate office machines; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience: Five years of increasingly responsible administrative experience in working with and/or maintaining accounting systems (desirably with some involvement with utility operations), three years of supervisory responsibility.

Education: Graduation from college or equivalent with a degree in Business Administration, Accounting, or a related field. Experience may be substituted for the college requirement on a basis of two years experience for each year of college required.

Under general supervision, this part-time, benefitted position provides excellent customer service while performing a variety of professional adult library services, including reference, reader’s advisory, collection development, event planning, outreach, digital literacy training for the public, and performs related work as assigned.

• Provides general reference and reader’s advisory services
• Explains library policies and procedures to patrons and staff
• Assists, advises and instructs patrons on the use of library materials and equipment, including automated catalogs, the Internet, various software, eBooks and audio book reading and listening devices and digital literacy in general

• Helps to maintain and select the addition of books, reference materials, CD’s, DVD’s, electronic media, and other library materials

This is the journey-level class in the professional Librarian series that functions as a specialist in a major program area such as children’s, young adult, adult, or cataloging, although incumbents may be temporarily assigned to other than the primary assignment as needs require. The Librarian I may promote to Librarian II after gaining sufficient experience to perform competently at the full journey level.  Appointment to Librarian II requires that the employee possess sufficient experience to perform competently at the full journey level.  Incumbents are expected to function independently with programs, projects, or technical assignments, provide training to other staff and volunteers, and lead projects and programs within their area of specialty.  Work may involve assignments in any library service area that requires the application of fundamental library science principles and practices, including children’s services, young adult services, adult services, reference, collection development, or cataloging.  Assignments may include responsibility for piece of a major countywide function.  Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the program or service area to which assigned.  Incumbents may serve as “Person-in-Charge” for assigned shifts.  The Librarian II is distinguished from Librarian III by the latter’s greater complexity of assignments, responsibilities that span multiple Library service areas, overall administration of a highly specialized and unique countywide function, the expectation to work with a greater amount of independence, exercising judgment and initiative, and the provision of supervision to support, technical, and paraprofessional staff and volunteers, as well as, part-time professional Librarians.

DESCRIPTION/RESPONSIBILITIES:

The City of San Jose Finance Department is seeking to hire a Senior Analyst, in the Revenue Management Division of the City’s Finance Department.   The Senior Analyst salary range is $85,529.60-104,208.00/annually.  In addition to this salary, employees in this position will also receive a 5% ongoing non-pensionable compensation increase.

The Senior Analyst position in the Revenue Compliance and Monitoring section of Revenue Management reports directly to the Revenue Enhancement Program Manager and is responsible for the monitoring and compliance of approximately $500 million of tax and fee revenue.  The Senior Analyst position will supervise an Analyst, two Accountants, and two Senior Account Clerks.  Responsibilities of this position include, but are not limited to the following:

     * Overseeing the monitoring and compliance of various complex City revenue streams such as Sales and Use Tax, Utility Users Taxes, Telephone Line Tax, Franchise Fees, Marijuana Business Tax, Lodging Taxes and Fees, and Sold Waste Enforcement Fees.

THE POSITION:
