As a Permit Technician, you will perform a variety of technical and clerical duties including but not limited to, providing information and direction to the public related to community development, planning, building, and engineering permit processes.  You will process building permits and perform minor plan checks. Sitting at the front counter, you will assist with resolving permit or project related issues; and provide information and direction to the public on building issues. About the Department

The City of San Jose’s Department of Planning, Building, and Code Enforcement serves to ensure the orderly and safe development of private properties, compliance with all applicable building, zoning, and quality of life ordinances and regulations, and to promote healthy and safe community standards. This is accomplished by departmental staff in service to customers by:

• Assisting and guiding land use and development to promote long-term goals and objectives that render safe, beneficial, and more sustainable communities

• Providing orderly administration and compliance of building codes, as mandated by the various levels of government, to ensure the construction of buildings, homes, and structures meet intended life safety and structural requirements

The Building Division is actively recruiting for multiple full-time Building Inspector Combination/Certified I/II/III/Senior(BIC) positions across all three specialty areas: Building, Electrical, and Plumbing/Mechanical.
 

About the Division

The City’s Building Division provides oversight and assistance towards the City's growth and development in relation to construction activity on private property within the City.  The goal is to ensure the safety of buildings and to support the health and wellbeing of all persons living and working in San Jose through the implementation of the State of California’s current building codes and laws.  

The Building Division is divided into the following four sections:

• Permit Center: Plan intake and routing to plan review and Development Services Partners, over the counter permit processing, permit issuance, addressing, assistance desk/public information, and ADU Ally.

• Plan Review: Review of private development project plans and calculations for compliance with the California Building Codes and state laws, coordination with Development Services partners, expedited review, and coordinated review.  

• Inspection: Inspects active private construction projects for compliance with the approved plans and adopted building codes and state laws.

• Support Services: Development Services call center, document imaging, records requests, and general support for the building division.

The Planning, Building and Code Enforcement Department’s Building Division ensures compliance with the all the above-mentioned obligations by annually reviewing, analyzing, conducting, researching, processing, issuing, inspecting, and providing: 

 

• 30,000 building permits 

• 6,000 plan reviews 

• 110,000 inspections 

• 21,000 customers assisted

• 52,000 calls answered

Position Duties:

Salary ranges for this classification are:

• Building Inspector Combination: $114,769.20 - $139,579.44 Annually

• Building Inspector Combination Certified I: $118,154.40 - $143,554.32 Annually

• Building Inspector Combination Certified II: $121,321.20 - $147,878.64 Annually

• Building Inspector Combination Certified III: $126,169.68 - $153,709.92 Annually

• Building Inspector Combination Certified Senior: $143,073.84 - $174,370.56 Annually

This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.

The Building Division is actively recruiting for multiple full-time Building Inspector Combination/Certified I/II/III/Senior (BIC) positions across all three specialty areas: Building, Electrical, and Plumbing/Mechanical. These specialties ensure that inspections are performed by professionals with focused expertise while maintaining the flexibility necessary to address the complex needs of diverse projects.  This helps maintain high standards of safety, code compliance, and quality in both commercial/industrial and residential buildings. 

BIC positions are flexibly staffed and classified at five levels.  Incumbents are designated upon hire to one of the three specialty inspection areas.  Regardless of declared specialty, all inspectors will serve as combination inspectors for single-family residential construction projects.  The Building Division provides a comprehensive Combination Building Inspection Academy to ensure that every inspector is fully trained and qualified to perform inspections across all three trades – building, electrical, plumbing/mechanical - for single-family residential projects.  This cross training enables inspector to conduct comprehensive inspections covering all trade disciplines for these types of structures, streamlining inspections, promoting code consistency, and enhancing public safety.

For multi-family, commercial/industrial, and other complex projects, inspectors are assigned according to their specialty certification to ensure appropriate expertise for each inspection type.

• Electrical Inspectors evaluate wiring, panels, devices, and system installations to ensure safe and code-compliant electrical systems.  

• Building Inspectors focus on structural and architectural elements such as foundations, framing, roofs, walls, fire separation assemblies, accessibility features, and energy efficiency compliance.  

• Plumbing/Mechanical Inspectors examine water supply, drainage, gas piping, HVAC, and associated systems for proper installation and operation.

BIC positions review plans, issue permits, and perform detailed field inspections on new construction, alterations, and repairs covering a wide array of structures and occupancies.  Their combination certification and cross-training allow them to assess all aspects of a project for compliance with building, plumbing, mechanical, and electrical codes as well as applicable Federal, State, and local regulations. Specific position assignments will vary depending on the department’s business needs.

Building Inspector Combination incumbents reference the City of San Jose 2022 Construction Guidelines For Residential Construction on a regular basis to ensure code compliance. These construction guidelines are available on our City of San Jose Building Division website in the Inspections section under Building Inspection Information.

Examples of Duties and Responsibilities

Responsibilities include but are not limited to: 

• Conducts inspections of residential, industrial, commercial and manufacturing facilities as assigned by Chief Building Official or designee to ensure compliance with codes, regulations, ordinances, standards, and contract agreements which includes: setting up inspection schedules; gathering information and evidence; and, ensuring conformance to plans, specifications, and safety regulations

• Investigates building, construction, and land use changes in the field by gathering factual data to ascertain present use of land and location of structures; conducting background investigations and research; and preparing reports to use as evidence.

• Provides technical assistance for development of codes and policies.

• Generates written reports and enforcement orders which include noting deficiencies in standards and submitting final documentation.

• Reviews plans and specifications for compliance with codes which includes assisting in projects in complying with regulations, prioritizing deficiencies, and preparing timetables.

• Provides technical support for agencies and the public which includes inputting data into system for general public access.

• Meets with architects, engineers, City officials, and building contractors to discuss construction projects.

• Performs other duties of a similar nature or level.

Summary
Under general supervision, performs a variety of journey-level skilled maintenance and limited construction of the District’s buildings, park amenities, playgrounds and community pools; and performs other related duties as assigned.

Essential Duties and Responsibilities

• Inspects assigned facilities for deficiencies and safety-related issues.

• Performs minor to moderate roofing repairs using underlayment, sheet metal, tile and composite materials.
• Repairs and installs plumbing systems, which may include copper, galvanized steel, plastic or cast iron; installs, repairs, maintains and adjusts commercial plumbing fixtures.

Qualifications

DEFINITION

 

Under general supervision, the Support Dog Program Coordinator oversees the Police Department’s support dog program within the Community Division. This position serves as the primary handler and caretaker of the department’s support dog.  This class supports community policing efforts by enhancing public engagement, providing emotional support services, and assisting with crisis response. The Support Dog Program Coordinator performs a combination of administrative, program management, and field-based duties, serving as a key liaison between the Police Department, community partners, and support dog teams. Performs other work as required.

 

 

EXAMPLES OF DUTIES

 

Oversees support dog program operations including, training, certification and documentation including deployment history, and compliance documentation; manages program scheduling, logistics, supplies, and budget tracking; prepares reports, correspondence, and presentations for command staff and City leadership. Coordinates and participates in support dog deployments at community events, schools, neighborhood meetings, and public safety outreach initiatives fostering trust and positive interaction with diverse populations; assists with planning, coordinating, and scheduling major events such as National Night Out, school functions, and community presentations, supports field-based engagement efforts that strengthen relationships between the Police Department and the community; assists with crisis response and critical incident support, providing comfort to victims, witnesses, community members and department employees. Builds and maintains relationships with schools, healthcare providers, nonprofit organizations, and other community partners; serves as liaison for scheduling visits and coordinating services with external partners; and collaborates with other City departments to support outreach and engagement initiatives. Ensures support dogs meet all certification, vaccination, and behavioral standards; monitors animal welfare and suitability for public and high-stress environments and enforces safety protocols and respond to incidents or concerns. Responds to short-notice call-outs for community critical incidents, internal staff wellness debriefings, or other situations where support dog presence may be beneficial. Maintains awareness of social media trends and collaborates with the Public Information / Social Media team to ensure content accuracy and professionalism. Represents the Daly City Police Department with professionalism, empathy, and strong customer service in public-facing roles. Provides general administrative support for the Community Division as assigned.

MINIMUM QUALIFICATIONS

 

Knowledge of:  Knowledge of community policing principles and public engagement strategies, police department structure and functions, emergency response environments and protocols; privacy and confidentiality requirements; recordkeeping, reporting and documentation practices; social media trends, basics of psychological trauma and stress responses, crisis intervention principles, canine handling including basic and advanced obedience training, socialization techniques, health, grooming and general care.

 

Ability to: Communicate clearly and concisely, both orally and in writing, prepare effective written reports, effectively and professionally represent the City to the public, coordinate multiple projects and schedules effectively, engage diverse community groups, exercise sound judgment, maintain confidentiality, and handle sensitive situations; demonstrate flexibility, teamwork, and adaptability in dynamic and high-visibility environments;  interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

 

Education:  Graduation from high school or the equivalent.  Graduation from a college or university with a Bachelor’s Degree in Criminal Justice, Public Administration, Psychology, Animal Science, or a related field desirable.

 

Experience: Two (2) years of experience in program coordination, community engagement, administrative support, or related field. Experience supporting a law enforcement or public safety agency, background in community volunteer coordination, or crisis intervention desirable.  Experience working with dogs in a structured setting (support, service, training, animal care, etc.) is also highly desirable.

 

License: Possession of a valid Class C California Driver’s License. Possession of CPR/First Aid certification or ability to obtain within 6 months.

 

Physical Requirements:  Able to stand, walk, bend, and lift up to 25 pounds and safely handle and interact with support dogs in various environments

 

Special Requirements: Must pass a comprehensive background investigation.  Able to work flexible hours based on community and departmental needs.

POSITION

Perform routine non-hazardous police office activities.  The purpose of this recruitment is to fill a current vacancy, as well as establish an eligibility list for future vacancies.

The Ideal Candidate will possess an in-depth knowledge of Law Enforcement organizational structure. Issues, receives, types, and processes various applications, permits, and other forms; processes warrants, permits, and citations; collects and processes fees and charges. Entries and modifications into a state and nationwide system. Processes police reports including receiving, reviewing, copying, distributing, filing, and making corrections as applicable. Logs subpoenas; collects, posts, and distributes department mail.  Answers a multi-line telephone system, providing information or routing calls to appropriate individuals. Greets the general public, giving information on the department and answering routine questions. Types, proofreads, and processes a variety of documents including general correspondence, memos, and legal documents. Operates standard office equipment including computer remote terminals. Creates and maintains files and databases. Provides fingerprint services for applicants and voluntary bookings. Performs related duties as assigned.

 

ESSENTIAL JOB FUNCTIONS

File routine reports and correspondence; perform general clerical duties using typewriter and word processor.  Respond to citizen requests for information and assistance.  Complete minor reports as required. Retrieve and input data into computer terminal. Receive calls and take messages. Accumulate data and prepare monthly statistical reports.  Process requests for copies of reports from both citizens and other criminal justice agencies. QUALIFICATIONS

Education: High School diploma or equivalent.

Experience: One (1) year of general administrative office work experience OR six (6) months of administrative office work in a law enforcement agency. Prefer experience with substantial public interaction.

License or Certificate: Possession of a valid California driver’s license required upon hire.

This position performs a variety of work in the monitoring of county, state and federal detainees and maintains the security and safety of inmates and staff.

• Performs booking procedures, including receiving, booking and assigning prisoners to cells; performing body searches; fingerprinting, and photographing prisoners, etc.

The Parking Enforcement Officer (PEO) performs a variety of law enforcement support duties with the majority of responsibilities involving enforcement of parking rules and regulations in an assigned area while driving a parking enforcement scooter or car or walking on foot. Duties include  reporting defective street signs, pavement markings and parking meters; providing information to the public concerning city geography, location of buildings, public transit stations and stops, and city functions and offices, impounding and providing for the storage of vehicles as necessary, responding to low priority city ordinance violations, assisting with simple evidence collection as needed, assisting with report taking as necessary, and performing related work as required to assist the patrol staff.   

The PEO will use a computer to make entries, update and make corrections to information and keep a variety of detailed logs and files, while also using a variety of law enforcement communication equipment.  In addition to issuing warnings and citations, the PEO may testify in court regarding citations issued and other events.  These duties will be performed under general supervision and when assigned, working with other staff. The majority of the workday will be spent on the field (i.e., outside) in various weather conditions.

A typical schedule is four 10-hour days per week including weekends, nights, and holidays.  The PEO is a physically demanding position as stooping, lifting, kneeling and reaching overhead and forward is required daily.

THE POSITION

Under general supervision of a Police Sergeant, the Reserve Police Officer is a sworn position assigned to field operations to patrol for the prevention and detection of crime and enforcement of laws and regulations within the philosophy of community oriented policing.  Incumbents are normally expected to solve most work problems independently and to refer to supervisory personnel only those matters which involve policy decisions, technical questions and unusual problems at the entry level and make recommendations at the advanced level.

TYPICAL DUTIES AND RESPONSIBILITIES

• Enforces laws and regulations and apprehends law breakers
• Conducts crime investigations
• Patrols for the prevention and detection of crime and enforcement of laws and regulations

CLASS CHARACTERISITICS:

The Police Office Assistant is a journey-level position, fully competent to independently perform a variety of office support duties. All positions are characterized by the presence of fairly clear guidelines from which to make decisions and the availability of supervision in non- routine circumstances. Specific duties, including the amount of typing, word processing, and use of on-line or personal computers, will vary with the organization unit to which assigned.

 

EXAMPLES OF DUTIES (illustrative only):

• Types correspondence, reports, and specialized documents related to the functions of the police unit to which assigned from drafts, notes, dictated tapes, or brief instructions, using a typewriter or word processor.
• Proofreads and edits as necessary typed and other materials for accuracy, completeness, compliance with departmental policies and correct English usage, including grammar, punctuation, and spelling.
• Enters and retrieves data and prepares reports from an on-line or personal computer system, following established formats.
• Prepares and updates a variety of reports which may require the use of arithmetic calculations.
