THE DEPARTMENT
The Burlingame Police Department is a municipal, full service, community oriented department.  We offer a variety of investigative, preventative, and community policing programs to both protect and serve a community that spans five square miles and is home to more than 28,000 residents.

The Burlingame Police Department is divided into two divisions: Operations and Administration.  The force currently consists of 40 police officers, made up of the Chief of Police, 1 Captain, 2 Lieutenants, 6 Sergeants, 6 Corporals, 2 Inspectors, and 22 Patrol Officers.

We are active in county-wide law enforcement efforts by participating in the San Mateo County Gang Task Force, Avoid the 23 (DUI) Task Force, Narcotic Task Force Details, Alcohol Beverage Control Operations, Office of Traffic Safety grants and as Police Academy Training Officers.

POSITION
Burlingame Police Officers are responsible for preventing crime, arresting law violators, directing traffic, etc.  In that capacity, officers may also serve in special assignments such as K-9, detective, SWAT, hostage teams, FTO, and motorcycle patrol.

EXAMPLES OF DUTIES:

• Patrol various areas within the City by driving a police vehicle or by walking to prevent criminal activity, to enforce various laws, regulations, and codes.
• Respond to radio dispatched calls and reports to crime scenes or locations of disorder to protect life and property.
• Conduct investigations, gathers information and writes factual reports involving criminal activity, traffic accidents, suspicious activity, or other unusual incidents.
• Make arrests as necessary and writes report of all arrests made and activities performed.
• Interview and interrogate suspicious persons, suspects, and prisoners.
• Gather, mark, preserve, and record evidence in criminal or related matters; testify and present evidence in court.
• Serve warrants and subpoenas.
• Assist in the performance of special investigations and perform undercover and surveillance activities when necessary.

ESSENTIAL REQUIREMENTS:

• Finger print and take palm prints from arrestees.
• Use departmentally issued firearms safely and safety equipment.

EDUCATION & EXPERIENCE:

Candidates must be a US Citizen, at least 21 years of age on date of appointment, a US high school graduate (or GED equivalent), have no felony convictions or disqualifying criminal history.  Must be able to understand and carry out verbal and written instructions, read, comprehend, write, and speak English effectively.

Entry Level - Proof of completing the POST Written Test and Physical Agility Test with a passing score.

Lateral Police Officer - To be considered for a lateral Police Officer appointment, candidates must have prior experience as a sworn law enforcement officer within the past twelve (12) months, including the completion of the field training program and probation period with a law enforcement agency.

POSITION

To perform a variety of routine, non-hazardous and non-sworn law enforcement office and field work.  The purpose of this recruitment is to fill a current vacancy in the Woodland Police Department, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE

The Ideal Candidate will have experience working in a law enforcement agency and/or have substantial professional experience with public interactions. ESSENTIAL JOB FUNCTIONS

Investigate routine crimes and prepare appropriate reports.  Assist with abandoned vehicle abatement.  Assist in special traffic control.  Respond to non-criminal calls for service. Operate telephone and radio equipment.  Assist in crime scene identification activities.  Assist in collection, preservation and transportation of evidence.  Maintain accurate chain of custody records.  Inventory and release of evidence and property.  Prepare property for auction.  Purge of files.  Perform Parking Enforcement function.  Report damaged or inoperative traffic signals, signs and markings. Advise the general public on parking laws, regulations and ordinances. Receive complaints regarding parking citations.  Mark vehicles reported as abandoned and conduct follow-up, including towing and storing of vehicle.  Keep records and prepare reports.  Enforce non-moving vehicle code violations and city ordinances pertaining to vehicles.  Perform general clerical duties using typewriter and word processing. Receive calls and take messages. Prepare monthly statistical reports. Retrieve and input data into computer terminal. Prepare correspondence to victims of crime. Provide clerical assistance to detectives. Process reports assigned to detectives. OTHER JOB FUNCTIONS

Administer first aid in emergencies. Work off-duty hours as assigned. Assist in training of less experienced personnel.  Perform related duties as assigned.

QUALIFICATIONS

Education:  High School diploma or equivalent.  Additional college course work or vocational training is highly desirable.

Experience:  Two (2) years of general administrative office work experience or one year of administrative office work in a law enforcement agency. Prefer experience with substantial public interaction.

License or Certificate:  Required upon hire, possession of a valid California driver's license.

Public Safety Dispatcher I is the entry level class in the Public Safety Dispatch series.  Performs a variety of duties involved in receiving, evaluating, prioritizing, and relaying calls for emergency and non-emergency public safety assistance; dispatches appropriate units and coordinates response of emergency personnel; operates a variety of telecommunications equipment including radio, telephone, and computer aided dispatch systems; and performs a wide variety of specialized clerical duties involved in the preparation, maintenance, and release of materials related to law enforcement activities.

Dispatcher I

Education/Training:

Equivalent to the completion of the twelfth grade supplemented by successful completion of the basic dispatcher course within specified time period.

PHYSICAL DEMANDS and WORKING ENVIRONMENT

SELECTION PROCESS

A little about Central County Fire Department:

The Central County Fire Department proudly serves the communities of Burlingame, Hillsborough, and Millbrae and its members come from different backgrounds to share the common goal of providing exceptional emergency/non-emergency services to members and visitors of our communities. Formed in April 2004, the Central County Fire Department (CCFD) provides all-risk fire protection, emergency medical and community risk reduction services to 70,000 residents and tens of thousands of visitors each year.

Our service area encompasses approximately 15 square miles, and our communities are a primary stopping point for San Francisco International Airport’s 53 million-plus passengers each year. Our jurisdiction has wildland urban interface areas and neighborhoods consisting of single-family homes, multi-residential buildings, retail and business districts, schools, hotels, a regional hospital, care facilities, as well as a large industrial area. Our two major highways, 101 and 280, and two commuter railways (BART and Caltrain) are vital transportation links between San Francisco and Silicon Valley.

We have seven strategically located and professionally staffed fire stations, in addition to an administrative headquarters and a training facility. Our daily staffing model consists of seven engine companies, one ladder truck, and one Battalion Chief, 24 hours a day, every day. We maintain a State of California Type I heavy rescue Urban Search & Rescue (USAR) unit that is cross staffed daily in addition to a Type 6 wildland unit. Many of our Special Operations trained personnel are members of California Urban Search and Rescue Task Force 3. The Department responds to approximately 9,000 calls for service annually.

Our Prevention Division manages several significant community risk reduction initiatives including vegetation and hazard abatement programs, plan reviews, comprehensive code enforcement activities, and fire investigations. They also produce and deliver numerous programs throughout the community.

Description

The County of San Mateo Coroner's Office is accepting applications for the position of Forensic Autopsy Technician.
 
Forensic Autopsy Technicians assist pathologists in the performance of autopsies where trauma, unnatural, or suspicious deaths are examined, maintain the morgue and autopsy room in sanitary and orderly condition, and provide temporary care of decedents in the custody of the Coroner’s Office.

• Will have at least one year of experience in a hospital setting (nursing, laboratory, or health sciences), a Coroner or Medical Examiner’s Office, or a morgue.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Handle the remains of deceased persons and assist in autopsies.
• Maintain morgue and autopsy room in a clean and orderly condition.
• Maintain records and adequate inventory of all instruments, materials, and chemicals used in autopsies and surgical pathology.
• Assist in enforcing institutional rules of privacy, decorum, and cleanliness in the morgue and autopsy room.
• Maintain routine records and perform custodial duties in the morgue, autopsy room, and adjacent areas.
• Prepare bodies for autopsy by taking photographs and collecting property and evidence.
• Assist pathologists during autopsies, including opening cranium, eviscerating, and collecting specimen, and suturing and cleaning bodies after autopsies.
• Take full-body x-rays.
• Clean and wash tools and equipment used during autopsies.
• Record weight of organs and volume of bodily fluids.
• Prepare specimens for laboratory testing.
• File pathologic specimens and perform minor laboratory work.
• Perform related duties as assigned.

Qualifications

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

Knowledge of:

• Policies and procedures related to the Coroner's Office.

• Materials, equipment, and instruments used in the performance of autopsies.
• OSHA compliance rules and regulations.

THE POSITION:

The Firefighter is responsible for combating fires, providing medical response and care for the sick or injured, protecting life and property, and operating and maintaining firefighting equipment and fire stations. • Lateral Firefighter EMTs and Lateral Firefighter Paramedics must have at least three (3) years of paid, full-time experience as a Firefighter with a public agency or special district (employed within the last twelve (12) months)

• Possession of a California State Fire Training Firefighter I certificate

• High school diploma or equivalent

Required Licenses and Certifications:

• Possession of, or ability to obtain, a valid California class C driver's license

• Must possess a valid National Registry or California-accredited EMT certification at time of

application

OR

• Must possess a valid National Registry or California-accredited Paramedic certification at time of application (San Mateo County accreditation required prior to completion of probation)

Knowledge of:

• Principles, practices, and procedures of modern firefighting and the protection of life and

property.

• Policies and standards of the Fire Department and operation and maintenance of the types of apparatus and equipment used in firefighting.

• Local geography, including location of hydrants, mains, and major fire hazards of the District.

• Standard broadcasting procedures of a fire radio system.

Ability to:

• Respond to fires, emergency rescue, medical emergency, and public service calls.

• Assist in maintaining the fire station and assist in the maintenance and repair of fire equipment.

• Study Fire Department policies and standards, fire hazards, and firefighting techniques,

participate in drills and exercises.

• Perform medical emergency techniques and defibrillator use.

• Perform periodic fire prevention inspections of businesses, writing correction notices as

necessary.

• Lay hose lines and operate engine pumping equipment.

• Assist in holding a firefighting nozzle to direct a stream of water on fire.

• Carry, raise, climb, and lower ladders.

• Conduct salvage and overhaul operations.

• Adhere to all state and local paramedic and EMT policies, principles, practices, and procedures and provide BLS and ALS care when appropriate.

Special Requirements:

• Must be eighteen (18) years of age at time of employment.

• Must pass a pre-employment physical exam according to standards set by NFPA

• New lateral firefighters will serve a probationary period of twelve (12) months.

‣ Essential duties require the following physical abilities and work environment: Ability to sit,

stand, walk, kneel, crouch, squat, stoop, reach, crawl, twist, climb and lift 150 pounds;

exposure to cold, heat, extreme noise, outdoors, confining work space, electrical hazards,

vibration, chemicals, dust, toxic waste, mechanical hazards and explosive materials;

availability for shift work, on-call and stand-by call.

Meetings

Location
Meetings usually take place on Zoom or at the Contra Costa County Library Administration, 75 Santa Barbara Rd., Pleasant Hill, Administration Conference Room.

Background
The Contra Costa County Library Commission was established by the Contra Costa County Board of Supervisors in March, 1991. The Commission was created:

1. To serve in an advisory capacity to the Board of Supervisors and the County Librarian.
2. To provide a community linkage to the County Librarian.
3. To establish a forum for the community to express its views regarding the goals and operations of the County Library.
4. To assist the Board of Supervisors and the County Librarian to provide library services based on assessed public need.
5. To develop and recommend proposals to the Board of Supervisors and County Librarian for the betterment of the County Library including, but not limited to, such efforts as insuring a stable and adequate funding level for the libraries in the County.

The Library Commission is composed of 29 members:

• 18 members representing the cities/towns in Contra Costa County (and appointed by the City/Town Councils)
• 5 members representing Contra Costa County, each member of the Board of Supervisors appointing one commissioner
• 5 members who are special representatives from the following organizations:  Superintendent of Schools, Central Labor Council, Contra Costa Council, Contra Costa Youth Commission, and Friends Council

PARKS, RECREATION AND ARTS COMMISSION

A Parks, Recreation and Arts Commission of the Town of Danville is hereby established.  The Commission shall consist of eight (8) regular members, one (1) of which shall be a Youth Commissioner as defined in Section 2-10.12 of this chapter, and one (1) alternate member, all of whom shall be appointed by the Town Council.

Qualifications

All members shall by experience, training, education, occupation or avocation, have demonstrated knowledge of and interest in park, recreation, cultural, or arts facilities, or leisure and human services.

Term of Office

With the exception of the Youth Commissioner, the term of office of each member of the Commission shall be four (4) years unless otherwise determined by the Town Council. The term of each Youth Commissioner shall be two (2) years. Each member shall serve until their successor is appointed and qualified.

Removal or Vacancy

A member of the Commission may be removed by a majority vote of the Council. A vacancy is filled in the same manner as the original appointment. A person appointed to fill a vacancy serves for the remainder of the unexpired term.

Time and Place of Regular Meeting

The Commission shall hold at least one (1) regular monthly meeting. The Commission shall fix the time and place of its regular meetings by resolution or by-law. Special meetings may be called as necessary. All meetings of the Commission are open to the public and the Commission shall give notice of its meetings as required by law.

No Compensation for Members; Reimbursement of Expenses

Members of the Commission shall not receive compensation for attendance at Commission meetings, but are entitled to reimbursement for expenses incurred in the course of their duties upon approval by the Town Council.

Chair and Vice-Chair

The Commission shall elect a Chair and Vice-Chair from among its members. The Chair and Vice-Chair serve for a term of one (1) year and until the successor of each is elected and qualified.

Adoption of Rules

The Commission shall adopt rules for the transaction of its business and shall keep a public record of its resolutions, transactions, findings and determinations.

Quorum. Four (4) members of the Commission constitute a quorum for the transaction of business.

Duties of Officers of the Commission

 a.   Chair. The Chair shall preside at all meetings of the Commission. The Chair shall appoint all committees and shall perform all the duties necessary or incidental to the office.

b.   Vice-Chair.  The Vice-Chair is Chair in the absence or inability of the Chair to act.

Duties and Powers of the Commission

The Park and Leisure Services Commission shall:

  a.   Be the primary advisory body to the Town Council on acquiring and developing park, recreation, cultural, and arts facilities and providing recreation and arts programs for Town residents;

   b.   Review the Town’s Parks, Recreation and Arts Strategic Plan and recommend steps to implement or revise the Plan as needed;

   c.   Hold public meetings, conduct surveys, and use other reasonable methods to determine community park, recreation, and arts needs and recommend actions to meet those needs to the Town Council;

   d.   Review site plans for public parks, recreation, art, or cultural facilities and recommend plans and specifications to the Town Council for additions and improvements;

   e.   Review and comment on all subdivisions and other development proposals in which land is proposed for dedication, credit for private open space is requested, projects on school lands or other significant park, creek, trail, or open space concerns exist;

   f.   Review and comment on the annual implementation of the Capital Improvement Program;

   g.   Recommend to the Town Council for adoption facility use policies including fees, restrictions, priorities and other concerns and review the adopted policies and fees annually recommending changes as needed.

    h.   Consider improvements to the condition of Town recreation facilities annually; and

    i.   Perform other duties prescribed by the Town Council.

Qualifications and Role of Youth Commissioner

The Town Council shall appoint a Youth Commissioner to serve on the Commission to represent the interests of Danville youth. The Youth Commissioner shall be a Danville resident of high school age. The Youth Commissioner shall have the same obligations and authority of all other commissioners.

Residency Requirements

All members of the Commission shall be residents of the Town of Danville.

Commission Alternate

The Town Council may, at its discretion, appoint one alternate to the Commission. The alternate member of the Commission shall attend all meetings of the Commission. If a regular member of the Commission is absent or required to abstain from all or any part of a Commission meeting, the alternate member shall participate in place of the absent member, with all rights and privileges of a regular member, including the authority to vote on matters before the Commission.
