The Principal Accountant will be responsible for leadership and oversight of fiscal management functions for San José Clean Energy (SJCE). The incumbent in this position will lead the Department's fiscal/accounting team and oversee all fiscal management activities for SJCE, including but not limited to the following:

• Develop and maintain accounting policies, procedures, and business processes to comply with generally accepted accounting principles and satisfy the financial management requirements associated with long-term power purchase agreements;
• Lead the development of SJCE standalone audited basic financial statements and SJCE financial statements in the City's Annual Comprehensive Financial Report;
• Prepare quarterly financial statements (unaudited);
• Facilitate external auditor inquiries for standalone financials, City Annual Comprehensive Financial Report, and Agreed-Upon Procedure engagements;
• Lead the preparation of quarterly financial statements (unaudited);
• Analyze the impact of GASB pronouncements on SJCE's financial statements and develop accounting practices to satisfy GASB pronouncements;
• Actively participate in the financial planning and forecasting for SJCE with particular focus on validating actual financial data, proposed assumptions, and general feasibility of projections in the current and upcoming fiscal years;
• Manage external auditor inquiries pertaining to SJCE standalone financial statements and City Annual Comprehensive Financial Report.

Job Description

This position performs preventive, routine and emergency maintenance and repair of a variety of heavy and light industrial and marine equipment, related systems and components. The incumbent will operate precision equipment and respond to trouble calls associated with the Port's ferry terminal systems, boats, sewer pumps and other Port related equipment. The nature of this work requires sustained physical effort frequently under adverse weather conditions and/or working in confined spaces. The incumbent may be required to work alternative shifts in order to do tide-dependent work.

Nature of Work: Some positions may involve exposure to adverse physical and working condition and lifting objects weighing in excess of 70 pounds. Incumbents will be required to work varying hours and/or shifts, including weekends, evening and holidays in a 24 hour/7 days-a week operation.

About the Position

Position is responsible for a wide variety of recreation activities, including supervising Youth Center gym rentals and scorekeeping for adult and youth sports leagues (softball, basketball, flag football soccer, bocce ball, kickball, corn hole). Responsibilities during scorekeeping will include head on site supervisor, set up and cleanup of facility or field, maintain score and game time. Receives general supervision from a full-time Recreation Department staff member; may work under functional supervision of a Program Coordinator as assigned.

Schedule will vary depending on sports season; mornings, nights, and weekends as scheduled. Monday-Friday between hours 5:00pm-10:30pm, and weekends as scheduled.

Essential Duties

• Works directly with the public.
• Serves as site or program supervisor.
• Directs program participants as appropriate.
• Performs site maintenance duties.
• Serves as field or gym supervisor.
• Maintains accurate score and game time. 
• Uses and maintains recreation equipment.

About the Position

Positions in this classification perform work in the organization and implementation of a wide variety of recreation activities. 

The work schedule will be Monday-Thursday 4:00pm-9:00pm but may vary based on the needs of the City.

The Program Coordinator classification is the top-level position in the Recreation Leader Series.  Advancement from Recreation Leader Level II to Program Coordinator requires 500 hours of work experience at Recreation Leader Level II, or equivalent experience.

May provide functional supervision to a Recreation Leader I or II as assigned.  Receives general supervision from a full-time Recreation Department staff member.

Essential Duties

• Provide evening customer support, which includes front desk coverage at the Adult Community Center, processing registrations and payments, processing refunds and transfers, answering phone, contacting customers through emails and calls.

• Room set ups and break downs.

• Assist with program marketing including social media and flyers.

THE DEPARTMENT

The Finance Department provides critical financial services citywide, setting the policy controls over the use of City funds. It leads the fiscal accountability efforts and ensures the responsible and legal use of City funds through thoughtful appropriations and implementation and management of policies and procedures. It is responsible for numerous vital City services, including maintaining the City’s accounting system, managing payroll and purchasing procedures, issuing business licenses, managing parking districts, and collecting occupancy taxes and other City fees. Other services include financial planning and analysis, risk mitigation, strategic consulting, and leading the City’s budget process.
