The Engineering Technician vacancy we currently have is in the Capital Improvement Program Division. While the Engineering Technician may perform other duties as assigned, including supporting the Transportation Division, the primary role will be managing resident service requests, drafting engineering plans, and performing field observations and analyses.

What You’ll Do

The Engineering Technician I/II performs a variety of technical drafting, office and field engineering work. The position receives immediate supervision from higher engineering personnel.

The Engineering Technician I/II position is flexibly staffed based on experience and may be filled at either level. Depending upon assignment, duties may include, but are not limited to, the following:

• Locate utilities, easements, property lines and other information on plans.
• Prepare topographical plan and profile maps of property and pertinent features from survey notes and legal descriptions.
• Check parcel maps, subdivisions and various other drawings.
• Participate in the preparation, filing, and retrieval of a variety of engineering maps, documents and records.
• Ink, pencil, trace and letter charts, graphs, maps, plans and other drawings; prepare miscellaneous illustrative materials such as charts and graphs on blueprint machine; monitor blueprint machine and blueprint paper supply.
• Prepare final drawings of existing improvements, rights-of-way, and other utilities using field notes, maps and photographs; check calculations used in designs and estimates.
• Fully utilize the computerized work systems in accordance with workflow processes.
• Assist in measuring accurate distances to be used in the determination of locations of boundaries, easements, improvements, structures and topographic features; keep notes on measurements made.
• Write technical specifications for various maintenance contracts; inspect work on maintenance contracts; verify quantities for payment on maintenance contracts.
• Answer questions and provide information to the public concerning engineering activities; issue permits and accept permit fees over the counter; answer questions related to maintenance projects as applicable.
• Make and check mathematical calculations related to surveying and basic engineering.
• Inspect streets, sidewalks, sewers, drains and other public works areas for maintenance needs; prepare cost estimates of labor, materials equipment necessary for maintenance projects; assist in developing work schedules.
• Prepare and maintain production and related records regarding maintenance activities.
• Maintain various technical files and departmental logs.
• Manage and respond to resident service requests.

The Community Services Manager for Human Services is responsible for managing the Fair Oaks Community Center (FOCC) and administering a number of financial assistance programs for local residents, as well as basic emergency and safety net services such as food, transportation, shelter referrals, housing assistance, and client advocacy. FOCC serves as one of eight core agencies in San Mateo County who work in close collaboration with the County Human Services Agency to provide vulnerable individuals and families in Redwood City and North Fair Oaks with much needed support to stabilize their living situations through a robust Information and Referral program. FOCC also serves as a designated entry point for the Coordinated Entry System for people experiencing homelessness in San Mateo County to access shelter and other resources.

The Community Services Manager for Human Services also oversees more traditional community center functions, providing room rentals for private events as well as free meeting space for nonprofits and community-based organizations. The Community Services Manager supports and interacts with a significant number of partner agencies who deliver services through FOCC. The facility includes both an Older Adult Activity Center run independently by Peninsula Family Services and a Child Care and Early Development Program. Other services delivered on site by partners include immigration and citizenship services, ESL classes, tenants’ rights clinics, mobile shower and laundry services, a mobile health van, and more. The Community Services Manager negotiates, prepares, manages, and monitors contracts and agreements with service providers and community agencies, ensuring effective program delivery and inter-agency coordination.  

This position also provides leadership to inter-departmental and inter-agency collaborative projects including the OYE Latinx Youth Conference, the Redwood City/San Mateo County Toy and Book Program, the bi-annual San Mateo County Homeless One Day Count, and other critical community projects as they arise.

San Mateo County Health is seeking a highly qualified candidate for the position of Edison Clinic Therapist (Psychiatric Social Worker I/II).

Under general supervision, the Clinic Therapist will work approximately 40 hours per week, providing a wide variety of therapeutic services and, if time permits, up to 10 hours of social work case management services. Responsibilities include screening, assessment, evaluation, and psychotherapy, with a focus when appropriate on harm reduction therapeutic interventions and support services for clients in need of, or currently receiving, substance abuse therapy and treatment.

Additional duties include developing and implementing activities related to substance abuse prevention, intervention, and rehabilitation, as well as performing other related work. The position also involves providing social work services to non-therapy clients in support of other on-staff social work case managers.

The Position
The position will be embedded at the Public Health, Policy and Planning Edison Clinic at the San Mateo Medical Center, and possibly one morning per week at the Fair Oaks Health Center, with clinic hours Monday through Friday. 

This position will engage individuals with a range of mental health and substance use disorders to provide a range of services and supports, including but not limited to, diagnosis of issues to be focus of clinical attention, including substance use and other behavioral health needs; screening/assessing clients' needs using assessment criteria to determine medical necessity and identification of key clinical interventions; determination of stage of change; and engaging clients by using Motivational Interviewing and Harm Reduction practices.

The provider will provide therapy for primary case load, and as a backup also provide case management services, including transportation, client advocacy, client-driven treatment planning, and care coordination with other care providers; navigation of medical and mental health services, including medication assisted treatments; assisting clients with enrolling into benefits, including health coverage for which they are eligible; participate in a multidisciplinary team; use clinical consultation care coordination meetings; and partner with key referral sources and other service providers including but not limited to, San Mateo Medical Center (SMMC) Emergency Department (ED), Psychiatric Emergency Services (PES), and Primary Care and Specialty Clinics, BHRS clinics and programs, Substance Use Disorder treatment providers, including Palm Avenue Detox, shelters, Probation, and Correctional Health.

The Ideal Candidate
The ideal candidate will have significant knowledge, skills, experience, and training in providing therapy as well as case management; assessing and evaluating adult clients with mental health and substance use issues; determining appropriate referrals and recommending treatment plans; documenting in electronic medical records; establishing appropriate clinical relationships; and demonstrating strong understanding of confidentiality and ethics.

Three years of experience in clinical social work, psychotherapy, or a related field, particularly with diverse populations affected by mental health and substance use issues is highly desirable.

Additionally, the successful candidate will possess the following knowledge, skills, and abilities:
Experience and Background:

• Experience working with adults with co-occurring behavioral health and medical conditions, in emergency services, the criminal justice system, or with adult populations relevant to the position is beneficial.

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.   A typical way to qualify is: Master's degree in Social Work, Social Welfare or a closely related field.

Licensure/Certification:

• Psychiatric Social Worker I: Registration with the Board of Behavioral Examiners as an intern.   An individual hired in this classification must become licensed within six years from the date of employment as a Clinical Social Worker issued by the State of California.
• Psychiatric Social Worker II:  Current California license as a Clinical Social Worker.

Special Requirements:  

• Individuals in this classification assigned to an on-site school program are required to meet any specialized requirements (i.e., Pupil Personnel Services credential) as stipulated by federal and state laws and regulations.
• Individuals assigned to Canyon Oaks Youth Center, must have the ability to complete 40 hours of mandated training annually.

The Assistant Civil Engineer is an entry-level class in the Civil Engineer series. This class is distinguished from the Associate Civil Engineer by the performance of the more routine tasks and duties assigned to positions within the Civil Engineer series. Incumbents perform less complex office and field engineering work and assignments are generally routine or closely related within a framework of established procedures. The Assistant Civil Engineer receives general supervision from higher level professional engineers and may exercise technical or functional supervision over technical engineering staff. • Perform a variety of engineering duties in support of capital improvement projects including road construction, storm drains, sewers, traffic systems and related construction projects.

The Bay Area Air Quality Management District (Air District) is a regional government agency, committed to achieving clean air to protect the public's health and the environment. The District accomplishes this goal through regulation of industrial facilities and various outreach and incentive programs designed to encourage clean air choices.
 
The Air District's jurisdiction encompasses all of seven counties - Alameda, Contra Costa, Marin, San Francisco, San Mateo, Santa Clara and Napa, and portions of two others - southwestern Solano and southern Sonoma.
 
The Air District is currently accepting applications for the position of Senior Air Quality Engineer in the Engineering Division. This is an open recruitment for four (4) full-time, represented positions.

Staff may be assigned to sections that are focused on specific industries, such as petroleum refineries, organics recovery facilities (e.g., landfills, wastewater treatment) or inorganic material handling facilities (e.g., asphalt plants, concrete batch plants, quarries) OR lead specific programs such as Title V permitting for the division.

EXAMPLES OF DUTIES (Illustrative Only)


Performs the more difficult and complex air quality engineering work such as, but not limited to, permit processing for petroleum refineries, power plants and semiconductor manufacturing facilities, air pollution dispersion modeling, providing detailed source inventories and providing project leadership.

Upon assignment, provides lead direction training and work review to Air Quality Engineers on routine, continuing or well-defined tasks, priorities and follows up on work to ensure timely completion. Coordinates and reviews the work of engineering and support staff involved in complex, sensitive and controversial engineering projects, studies and audits.

Provide engineering expertise in preparing and updating the emission inventory and other aspects of State and Federal air quality plans, including developing required programs, structuring data and preparing long-range emission forecasts for major industrial classifications.

Represent the District as technical expert in meetings with outside agencies, environmental groups and industry personnel regarding air quality control regulations, and source inventory procedures and results; act as an expert witness before the Hearing Board.

Upon request, provides input into selection decisions and performances. Coordinates technical data gathering and compilation, including coordination with other District sections and divisions.

Reviews permit and enforcement files to prepare materials and responses for variance requests, violation notices and case summaries and hearing board referrals; recommends appropriate actions; may testify of behalf of the District.

Coordinates on-site compliance inspections of sources and abatement devices; evaluates compliance and recommends enforcement actions.

Responds to industry, public and District inquiries regarding regulation interpretation, permit preparation, various compliance measures and emission calculation methods in person, by telephone and in writing.

Reviews and evaluates new developments in motor vehicle technology, fuels, and test procedures, as they affect air pollutant emissions.

Develops and recommends revisions to District procedures and regulations.

Uses a computer terminal and a variety of software and programs to make engineering calculations, enter and retrieve data and to monitor and correct data entry; writes and revises computer programs; investigates and corrects errors in the data bank.

Acquires, evaluates, and applies computer models to simulate motor vehicle use and calculate vehicle emissions.

Coordinates toxic risk screening and risk assessment analysis; calculates toxic emissions, determines and applies appropriate air dispersion models, calculates maximum concentrations and calculates risk; recommends approval or denial of permit applications.

Performs, reviews, and directs the preparation of air quality impact analyses for permits, risk assessments and environmental impact documents.

Uses emissions models, geographic information systems, and relational data base to prepare and modify large data files on inventory input to air quality models.

May manage contracts with vendors and consultants.

Develops procedures to calculate and forecast pollutant emissions from natural and man-made sources of air pollution.

Conducts environmental audits, compliance inspections and source tests; evaluates results and recommends appropriate actions, including violation notices.

Participate in calculating, reviewing, correcting and documenting the emissions inventory; evaluates accuracy of source emission calculations and methodologies.

Conduct special studies and write technical reports related to research and planning functions, and coordinate activities with District Staff, outside agencies and organizations.

Prepare new regulations and evaluated revisions to existing District procedures and regulations based upon changes in State and Federal programs.

Minimum Qualifications

A typical way to obtain the knowledge and skills is:
 
Equivalent to graduation from a four-year college or university with major coursework in environmental, chemical, mechanical or petroleum engineering or a closely related field and two years of air quality environmental engineering experience at a level equivalent to the Air District's class of Air Quality Engineer II.

A directly related graduate degree may be desirable for some assignments and may be substituted for one year of experience.

Performing detailed analyses of designs, specifications and plans.
 
Coordinating a variety of air quality engineering studies.

 Preparing clear and concise reports, correspondence and other written materials.
 
 Exercising sound independent judgement.

Other Requirements:
Must possess a valid California driver's license. Some positions may require the physical strength and agility to climb ladders and towers and work in the presence of potentially hazardous or toxic materials.
