SALARY 

The anticipated hiring range for the Information Technology (IT) Manager position is $142,491 - $178,114 annually, with a full salary range up to $213,737 annually. The City typically makes offers within the hiring range based on the candidate’s experience and qualifications. 

DESCRIPTION 

The City is seeking a strategic and collaborative IT Manager to join the newly established IT Department! In this key leadership role, you will oversee the City’s infrastructure and operations division, including cybersecurity, information systems, data center, network infrastructure, and help desk, while guiding technology strategy that supports operations across all departments.  

The position is responsible for managing IT staff, system implementations and upgrades, partnering in the development of long-term technology plans, and ensuring reliable, secure, and efficient IT services. The ideal candidate is a forward-thinking leader with strong technical expertise, project management experience, and the ability to partner with the Chief Technology Officer and Deputy Chief Technology Officer to implement technology solutions that improve operations and service delivery. 

PRIMARY RESPONSIBILITIES 

• Develop and implement IT strategic plans, policies, and procedures to support citywide information systems and departmental priorities. 

• Lead, supervise, and evaluate IT staff, including hiring, training, coaching, performance management, and disciplinary actions when necessary. 

• Oversee the City’s cybersecurity infrastructure and education plan 

• Oversee systems development, implementation, and maintenance of hardware, software, applications, and data processing services across City departments. 

• Coordinate IT initiatives with internal departments and external agencies to improve system integration, service delivery, and technology utilization. 

• Advise City leadership on technology strategy, system requirements, and feasibility of IT solutions. 

• Develop short- and long-term plans for technology infrastructure, including hardware and software upgrades, and modernization initiatives. 

• Manage and administer the budget, including forecasting staffing, equipment, software, and operational needs. 

• Monitor IT service performance and operational efficiency, recommending improvements to service delivery methods. 

• Oversee system design, installation, implementation, and conversion to new technologies. 

• Prepare reports, proposals, and presentations for leadership, and represent the City in meetings, committees, and professional forums. 

• Ensure compliance with applicable laws, regulations, and City policies related to information systems and data management.

The PERS Annuitant position is assigned as a Professional Services Specialist in the Police Department. This role involves assisting with various programs and services. The position is temporary and part-time, with hours up to an average of 20 hours a week that may not exceed 960 hours in the fiscal year.

The City of Menlo Park's Information Technology team is seeking a temporary IT Specialist who has a broad range of support skills to provide day to day computer/desktop support, end-point configuration and management, helpdesk support and management, and maintain and troubleshoot various systems hardware, software, peripherals, A/V, telephones and mobile devices. The Position

The Community Relations Manager/Public Information Officer is a full-time management position that reports directly to the City Manager and is part of the City Manager’s Office. The Public Information and Community Relations Division is responsible for providing information to the general public about the programs, projects, and policies of the City Council and City government.

This position is a key member of the City’s Executive Team given the unique position of being a liaison to citizens, businesses, schools, and non-profits in the City.

Under direction of the City Manager, Community Relations is responsible for the City’s cable TV franchise agreements, serving as a liaison with civic organizations, and providing staff support to the Civic Action Commission and Education Commission.

The Public Information function includes providing timely and accurate information to residents, businesses, the media, and others about City services and programs. Significant use of digital communication tools, including the City's website, social media platforms, and the City Channel, is a central aspect of the position. In addition, the role oversees and coordinates production of the Outlook, the City’s printed community newsletter, as well as communications related to special events.

Assisting the Mayor with official communications, sharing information from other organizations regarding upcoming events, providing tours of City Hall and serving as the point of contact for community organizations, providing staff support to City commissions and City Council meetings, and coordinating environmental programs are all aspects of this role that create an interesting, rewarding, and stimulating variety of work.

Compensation & Benefits

The annual salary range for the Community Relations Manager/Public Information Officer is $142,044—$188,880. Placement in this range is dependent upon qualifications.

• Retirement – The City participates in the California Public Employees’ Retirement System (CalPERS) under a 2% @ 60 formula for Classic Members. The City contributes 3% to a 401(a) plan as well as $200/month to an Retirement Health Saving (RHS) plan. Voluntary Roth IRA & 457 plans available.
• Medical Benefit – The City offers two choices for coverage—Kaiser or Health Net. The City pays 75% of the Kaiser monthly premium at each coverage level. 
• Medical in Lieu –  The City will contribute $400 (employee only coverage) or $500 (employee + 1 coverage) or $600 (family coverage) in cash, or a contribution to a 457 deferred compensation plan, in lieu of medical coverage.
• Dental & Vision: City-paid for employee and eligible dependents.
• Life Insurance – City-paid coverage equal to 1x annual salary.
• Holidays – 14 paid holidays per year.
• Vacation Leave – Up to 25 days based on years of service.
• Sick Leave – Accrues at the rate of one day per month, with no maximum accrual.
• Administrative Leave – Up to 16 hours of administrative leave each month on a non-cumulative basis.

PROJECT DESCRIPTION
The Digital Media & Communications Intern supports the Police Department by organizing and maintaining digital media assets, including photographs and video content. This role assists with capturing additional photos and video to expand the department’s digital media library and ensures content is easily accessible for communication and outreach needs. The intern will also help develop a portfolio of reusable design templates, flyers, brochures, and recruiting materials to support community engagement, public information, and recruitment efforts.

IDEAL CANDIDATE
The Ideal Candidate for the Digital Media & Communications Intern position is a creative, organized, and detail-oriented individual with a strong interest in digital media, visual design, and public-sector communications. The successful candidate will have experience capturing and editing photographs and video, managing digital files, and creating visually consistent materials across multiple platforms.

This candidate demonstrates proficiency with design and media tools (such as Adobe Creative Suite, Canva, or similar software) and has a foundational understanding of branding, layout, and visual storytelling. They are comfortable developing templates, flyers, brochures, and recruiting materials that align with established guidelines and messaging.

Strong organizational skills, the ability to manage and catalog digital assets, and a willingness to work collaboratively with department staff are essential to this position. The ideal candidate is professional, reliable, and able to exercise discretion when working with law-enforcement-related content, while contributing positively to community engagement and recruitment initiatives.

THE POSITION OBJECTIVES/GOALS
The goals of the position are to:

1.  Evaluate our current supplies of digital information and create a library of quality data.

2.  Gather additional photographs and videos to supplement and improve our current library.

3.  Create a portfolio of templates to be utilized in the future.

4.  Create flyers, brochures and handouts to assist in current and future recruiting efforts.

QUALIFICATIONS

• 4+ years of high school
• Local Woodland knowledge preferred

SALARY RANGE

The pay cycle is bi-weekly.  No other benefits compensations are provided except for worker's compensation coverage and sick leave.  Employees must contribute 1.45% of their salary to Medicare and 7.5% to a retirement plan under Federal Law.
