The Associate Engineer position we currently have is in the Capital Improvement Program Division. While the Associate Engineer may perform other duties as assigned, example assignments include leading the Train Quiet Zone project and managing future stormwater projects for the Green Infrastructure Program.

What You’ll Do

The Associate Engineer will perform professional engineering work in the design, investigation, and construction of public works and related projects; to act as project manager in assigned capital projects; and to do related work as required.

This is the journey level class within the professional engineering series and highly encourages professional engineering license registration. Employees within this class are distinguished from the Assistant Engineer by the greater complexity of the assignments received and by the greater independence with which an incumbent is expected to operate. Incumbents are expected to complete complex engineering assignments requiring the use of judgment and initiative in developing solutions to problems, interpreting general policies, and determining work assignments. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Positions in the class are flexibly staffed and are normally filled by advancement from the lower class of Assistant Engineer, or when filled from the outside, require prior advanced technical or professional engineering work experience. This position receives direction from higher level engineering staff. It may exercise technical supervision over lower-level staff within the work unit and exercises technical or functional supervision over technical engineering staff.

Depending upon assignment, duties may include, but are not limited to, the following: 

• Design and prepare plans and specifications and cost estimates for public works projects including pumping stations, streets, storm drains, sewer lines, and related projects. 
• Research project design requirements: perform complex calculations and prepare estimates of time and material costs. 
• Design and prepare plans and specifications for the installation of traffic signals, traffic control devices, and street lighting systems. 
• Review field projects being studied, designed, or constructed. 
• Assign routine investigation, design and drafting tasks to technical subordinates, request 
• survey, mapping and data collection; review completed work; assist in the solution of difficult problems. 
• Research publications and industry information sources to remain current with modern developments, principles, and procedures. 
• Develop revised design and construction standards for public works structures and appurtenances. 
• Investigate field problems affecting property owners, contractors, and maintenance operations. Prepare estimates and feasibility reports for new or modified services and structures. 
• Design and maintain spreadsheets and databases on mainframe and personal computers; write and maintain special programs on personal computers. 
• Fully utilize the computerized work systems in accordance with workflow processes. 
• Participate in the planning, checking, review, and processing of plans for private developments affecting city streets, sewers, drains and related public works facilities and ensure that they meet all City-imposed requirements; analyze materials and design data submitted to the City. 
• Prepare special engineering studies and reports. 
• Prepare various applications for state and federal grants. 
• Administer and enforce City Codes and standards on engineering projects. 
• Determine conformance of parcel and subdivision maps and improvement plans to City requirements; maintain status of parcel and subdivision maps. 
• Serve as staff to a variety of City commissions, boards, and committees on public works or traffic engineering matters. 
• Coordinate public works activities with other City departments, divisions, and sections and with outside agencies. 
• May supervise and train professional and technical staff. 
• Provide staff assistance to the Department Head or Division Manager, including special projects, complex project management, reports, prepare staff reports, and represent the City at City Council meetings. 
• Maintain current knowledge of new trends and innovations in the professional fields, participate in professional groups. 
• Research, negotiate, manage select and monitor contracts with vendors. 
• Advise the public or other city staff in processing transactions in the area his/her professional expertise or maneuvering city policies or responds to inquiries and requests by public, departments, press, or other department staff. 
• Develop and/or deliver high level materials, trainings, or presentations widely disseminated to the City or the public. 
• Manage large scale projects that span long time horizons and require high level expertise. Process city transactions.

The City of Sunnyvale is seeking a dynamic and results-driven Engineering Manager to join the Environmental Services Department. This position provides leadership and oversight of engineering functions as well as the operation of the City’s wastewater and storm sewer systems. Minimum Qualifications

Education/Experience

A bachelor's degree from an accredited college or university in civil, chemical, mechanical, or environmental engineering, or related field; AND

Six (6) years of professional experience in civil, structural, mechanical, or chemical engineering, or wastewater collections and maintenance, including two (2) years of experience in a supervisory capacity.

Licenses/Certificates

Possession of valid registration as a Professional Engineer in Civil, Structural, Mechanical, or Chemical Engineering issued by the State of California in good standing.

This position performs a variety of work in the monitoring of county, state and federal detainees and maintains the security and safety of inmates and staff.

EXAMPLES OF DUTIES

• Performs booking procedures, including receiving, booking and assigning prisoners to cells; performing body searches; fingerprinting, and photographing prisoners, etc.
• Maintains custody of prisoners’ private property.

About the Position

The City of San Carlos is looking for one part-time (approx. 16-39-hours per week) non-benefited, in-person summer intern in the Public Works Engineering Department. The internship is open to candidates with interests in the following fields:  

• TRAFFIC AND PARKING - Civil engineering majors with an interest in traffic engineering including congestion mitigation, alternative transportation, traffic calming, traffic control devices and design, traffic safety, and other related tasks involving the study of traffic impacts on the City in multimodal transportation
• TRANSPORTATION CIP (Capital Improvement Project) - Civil engineering majors with an interest in capital improvement infrastructure project design and construction delivery process pertaining to complete streets and other related tasks to improve pedestrian and bicyclist mobility within the City of San Carlos

This intern will receive various assignments from the Public Works Department. Duties may include but are not limited to:

• Assisting engineering project managers with general clerical, administrative, and technical tasks for public works projects
• Document imaging and electronic document filing
• Checking mathematical calculations & Creating spreadsheets using Microsoft Excel
• Preparing presentations using Microsoft PowerPoint, creating schedules
• Entering data and creating reports in various software applications
• Performing field data collection or investigation as well as Internet research
• AutoCAD drafting and creating map displays using Google Earth
• Compiling and organizing data or documents
• Assist in other areas such as Department communication and public outreach

The position will serve as a temporary staff member and will receive overall work direction from the Associate Engineer in the Public Works Traffic Division with general oversight by the Senior Traffic Engineer.

The primary goal of the City’s Internship Program is to provide a current undergraduate/graduate college student or recent college graduate an opportunity to apply their academic training to and learn more about the various functions of municipal government. This paid internship provides hands-on experience in the daily operations of municipal government on all levels, thus enhancing the intern’s skills and resume for a future career in government.

This position will perform a variety of responsible law enforcement and crime prevention work, including patrolling assigned areas, answering calls and complaints, investigating crimes, serving civil papers, and providing court room security; enforce all federal and state laws and local ordinances related to public safety and welfare.

JOB DUTIES

The Position: 

Silicon Valley Power (SVP) is seeking dynamic, engaging and qualified engineers for several vacant Electric Utility Engineer positions in various divisions. 

For SVP Operations Division, this position will be assigned engineering work associated with communication and electrical power engineering. This individual will assist with the programming of industrial multiplexer networks. The individual should have a strong interest in industrial high-speed data networking.

For SVP Engineering and CIP projects Division, this position will be assigned engineering work associated with electrical power engineering, substation design and Transmission and distribution systems. The individual may manage or will assist in managing Capital improvement Projects (CIP) to support growth of the electric utility. The candidates should have strong background and interest in electric systems. 

For System Planning and Asset Management Division, this position will be assigned to perform and maintain distribution system model, participate in integrated SVP system planning and other SVP groups to deliver distribution system results and reports, identify and implement projects that are necessary to support load growth and improve reliability of the distribution system. This position will work closely with customer/developers on their projects, will coordinate with various City departments and support SVP’s field and operation staff as necessary.

Key Responsibilities (Examples of Duties)

• Manage and deliver capital improvement projects from planning and design through construction and closeout, including scope development, budgeting, consultant selection, and contract administration.

• Administer traffic engineering and traffic safety programs, serving as technical staff to the City’s Traffic Safety Advisory Committee (TSAC), preparing agendas, responding to traffic calming requests, and working with neighborhood groups.

• Administer and support the City’s Stormwater Program, including compliance with NPDES permits and C.3 (post-construction stormwater requirements).

• Oversee drainage improvement projects and respond to drainage and flooding concerns from residents.

DEFINITION

Under general direction of the City Engineer, plans, organizes, and coordinates activities/projects which may involve more than one Engineering Division Section, including transportation/traffic, construction administration and inspection, capital improvement project design, and current development engineering; formulates policy; develops goals and objectives; supervises staff; administers the division's operating budget and the capital improvement budget; performs professional civil engineering work; and performs other duties as assigned.

DISTINGUISHING CHARACTERISTICS

The Assistant City Engineer has a broad range of independence within policy and procedural parameters and works under minimal supervision. The Assistant City Engineer is distinguished Senior Civil Engineer in that the Assistant City Engineer may manage more than one section and assists the City Engineer in the formulation and implementation of the Division's operating budget and the City's capital improvement budget. It is distinguished from the City Engineer in that the City Engineer has overall management responsibility for all aspects of the Engineering Division.

SUPERVISION RECEIVED

General direction is received from the City Engineer.

SUPERVISION EXERCISED

The Assistant City Engineer provides direct supervision and supervision through secondary supervisors to professional, technical, clerical and temporary employees assigned to the division. May directly supervise any or all Engineering Division Sections, including senior civil engineers.

Management Functions

Develops and implements goals, objectives, performance standards, policies and procedures; reviews policies and procedures and recommends modifications, as warranted; plans, organizes, directs and evaluates the functions and activities of the Engineering Division; supervises, trains and evaluates personnel; and acts as division head in the absence of the City Engineer.

Technical Functions

Administrative Functions

Establishes procedures and monitors contract administration; reviews and investigates alleged violations; assists the City Engineer in developing, administering, and monitoring the Division's operating and the City's capital improvement budgets, identifying funding needs and opportunities, the lighting and landscape district and sidewalk repair programs and other programs; monitors projects for schedule and budget; advises City staff and others on issues relating to adopted City Standard Details and Specifications; makes presentations to City Council, commissions and other groups; prepares written reports and requests for City Council and staff regarding ordinance changes, establishment of City policy and items for City Council approval; acts as liaison to various inter-governmental boards and commissions, as directed; interacts effectively with City officials and staff, developers, engineers, architects, property owners, citizens, and other governmental agencies including local, state and federal.

Experience, Education and Training Guidelines

Any combination of experience, education and training that would provide the best qualified candidates. A typical way to obtain the knowledge, skills and abilities would be:

Experience: Five years experience performing progressively responsible professional civil engineering work with registration which included one year of experience in supervising a major section(s) of engineering staff engaged in a variety of public works and private development projects including design, construction inspection, transportation, land development and review.

Education: The equivalent to a Bachelor's Degree in civil engineering from an accredited college/university. Master's degree in an applicable field is desirable.

Training: Any recent training such as, academic courses and certification programs which are relevant to this job classification.

Certification: Registration in the State of California as a Professional Civil Engineer. Registration in the State of California as a Land Surveyor is desirable, if civil engineering license does not cover land surveying.

License: May require the possession of a valid California driver's license and a satisfactory driving record, as determined by the City.

Other Requirements: Must have the willingness and ability to work the hours necessary to accomplish the job requirements; be on-call for emergencies; travel to and attend meetings, seminars, and conferences during work and non-work hours; complete continuing education requirements, as necessary; work outdoors in all weather conditions and at night, as needed.

The previous experience of an ideal candidate will include:

• Appraisal of all types of tangible and taxable property such as commercial, industrial, apartments and high value residential, possessory interest in government-owned and agricultural properties
• Extensive application of the California Revenue and Taxation Code, California Board of Equalization Property Tax Rules, and California Property Tax case law
• Analysis of appraisal reports and other information provided by external parties
• Presentations and appearances as an expert witness before the Assessment Appeals Boards on appraisal and assessment valuations
• Review of property tax assessments for possible decline in value

Senior Appraisers may act as lead workers within a group of other appraisers and must be able to operate in a rapidly changing technological environment. Knowledge of personal computers in a Windows environment is highly desired.

 

The Department

 The mission of the Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is to ensure equitable treatment of County property owners by accurate and fair valuation of land, improvements, and businesses; to create an accurate public record of recorded transactions relating to people and property within San Mateo County; and to register County citizens to vote and efficiently conduct honest elections.  

The Department is responsible for:

• The maintenance of about 235,000 assessments and around $308 billion local property tax roll
• The maintenance of County birth, death, and marriage records
• The maintenance of over 3,000,000 recorded land records
• The conduct of local elections
• The maintenance of the voter registration rolls representing over 330,000 County voters 

The Department is also responsible for a budget of about $27 million, election billing to all jurisdictions, and 15 governmental trust funds.

 

In general, Senior Appraisers:

• Apply extensive appraisal skills to seamlessly transition between diverse teams, including residential and commercial valuations, exemptions processing, and Change in Ownership assessments, ensuring valuations are conducted in accordance with relevant Revenue and Taxation codes.
• Obtain, process, and analyze data for timely completion of the valuations of the most complex and specialized residential, commercial, industrial, manufacturing, technological, agricultural, institutional, mixed-use, and special-use real and personal property for tax assessment purposes.
• Present appraisals before the Assessment Appeals Board.
• Perform lead work and train new workers.

Certification:  Acquisition within one year of appointment of a permanent Property Tax Appraiser Certificate issued by the California State Board of Equalization.

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. 

A typical way to qualify is two years of experience performing a full range of audits and appraisals of tangible and taxable property for tax assessment purposes. Such experience is typically the same as the work of an Appraiser II in San Mateo County.

Knowledge of:

• California Property Tax laws related to property assessments, including but not limited to Change in Ownership, appraisal of real and personal property, exemptions, etc.
• State Board of Equalization Rules and guidelines
• Court decisions affecting assessment procedures
• Policies and procedures related to the department
• Technical and professional appraisal methods and procedures for real, personal, and intangible property
• Training methods, procedures, and requirements
• Basic supervisory principles and practices
