The Department

Fremont’s Human Services Department is nationally and internationally recognized for its innovation and effective programs. The Department works to sustain the City’s social service infrastructure which promotes a healthy and safe environment for all residents. The Department also directly offers services to residents throughout their life course from infants to elders. Services offered to families are designed to help them become or remain self-sufficient.

The Ideal Candidate

The ideal candidate will have experience in programs serving older adults (Age 55+).  In addition to the minimum qualifications and special requirements, successful candidates will have knowledge of program administration and budgeting; needs assessment and program evaluation; older adults’ common concerns and challenges as well as strengths; older adult system of care and common referral sources; program marketing and public relations; and report writing.  Experience with Microsoft Office Suite, InDesign and Canva software is desirable. The selected Program Coordinator should have experience with starting new community programs, including program design and implementation, effective outreach efforts, documentation of program impact; hiring and training staff and volunteers; and working in a fast paced environment.  Public sector experience in Human Services or Social Services/Aging is highly desirable.  The ideal candidate will also have knowledge and experience working directly with seniors and coordinating senior service providers.  The successful candidate will demonstrate their ability to plan, organize and implement programs; gather data and report customer satisfaction feedback; determine and implement the appropriate course of action in emergency or stressful situations; evaluate staff effectiveness and prepare performance appraisals; maintain effective, respectful working relationships with older adults and community partners; work independently and offsite from the supervisor.  The selected Program Coordinator should also demonstrate strong communication skills (written and verbal); bilingual skills in Mandarin/Cantonese (written and verbal) is preferred.  Current valid CPR and AED certifications are desirable. 

The Position & Responsibilities

As a member of the Human Services Department assigned to the Age Well Center at South Fremont, the Program Coordinator will organize, coordinate and implement community programs for older adults.  The wellness programs include health promotion activities such as classes, support groups, workshops and civic engagement opportunities. When necessary the incumbent will manage the Age Well Center operations, including conflict resolution, oversight of dining room services, staff response to emergency situations, financial accounting and deposits, facility rental bookings and contracts, coordination of facility maintenance and repairs.  Examples of job duties include:

· Serves as a member of a departmental team providing programs and services designed to improve the quality of life of City residents. 

· Assumes direct responsibility for program design and implementation. 

· Develops and implements program market strategies including print media and public events. 

· Coordinates programs with community service providers. 

· Administers one or more program areas. 

· Performs outreach/public-speaking activities to promote program(s) in the community. 

· Maintains program documentation. 

· Conducts meetings with community groups, volunteers, service providers and/or members of the community. 

· Organizes, creates content and writes the monthly newsletter.

· Supervises service and/or clerical staff, interns and volunteers. 

· Participates in meetings as required within the department, senior center and the City.

· Assists in instances in an emergency or stressful situation such as when citizens slip or fall. 

· Oversees day-to-day program operations. 

· Manages fee collections and deposits. 

· Assists with set up of facility. 

· Prepares written and statistical reports. 

· Other duties as assigned.

Minimum Qualifications

Any combination of education and experience that would provide the knowledge, skills and abilities required to perform the essential duties of the job would be qualifying.  A typical way to accomplish this includes:

Education: Bachelor’s Degree or equivalent from an accredited college or university in recreation, social services or related field.

Experience:

· One (1) year experience in programs for youth, elderly, or families OR

· Two (2) years of undergraduate school at an accredited college or university with course work in recreation, social services, or a related field and three (3) years of experience in programs for youth, elderly, or families OR

· Training and experience equivalent to five (5) years of municipal community services employment in programming for youth, elderly, or families.

· Two (2) years of supervisory experience is desirable.

Licenses/Certificates/Special Requirements:  This position may be required to work other than business hours and requires the ability to travel independently within and outside of City limits.

THE POSITION

Under general supervision, a Water Resources Instrument Control Technician installs, operates, maintains, calibrates, and repairs computer hardware, process instrumentation, data logging, and telemetry; modifies and customizes software; modifies, maintains, and repairs all components of a programmable logic controller (PLC) based supervisory control and data acquisition (SCADA) systems/distributed control systems; and performs other duties as assigned.

• Installs, calibrates, programs, maintains, and repairs instruments, PLC based system/distributed control system components, meters, analyzers, recorders, control and feed systems, computers, monitors, printers, transducers, microprocessors, and data transmission systems

THE POSITION
The City of Hayward is excited to announce its recruitment for the position of Family Counselor. Under general direction, the Family Counselor provides crisis intervention, counseling, and referral services to youth, families, and individuals and performs other related duties as required, such as school based, case management, and gang prevention/intervention services. This position is partially funded by Alameda County Probation Department, Delinquency Prevention Network, RFP 901499.

DISTINGUISHING CHARACTERISTICS

This is a journey level professional classification and the incumbent performs the full range of counseling duties within the Youth and Family Services Bureau of the Hayward Police Department.  Employees at this level receive occasional instruction as new or unusual situations arise. Positions in this classification differ from the higher level Counseling Supervisor in that the latter is responsible for providing direct supervision to professional and clerical staff.

Duties may include but are not limited to the following:

Provides crisis intervention services to youth, families, individuals, and couples including but not limited to crises involving incorrigible youth, dependent children under the court's custody, domestic violence, first time offenders, and the hospitalization of individuals dangerous to self and others.
 
Provides counseling to youth, families, couples, individuals and groups.
 
Maintains crisis intake log, case files and service statistics.
 
Provides referral information to the public, and other agencies.

Participates in division, department, community and school meetings.

Provides support service, consultation and training to patrol officers on juvenile and mental health topics.
 
Provides case management services to youth and their families.
 
Provides school based services to students and their families, including consultation and training for school administrators and teachers, implementation of school climate initiatives, and coordination of site-based student support services.
 
Provides gang prevention and intervention services to at risk and gang involved youth and their families.
 
Maintains formal and informal liaison with mental health professionals and service providers including courts, schools, private therapists, hospitals, probation and other agencies.
 
Provides emergency psychological evaluation and recommendations.
 
Responds to critical incidents and other in-field emergency situations.
 
Performs related work as necessary.

JOB RELATED AND ESSENTIAL QUALIFICATIONS

Knowledge of:

• The theory and principles of human development, particularly child development.
• The theory and principles of social aspects of mental and emotional adjustment, including normal and abnormal behavior.
• Principles, methods and current practices of crisis intervention and counseling, which includes interviewing techniques, assessment and treatment modalities.
• Principles, methods and current practices of social casework.
• The theory and principles of child abuse, elder abuse and domestic violence treatment.
• The theory, principles and current practices of gang prevention and intervention.
• Diagnostic and Statistical Manual of Mental Disorders (DSM V) system of diagnosis.
• Proficiency in the use of computer skills, including multiple software formats, email and storage of digital files.
• Community resources in the mental health and human services areas.

Ability to:

• Perform crisis intervention and counseling services.
• Establish effective and productive casework relationships with youth, families, and individuals.
• Establish cooperative working relationships with police officers in the handling of crisis calls.
• Establish cooperative working relationships with educators and school site personnel.
• Work independently, make sound decisions and set priorities under stressful conditions.
• Work collaboratively in the highly structured environment of a police department while maintaining accepted professional standards of clinical practice.
• Communicate effectively, both verbally and in writing.
• Maintain records, including statistics, and to prepare reports.
• Work varied shifts.
• Effectively manage time, meet deadlines and prioritize workload.

EXPERIENCE AND EDUCATION

Any combination of experience and education equivalent to that which would likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge, skills and abilities would be:

Experience: One (1) year providing counseling or psychotherapy to youth, families, groups and individuals.  Experience with probation involved or at-risk youth and experience with school based mental health services are highly desirable; experience working in school settings is highly desirable.

Education: Equivalent to a Master's Degree from an accredited college or university in Counseling, Clinical Psychology, Clinical Social Work or a closely related field or a Doctorate in Clinical or Counseling Psychology. (Note: Applicants with a related Master's Degree in progress are also encouraged to apply. Selected candidate will need to provide proof of graduate degree completion by the start date of employment.)

Licenses & Certificates: Possession of a valid License in Marriage and Family Therapy (L.M.F.T.), Licensed Clinical Social Work (L.C.S.W.), Licensed Professional Counselor (L.P.C), Licensed Clinical Psychologist or a closely related field is highly desirable.

Possession and maintenance of a valid Class C California Driver's License.

THE POSITIONS

Under direct supervision, the Public Service Assistant II will perform litter/trash pick-up, barbeque maintenance, leaf/debris pick-up, and miscellaneous park duties in Central Park and other community parks.  The Public Service Assistant II will also perform related duties as assigned.
 
WORK SCHEDULE

The positions work up to a full-time schedule of 40 hours per week and may be required to work a regular shift that includes evening and weekend hours. These temporary assignments are limited to 999 hours per fiscal year (July 1 - June 30).
