POSITION

Perform routine non-hazardous police office activities.  The purpose of this recruitment is to fill a current vacancy, as well as establish an eligibility list for future vacancies.

** These positions work alternate shifts which will cover a 24-hour operation.  Successful applicants may be required to work alternative hours, which may include swing shift, graveyard shift, including weekends and/or holidays. **

IDEAL CANDIDATE

The Ideal Candidate will possess an in-depth knowledge of Law Enforcement organizational structure. The Ideal Candidate will also possess good communication, customer conflict resolution skills, and writing skills, as well as be competent with computers and related software, e.g., report management, and MS Outlook, and Excel. Knowledge of principles, codes, regulations and laws governing records management of a police department.  Additionally, the Ideal Candidate will have a strong work ethic, ability to multitask, prioritize, knowledge of complex filing systems, and be available for shift work.

Duties may include but are not limited to the following: Process and maintain a variety of police records, files, forms, and manuals. Issues, receives, types, and processes various applications, permits, and other forms; processes warrants, permits, and citations; collects and processes fees and charges. Entries and modifications into a state and nationwide system. Processes police reports including receiving, reviewing, copying, distributing, filing, and making corrections as applicable. Logs subpoenas; collects, posts, and distributes department mail.  Answers a multi-line telephone system, providing information or routing calls to appropriate individuals. Greets the general public, giving information on the department and answering routine questions. Types, proofreads, and processes a variety of documents including general correspondence, memos, and legal documents. Operates standard office equipment including computer remote terminals. Creates and maintains files and databases. Provides fingerprint services for applicants and voluntary bookings. Performs related duties as assigned.

ESSENTIAL JOB FUNCTIONS

File routine reports and correspondence; perform general clerical duties using typewriter and word processor.  Respond to citizen requests for information and assistance.  Complete minor reports as required. Retrieve and input data into computer terminal. Receive calls and take messages. Accumulate data and prepare monthly statistical reports.  Process requests for copies of reports from both citizens and other criminal justice agencies. Inventory supplies and order when necessary.  Process monies and fees via the cash register, prepare licenses and permits, prepare and issue bills, complete citation sign-offs.  Prepare correspondences to victims of crime.  Complete and prepare background and record checks.  Process voluntary bookings and court ordered registrations.  Perform fingerprinting and Live Scan digital printing.  Assist in the transportation of property and evidence. Assist in preparation for the auction of property. Purge files. Provide relief for full-time Community Services Officers.  Regular and consistent attendance.

QUALIFICATIONS

Education: High School diploma or equivalent.

Experience: One (1) year of general administrative office work experience OR six (6) months of administrative office work in a law enforcement agency. Prefer experience with substantial public interaction.

License or Certificate: Possession of a valid California driver’s license required upon hire.

The Human Resources Department is seeking well qualified candidates for the position of HRIM Departmental Systems Analyst.

The Departmental Systems Analyst (DSA) will provide complex analytical support for the adaptation of and enhancement to Workday, the County’s incorporated human resources information system.  There is currently one vacancy in the HRIM division of the Human Resources Department.

In general, the DSA will provide analytical and technical expertise to support the configuration, maintenance, and continuous improvement of Workday Human Capital Management (HCM), Compensation, and Talent modules. The role serves as a key link between HR program areas, departmental users, and technical teams to ensure system functionality and data integrity and to ensure business processes effectively support departmental and organizational needs. 

The DSA will also: 

• Configure, maintain, and process negotiated compensation and classification changes such as cost-of-living adjustments, equity increases, and legislative updates within Workday.
• Administer and update job profiles, compensation plans, and related structures, supporting the Classification and Compensation program.
• Provide HCM support to departments during major workforce activities such as reorganizations, seasonal staffing, and fiscal year transitions.
• Coordinate regression testing and implement changes associated with bi-annual Workday updates in assigned functional areas.
• Prepare and distribute procedures, communications, and reports to support HR programs, system enhancements, and compliance initiatives.

The DSA must have knowledge of departmental operations and Workday system functionality, enabling effective communication between technical and non-technical staff. This includes the ability to translate business needs into system configurations to ensure that HR processes are accurately and efficiently supported.

Examples Of Duties

• Create and maintain compensation grades, steps, and allowance plans and administer job profiles and position management to support classification and compensation functions.

Qualifications

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

• Three years of responsible experience in a position that would provide knowledge of department-specific programs, processes, and/or operations, including at least one year of experience in planning, implementation, oversight, and/or utilization of automated information systems and applications used to support departmental activities.

Knowledge of: 

• Principles, practices, policies, procedures, regulations, and applicable state and federal laws pertinent to assigned operational and/or program area.
• Principles and practices used in the analysis and development of procedures and information systems associated with assigned operational and/or program area.
• HRIS concepts, data processing, and workflow design.
• Methods for planning, organization, and prioritizing multiple duties to ensure the ability to meet deadlines.

Skill/Ability to:

• Provide analytical and technical support to users of Workday, translating business needs into functional requirements, and finding solutions for pain-points. 
• Evaluate, test, and implement system enhancements to improve efficiency and user experience. 
• Maintain strong attention to detail when performing mass updates in Workday that impact job structures, compensation, and employee records.
• Collaborate with multiple stakeholders to ensure consistency and alignment across all Workday HCM areas, guiding stakeholders to maintain cohesive processes and configurations that support an efficient end-to-end system experience for employees. 
• Develop and deliver clear training materials, user guides, and communications to support process or system changes. 
• Plan, prioritize, and manage multiple tasks while meeting critical deadlines.

Minimum Qualifications

Position Duties

Under the direction of the Assistant Director of Transportation, the Information Technology (IT) Manager will plan, lead, manage, and execute the technology and innovation efforts of DOT.

This position is open until filled with a first review date scheduled for November 21, 2025.

The DOT Information Technology (IT) Manager will refine and manage the DOT information technology roadmap, which fuses departmental priorities and opportunities with technology and resource needs. The business plan includes coordination with the IT Department to assess centralized capabilities and opportunities for partnership and advancement of key strategies and systems. Some of the top priorities include:

Implementing innovative field technology improvements and integrated data systems – With the transportation and utility infrastructure spread across 178 square miles of the City, most of the Department’s work, particularly maintenance of the infrastructure, occurs in the field. With
the growth of advanced technologies like the Internet of Things (IoT) and Artificial Intelligence (AI) the City has an opportunity to strategically deploy innovations that could save time and resources, as well as improve response times. The IT Manager will work with the IT Department, the City Manager’s Office, and other City Departments to lead the assessment of existing processes and systems to identify, develop, and implement automated workflows to improve efficiency and productivity.

Automating, updating, and supporting multiple IT Systems – DOT has a number of important IT needs and coordination efforts that are identified and prioritized in the DOT IT Business Plan. These projects include the maintenance and development of feature request applications in our Salesforce Work Order platform, updates to the Geographic Information System (GIS), and upgrades of various administrative and engineering databases.

Coordinating Civic Innovation – The DOT IT Manager will also play a lead role in planning and implementing DOT’s Civic Innovation Projects. The transportation industry is dramatically changing around us with the emergence of Automated Vehicles, highly advanced traffic signal management systems, and complex data reporting and analytics capabilities. In alignment with the San Jose’s technology vision and in coordination with the Mayor’s and City Manager’s Office, the DOT IT Manager will build upon current momentum to make San Jose one of the most innovative cities. The IT Manager supervises and/or coordinates staff in the Information Systems Analyst, Senior Geographic Systems Specialist, Systems Applications Programmer, Network Engineer, Innovation Program Manager, and Network Technician classifications.

Key General Responsibilities:

• Develops, coordinates, guides, and maintains IT system strategic and tactical plans in support of the department’s overall direction and within the framework of Citywide IT protocols and standards.
• Plans, implements, and manages the department’s information technology operations ensuring efficient utilization of resources.
• Collaborates and coordinates with IT and other departmental stakeholders to assess centralized capabilities, opportunities for partnership, and advancement of key strategies in a way that maximizes the interoperability of systems between DOT and other departments.
• Utilizes in-depth technical knowledge and business requirements to design and implement technology solutions.
• Analyzes complex business needs and recommends technical solutions.
• Ensures technology projects and systems are adequately resourced with the appropriate levels of technology staff and line staff.
• Serves as a liaison with other departmental divisions and operations to identify and address technology needs.
• Negotiates and administers contracts and agreements with vendors and agencies.
• Supervises staff by hiring, selecting, training, evaluating, and making work assignments. May also coordinate and supervise the work of teams comprised of individuals in a variety of organizations.
• Leads and manages a staff of 12, and assists with budget management, personnel, and training matters.

Minimum Qualifications

Education
A Bachelor’s degree from an accredited college or university with coursework in computer science, information systems, business administration, or closely related field

Experience
Five (5) years of experience managing, maintaining, and implementing technology programs, computer system infrastructure and design, network operations, security design, application development and configurations, and system/server administration, including three (3) years of supervisory experience over a technical team.

Certifications/Licenses
One or more credentials in Salesforce is desired, preferably certification as a Salesforce Administrator and/or Developer.

Possession of a valid license authorizing operation of a motor vehicle in California. The selected candidate will be enrolled in the Employer Pull Notice (EPN) program; an authorization for release of driver record information form must be signed as a condition of employment.

THE IDEAL CANDIDATE
The ideal candidate is a results-driven professional with previous experience as an IS/IT Manager. The successful candidate will be a highly effective communicator who is able to build solid working relationships with management, peers, and staff. Candidates should possess superior long-term planning and project implementation experience and a commitment to high quality, effective customer service. Experience in the rollout and maintenance of major new initiatives is expected, as well as the ability to translate complicated IT issues into understandable terms. COMPENSATION AND BENEFITS
The approved salary range for this position goes up to $183,248. Employees in the Department Information Technology (IT) Manager classification will also receive an approximate five percent (5%) ongoing non-pensionable pay.

The actual salary will depend on the qualifications and experience of the individual selected. The City provides an array of benefits.

• Health Insurance – The City contributes 100% towards the premium for the lowest cost plan. There are several plan options.

• Dental Insurance – The City contributes 100% of the premium of the

Executive Leave of 48 hours is granted annually with the ability to earn up to 40 extra hours annually based on performance. Sick Leave is accrued at the rate of 8 hours per month.

• Holidays – The City observes 15 paid holidays annually.

What You’ll Do

THE POSITION

Under general supervision of a Police Sergeant, the Police Officer is a sworn position assigned to field operations to patrol for the prevention and detection of crime and enforcement of laws and regulations within the philosophy of community oriented policing.  Incumbents are normally expected to solve most work problems independently and to refer to supervisory personnel only those matters which involve policy decisions, technical questions and unusual problems at the entry level and make recommendations at the advanced level.

To attend a Peace Officer Standards and Training (P.O.S.T), a certified basic academy. ABOUT THE POLICE DEPARTMENT

ABOUT THE CITY

ESSENTIAL JOB FUNCTIONS

As a Police Officer Recruit, the Recruit will attend a Peace Officer Standards and Training (P.O.S.T), a certified basic academy during regular academy hours, and any other scheduled departmental and academy exercise activities.  Successful completion of the academy is required to continue employment and be promoted to Police Officer.  General Supervision will be provided by supervisory Police Department personnel, both sworn and civilian, and P.O.S.T. Academy staff.  No direct supervision of staff is exercised. 

QUALIFICATIONS

Education:  Equivalent to graduation from an accredited U.S. high school; passing score on the General Education Development (GED) test; or possession of a two-year, four-year, or advanced degree from an accredited college or university.

License or Certificate:  Possession of a valid California Class C driver's license with an acceptable driving record.

Environment:  The candidate will train in a high-stress police-training academy; indoor classrooms and outdoor physical agility course; exposed to noise, smoke, and inclement

Physical:  Physical health, strength, stature, and agility to meet the physical demands of police work as determined by an agility test and a pre-employment physical exam.

Vision:  See in the normal visual range with or without correction.

Hearing: Hear in the normal audio range with or without correction.

Age:  Must be 21 years of age upon completion of the academy.

Citizenship:  A candidate must be legally authorized to work in the United States under federal law at the time of appointment. SPECIAL REQUIREMENTS

Applicants for the Police Officer Recruit position must pass the POST Entry-Level Law Enforcement Test Battery (PELLETB) with a minimum T-Score of 45 and must pass all components of the Physical Agility Test-Work Sample Test Battery (WSTB) with a minimum score of 320.

• If taken within the past 12 months, applicants may submit evidence of a P.O.S.T. Certified PELLETB test score with a score equal to or greater than a T-45 with the application to be considered for this recruitment.
• Woodland Police Department will accept previously received Physical Agility Test-Work Sample Test Battery (WSTB) scores if it is in an official format and less than 6 months old. 

Test Details:

1) Written Test - POST Entry-Level Law Enforcement Test Battery (PELLETB) - This test must be completed in less than 2.5 hours, and it must be passed with a minimum T-Score of 45.  The areas covered by the test include:

• Spelling - Select the correct spelling of a word from a list of options
• Vocabulary - Select the correct meaning of a word from a list of options
• Clarity - Select the sentence that is most clearly written from a pair of options
• Reading - Read a passage and answer questions about the passage's content
• CLOZE - Use contextual clues to complete a passage that contains missing words

2) Physical Agility Test - Work Sample Test Battery (WSTB) - This test consists of five individually timed and weighted events, and the minimum passing score is 320 (Important – POST Academies may require a higher standard). The events include:

• 99-yard obstacle course with sharp turns and up to 34-inch high obstacles
• 165-pound body drag for 32 feet
• 6-foot chain link fence climb
• 6-foot solid wall climb
• 500-yard run

Test Date:

Woodland Police Department will offer the WSTB tests on an ongoing basis. Candidates will be notified of test dates and times once they have applied.

Eligible List Placement: 

Applicants for this position must take and pass the Physical Agility - Work Sample Test Battery (pass/fail), and the POST Entry-level Law Enforcement Test Battery (PELLETB) with a minimum T-score of 45 (weight: 100%).  Those applicants who pass both the PELLETB and Physical Agility test (WSTB) will be invited to participate in a panel interview.  Applicants who successfully pass the panel interview will be placed on an eligibility list and may be selected to participate in a final interview with the Chief of Police.

Requirements

This is a Peace Officer Standards and Training (POST) position. Candidates must successfully pass a complete background investigation including fingerprints, polygraph, psychological and medical examinations. Applicants with a felony conviction and/or a conviction outside of California that would be considered a felony in this state will be disqualified.

After passing the exam, hiring interview and screening processes, candidates are eligible to be hired as Communications Dispatcher I - Unclassified (U) and attend the 8-week Basic Communications Dispatcher Academy training program as a trainee.
