THE POSITION

The City of Dublin is seeking a dedicated individual for the position of PLANS EXAMINER I/II to perform detailed, comprehensive technical reviews of residential and commercial permit applications and building plans.  The incumbent performs a full range of plans examination duties to ensure projects and structures are in compliance with laws, ordinances, codes and regulations before permits are issued.  The position serves as a resource to the City’s Permit Technicians who determine required plans and resolve problems regarding plan submissions and sufficiency. 

The PLANS EXAMINER I position is distinguished from the PLANS EXAMINER II level in that the PLANS EXAMINER II performs more complex technical reviews of commercial plan checks, structural reviews; and performs supervisory authority over assigned staff, including directing and training.

EXAMPLES OF DUTIES

The following key elements describe the basic duties and responsibilities of the position:

PLANS EXAMINER I:

• Perform plan checks for residential alterations, room additions and tenant improvements.  Reviews building construction plans for compliance with building, mechanical, plumbing, electrical, energy, green building, accessibility and health and safety codes. 
• Confer with homeowners, builders, engineers and architects to provide and obtain information and interpret building codes and regulations; recommend necessary changes to obtain compliance with applicable codes and regulations.
• Provides input and assists in the establishment and/or improvement of Division’s procedures and policies;
• Verifies that permit application and plans meet the minimum requirement of all applicable codes, state and local regulations.
• May perform routine building inspection assignments in support of inspection staff.
• Prepare correspondence to architects, engineers, contractors and homeowners relating to the correction of plans and details.  Communicates verbally, in writing, by e-mail and by telephone with the general public, other City employees, contractors in order to explain and administer the various building codes.
• Properly interpret building codes, plans, specifications, and engineering calculations.  Regularly research code questions for interpretation.
• Review and perform mathematical calculations to determine appropriate fees.
• Perform research, analysis and evaluation of site, architectural and related plans.
• Strong commitment to customer service and interactive team participations.
• Provide support to permit processing and public counter activities.

PLANS EXAMINER II (In addition to the above):

• Reviews building construction plans for compliance with structural design requirements and building, mechanical, plumbing, electrical, energy, green building, accessibility and health and safety codes.  Examples of reviews can include: residential additions, complex tenant improvements, HVAC roof top equipment, monument signs, etc.
• Handle the full-range of plan check duties including screening and preliminary review, and is responsible for independent decisions requiring technical judgement and public relations skills. 
• May assume the responsibility for supervision of plan check and permitting functions in the absence of the Plan Check Engineer.
• Participate in the development and implementation of the Division’s policies.
• As assigned, perform on-site inspections as follow-up to plan activities.
• Resolve disputes between the City and designers.
• Attends and represents the Building & Safety Division at Pre-Development and other meetings.
• Evaluate the written qualifications of Special Inspection firms for inclusion into the City’s list of pre-qualified special inspections firms.

The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem- solving; and leveraging financial and volunteer resources. 

The Aging and Family Services Division (AFS) of HSD specifically supports older residents and their caregivers to live active, healthy lives in the Tri-City community. With input from local, older adults (age 55 years+) as our guide, the AFS team provides a continuum of supportive services, from health promotion activities to home-based end of life care. AFS has a Senior InfoLine that is answered in 4 languages (Farsi, English, Spanish and Chinese) that is often an entry point.

DefinitionUnder administrative direction from the Human Services Director, plans, organizes and directs a Division of the Human Services Department which provides specialized family services; and serves as a member of the department's management team.

Class Characteristics
This professional management classification in the Human Services Department may be assigned as Youth and Family Services Administrator, Aging and Family Services Administrator or Family Resource Center Administrator. Incumbent follows general guidelines or professional and administrative standards in accomplishing assignments; it is characterized by the responsibility to develop and implement mental and physical health and other social services that support self-sufficiency, strengthen families, help children achieve their optimal development, and help older adults remain independent and engaged in the community for as long as possible. Supervision for the Family Resource Center Administrator is jointly provided by the Human Services Director and leadership team of the Family Resource Center. Review of work is occasional or on a problem basis with incumbents presenting alternative courses for policy decisions. Routine and unusual problems are handled within the context of general plans, broad policies, budgetary limitations and professional standards. Successful performance is measured by total results. This classification is distinguished from Human Services Director by the latter's responsibility to plan, organize and direct the work of the Human Services Department, and from Clinical Supervisor by the latter's responsibility to supervise counseling or social work staff, to monitor the implementation of professional standards, and to provide training and direction to professional staff and interns. o Services for Frail Elderly including: Develops and implements operational policies and procedures for service coordination among the Friendly Visitor, Companion for Life, Senior Peer Counseling, Para transit, and other City programs; monitors and evaluates program performance; reviews existing programs for immediacy and applicability, directing revision as appropriate; coordinates programs with other agencies; provides effective problem assessment and client complaint response.

DEFINITION

Under direction, to supervise and perform a wide variety of responsible professional engineering work in connection with the preparation of designs, plans, and specifications for a variety of public works projects, and to do related work as required.

MINIMUM QUALIFICATIONS

Knowledge of: Modern civil engineering principles, methods and practices, including stress analysis, hydraulics, hydrology, pavement design, traffic engineering, computer-aided drafting and mapping, surveying, technical report writing; the elements of effective supervision.

Ability to: Apply fundamental engineering principles to solving practical problems encountered in the design and construction of streets, storm drains, water systems, sanitary sewer systems, traffic control systems, structures and other public work projects; prepare plans, specifications, and cost estimates for contract documents; prepare engineering computations and technical reports; understand and carry out technical instructions and prepare staff analysis on assigned projects; make independent decisions on technical problems; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Graduation from a college or university with a Bachelor’s Degree in Civil Engineering, or equivalent.

Experience: Two years of experience in civil engineering work at the level of a City of Daly City Engineer I.

License: Registration as a Professional Engineer in Civil Engineering in the State of California is required. Possession of a valid Class C California Driver’s License.

You will lead and contribute to the successful preparation and implementation of community-scale air quality plans in partnership with Air District staff, community members, partner organizations, local governments, the California Air Resources Board, and other state agencies. You will work to support community steering committees and other community partners determine how to best improve air quality and reduce health disparities while centering equity and addressing environmental justice. To be successful in this role, you must be a strong team player, have strong communication, project management and analytical skills, and be able to work with people of varied backgrounds and perspectives, including low-income communities of color and communities overburdened by air pollution. The California Children's Services (CCS) Medical Therapy Unit (MTU) is seeking a Full-Time Physical Therapist to provide a full range of physical therapy treatments/services to children with physical disabilities from birth to 21 years at special education sites. The children have chronic neuromuscular conditions, such as cerebral palsy, spina bifida, traumatic brain injury and muscular dystrophy. The incumbents will be working on an interdisciplinary team with parents and other professionals. This is a unique opportunity to work in a friendly and cooperative team environment based at Medical Therapy Units in San Mateo and San Bruno.
 
The ideal candidate has graduated from an accredited physical therapy curriculum and has at least one year of experience working in pediatrics, with neurological and orthopedic conditions. The ideal candidate is licensed as a Physical Therapist by the Physical Therapy Board of California; has experience working with children of all ages; and is able to use an electronic medical record system. Physical therapists without pediatric experience and/or new graduates are encouraged to apply. Lastly, the ideal candidate would be interested in expanding their knowledge regarding therapy intervention and treatment for various diseases.
 
Physical Therapist I, CCS ($45.61 - $57.03 / Hourly) is the entry level class in this series. Under immediate supervision, incumbents perform the full range of general therapy treatments while developing and learning the skills to apply more advanced and/or specialized treatments. This class is flexibly staffed with Physical Therapist II, CCS and incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher level class.
 
Physical Therapist II, CCS ($51.12 - $63.90/ Hourly) is the experienced journey level class in this series. Incumbents in this class perform the full range of general therapy treatments with a greater degree of independence and proficiency, additionally applying more specialized and advanced therapy treatments. Staff may also provide technical advice and training to less experienced staff.

Qualifications

Licensure/Certification:

• Eligibility for or licensure as a Physical Therapist by the Physical Therapy Board of California. Failure to obtain licensure within twelve months of employment may result in termination.

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Physical Therapist I, CCS: Graduation from an approved school of physical therapy.

Physical Therapist II, CCS: One year of supervised experience in pediatric physical therapy.

Knowledge of:

Nature of work requires: physical effort and dexterity in the use of the fingers, limbs and body; exposure to working conditions where moderately serious injuries may occur.

The essential functions of the class are, but are not limited to:

1. Determines, from work orders or blueprints, work to be done and the type, cut and material needed; obtains metal from stock or on requisition and measures and marks it for cutting and forming.

2. Cuts out sheet metal parts using hand or power tools, bends and forms pieces and fastens parts together with joining equipment.

3. Erects scaffolds for work to be done in high locations.

4. Lifts and sets sheet metal parts and objects in place and connects with other units.

5. Uses solder to join sheet metal parts and products.

How to qualify

Education:
Requires completion of a recognized sheet metal worker’s apprenticeship program (in the Building Trades); and

Experience:
Three (3) years of journeyman level sheet metal working experience.

License and Certification:
Possession of a valid California driver license.

Substitution:

Additional qualifying journeyman-level sheet metal working experience may be substituted for the required sheet metal worker’s apprenticeship program on a year-for-year basis.

You are excited about this position because you will:

• Manages a section or division by planning, assigning, monitoring, and evaluating the work of subordinates. Reviews surveying or map requirements and resolves problems as needed. Examines areas to be surveyed and assigns the appropriate survey party. Checks field survey or map work in progress and directs subordinates when necessary. Performs surveying or map processing operations when necessary to assist staff in difficult situations.
• Manages the budget (including revenues for map processing division) for survey. Collects and reviews survey notes or map applications for completeness and accuracy. Supervises the maintenance of official records, maps, and survey reports and the preparation of related reports.
• Coordinates with other city agencies on requests for service, time schedules, and cost estimates. Assists the Division Manager or Bureau Manager in making revisions of programs, objectives, and goals.
• Develops, interprets, and coordinates surveying and map processing policy and methods for the department.
• Processes and checks subdivision map applications, plans, and survey records prepared by licensed land surveyors for technical and record information accuracy with respect to the California Subdivision Map Act and the San Francisco Subdivision
• Writes and checks boundary legal descriptions and performs other professional duties which require a licensed land surveyor.
• Manages horizontal and vertical control systems which may include use of Global Positioning System (GPS) monumentation/documentation program. Implements and maintains Geographic Information System (GIS) base map system.
• Updates codes and regulations and reviews proposed bills and budget, cost, and fee assessments. Makes regular contacts with the general public, other departments, contractors, private surveyors, and outside organizations relative to municipal mapping and survey.
• Prepares legislation to change official street legislation, approve subdivision maps, and refers same to the Board of Supervisors.
• Performs related duties and responsibilities as assigned.

How to qualify

1. Four (4) years of experience supervising survey parties.
2. Possession of a valid California Professional Land Surveyor License, or a valid California Civil Engineer License (issued in 1981 or before).
3. Possession of a valid California driver license (at least Class C).

Note: At least one year of experience in county subdivision mapping is required for the position located in the Bureau of Street Use and Mapping at the Department of Public Works in addition to the Minimum Qualifications above.

 

 

THE POSITION

Under supervision of the Public Works Manager, the Maintenance Worker I performs entry level unskilled, semi-skilled, or skilled labor in construction, maintenance, and related service activities applied to the areas of general landscaping, grounds maintenance and street maintenance.

 TYPICAL TASKS AND RESPONSIBILITIES

• Grounds Maintenance:  Operate mowers and other equipment and tools for purposes of cutting grass, trimming trees and shrubs, and planting and transplanting flowers, bulbs, shrubs, and trees.
• Storm Prevention Maintenance:  Assist in cleaning ditches, culverts, and storm drains.
• Street Maintenance: Assist in repainting of pavement markings, basic pothole, and street repair; installation and repair of street signs and markers; mixing and application of Class III pesticide materials.
• Vehicle/Equipment Maintenance:  Assist in the care, maintenance and cleaning of vehicles, tools, and equipment.
• General:  Contact residents concerning maintenance and service problems; refer complaints and requests to proper supervisory personnel. Assist supervisory personnel in preparing and maintaining proper records and logs. Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.

QUALIFICATIONS

The general knowledge of basic construction methods, materials and terminology, standard hand tools, light equipment, and light vehicles; general knowledge of basic safety precautions and practices necessary in working with hand tools, light equipment, and vehicles; general knowledge of basic methods and practices involved in the care of shrubs, trees and flowers. Ability to learn technically complex construction and maintenance procedures in water systems, streets, parks and building maintenance; use hand and power tools; perform heavy manual labor for extended periods of time under inclement weather conditions; work alone or with small groups.

SPECIAL REQUIREMENTS

Possession of a valid California driver's license and ability to maintain a satisfactory driving history.

EXPERIENCE AND TRAINING

Completion of high school or its equivalent, or completion of a trade or vocational school.  Some directly related experience is desirable.

COMPENSATION AND BENEFITS

• Monthly Salary: $4,855 to $6,269 per month. Placement within the range will be based upon the selected candidate’s experience and salary history.
• Health/Medical Benefit: Health/Medical Benefit: Choice of coverage with Kaiser or Blue Shield. The City pays 80% of monthly premiums at each coverage level. In lieu of medical coverage, the City will contribute $400 (employee only coverage) or $500 (employee + 1 coverage) or $600 (family coverage) in cash or a pre-tax contribution into a MissionSquare Retirement 457 deferred compensation plan.

Recreation Supervisor (Aquatics and Fitness)

This is an exciting opportunity to join our team at the forthcoming state-of-the-art aquatic and recreation facility set to open in Summer 2024. The brand-new 49,360 sq ft facility will feature indoor and outdoor lap pools, a zero-entry wading pool, fitness amenities, a gymnasium, a walking track, and ample space for programming and rentals. 

The successful candidate will be responsible for professional recreation duties, encompassing the planning, organization, coordination, and supervision of aquatics and fitness programs at the facility. We are seeking candidates with substantial experience in Aquatics and Fitness, and preference will be given to those holding certifications such as AFO, CPO, LGI, WSI, or other relevant Aquatics and Fitness Certifications.

Responsibilities of the Recreation Services Supervisor include, but are not limited to:

•    Managing and supervising assigned operations to achieve goals within available resources; planning and organizing workloads and staff assignments; trains, motivates and evaluates assigned staff and volunteers; reviews progress and directs and implements changes as needed.

•    Providing leadership and direction in the development of short and long range plans; gathering, interpreting, and preparing data for studies, reports and recommendations; coordinating department activities with other departments and agencies as needed.

•    Responding to public inquiries about recreation programs made by telephone, correspondence, or during public meetings.

•    Preparing for publication a variety of brochures, calendars, letters, posters, news releases, flyers, and related communications regarding recreation programs.

Requirements

In addition to graduation from a four-year accredited college or university with major coursework in recreation, physical education, social work, gerontology, public administration or another closely related field of study – the candidate will also have three (3) years related paid recreation work experience at a level comparable to Recreation Services Coordinator or similar position with significant experience in the implementation of recreation and human services program or activities. 

Additionally, the candidate should possess a valid California driver’s license or ability to obtain one, and may be required to obtain and maintain a Class B driver’s license. First Aid, American Red Cross Lifeguard  Instructor, CPR, and other specialized certifications may be required based on supervisory assignment.
