ABOUT THE POSITION

The City of Redwood City Public Works Services Department invites you to apply for the position of Public Works Maintenance Worker I/II. This position is expected to perform a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of water systems; perform a variety of semi-skilled and skilled tasks in the installation, maintenance, repair of water system mains, pipes, and facilities. The Public Works Maintenance Worker I is the entry-level classification in the Public Works Maintenance Worker series. The Public Works Maintenance Worker II is the journey level in the class series. There are currently multiple openings in the Public Works Services Department, Water Utilities section. Incumbents receive immediate supervision from higher level staff progressing to general supervision with training and experience.

The Department of Public Works plans, designs, constructs, operates and maintains facilities and equipment that are safe and accessible to the clients of County agencies, the general public, and County employees. The Department advises the Board of Supervisors on all public works issues, including rates and charges for services that are fair to both the users and service providers. The Position
Utility Workers perform a variety of manual tasks such as building and grounds maintenance, minor equipment repair, and transportation of materials, and supplies in a locked facility.
 
As part of their duties, Utilities Workers assist the skilled trade workers including painters, carpenters, and engineers. Other duties include, but are not limited to: operating and maintaining equipment or hand tools used in the maintenance of buildings, grounds, and facilities; assembling, maintaining, and repairing equipment and furniture; providing complete custodial services to areas such as medical examination rooms, public restrooms, and lobbies; utilizing the assistance of and instructing incarcerated individuals, clients, or other staff to perform work; ordering and receiving supplies, tools, and equipment; delivering supplies to appropriate areas; digging holes, cleaning-out gutters or storm drains, and disposing of debris; operating a car, van, or light delivery vehicle to transport materials; operating and maintaining power tools, hand tools, and specialized equipment; and performing related duties as assigned.

Examples Of Duties:

As a Utility Worker, you will be responsible for a variety of tasks, which may include but are not limited to the following:

• Lift, move, load, arrange, and transport materials or supplies such as furniture, mattresses, heavy equipment, records, mail, money, or waste materials.
• Operate and maintain equipment or hand tools used in the maintenance of buildings, grounds, and facilities.
• Assemble, maintain, and repair equipment and furniture.
• Utilize the assistance of and instruct inmates, clients, or other staff to perform work.
• Remove and replace light bulbs.
• Order and receive supplies, tools, and equipment; review invoices against supplies received; and deliver supplies to the appropriate area.
• Water, trim, and remove trees, plants, and weeds.
• Dig holes, clean out gutters or storm drains, and dispose of debris.
• Maintain logs, coordinate work requests, and perform related office support tasks.
• Operate a car, van, or light delivery vehicle to transport materials.
• Fuel vehicles as required and report the need for service repair.
• Operate and maintain power tools, hand tools, and specialized equipment.
• Perform related duties as assigned.

The Utility Worker position may be assigned to one of multiple sections within the Department.  At this time, up to three different sections of the Facilities and Capital Projects Division are seeking qualified applicants.  More information on the various Divisions and sections of the Department is available at:  https://www.smcgov.org/publicworks/our-organization. 

The Building Services section provides janitorial services and a variety of building services for more than 70 County facilities, with over 4 million in total square footage. Core activities of the section include interior office maintenance, exterior office maintenance, receipt and delivery of supplies, room set-up and office configuration, and parking control. If hired into the Building Services section, additional duties may be:

• Provide complete custodial services and support to the custodial staff.
• Provide support and services to our parking structures and parking enforcement which may include providing custodial services and issuing parking citations.
• Maintain and clean all outdoor premises which may include pressure washing, window washing, operating a sweeper, etc. 

The Facilities Maintenance & Operations Redwood City section is responsible for the operation, maintenance, installation and repair of machinery and equipment in County operated buildings. This includes HVAC systems, boilers, lighting systems, refrigeration, generators, water treatment, and emergency power systems. It also includes crafts services such as carpentry, painting, plumbing, and lock smithing services required to maintain County facilities. If hired into the Facilities Maintenance & Operations (FM&O) section, additional skills needed, and duties may include: 

• Identify weeds from plants.
• Work independently.
• Dig and set sign and fence posts.
• Attached signs to wood and/or metal posts.

Construction Services provides competitive professional crafts services beyond the scope of routine maintenance provided by the Facilities Operations and Maintenance section, and contracts with the County and Cities to provide carpentry, graffiti abatement, and lighting district services. Trades represented include electrical, plumbing, carpentry and painting.  If hired into the Construction Services section, additional duties may be:

• Assist trades with painting, carpentry, light electrical, and clean-up of work site.
• Empty trash at offices and vacuum floors.
• Dig trenches or post holes on various projects.
• Handle small moving jobs for other departments.
• Knowledge of how to use hand and power tools.

Qualifications

Utility Worker I ($28.35 - $35.45/Hourly) is the entry or trainee level class in this series. Initially, under close supervision, incumbents perform the more routine duties while receiving on-the-job instruction and gaining practical experience. As experience is gained, there is greater independence of action within established guidelines. Incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher-level class.

Utility Worker II ($29.90 - $37.38/Hourly) is the experienced journey level class in this series. Under general supervision, incumbents independently perform the full range of duties. All the positions are characterized by the presence of fairly clear guidelines from which to make decisions and the availability of supervision in non-routine circumstances. Incumbents should demonstrate a thorough knowledge of operations and procedures and the ability to independently accomplish day-to-day tasks under normal conditions and to instruct others.

Education and Experience:

• Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is: One year of experience providing building and facility maintenance and minor equipment repair.

Knowledge of:

• Methods, materials, operations, tools, and practices used in moving, loading, arranging, and transporting materials, records, and supplies.
• Principles and techniques used in basic custodial services and minor equipment repair.
• Fixtures, building hardware, and equipment.
• Safety regulations, precautions, and practices.
• Methods, practices and equipment used in the receipt, storage, handling and ordering of materials and equipment.
• Basic arithmetic.
   

Skill/Ability to:

• Follow safety practices.
• Follow oral and written instructions.

The Public Works Maintenance Leadworker performs skilled work in the construction, maintenance, and repair of sewer infrastructure, road ways, sidewalks, and storm conveyance system. The Leadworker assigns and participates in the work of maintenance crews, operates power driven equipment, and performs related work as required.   This position is responsible for lead supervision of a sewer, street, storm or traffic safety maintenance field crew. This is a full-time position with benefits and a compensation schedule range of $6,339 - $7,529 per month. This position works a 9/80 schedule, with every other Friday off. Definition

Under general supervision, this position performs a variety of semi-skilled and skilled duties in connection with the construction, maintenance, and repair of City buildings and other facilities; and performs related duties as assigned. This position is distinguished from other maintenance classes in its specialization in building construction and maintenance, utilizing skills in one or more of the building trades.

Typical and Important Duties

• Constructs, remodels, and repairs a variety of buildings and structures, such as walls, partitions, doorways, counters, stairways, plumbing, roofs, and floor coverings.
• Builds and/or installs cabinets, shelving, bookcases, molding and other items involving finish carpentry.
• Performs other crafts-related work in connection with the construction, alteration, and repair of buildings and related facilities.
• Inspects work sites to take dimensions, prepare estimates of time and materials to lay-out work. 
• Reads and interprets blueprints, schematics, diagrams, and catalogues
• Maintains work orders, services records, time logs
• Prepares drawings and specifications for assigned projects.

Essential Job Function

Possession of, or ability to obtain, a valid California driver’s license and a satisfactory driving record. May be required to qualify for and obtain a Class “A” or “B” driver’s license, and, therefore, become subject to the Department of Transportation’s random drug and alcohol testing program.

DUTIES AND RESPONSIBILITIES

• Leads and performs tasks related to the maintenance and repair of pumps, motors, plumbing, electrical, and exercise and lubricate machinery within the plant; records and maintains accurate maintenance records in a daily logbook;
• Orders supplies and materials; orders inventory of frequently used parts, oil, and filters for equipment used in the plant;
• Completes monthly work orders and enters information regarding maintenance tasks into the system; records SCADA; records hours on equipment and meters; makes entries into the end of the month report and prints work order summary;
• Generates new maintenance work orders for each month; prioritizes tasks to be performed on Water Pollution Control Plant equipment;
• Leads and performs cleanup of the plant, removing trash, washing down decks, and clearing leaves and branches from storm drains; cleans tools and makes sure equipment is in proper locations and power tools are in safe working condition;
• Changes oil and filters on various pumps and compressors in the plant; maintains safety inspections of fire extinguishers, eye wash stations, and ladders in the plant;
• Removes and replaces packing from various pumps in the plant; installs new rings of packing with new lantern rings if damaged; applies grease to the new set of packing for proper lubrication; removes corrosion or debris from packing gland before reinstalling;
• Evaluates pump performance and flow rate to determine if pump has excessive buildup of rags that is affecting its performance and efficiency; shuts down pumps to remove rags from impeller and clears any obstructions;
• Replaces damaged parts/fittings on leaking chemical feed pumps; makes alterations to existing supply tubing or fittings, replacing clamps or O-rings, or removing  debris caught in the check valves; inspects, tests, calibrates, adjusts, cleans, and paints equipment in the water pollution control  plant; and
• Performs related duties as assigned.

JOB-RELATED QUALIFICATIONS

Knowledge of: Principles, practices, and techniques of the installation, maintenance, and repair of water treatment plan systems; operation of various hand and power tools; proper procedures to safely perform maintenance on machinery and equipment in the plant;  principles and techniques of lead direction, work coordination, and training; maintenance for MP2 program; recording and updating repair history on water pollution control plant equipment; how to create new work orders and close out completed work orders; forklift operations and scissor lift; replacing, repairing, and installing piping, fittings, and valves on water pollution control equipment; data entry of important, vital information regarding maintenance repairs; performance and evaluation on future preventative maintenance in the WPCP MP2 program; proper protective equipment.

EDUCATION AND TRAINING GUIDELINES

Any combination of experience and training that would likely provide the required knowledge and abilities. A typical way would be:

Education: High school diploma or equivalent (GED). Technical training in a water treatment plant system or related field is desirable. 

Experience: Four (4) year of full-time experience in the installation, maintenance, and repair of pollution control plant and sewage pumping facilities with at least one (1) year of equivalent experience to a Treatment Plant Maintenance Worker II.

Licenses: Possession of a valid California Class C driver's license and a satisfactory driving record. CWEA Certification as a Grade II Mechanical Technologist. Grade II Electrical/Instrumentation Certificate issued by the California Water Environment Association. 

SPECIAL REQUIREMENTS

Respond to work at any hour of the day or night, within designated timeframe, as required during afterhours, weekend service, and/or emergency situations; carry communication equipment in order to respond after work hours.  Vision, hearing, and physical ability adequate to obtain and maintain a California Class B Driver’s License; speak clearly and understandably. Requires moderate and sometimes strenuous exertion including bending, stooping, crouching, crawling, climbing, lifting, twisting, digging, carrying, and/or handling material weighing up to one hundred (100) pounds.  Work in confined spaces and wear protective equipment. May work in conditions that require exposure to noise, odors, chemical and biological agents, gases, and contact with sanitary wastewater; work at heights up to 20 feet; work in varying temperatures of cold and heat, and in inclement weather for extended periods of time; work in conditions that may contain dust, mold, and various chemicals. 

The City of Menlo Park is seeking applicants for temporary positions in the Public Works Maintenance Division.  Depending on their experience, individuals may be assigned to work in Trees, Streets, Facilities, Parks, or Water.  Temporary employees will operate and maintain a variety of maintenance equipment, including dump trucks, stump grinders, brush chippers, aerial lifts, forklifts, lawn mowers, backpack blowers, backhoes, jack hammers, lawn edger’s, hedge trimmers, concrete saws, chain saws and hand tools.  Temporary employees will foster positive and effective working relationships and must be able understand and follow instructions.

Ability to:  Understand and follow written and oral directions; clean and care for assigned facilities in a safe and efficient manner; maintain and appropriate public service demeanor and positive customer service interactions; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education:  Graduation from high school or equivalent.  Additional qualifying experience may be substituted for the required education on a year-for-year basis up to a maximum of two years.

License:  Possession of a valid Class C California Driver’s License.

DEFINITION

Under direct supervision, performs a variety of manual, semi-skilled and skilled tasks in the construction, maintenance, repair and operation of the City’s streets, sidewalks, signs, sewers, storm drains, pump stations, parks, tot lots, medians, gardens, irrigation systems or municipal buildings. Tasks often require considerable physical strength and stamina and may be performed in inclement weather and/or potentially hazardous conditions. Worker may be called back to work during emergencies. Performs related work as required.

CLASSIFICATION CHARACTERISTICS

Utility Maintenance Worker is the entry level to the following classification series: Building Maintenance Worker I/II, Collection System Maintenance Worker I/II, Groundskeeper/Gardener I/II, Street Maintenance Worker I/II, and Water Maintenance Worker I/II. Candidates from the Utility Maintenance Worker Employment List may be appointed in any one of several City departments. They will initially be under close supervision, performing the least skilled and most repetitive tasks while learning to use and apply the methods, materials, tools and equipment involved. Incumbents normally advance to Level II after at least two years of successful experience and demonstrating proficiency for the Level II work. 

EXAMPLES OF DUTIES

Work assignments may be in any one of the maintenance area programs: building/facility operation and maintenance, water/wastewater system delivery and maintenance, parks, median and grounds maintenance, and streets and sewer maintenance. Sweeps rubbish and leaves from gutters; loads and unloads trucks in a variety of situations; excavates and fills trenches and ditches; does manual work in preparing surfaces for paving, mixing cement, and breaking up paved surfaces using such tools as shovel, rake, jackhammer, tampers, and tar kettle; does manual or the more routine work of laying pipe, backfilling, and installing water meters; acts as a helper to skilled craftsworkers assisting in the more routine aspects of carpentry, plumbing, heating, minor electrical and mechanical repair, and painting including street painting; does manual park work not requiring prior knowledge or skill in gardening.

MINIMUM QUALIFICATIONS

Knowledge of: The purpose, safe use and maintenance of hand tools and small power equipment. General construction and maintenance methods, materials, and terminology. Safe working techniques and requirements.

Ability to: Safely and skillfully use hand tools, operate light mechanical equipment, and perform heavy manual labor. Comprehend and follow oral and written instructions and safety warnings and information. Learn to perform more skilled tasks, such as producing manual and computer-generated reports and schedules and installation and maintenance of current job-related equipment or devices. Work independently. Maintain an appropriate public service demeanor and positive customer service interactions. I: Perform sustained, strenuous manual labor; climb, lift, crawl, stoop and bend to reach work; and work outdoors in temperature extremes and inclement weather

Experience: One year, full-time, paid experience in construction, maintenance or other semi-skilled, physical work.

Education: Completion of the tenth grade. Graduation from high school or the equivalent is desirable and required to advance to Level II in the flexible classification series.

License: Possession of a valid Class C California Driver's License.
