The Public Works Maintenance Worker I/II/III position performs a variety of semi-skilled and skilled labor in the construction, maintenance and repair of County roads, bridges, and other related structures, and in various traffic control maintenance and  repair activities of the Public Works Agency; operates a variety of construction, maintenance and transportation equipment as necessary to complete daily tasks at the Glenn County Public Works Agency. Under the direction of the IS Operations & Support Assistant Manager, the Database Administrator architects, tests, implements, maintains, and documents Agency databases. The database administrator collaborates closely with IS development and Agency operations personnel to provide backend database solutions for custom applications, including real-time, scheduling, and settlement programs. The database administrator troubleshoots and provides solutions for database problems.

Level III
This classification supports and maintains the Agency’s database infrastructure and related applications. Administers all database objects, including but not limited to schemas, tables, clusters, indexes, and views. Performs database re-organizations as needed to improve performance. Performs impact analysis of changes to be made to database objects before implementing significant schema changes. Ensures security for all databases by creating roles and associated privileges. Controls and monitors user access to databases. This is a journey-level position and is given minimal direction in job duties and responsibilities.  

Level IV
Architects and designs the Agency’s database infrastructure and ensures the highest levels of availability. Leads database projects to establish new database architectures. Oversees upgrades and implementations of new databases or related software.   Position can perform all lower level requirements and works independently with very little direction May be called upon to provide reports or present to the Agency’s Information Technology Committee. May direct the work of lower classifications.     

ESSENTIAL DUTIES AND RESPONSIBILITIES

Responsibilities:
Design, create and maintain all Oracle databases required for development, testing, and production usage. 

Install, configure, upgrade, and troubleshoot Database server software for both stand-alone instances and Real Application Clusters (RAC). Includes patching both Oracle and Windows. 

Administer all database objects, including schemas, tables, clusters, indexes, views, sequences, constraints, packages, and procedures. This includes creating primary database storage structures (tablespaces) and primary objects (tables, views, indexes). Manage the sharing of resources between applications. 

Troubleshoot problems regarding the databases, servers, applications and development tools. Open technical support cases with support as needed and serve as primary support contact for NCPA. 

Perform capacity planning for all databases. Work closely with IS storage and system administration staff to plan and allocate database system storage. 

Experienced with creating, managing, and maintaining data warehouse technologies.

Perform ongoing monitoring and tuning of all database instances and Windows servers to optimize database performance and reliability. 

Plan and implement backup and recovery of Agency databases. Maintain remote standby databases using archive logs.

Implement and enforce security for all of the Databases through creating and maintaining users and roles, and assigning privileges. Control and monitor user access to the database. 

Perform database re-organizations as required to improve performance and ensure maximum uptime of the database. Modify the database structure from information given by application developers. Gather statistics, create indexes, create or expand tablespaces as needed. 

Perform SQL and PL/SQL tuning and performance monitoring. 

Set up and maintain documentation and standards for database practices and procedures. 

Provide technical support to application developers and database users. 

Perform impact analysis of changes to be made to database objects. Approve and implement/oversee significant schema changes and changes to database design. 

Provide support during non-standard hours (on an as-needed basis, on-call 24x7x365). 

Provide a strategic database direction for the organization.

Role Description
