Program Manager II

The Position
This position is housed within StopWaste's Built Environment team, which supports the goal of promoting energy and resource efficiency in the Bay Area construction sector. The services we offer include incentives and technical assistance, circular economy infrastructure and pilot projects, building labeling, community and practitioner engagement, model policies and policy support, advocacy, and research studies.

This position is funded through the Bay Area Regional Energy Network (BayREN) and will support innovative energy efficiency and building electrification in Alameda County and the greater nine-county Bay Area region. The Program Manager II will serve as the lead of BayREN's Multifamily program. The Bay Area Multifamily Building Enhancements Program (BAMBE) provides technical assistance and rebates to help multifamily buildings make energy efficient upgrades and decarbonize. The program has served more than 650 properties and 50,000 units across the Bay Area since it launched in 2014. The PM II's primary responsibilities will include overseeing the administration and implementation of the BAMBE program, refining the program strategy and goals, coordinating consultant teams, managing contracts and an approximately $9 million annual budget, and representing the BAMBE program in public meetings and events.

Job Responsibilities
Duties include the following:

• Leading the BayREN Multifamily program, including refining the strategy and vision for upgrading multifamily properties in the Bay Area with a focus on equity and affordability.

• Managing the budget, contracts, budget, and support staff to keep the program running successfully. 

• Overseeing implementation of the program in Alameda County and throughout the Bay Area to meet program goals.

• Maintaining and updating internal program databases, documents, and resources.

• Responding to data and evaluation requests and assisting with regulatory filings and reporting of programs metrics.

• Coordinating with BayREN county leads and ABAG to conduct outreach to target audiences in other counties.

• Representing the BayREN Multifamily program in public settings, including conferences, workshops, and peer convenings. 

• Developing relationships with partners, including community groups and other program administrators at CCAs, RENs, and IOUs.

• Identifying opportunities for pilot programs, grants, research projects, and other innovative efforts to increase participation and help meet program and local/state climate goals.

• The position may also provide support for additional BayREN programs within Alameda County.

Physical and Other Job Demands

• This position currently requires the ability to work a minimum of two (2) days per week in person and to telework a maximum of three (3) days per week subject to the needs of the Agency (which could change) and with project lead approval.

• Ability to work a flexible schedule to accommodate evening and weekend events (virtual and in-person), as necessary.

Education and Experience:

• Equivalent to a Bachelor's Degree from an accredited college or university with major course work in architecture, urban planning, environmental science, public policy, engineering, construction, or a closely related field.

• A minimum of three (3) years of increasingly responsible professional experience in green building, energy efficiency, public policy, climate planning, housing development, program management, or a related area.

Specifically, the applicant should possess the following skills and/or experience:

• Ability to analyze situations quickly and make decisions to determine a course of action.

• Ability to perform work in a self-directed, timely manner while implementing solutions collaboratively.

• Demonstrated experience managing people and/or consultant teams.

• General understanding of public agencies and housing, climate, and/or energy policy in California.

• Knowledgeable about the ways in which energy issues intersect with equity, health, and housing.

• At least 2 years of experience with program design and implementation, including experience with contracts, managing budgets, and processing invoices.

• Strong analytical and critical thinking skills with the ability to organize and interpret data, generate insights, and anticipate challenges and opportunities.

• Experience in managing or participating in diverse coalitions and developing strategic partnerships.

• Proficient in Excel, Word, and PowerPoint.

• Good written and oral communication skills.

• Highly organized and able to prioritize/deprioritize tasks in a dynamic work environment.

Desired Qualifications:

• Experience in leading or designing programs.

• Previous work experience in the multifamily sector.

• Technical knowledge of energy efficiency, electrification, and building systems.

• Proficient in Canva, Adobe Creative Suite, ArcGIS, or Salesforce.

The Program Manager I will primarily support BayREN’s Green Labeling and Multifamily programs and the Home Energy Score California program.

The Green Labeling program works with real estate and design professionals to educate them on how energy efficiency and electrification can be beneficial to their business and their clients. The Bay Area Multifamily Building Enhancements Program (BAMBE) provides technical assistance and rebates to help multifamily buildings make energy efficient upgrades and decarbonize. Home Energy Score (HES) California is a newly launched statewide expansion of the Bay Area HES program that promotes the availability and literacy of energy information in homes to empower residents to make upgrades. The program utilizes the U.S. Department of Energy’s Home Energy Scoring tool. The PM I’s responsibilities will include assisting with program management and implementation, such as working with consultants, assisting in pilot projects, coordinating with local government sustainability staff, supporting research, and building relationships with key stakeholders.

Job Responsibilities
Duties include the following:

• Supporting successful program implementation by coordinating with consultants, working with county partners, and managing contracts.
• Assisting with in-person events, such as real estate trainings, HES Assessor bootcamps, and renter engagement workshops, and representing BayREN at conferences and other public convenings.
• Assisting with development and implementation of pilot programs, expansion of program activities, and other innovative efforts to increase participation and help meet program and local/state climate goals.
• Managing data requests and assisting with regulatory filings and reporting of programs metrics.
• Conducting outreach for Green Labeling and HES California (in-person and virtual) to a variety of audiences including but not limited to local governments, homeowners, community organizations, potential workforce partners, and real estate and construction industry stakeholders.
• Supporting BAMBE program operations, including reviewing and tracking projects, processing rebate checks, updating internal documents and resources, and leading research and evaluation tasks.
• The position will also provide support for additional BayREN programs within Alameda County.

The Air District is currently accepting applications for the position of Senior Advanced Projects Advisor in the Engineering Division.  This is an open recruitment for one (1) full-time, represented position.

About you in the position

The Engineering Division evaluates permit applications and permit renewals for equipment and operations that emit air pollutants in the Air District’s jurisdiction. The division is responsible for other programs related to facilities with air quality permits, including - but not limited to - the emissions inventory and air toxics programs. The division provides technical support to other agency programs and assists businesses, trade associations, agencies, environmental groups, and community members with issues related to permitting and compliance.

The Senior Advanced Projects Advisor in the Engineering Division performs complex and highly specialized air quality engineering work such as, but not limited to:

• Providing project leadership
• Evaluating program effectiveness
• Developing policy and procedures for program effectiveness
• Reviewing and analyzing projects and permit applications for compliance with the California Environmental Quality Act and federal, state, and Air District rules and regulations
• Development of new regulations or amendments of existing regulations
• Strategic planning of division programs
• Understanding the processing of permit applications for both new source review (NSR) and Title V for complex facilities

DEFINITION

Under direction, provides lead direction and performs the more complex specialized technical and administrative projects and studies; serves as the District's liaison with other agencies; performs related work as assigned.

DISTINGUISHING CHARACTERISTICS

This is the management level in this specialized class. Incumbents provide lead direction and perform the more difficult and complex technical and administrative work in a variety of areas for the District. Incumbents perform project-oriented assignments requiring considerable professional knowledge and significant independent action and judgement. Incumbents may represent the District in strategic situations and speak with the authority of the District. Supervision of others may be assigned to this classification for special projects for a limited duration.

The Air District is currently accepting applications for the position of Air Quality Specialist I/II in the Meteorology & Measurement Division. This is an open recruitment for three (3) full-time, represented position.

About the Position
Air Monitoring Projects and Technology (AMPT) is a section in the Meteorology and Measurement Division. Our team performs community air quality investigations using air monitoring vans and other equipment to assess air quality at local scales, particularly in disproportionally impacted communities. AMPT is also building a new team centered around developing, constructing, and operating multi-pollutant, ambient air monitoring stations in communities near refineries.

As a field-based team, Air Quality Specialist’s (AQS) in AMPT are the primary operators of Air District monitoring platforms and instrumentation. AQS review data, perform quality control, and troubleshoot scientific instrumentation and data systems to ensure data collected meet program requirements and community expectations. Depending on the program assignment, AQS may operate air monitoring stations, an air monitoring van, or assist with the set up and operation of field samplers. They may also help set up new air monitoring stations and platforms, and deploy and operate cutting edge air quality instruments, documenting new procedures on how to operate them.

Installs, operates, maintains, calibrates, and repairs ambient air monitoring, meteorological, or source test equipment and instrumentation. Evaluates instrument performance, troubleshoots malfunctioning equipment and replaces or repairs parts. 

Provides fabrication support for development and construction of monitoring platforms. 

Conducts mobile, portable or stationary source-oriented monitoring. Prepares and collects various samples of ambient and source air pollutants at air monitoring and stationary sites.

Minimum Qualifications

Education & Experience

A typical way to obtain the knowledge and skills is:

Education:

Equivalent to a Bachelor's degree from a four-year college or university with major coursework in chemistry, computer science, electronics, engineering, environmental science, mathematics, meteorology, physical sciences, physics, or a closely related field.

AND

Experience:

Air Quality Specialist I: Two (2) years of experience performing duties equivalent to the Air District’s Assistant Air Quality Specialist II, including performing air quality inspections; installing, operating and maintaining air monitoring and quality assessment instruments and equipment; or developing and administering air quality programs.  

Air Quality Specialist II: Four (4) years of experience performing air quality inspections; installing, operating and maintaining air monitoring and quality assessment instruments and equipment, or developing and administering air quality programs, of which at least two (2) years included performing work equivalent to the Air District’s Air Quality Specialist I.

Substitution:  Any combination of relevant training and work experience in the listed or related fields may substitute for the education criteria on a year for year basis.

Additional Requirements:
California Drivers License.

Physical & Lift Test: Must pass a physical exam and be able to meet the requirements of a lift test for occasional physical duties.

Terms of Assignment
The internship is a paid 10-12 week program. Tentative internship start dates are June 1st or 15th, 2026. Interns may work up to 40 hours per week; their work schedule will be set on an individual basis based on their assigned division's needs and the intern’s availability. This internship provides hands-on experience supporting a public agency’s core administrative and operational functions. Interns gain exposure to public sector operations, sustainability initiatives, and data-driven management while contributing to meaningful, project-based work.

Through rotations in the Business and Procurement Office and the Fleet & Facilities Management Offices, interns will develop a well-rounded understanding of how these teams support the agency’s daily operations, making it an ideal opportunity for those interested in public administration, operations, or government service to contribute in a meaningful way.

The following are examples of projects that the intern may support:

• Fleet operations and sustainability: Analyzing the Air District’s 100+ vehicle fleet and supporting policies and communications related to fleet greening and the transition to electric vehicles.
• Facilities data and asset management: Assisting with data collection and development of an inventory and tracking program for more than 60 owned and leased facilities. Assisting with contracts and procurement modernization.
• Supporting the rollout of a new contract and procurement data management system through data organization and process documentation.

Compliance & Enforcement
 This internship will provide an opportunity to learn about stationary sources, air quality rules and regulations, compliance and enforcement programs, and principles and practices of air quality. The intern will support compliance assistance and assurance projects that require data review and analyses and other administrative functions to track and ensure compliance. Work includes collaborating with air quality specialists, technicians and other cross-divisional staff on projects and assignments and may involve drafting informational materials that enhance compliance outcomes.

Communications
The Communications Intern will assist with the development of innovative communication strategies for the Air District. The primary job responsibility of the intern is to use best practices for digital communications to engage interested Bay Area residents and organizations in Air District projects and programs. This position will assist with developing social media content, assist with facilitating Air District presence at Bay Area events, and be responsible for day-to-day administrative work of the Communications Office. The intern will also work on the Spare the Air program, attend staff meetings, and participate in video and social media projects.

The Air Quality Engineering Intern will provide support for special engineering studies related to: air quality permits, California Environmental Quality Act (CEQA) review, and facility health risk assessments. Interns will apply their academic studies to a practical setting and learn how the Air District's Engineering Division regulates air polluting facilities within the Bay Area primarily through the Air District's permit programs (New Source Review and Title V Major Facility), which require facilities to comply with air pollution laws and regulations.

• Work with engineering staff on development of technical Permit Handbook chapters for source categories.
• Participate in engineering studies such as emissions factor development, Best Available Control Technology/emissions control technology research.

Planning- Climate Protection

The Climate Protection Planning Intern will be an active part of the Local Government Support Program, or LGSP, working to motivate, empower, and equip Bay Area local governments to realize a vibrant and equitable clean economy, clean air, and climate-safe communities. LGSP offers innovative and cutting-edge technical assistance to local governments. It has been designed with one vision in mind: to support Bay Area local governments in taking catalytic action – in partnership with disproportionately overburdened communities – to transform the region into an equitable, healthy, and climate-safe place for all, inspiring bold action across the region and state.

As a member of the LGSP team, the intern will work alongside Planning and Climate Protection staff to develop guidance, innovative tools, and other resources to support local governments, and the communities and organizations they serve, in addressing critical air quality, climate, and environmental justice issues. The intern will also work with Planning and Climate Protection staff to advance the implementation of two community-based emission reduction plans (CERPs) and the Bay Area Regional Climate Action Plan (BARCAP), specifically supporting local governments taking action in alignment with these recently completed plans.

Interns will apply their academic studies to a practical setting and learn how the Air District's Regulatory Development Division researches, evaluates, and develops new rules and rule amendments to further the Air District’s mission and improve air quality and public health. Projects are intended to further the intern’s skills and competencies in technical research, written and verbal communication, and task/project management. 

Potential projects and work assignments may include: 

• Developing and working with staff on evaluation studies such as emissions and controls research, regulatory research, and impacts analyses. 
• Writing technical reports and memos on air quality issues, pollutants, emission sources, emission control technologies, and air pollution regulations as assigned.

Software Development (Information Services)

Be part of a mission-driven technology team modernizing how environmental programs serve the public. As a summer intern, you will help design and build Microsoft-based applications that support clean air, environmental protection, and community engagement. Working alongside IT and program staff, you will contribute to real-world systems used by the public, regulated businesses, and partner agencies.

As an intern, you will:

• Develop and enhance Microsoft Power Platform solutions (Power Apps, Power Automate, Dataverse) that replace and modernize legacy tools.
• Build outward-facing applications that support environmental surveys, grant applications, incentive programs, complaints, public requests, and community reporting.
• Automate business processes including intake, validation, routing, notifications, approvals, and reporting to improve efficiency and transparency.
• Integrate applications with Microsoft 365, SharePoint, Dynamics, and Azure services to support secure data collection and collaboration.
• Help design intuitive, accessible user experiences that serve diverse communities and align with equity and environmental justice goals.

Strategic Incentives Division (SID)

The Strategic Incentives Division (SID) is a lead department for reducing air pollution from mobile sources like cars, trucks, buses, locomotives, and marine vessels. SID is also a contributor to reducing emissions from unregulated or underregulated sources like off-road engines and supporting the addition of multimodal transportation infrastructure like bikeways. The core of SID’s work is incentivizing technology users to scrap older, dirtier equipment and replace it with newer, lower-polluting or zero-emission equipment. Increasingly, we are doing this with an emphasis on improving environmental justice in the Bay Area.

The Strategic Incentives Division Intern will support outreach to technology users in environmental justice communities, help identify and strengthen communication channels with the twin goals of increasing trust between the Air District and technology users in historically underserved communities and boosting the application rate for clean air incentives. The intern will work closely with the supervisor to develop an outreach and data analysis plan and to implement the plan to estimate the size of potential technology adoption in the community. Throughout this process, the intern will have the opportunity to contribute to ideation and evaluations of strategies to overcome barriers to technology adoption — such as cost, access, awareness, and usability – and help to form more inclusive, effective programs that advance environmental and public health goals across the Bay Area.

Under supervision, the Community Service Officer (CSO) performs a wide range of field and office support duties in the patrol and support services divisions within the Marysville Police Department.

To perform varied and routine non-sworn duties with emphasis on parking enforcement and vehicle abatement program.
