The Big Lift, a collective impact initiative that seeks to increase kindergarten readiness and improve third grade reading proficiency in San Mateo County, is recruiting to fill one Intern Fellow II vacancy.
 
The County of San Mateo’s Human Services Agency serves as the initiatives “Backbone Agency”. The Intern Fellow II position will support the evolving/increasing role of the Backbone Agency including but not limited to supporting the implementation, administration, facilitation of three on-going advisory councils and two working groups as well as the planning and facilitation of two annual Collective Impact Convenings and two annual Knowledge Network Convenings.

Specifics of assignment is dependent upon the department or division assigned to and level of internship. Some example duties include:

• Perform a wide variety of administrative, operational, and technical assignments to assist departments or divisions and to receive on-the-job exposure.

What You’ll Do

The Community Services Manager is responsible for planning, directing, and supervising the leisure, cultural, and human services activities of the Division and providing highly responsible professional and technical staff assistance. Duties may include, but are not limited to the following:

• Plan, organize, coordinate and direct the work of subordinates in developing and implementing a broad and diversified community recreation and human services program.
• Participate as a member of the community-based network of Human Services Agencies.
• Develop and implement changes in staffing, goals, objectives, policies and procedures to ensure maximum effectiveness and efficiency.
• Develop programs of service to meet community needs including plans for efficient and economical use of labor, buildings, equipment and materials.
• Attend meetings of and prepare reports for Commissions and Advisory Groups; provide technical and professional advice and recommendations relating to recreation and human services.
• Respond to and resolve difficult resident inquiries and complaints.
• Prepare and administer the division budget, maintaining appropriate budgetary controls.
• Administer federal, state and special project grants.
• Participate in planning, organizing, and coordinating the development, construction, and maintenance of parks, recreation buildings, playground areas, and other facilities.
• Direct the scheduling of work projects and the determination of equipment, material and personnel needs with the Division.
• Establish and maintain effective working relationships with those contacted in the course of work.
• Supervise the maintenance of a variety of records and reports.
• Select, supervise, train, and evaluate assigned personnel.

The Community Services Manager receives direction from the Director of Parks and Recreation or higher-level department personnel and exercises direct supervision over professional, technical and clerical staff.

The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem-solving; and leveraging financial and volunteer resources.

The Position

The Human Services Specialist (Family Partner) will work as part of a team with counselors and case managers to provide services to parents and their children in Fremont, Newark and Union City. The incumbent will provide peer support and assist families in navigating systems and accessing needed services while promoting independence and advocacy skills through a respectful and non-judgmental manner. The Family Partner uses their own personal lived experience and ensures that the family’s perspective is represented in the provision of all services which will be conducted in the child’s home or school, at Youth and Family Services’ clinic located at the Fremont Family Resource Center or in other community settings.

AHA is seeking a Facilities and Maintenance Technician I to perform a range maintenance and alterations on Housing Authority buildings and facilities, HVAC, and other electrical and mechanical systems; identifying and evaluating construction-related problems; performing installation and repairs on plumbing systems; conducting property inspections, and coordinating with vendors on maintenance replacement and repair projects. DEFINITION

Under supervision, performs electrical, preventive and corrective maintenance, modifications of existing equipment and the installation of new electrical equipment used within the wastewater treatment plant, the wastewater lift stations and the potable water pump stations and equipment; on 24-hour emergency call for electrical repairs; and performs other duties as assigned.

EXAMPLES OF DUTIES

Installs, repairs, maintains or replaces electrical equipment including but not limited to, motor control centers, generators, switchgear panels, variable frequency drives, pump controllers, large distribution breakers, motors of various sizes and voltages, ground fault systems, magnetic and solid state starters, building lighting and power, HVAC equipment, reduced voltage transformers, SCADA control systems, fused disconnects, and various size and types of lighting. Shall review plans and specifications, may inspect electrical components to be installed during new construction, equipment replacement or modification. Shall maintain equipment records on the computerized maintenance system and update drawings as required.

MINIMUM QUALIFICATIONS

Knowledge of: Electrical tools including but not limited to, basic hand and power tools, electric cable puller (mule), conduit benders (both hand and hydraulic), MEGGER, phase rotation meter, VOM meter, hydraulic knock-out tool, hand and power threading equipment, accepted safety practices and standards related to both personnel practices and proper handling and installation of equipment and systems. National Electrical Code; installation, operation and maintenance of motor control centers, power generation equipment, pumping control equipment with all types of motors.

Ability to: Read and interpret electrical diagrams, plans and electrical codes. Instruct others in preventive maintenance and corrective maintenance of electrical equipment and of safe work practices.  Work independently and with non-skilled electrical personnel.  Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Physical Requirements:  Moderate and sometimes strenuous exertion required including crawling, stair climbing, lifting, carrying and/or handling up to 50 pounds for 30 minutes.  Work in confined areas and wear protective garments.  May work in conditions which require exposure to noise, noxious odors, gases and contact with wastewater.

Experience: Four years of journey-level electrical trade experience involving work performed in conformance with standard codes and both single and three phase equipment.  Experience with water or wastewater utility systems desirable.

Education:  Graduation from high school, or equivalent.  Continuing education in related subjects is desirable.

License:  Possession of a valid Class C California Driver’s License.

Under general supervision, an Employee Assistance Counselor provides clinical assessment, short-term counseling and referral of City and County employees experiencing difficulties related to personal or work-related problems, such as stress, depression, anxiety, substance abuse, emotional concerns or relationship issues. A Counselor conducts seminars, trainings, and consultations on issues related to personal and organizational wellness; prepares records and reports; and performs related duties as required.

Typical duties include, but are not limited to:

1. Provides clinical assessment, short-term counseling and referral services to employees of the City and County who are experiencing difficulties related to personal or work-related problems, such as stress, depression, anxiety, substance abuse, emotional concerns or relationship issues; provides counseling of family members and significant others as appropriate.
2. Facilitates seminars and trainings for employees and management on personal, interpersonal and organizational issues such as the effective management of stress, anger and emotions, workplace negativity and dealing with difficult people.
3. Assists in evaluation efforts to determine the effectiveness of services provided.
4. Educates employees, supervisors and managers regarding EAP service offerings, how to access services, early identification of personal and workplace problems, and referrals to the program.
5. Provides trauma response, crisis intervention and mediation/conflict resolution services as requested.
6. Collects client and program data for tracking, conducts analysis, and prepares related records and reports as requested.
7. May include additional duties as assigned.

Foster City is looking for a fast learner with some planning or building experience to fill the position of Building Permit Technician. This is an entry-level position that can serve as the first step in establishing a career in Planning or Building services. Foster City offers a unique experience to utilize customer service and people skills while deepening your technical knowledge in the building permit process. 

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: High school diploma or equivalent is required. An associate degree or completion of technical courses in building codes or inspection principles or techniques is desirable. ICBO Permit Technician Certification is highly desirable.

Experience: Two (2) years experience working in a building or planning department, with six (6) months to one (1) year of experience in computerized building permit applications processing. 

Licenses and Certifications

• Possession of, or the ability to obtain, a valid Class C California driver’s license upon appointment.
• ICBO Permit Technician Certification is required within the first full year of employment with the City in this position

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Community Development Department will make the hiring decision.

The Aging and Family Services Division (AFS) of HSD specifically supports older residents and their caregivers to live active, healthy lives in the Tri-City community. With input from local, older adults (age 55 years+) as our guide, the AFS team provides a continuum of supportive services, from health promotion activities to home-based end of life care. AFS has a Senior InfoLine that is answered in 4 languages (Farsi, English, Spanish and Chinese) that is often an entry point.

DefinitionUnder administrative direction from the Human Services Director, plans, organizes and directs a Division of the Human Services Department which provides specialized family services; and serves as a member of the department's management team.

Class Characteristics
This professional management classification in the Human Services Department may be assigned as Youth and Family Services Administrator, Aging and Family Services Administrator or Family Resource Center Administrator. Incumbent follows general guidelines or professional and administrative standards in accomplishing assignments; it is characterized by the responsibility to develop and implement mental and physical health and other social services that support self-sufficiency, strengthen families, help children achieve their optimal development, and help older adults remain independent and engaged in the community for as long as possible. Supervision for the Family Resource Center Administrator is jointly provided by the Human Services Director and leadership team of the Family Resource Center. Review of work is occasional or on a problem basis with incumbents presenting alternative courses for policy decisions. Routine and unusual problems are handled within the context of general plans, broad policies, budgetary limitations and professional standards. Successful performance is measured by total results. This classification is distinguished from Human Services Director by the latter's responsibility to plan, organize and direct the work of the Human Services Department, and from Clinical Supervisor by the latter's responsibility to supervise counseling or social work staff, to monitor the implementation of professional standards, and to provide training and direction to professional staff and interns. • Establishes and maintains a continuum of programs and services for older adults:
o Services for Well Elderly including: Oversees operations at the Multi-Service Senior Center(s); develops and implements operational policies and procedures; identifies program needs and develops and oversees implementation of a variety of programs and services targeted to the needs of older adults; reviews existing programs for immediacy and applicability, directing revision as appropriate; coordinates programs with other agencies; provides effective problem assessment and client complaint response.
o Services for Frail Elderly including: Develops and implements operational policies and procedures for service coordination among the Friendly Visitor, Companion for Life, Senior Peer Counseling, Para transit, and other City programs; monitors and evaluates program performance; reviews existing programs for immediacy and applicability, directing revision as appropriate; coordinates programs with other agencies; provides effective problem assessment and client complaint response.
