San Mateo County Health - San Mateo Medical Center is seeking a well-qualified and experienced Materials Management professional for the position of the Director of Materials Management.

Under the direction of the Chief Financial Officer, the Director of Materials Managementwill plan, organize, direct and supervise the operations of the Material Management division for the San Mateo Medical Center including central supply, purchasing and receiving, inventory control, contract coordination, laundry, mailroom, and transportation. The Directorprovides leadership to permanent and temporary employees as well as contractors who provide specific services.

Additionally, the successful hire will assist in the development, implementation and evaluation of goals, objectives, policies and procedures; provide staff support to higher-level management; and select, train, and supervise subordinate professional, technical, and clerical staff. This position exercises direct and indirect supervision over managerial, technical and clerical staff. This level assists in the recommendation and development of goals, objectives, policies, and priorities related to a specialized service or program; and is responsible for implementing these objectives.

Some of the key priorities of the position include:

• Ensure an uninterrupted chain of supplies and services to all users, meeting clinical and financial needs of the organization.
• Provide excellent customer service and excellent cost management.
• Manage a medical supply budget including cost targets, facilitate product standardization and manage supply utilization.
• Lead the administration of San Mateo Medical Center's materials supplies contracts.
• Serve as a point focus for vendor management, supplies and services contracting, and product selection efforts for the medical center.
• Develop supply chain management programs for medical, surgical, laboratory, and other patient care and ancillary departments.
• Develop and monitor inventory management programs for key customers.
• Coordinate value analysis and other end-user and management teams focused on cost management and cost reduction within clinical and support services departments, including cost analysis, communication plans and components, and development of cooperative leadership with County end user management staff.
• Collaborate with nursing and medical staff regarding cost savings opportunities for the hospital and related areas and functions.
• Identify and implement price, utilization, waste management, make vs. buy, and other cost reduction opportunities with respect to supply chain and purchased services activities for the medical center.
• Manage compliance with group purchasing organization (GPO) contracts.
• Drive savings and improve financial performance through contract negotiation, process improvements, strategy recommendations, and the implementation of existing GPO contracts.
• Organize, direct, coordinate, and evaluate the operations of support services departments such as the mailroom, and courier services.
• Develop quality measurement and regulatory compliance programs for assigned areas, with the identification and development of relevant key performance indicators, and improvement processes.
• Participate in LEAN process programs for system-wide and focused performance improvement activities.
• Establish and maintain effective working relationships with staff, other departments, agencies, vendors, and contractors.
• Accurately analyze problems, identify causes and solutions, develop practical recommendations, and take appropriate action to resolve the problems.
• Prepare complex and detailed written reports, procedures, and contracts.
• Communicate effectively with diverse audiences.

Ideal Candidate will have:

• A Bachelor's degree from an accredited college or university with a major in health, public or business administration or a closely related field.
• At least five years of experience in a hospital or medical clinic management involving materials purchasing, receiving, distribution and inventory management.
• At least three years of supervisory experience.
• Strong understanding of supply chain operations, specifically in a hospital and clinic setting.
• Knowledge of the principles and practices of materials management and purchasing, and contracts administration.
• Working knowledge of medical products and equipment, surgical supplies, as well as laboratory and other related products.
• A firm understanding of primary contracting concepts and experience with contract negotiations.
• Success in driving value through rebates and tier level contract negotiation.
• Knowledge and experience with automated systems for purchasing, distribution, contract management, and instrument tracking.
• Comprehensive knowledge of GPO contracting and contract management.
• Experience with maintaining prime distributor relationships.
• Understanding and experience with the management of personnel and budget.
• Up-to-date knowledge in the latest trends in healthcare policy.

THE POSITION

Tri-City Mental Health Authority is currently hiring to fill one (1) full-time vacancy for the position of Behavioral Health Specialist within the Mobile Crisis Care Program (MCCP). Tri-City’s MCCP is a 24/7 mobile crisis response team with shifts that may include evenings, weekends, daytime hours, and holidays. The MCCP Behavioral Health Specialist will be part of a team that provides crisis intervention and stabilization, linkage and referral, consultation, and education within the scope of practice. The MCCP Behavioral Health Specialist will report to the Mobile Crisis Care Program Manager.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Provides individual, group, family, and collateral rehabilitative support services to facilitate behavior modification including skill building, needs assessment, self-care/safety, and coping strategies and techniques; may provide case management services in the office and in the field.

• Develops, monitors, and evaluates client rehabilitative and case management goals and increases/decreases in targeted behavior according to client needs; monitors goal
  progress/regression.

• Provides linkages, resources, and referrals to address basic needs and other barriers to wellness and recovery including food, housing, clothing, transportation, and other financial resources.

• Encourages and supports clients to fully engage in services; provides outreach and assists clients in addressing and overcoming barriers to treatment.

The City of Thousand Oaks is seeking a dedicated and ambitious Strategic Communications and Public Affairs Intern to join our team! The Position

Under general direction from the Director of the Human Services Agency, the Director of the Center on Homelessness (COH) leads, plans, develops, organizes, coordinates and evaluates the programs and operations of the Center on Homelessness. This position is responsible for the county’s emergency safety net and homeless services programs with the high-level goal that every person experiencing homelessness in San Mateo County has the opportunity to engage in services and is supported with safe shelter and a pathway to housing. The County’s goal to reach a functional zero level of homelessness incorporates the vision that homelessness will be a rare, brief, and one-time occurrence, and that every unsheltered homeless person in San Mateo County who chooses assistance can be sheltered in an emergency shelter or in temporary or permanent housing.

This position is a member of the leadership team of the Human Services Agency (HSA), and together with the Agency Director, collaborates with the County Executive’s Office, the Board of Supervisors, other County departments, and key community-based organizations to address and respond to issues related to homelessness and housing instability. The Director of COH will provide strategic guidance on policy and program development, organizational and human resource analysis, planning, evaluation, reporting, grant writing and compliance monitoring, and contract management.

COH works collaboratively with stakeholders to ensure that the County has a system to end homelessness in San Mateo County. Through early intervention, stabilization services, and financial assistance for households with housing instability, the goal is to prevent people from experiencing homelessness. Services are in place to engage and support people who are unsheltered to transition to interim housing, permanent housing, or other places where they can access needed services and supports. COH administers contracts with community partners to provide safety net services, homeless prevention and outreach services, interim housing in congregate and non-congregate settings and a continuum of homeless services focused on moving clients into permanent housing, including rapid rehousing programs.

COH serves as the lead for the Homeless Continuum of Care; the Homeless Management Information System (HMIS) System Administrator; grant administrator for the Department of Housing and Urban Development (HUD) Continuum of Care Grant; Community Services Block Grant’s for the Community Action Agency; California Department of Housing and Community Development’s Homeless Housing, Assistance and Prevention (HHAP) and Encampment Resolution Funding (ERF); California Department of Social Services’ (CDSS) Housing Disability and Advocacy Program (HDAP); and homeless programs that are funded by the County of San Mateo’s Measure K sales and use tax revenues. COH is responsible for the federally required One Day Homeless Point-in-Time Count and staffs the County’s Housing Our People Effectively (HOPE) Interagency Council, and the Continuum of Care Steering Committee. Lastly, COH manages operators in County owned facilities, and works closely with other County departments to ensure safe and quality programming.

COH advances equity by identifying and addressing disparities in who experiences homelessness, who accesses the homeless crisis response system, their experiences with the system, and the outcomes of the system. Through a client-centered approach, COH listen and respond to the voices of people with lived experience of homelessness to create solutions.

This is a new position created to provide high-level oversight of the County’s efforts to address homelessness in San Mateo County. This critical role requires a collaborative leader to bring innovative ideas and transform big picture vision and goals into comprehensive plans for implementation focused on long-term solutions to homelessness. The Center on Homelessness unit is comprised of 2 Human Services Managers, 4 Management Analysts, and 12 Human Services Analysts, and one administrative support staff. This includes a blend of permanent and temporary, grant funded positions. This team oversees and administers and implements programs for over $34m of Federal, State, and Local Funding.

 Job Description:  The Children's Fund of San Mateo County is seeking two Part-Time/Temporary interns. This position would report directly to the Children's Fund Program Coordinator and assist with the Holiday Gift program. Each year over 1,500 gifts are distributed to low income/foster youth living in San Mateo County. This is a fun, fast paced, hands on position that requires dedication and flexibility to the job.

NOTE: This is an extra-help, at-will assignment, paid on an hourly basis. Some extra help positions are eligible for benefits under the Affordable Care Act. Extra help employees are not guaranteed permanent status at the end of the assignment.

RESPONSIBILITIES

DEFINITION:

Under administrative direction, plans, organizes, manages, and provides direction and oversight for all functions and activities of the Planning Department, including current and advanced planning, code enforcement, building permits, economic development, environmental sustainability, open space acquisition and management, and housing; coordinates assigned activities with other Town departments and outside agencies; other assigned duties, and provides complex administrative support to the Town Manager.

DISTINGUISHING CHARACTERISTICS:

• Provide direct services to clients under appropriate scope of practice;
