What You’ll Do

• Support the preparation, implementation, and monitoring of a comprehensive risk-based emergency management and community preparedness program.
• Prepare and maintain municipal emergency operations plans, annexes, appendixes, checklists, and other supporting documentation.
• Respond to the Emergency Operations Center when it is activated.
• Design and administer communication plans to enable effective municipal and community response to a disaster situation.
• Continually monitor and assess municipalities’ training programs and research methods to increase community outreach.
• Maintain records of findings and corrective actions identified through After-Action Reports/Improvement Plans, and coordinate development of multiyear Training and Exercise Plans.
• Produce training materials, including written documents, electronic media, and videos; maintain materials, such as props, slides, videos, films, and other educational documents; set up and operate appropriate and different audiovisual equipment. Develop working relationships with and make presentations to representatives of municipal departments, as well as other public and private support relief agencies, businesses, schools, homeowners, non-governmental organizations (NGO’s) and other community groups regarding emergency services.
• Participate in the budget preparation and administration; prepare cost estimates and revenue projections for budget recommendations for designated accounts; submit justifications of program and related activities; monitor and control expenditures.
• Participate in specialized training, conferences and seminars as available and appropriate to maintain technical knowledge.
• Compile and analyze data; prepare reports and make recommendations on the formulation of policy and procedures, EOC and division staffing and organizational changes.
• Participate in administering contracts including those relating to grant projects; monitor programs for compliance with applicable regulations.
• Coordinate and conduct interagency training sessions on NIMS, ICS, and other emergency management topics for municipal personnel to establish and operate an Emergency Operations Center (EOC); maintain records of NIMS/ICS training in compliance with state and federal guidelines.
• Provide oversight and program delivery of the Community Emergency Response Team (CERT) Program.
• Develop training curricula/plans, coordinate logistics, promote and deliver public education programs to civic organizations, religious institutions, businesses, and residents.
• Design, develop and deliver a variety of disaster exercises designed to test elements of the municipalities’ emergency capabilities according to Homeland Security Exercise and Evaluation Program guidance.
• Support facilitation of stakeholders in exercise planning meetings.
• Assist in the development of goals and objectives for the emergency management program.

This position is a working level civilian class in law enforcement, performing a variety of        non-sworn duties in support of law enforcement activities.  Incumbents may perform civil, code enforcement, and criminal services including a variety of routine to more complex non-sworn law enforcement and crime prevention work including patrolling assigned areas, answering calls for service and complaints, serving civil papers, providing court room security; and enforcing local ordinances related to public safety and welfare.  As a County Services Officer he/she will enforce Division 14 of the Agricultural Code of the State of California and enforce the County ordinance governing the animal and rabies control program, in an effort to maintain public safety and welfare.  This position is scheduled for forty (40) hours per week.

What You'll Do

The Essentials:

The educational/experience requirements can be satisfied in one of the following ways: 

- Equivalent to an associate’s degree or have completed 60 semester or 90 quarter units at an accredited college or university in business information systems in computer science or related field, plus five years experience in management information systems. Some assignments may require specialized systems experience such as HTML, CSS, Javascript and XML, PHP, and structured query language (SQL).

- A technology certificate from an accredited college or trade school in information technology, computer applications, web technologies, computer information systems, application development database design, programming, technology project management, or related field and five years of experience in private-sector or public-sector positions in information technology, including systems analysis work and development, system integration, or project management.
 

- Equivalent to a bachelor’s degree from an accredited college or university with a degree in computer science or a related field, and two years of progressively responsible experience comparable to that of an Information Technology Analyst I in the City of Mountain View. Some assignments may require specialized systems experience such as HTML, CSS, Javascript and XML, PHP, and structured query language (SQL).

Highly Desirable:  

• Possession of Advanced Microsoft, VMWare Certified Professional (VSP), CCNP and/or LINUX certifications. 
• Experience in radio communication systems
• Experience in a Public Safety environment supporting applications like CAD/RMS/Mobile data computer systems.

That said, successful candidates can realistically expect a starting offer between $122,367 and $144,000, depending on qualifications. No matter where the starting offer falls, employees will have the opportunity to get annual merit increases for stellar performance.

A Dispatcher I is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. The Dispatcher I receives incoming calls for police assistance and response; acts as a primary Dispatcher when appropriate; performs a variety of general support duties related to police communications; completes a wide variety of general clerical duties.

Examples of Duties:

The Dispatcher I duties may include, but are not limited to, the following:

Answer emergency and non-emergency police related phone calls, help prioritize requests for service based upon available resources, receive radio requests and handle accordingly, type, process and file a wide variety of reports and materials including memos, letters, complaints, declarations, warrants, citations, crime and traffic reports.  Assists Department personnel and the public in person and by phone performing record checks, collecting fees and mailing requested reports to outside agencies in accordance with established regulations.   A Dispatcher I may be assigned to work various hours, shifts, holidays, weekends and overtime.

Typical Qualifications:

A combination of education and work experience including 2-3 years of general office work involving typing of varied materials, public contact, general filing and basic record keeping; type at least 40 wpm net.  Knowledge of business English, spelling; modern office practices and procedures; record keeping. Ability to learn assigned clerical tasks readily and to adhere to prescribed routine; write English legibly; establish and maintain effective working relationships with other employees and the general public; type and learn the operation of other standard office equipment; a willingness to work varying shifts; and to learn radio dispatching skills.

• Salary: $6,681 - $8,612 per month.

About the Position:   The Property Management Specialist I/II position is responsible for managing rental and communication leases, as well as leased land programs, including coordinating work of contractors, tenants and staff, on maintenance and construction of infrastructure on District lands. This position also supports agricultural rentals and historical leases.  Key responsibilities include preparing Requests for Proposals, selecting tenants, negotiating and drafting leases, and coordinating and managing the installation of infrastructure including but not limited to fencing and water systems.  The role also involves ensuring compliance with lease terms, collecting rent, and handling day-to -day general tenant communication.  The Property Management Specialist is expected to have the skills to trouble shoot and repair minor maintenance issues, as well as addressing larger infrastructure projects by overseeing contractors, lessees, or staff to ensure timely and effective completion of repairs. 

Responsibilities

The Property Management Specialist I performs most of the duties required of the position at an entry-level, providing support to more experienced Property Management Specialists and the District’s property management programs. Work is typically assigned on smaller scale projects or as support for larger projects managed by more experienced property management staff.

The Property Management Specialist II performs the full range of duties and is typically assigned to medium and large-scale projects which may be managed independently or in support of larger interdisciplinary, interdepartmental project teams as a property management subject matter expert. Successful performance requires coordinating work with other District departments and public agencies, as well as frequent interaction with tenants, landowners, contractors, consultants, and the general public. At this level. staff receive only occasional guidance for new or unusual situations  and are fully knowledgeable of operating procedures and policies.

Work Environment: The PMS I/II is a full-time position within the Facilities & Fleet Department at Midpen’s office in Los Altos, California, reporting to the Senior Property Management Specialist and the Facilities & Fleet Manager.  Midpen offers a hybrid office/telecommute work schedule for this position following successful onboarding, and it may also be eligible for a 9/80 schedule.  To meet service needs, three on-site workdays per week are required– set days are Tuesdays, Wednesdays and Thursdays in the office.  In addition to office work, the PMS I/II may perform fieldwork, including hiking through steep terrain and wildland areas. Property Management Specialist II: equivalent to graduation from an accredited four-year college or university with major coursework in real estate, real estate law, property or asset management, business administration or a related field.  Two (2) years of increasingly responsible experience in real estate or property management that includes agricultural lease management and significant public contact, preferably with a public agency or land trust. 

Licenses & Certifications Required:

The City of Menlo Park is currently accepting applications for lateral Police Officers that are motivated, well-trained professionals who can meet the challenge of a fast paced, multi-tasking law enforcement environment.

The Hiring and Retention Incentive Program pays new, eligible Police Officers who are Lateral Police Officers up to a total amount of $40,000 (See details under benefits).

The Menlo Park Police department is an operation in which the patrol officers enjoy communicating and building relationships with individuals within the community. We embrace a true community connection and commitment with participants on all sides. Rather than designating certain officers to focus on solving community problems, Menlo Park will charge all police personnel with proactive community policing responsibilities. We ask our officers to seek innovative solutions to local problems, respond to citizen complaints of violations and provide excellent customer service.

Additionally, major thoroughfares coursing through our fully developed community make traffic management a vital duty of all patrol officers. Overall, the department has strong opportunities for specialty assignments, including: K9, investigations, narcotics enforcement, traffic, SWAT/HNT and POP. Patrol teams enjoy a rotating 4/12 plan or a fixed 4/10 schedule in specialty assignments.

The City realizes the diversity of the community and therefore upon approval, the City pays officers a bilingual stipend. Our officers continually strive to be the best and achieve high standards; they receive a 5% incentive for achieving their Intermediate POST certificate and 10% incentive for achieving their advanced certificate. Starting September 1, 2024, Menlo Park police officers with at least one year of local service are eligible for longevity pay based on their total years as a California peace officer. Credited time includes all years served in Menlo Park plus half of any years served at other California agencies.

The City has new desktop and laptop computers in place for employees. The City already has Crime Analysis and Traffic Analysis software systems in place. A new handheld citations system for traffic has recently been launched. The City also implemented a citywide GIS system, document imaging system, and Intranet, which are available to all staff members. Additionally, we have placed laptops in all patrol cars in order to facilitate timely report writing and response to calls for service.
