The City of Brisbane will be sponsoring up to four summer internships this year.  Our internships are project-oriented and designed to give college students a good general overview of future employment opportunities and current issues in the Public Sector.  You will have the opportunity for exposure to various areas of City Administration during your internship and to network with fellow interns and participate in professional development activities in San Mateo County and/or Santa Clara County.

Projects for 2024 include:

• Communications – Assist with developing innovative and relevant content for posting on City-administered social media sites, research and work with departments in developing articles for publication on the City’s website and print newsletter, and assist with aspects of video production including storyboarding, camera work, and script-writing.

• IT – Have some familiarity with programs such as Windows, Active Directory, Office/Microsoft 365. Must be able to disassemble and reassemble a PC. Projects will consist of adding and editing AD and email accounts and sorting and organizing hardware components. Some daily tasks will include responding to help desk requests and making basic equipment repairs and replacements.

• Human Resources - Offering learning opportunities by following a full recruitment and onboarding process. Assist with website updating; maintaining employee records; the conversion of physical records/forms to electronic format; and conducting research and analysis on HR-related topics.

• Public Works (Utilities) – Provide support to the City's Public Works Department - Utilities Division with various engineering projects in drinking water distribution, water resources, sanitary sewer collection, and storm drainage. Primary assignment will focus on mapping and geolocating drinking water facilities to comply with new state regulatory compliance.  Secondary assignments may include field engineering support on construction of capital utility projects and assisting on various engineering reports and studies.

Applicants must be college students currently enrolled in and pursuing an undergraduate or graduate degree at an accredited college or university in a related field (e.g. public administration, public policy, business, planning, library science, environmental studies, engineering, sustainability). Undergraduate candidates must have a minimum of 48 semester units or equivalent completed.  Applicants should also be self-motivated, have excellent interpersonal skills, able to use Microsoft Office software, demonstrate good research ability and have the ability to communicate clearly both verbally and in writing. 

SALARY AND HOURS: The salary range for Interns is $20.00 per hour, 15-18 hours per week over a 12-week period.  The start date is flexible depending on the student’s availability.

The Bay Area Air Quality Management District is recruiting for the position of Assistant Counsel I/II in the Office of General Counsel. This position will focus primarily on civil prosecution of air quality violations, including cases seeking civil penalties and/or injunctive relief before the Air District’s administrative Hearing Board and in Superior Court. Experience prosecuting or defending such cases under air quality or other environmental laws, or in other similar enforcement contexts, is highly desirable. The position will also provide legal advice, counseling and representation on related legal issues arising under local, state and federal air pollution laws and regulations, including air quality permitting, development of new regulations, California Environmental Quality Act issues, contract drafting, administrative law issues, and civil rights compliance, among others. Many of the most pressing air quality issues the Bay Area faces relate to disproportionate air pollution burdens in historically disadvantaged communities, so experience and familiarity with environmental justice issues is desirable. This is a full-time, exempt, management position. Assistant Counsel I is the entry level in this specialized attorney series. It is designed to allow an experienced civil attorney to gain specific environmental law experience. This class is alternately staffed with Assistant Counsel II, and incumbents may advance to the higher level after gaining experience and demonstrating proficiency that meet the qualifications of the higher level class.
 
Assistant Counsel II is the journey level class of this specialized series, fully competent to perform a wide range of environmental law work. This class is responsible for providing effective legal counsel in complex and controversial environmental law matters. This class is distinguished from Senior Assistant Counsel in that the latter assists in administering and coordinating all phases of legal work for the Legal Division.

Examples of Duties for this Position

Prepares and tries routine to difficult cases, often involving a specialized body of law.

Represents the Air District in court and in administrative hearings before boards and commissions and state and federal agencies.

Investigates and prepares reports regarding claims by and against the Air District and recommends actions to be taken.

Advises Air District departmental management regarding Air District authority, jurisdiction, functions and operational procedures.

Minimum Qualifications

Education and Experience:
 
Assistant Counsel I: Equivalent to graduation from a college or university plus an appropriate law degree and two years of experience as an attorney engaged in the practice of law, preferably with a public agency and preferably involving environmental law and/or enforcement cases, although other relevant experience will be considered.
 
Assistant Counsel II: In addition to the above, two additional years of experience as an attorney engaged in the practice of law, preferably practicing civil environmental enforcement with a public agency in the State of California, although other relevant experience will be considered.

 Must be a member in good standing of the State Bar of California at the time of hire.

The City of Brisbane is currently accepting applications for Recreation Leader Aide. Under the direct supervision of the Recreation Coordinator or Recreation Supervisor, assists in implementing and facilitating well-rounded programs in youth after-school programs, teen programming, day camps, sports leagues, playgroups, special events, and senior events at designated recreation facilities; and maintains a safe and enjoyable environment for recreation program participants.  This position involves face-to-face leadership and considerable contact with youth aged 5 to 15 years.

QUALIFICATIONS:

Education: High school-level coursework.

Age:  Minimum age of 15 ½ years old, if under the age of 18, a work permit will be required before hire.

Ability to: Follow instructions and implement skills learned, exercise patience, and maintain effective working relationships with those contacted during the course of work.

Knowledge of: Popular sports and games, basic concepts of playground safety, and basic concepts of effective communication with youth of all ages.

Licenses: Possession of First Aid and Infant and Child Cardiopulmonary Resuscitation (CPR) certificates is desirable.

SALARY AND HOURS: 

$16.00 – $16.80 - $17.64 - $18.52 - $19.45 per hour.  This is a part-time position with paid sick leave available.  Initial appointments are generally made at the first step of this five-step scale.  Hours will range from 5 to 15 hours per week during the academic school year and 20-25 hours per week during camp seasons.  Hours are generally scheduled during the following times, with additional hours available for special events:

Youth Program

                        2:00 PM – 6:00 PM Monday through Friday (Academic school year)

8:00 AM – 6:00 PM Monday through Friday (Summer, Winter, and Spring Camp)

SELECTION PROCESS:

 Applications will be screened, and a limited number of the most qualified candidates will be invited to participate in the examination process, which may consist of an oral panel interview, written exercise, department interview, or in the form of a practical demonstration of skill and ability, or any combination of these. A passing score of 70% is required to make the eligibility list. Recommendations for appointments from this list will be made to the Recreation Supervisor, under the deciding direction of the Recreation Coordinator. Depending on the number of applicants, this process may be altered. Prior to appointment, a background check, including fingerprinting for submission to the Department of Justice must be completed, as well as TB screening.
