The Program Manager, Infrastructure & Capital Projects will be responsible for the engineering functions that support infrastructure and capital projects for the San Mateo County Transit District (SamTrans). 

The Bus Infrastructure and Capital Projects Department oversees the delivery of major bus fleet and facilities infrastructure projects for SamTrans. The department’s projects include design and construction of zero emission infrastructure for battery electric buses (BEBs) and hydrogen fuel cell electric buses (FCEBs)paratransit vehicles, and non­revenue vehicles totaling nearly 400 vehicles. Other projects include sea level rise and flood mitigation structures, bus administration, transportation, and maintenance buildings, and other structures at SamTrans' North and South Base Facilities.

• Lead and administer the development of Standard Plans, Specifications, and the Design Quality Management Plan for SamTrans projects utilizing district employees and consultants. 
• Develop and institute structure and project control templates that yield effective infrastructure project management. 
• Subject matter expert for technical elements and administrative decisions for project and construction management personnel responsible for multiple diverse infrastructure projects.
• Manage general engineering and architecture functions, making key decisions regarding design documents, technical specifications, cost estimates, and schedules. 
• Accountable for strategic decisions and oversight of infrastructure projects’ scope, schedule, budget, and product quality throughout the project lifecycle while ensuring compliance with safety standards and industry best practices. 
• Make critical, time-sensitive decisions on construction-related issues to prevent delays and avoid costly change orders. 
• Administration: Select, manage, and hold accountable vendors, contractors, and professional services, including ensuring DBE, SBE, and labor compliance policies are followed. 
• Provide project status updates and recommendations to a broad audience of interested parties, community groups (advocacy), executive team, and board of directors. 

• Direct and support project management staff, ensuring effective execution and delivery of projects. 
• Supervise staff. Hire, mentor and take appropriate corrective and/or disciplinary action. Ensure EEO policies and procedures are followed. Participate in selection of staff. Coordinate staff training and professional development. Establish performance objectives. Monitor and evaluate employee performance.

• Utilize independent judgement in construction oversight, compliance, and corrective actions when needed.
• Manage and champion the development of Standard Plans, Specifications, Quality Management Plans, and related documents to improve department workflows and practices.

• Provide direction and collaborate in short-term and long-term strategic planning/development of the bus infrastructure on behalf of bus operations.
• Perform quality assurance checks on consultant deliverables and perform independent technical reviews of SamTrans projects.
• Investigate, evaluate, and resolve project issues by identifying root causes and implementing solutions.
• Lead stakeholder communications by presenting recommendations, facilitating input, and building consensus to resolve conflicts.
• Present documents, findings, and recommendations to Executive Management and the Board.
• Oversee development of contract solicitations, conduct evaluations, and make award recommendations.
• Serve as subject matter expert on technical and regulatory matters affecting bus facility and infrastructure projects.
• Coordinate with federal, state, and local agencies during project implementation to ensure compliance with their guidelines.
• Represent SamTrans before the Board of Directors, city councils, state/federal/local agencies, and the public at meetings and hearings.
• Develop, negotiate, and monitor contracts and cooperative agreements with governmental agencies, consultants, and contractors.
• Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees and the public from injury or harm. Promote safety awareness and follow safety procedures to reduce or eliminate accidents.
• Perform other duties as assigned.

Supervision: Works under the general supervision of the Director Infrastructure & Capital Projects who establishes goals and objectives and evaluates performance.  

 

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to: 

• Bachelor’s degree in Civil, Mechanical, or Electrical engineering or a closely related field.
• Seven (7) years full-time increasingly responsible project management experience in the area of civil, electrical, mechanical, or other related engineering design, construction management, and/or public works project management.
• Three (3) years full-time direct management level supervision of engineering staff.
• Possess a registered Professional Engineer License in the state of California.

Preferred Qualifications:

• Experience in design and construction management and delivery of complex engineering design projects for public transit agencies.
• Leadership of engineering design teams and projects.
• Experience with federal, state, and local funded projects. 
• Experience with Quality Control/Quality Assurance throughout a project lifecycle.
• Experience with Storm Water System Design management.
• Development of Capital Improvement Plans and Budgets.
• Experience working in Transportation Operations and Maintenance.
• Knowledge of CEQA and NEPA requirements, especially those relevant to transit agencies. 
• Able to possess a valid California drivers’ license.

The City of Sunnyvale is seeking an effective and skilled communicator, and highly motivated problem solver for the position of Principal Transportation Engineer/Planner.  This management position reports directly to the Transportation and Traffic Manager in the Public Works Department and will be responsible for:  assisting with planning, organizing and coordinating the activities of the Division of Transportation and Traffic; and perform professional traffic engineering, transportation planning, designing, and project management.

 

This position will supervise a small team within the Division to accomplish specific tasks and high-level, community-oriented projects. Current projects include: East Channel Trail study; Mary Avenue Overcrossing over highways 101 and 237; Bernardo Avenue railroad undercrossing; Sunnyvale Avenue and Mary Avenue railroad grade separations, liaison with the County for the Lawrence Grade Separation project; and coordinating with VTA as part of the delivering Measure B transportation projects. The position will manage multiple consultant contracts and will be expected to coordinate and work closely with other staff within the Division and with staff within other departments such as Public Works, Community Development, Environmental Services, and Public Safety, and represent the City with outside agencies such as the Valley Transportation Authority, Caltrain, High Speed Rail, Caltrans, MTC, County of Santa Clara, and adjacent cities.

 

The position will focus on advancing the projects mentioned above, assist with oversight of the design and traffic signal operations, implementation of Intelligent Transportation Systems (ITS); assist with the coordination of Division of Transportation and Traffic activities with other divisions and departments; oversee and assist with oversight of the grant application preparation, reporting, and management for transportation projects; assist with planning and coordinating division workload and budgets; creating and sustaining cooperative and collaborative working relationships across the City, with the development community, and residents; attend and present at public meetings/City Commissions; and provide assistance with highly complex traffic engineering work. VTA’s Engineering and Program Delivery (EPD) Division is seeking a Senior Transportation Engineer for the Quality Assurance (QA) Group under the Technical Services Department.  

Quality Assurance Group: 
The QA Group supports all capital improvement programs for the Division during planning, design, procurement, construction and closeout phases of highway, rail, transit and facilities projects.  As a Senior Transportation Engineer, you will play an important role in ensuring delivery of quality products and services for the Division. DISTINGUISHING CHARACTERISTICS

This is a mid-management level position that performs, oversees, and coordinates assigned activities of the Utilities engineering section, including planning, conceptual design, final design, cost estimating, project bidding process, services during construction and construction management for variety of projects in water distribution, sanitary sewer collection, recycled water, stormwater management, and wastewater treatment.  This position is distinguished from that of subordinate Associate Civil Engineer position by its responsibility for the supervision of assigned engineering and technical staff, in addition to engineering and technical responsibilities for project development, design, and construction management for more complex projects. • Recommend and assist in the implementation of goals and objectives; establish budgets, schedules, and methods for the engineering, planning, design and construction of assigned utilities systems.

• Negotiate and obtain easements, permits, and agreements for the City construction projects and development projects. Review and coordinate annexation of property to the City water, sanitary sewer, and recycled water service areas.

• Prepare Requests for Quotes and Requests for Proposals; receive and respond to questions during proposal period; review proposals and participate in the selection of vendors, consultants, and/or contractors.

• Maintain and create accurate records and maintain design standards and specifications for water, sanitary sewer, wastewater treatment and recycled water infrastructure.

• Oversee and review the preparation and/or updates of Master Plans and studies that outline future water, recycled water, sanitary sewer collection system, and wastewater treatment system improvements.

• Prepare drawings, models, and displays for special studies and reports completed by the Utilities Division and explore and study the preparation of area wide Master Plans guiding future installations of major water, recycled water, and sanitary sewer collection system improvements.

• Serve as construction manager on complex water, sewer (wastewater), and recycled water capital improvement projects.

• Oversee and review the preparation of plans, specifications, cost estimates, and the administration of contracts for construction projects in utilities (e.g., water, recycled water, sanitary sewer collections, and wastewater treatment  and storm drainage projects).

• Prepare, revise, and update standard specifications and details related to water, recycled water, and sanitary sewer system infrastructure.

• Check plans prepared by other agencies for conflict with the City's existing and proposed utilities systems.

• Coordinate work between sections and divisions of various City Departments and advise City staff on assigned engineering and technical matters.

• Participate in the selection and supervision of outside engineering consultants for the development of plans and specifications, studies, and reports.

• Coordinate utilities engineering related activities with other City departments, divisions, and sections and with outside agencies.

• Prepare reports and participate in the development of the Capital Improvement Program and Project budget and priorities for utilities projects. 

• Coordinate and consult with contractors, developers, engineers, and operation and maintenance staff on problems relating to the design, construction, and maintenance of assigned utilities facilities.

• Prepare project statements outlining scope of projects, design criteria, available data, background, scheduling coordination, and financing for utilities projects.

• Review, edit and prepare staff reports and resolutions for City Council authorization; prepare staff reports and presentations to council special committees. 

• Participate in interviews and selection of new employees as directed, and trains employees in work procedures, standards, and safety practices. 

• Prepares and provides input into employee performance evaluations, including setting and assessing goals, conducts counseling on work-related issues, and makes recommendations regarding discipline.

Under the general direction of the General Manager, the District Engineer plans, organizes, and manages all engineering activities for the District, including design, project and construction management, inspection, and review of public and private improvement projects. POSITION

Perform routine non-hazardous police office activities.  The purpose of this recruitment is to fill a current vacancy, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE

The Ideal Candidate will possess an in-depth knowledge of Law Enforcement organizational structure. The Ideal Candidate will also possess good communication, customer conflict resolution skills, and writing skills, as well as be competent with computers and related software, e.g., report management, and MS Outlook, and Excel. Knowledge of principles, codes, regulations and laws governing records management of a police department.  Additionally, the Ideal Candidate will have a strong work ethic, ability to multitask, prioritize, knowledge of complex filing systems, and be available for shift work.

 

Duties may include but are not limited to the following: Process and maintain a variety of police records, files, forms, and manuals. Issues, receives, types, and processes various applications, permits, and other forms; processes warrants, permits, and citations; collects and processes fees and charges. Entries and modifications into a state and nationwide system. Processes police reports including receiving, reviewing, copying, distributing, filing, and making corrections as applicable. Logs subpoenas; collects, posts, and distributes department mail.  Answers a multi-line telephone system, providing information or routing calls to appropriate individuals. Types, proofreads, and processes a variety of documents including general correspondence, memos, and legal documents. Operates standard office equipment including computer remote terminals. ESSENTIAL JOB FUNCTIONS

File routine reports and correspondence; perform general clerical duties using typewriter and word processor.  Respond to citizen requests for information and assistance.  Complete minor reports as required. Retrieve and input data into computer terminal. Receive calls and take messages. Accumulate data and prepare monthly statistical reports.  Process requests for copies of reports from both citizens and other criminal justice agencies. Inventory supplies and order when necessary.  Process monies and fees via the cash register, prepare licenses and permits, prepare and issue bills, complete citation sign-offs.  Prepare correspondences to victims of crime.  Complete and prepare background and record checks.  Process voluntary bookings and court ordered registrations.  Perform fingerprinting and Live Scan digital printing.  Assist in the transportation of property and evidence. Assist in preparation for the auction of property. Purge files. Provide relief for full-time Community Services Officers.  Regular and consistent attendance.

 

QUALIFICATIONS

Education: High School diploma or equivalent.

 

Experience: One (1) year of general administrative office work experience OR six (6) months of administrative office work in a law enforcement agency. Prefer experience with substantial public interaction.

 

License or Certificate: Possession of a valid California driver’s license required upon hire.

Source Test Section

The Source Test Section performs source emission tests at regulated facilities for compliance determination, emission factor development, and information gathering. Facilities that are commonly tested include petroleum refineries, power plants, manufacturing facilities, wastewater treatment plants, landfills, and gasoline dispensing facilities. The section also provides regulatory oversight for facility continuous emission monitoring system (CEMS) operation, facility contracted source testing, and special testing or measurement projects. This role will be tasked with supervision of the section’s air quality engineering staff and performance of highly complex and specialized program assignments. In addition, the incumbent will coordinate or perform field, shop, and office source test program duties, including, but not limited to, equipment purchase specification, data reduction and analysis, workgroup participation, and report preparation.
