The City of Wheatland is looking for an experienced and innovative professional to serve as the City’s next City Manager.

ABOUT THE COMMUNITY
Incorporated in 1874, the City of Wheatland is located at the gateway of California’s ‘Mother Lode’ gold rush country, approximately 34 miles north of Sacramento and 107 miles north of San Francisco. Wheatland is one of two incorporated cities in Yuba County. With a population of approximately 4,000, the city’s small-town charm makes it a special place to live and work, with easy access to a variety of recreational, shopping and dining opportunities.

THE ORGANIZATION
The City of Wheatland operates under the Council/Manager form of government. The city is governed by five Councilmembers elected at-large, each serving four-year terms. The City Council appoints the City Manager and City Attorney. The City of Wheatland currently operates with a staff of 28 positions and provides a full array of municipal services including public safety, streets maintenance, parks, water and wastewater utilities, and administration. The city’s total budget for the current year is $11.1 million. 

ABOUT THE POSITION
 Under policy direction from the City Council, the City Manager serves as the chief executive officer for the City; The City Manager plans, manages, organizes and directs the overall administrative activities and operations of the City, develops and implements budget and financial strategies for the City and provides complex administrative support to the City Council. The City Manager develops and recommends policies, procedures, rules, and regulations governing City operations for presentation and approval from the City Council and ensures proper communication and implementation of policy decisions. This position directs the preparation of staff reports and agenda items and ensures that all City Council actions are properly recorded and implemented.

The Town Clerk is a key member of the Town’s Executive Team, responsible for a wide range of essential duties and responsibilities.  Responsibilities include preparation of agendas, noticing, posting, and recordation of public meetings and outcomes; preparation and coordination of meeting materials; and planning and managing elections consistent with the California Elections Code.

This classification oversees, directs, and participates in all activities of the Town Clerk Office, including short and long-term planning as well as development and administration of departmental policies, procedures, and services. This class provides assistance to the Town Council and Town Manager in a variety of administrative, coordinative, analytical, and liaison capacities. Successful performance of the work requires knowledge of public policy, municipal functions and activities, including the role of an elected Town Council, and the ability to develop, oversee, and implement projects and programs in a variety of areas. Responsibilities include coordinating the activities of the department with those of other departments and outside agencies and managing and overseeing the complex and varied functions of the department. The incumbent is accountable for accomplishing departmental planning and operational goals and objectives, and for furthering Town goals and objectives within general policy guidelines.

ESSENTIAL FUNCTIONS:

• Assumes full management responsibility for all Town Clerk’s Office programs, services, and activities including records management, elections administration, Town Council support, licensing, and management/support services.  Manage the Council rules of procedure policy, as well as provide Council orientation and on-boarding process for incoming Councilmembers.

• Develops, directs, and coordinates the implementation of goals, objectives, policies, procedures, and work standards for the department; establishes, within agency policy, appropriate budget, service, and staffing levels.

• Manages and participates in the development and administration of the department’s budget; directs the forecast of additional funds needed for staffing, equipment, and supplies.

• Selects, trains, motivates, and directs department personnel; evaluates and reviews work for acceptability and conformance with department standards, including program and project priorities and performance evaluations.

• Works with employees to correct deficiencies; implements discipline and termination procedures; responds to staff questions and concerns.

• Coordinates and assists in the facilitation of the Town’s Ethics and Sexual Harassment Prevention training.

• Serves as the Clerk of the Town Council and Geological Hazard Abatement District; attends meetings and oversees the recording of all official proceedings; supervises the preparation of public notifications, agendas, minutes, and other documents; directs the publication, filing, indexing, and safekeeping of all proceedings of the Town Council. 

• Supports Town’s boards, commissions, and committees including development of enabling legislation, policies and procedures; recruitment, interview and appointment of members; management of member disclosure and training requirements; monitoring of term expirations, attendance and compliance with all applicable rules and regulations; processing resignations, removals, vacancies, and reappointments; and oversight department staff liaisons including providing resources, guidance, and training. 

• Administers the public hearing process for the Town Council; supervises the coordination of public hearing packets and public notices of hearings in accordance with various government code requirements and legal deadlines. 

• Oversees the operations of the Town-wide records management program, and records preservation and destruction; sets and ensures legal compliance retention schedules for Town records; develops and updates records retention policies and procedures; serves as the Town’s Public Records Act (PRA) administrator, including intake, tracking, coordination with departments, and timely response to public records requests, researches Town documents, historical information, and other information as needed; attests, indexes, and files all legislative actions. 

• Plans, manages, and conducts municipal elections and special elections; ensures compliance with the California Elections Code, Political Reform Act, and other government codes; provides candidate filing services, nomination assistance, and informational materials; maintains election documents for public inspection; oversees printing of sample ballot material; declares election results; administers and files oaths of office. 

• Serves as Filing Officer and Filing Official for the Political Reform Act; manages the Town’s disclosure requirements for designated employees, distributes forms and notifications; conducts required audits; advises and trains candidates, committees, and treasurers on filing requirements; determines and collects fines for late filing; ensures campaign contribution limits and other requirements are met; corresponds with the Fair Political Practices Commission (FPPC) as appropriate.  Coordinate and conduct training on FPPC regulations.  Manages the codification and maintenance of revisions to the Municipal Code; tracks ordinance adoption, effective dates, posting and publication requirements, and maintains historical ordinance records.

• Provides contracts and agreements administration to ensure documents are signed and recorded in a timely manner, including the receipt and filing of bid documents; supervises contract bid openings and performance bonds.

• Accepts and logs claims filed against the Town to record necessary information and forward for processing.

• Represents the Town Clerk Office to other Town departments, elected officials, and outside agencies; explains and interprets departmental programs, policies, and activities; negotiates and resolves significant and controversial issues. 

• Attends and participates in professional group meetings and committees; stays abreast of new trends and innovations in the field of municipal government. 

• Monitors changes in laws, regulations, and technology that may affect Town or departmental operations; implements policy and procedural changes as required. 

• Responds to difficult and sensitive public inquiries and concerns and assists with resolutions and alternative recommendations. 

• Ensures staff observe and comply with all Town and mandated safety rules, regulations, and protocols.

• May serve as a staff liaison to a designated committee, board, or commission within the Town. 

• Performs related duties as required.

The Deputy Probation Officer I/II/III position in the Probation Department will investigate cases of juvenile delinquency or dependency and adult applicants for probation; supervise and counsel juveniles and adults on probation; prepares reports and recommendations for court. Provides professional casework services to adult and juvenile offenders involving the referral, supervision and rehabilitation of juveniles and adults on probation; and provides advocacy and related services to victims of crimes. The Deputy Probation Officer III is the advanced journey level position in the class. This position is scheduled for forty (40) hours per week. 

WHAT YOU’LL DO

• Prepares and presents reports and recommendations regarding juveniles and adults for the Superior Court.
• Investigates violations of the law by juveniles and adults, and prepares a variety of reports to the court on individuals under the jurisdiction of the court.
• Analyzes and uses information gathered by interviewing the accused and others involved in a case to assess client needs; develops a supervision plan designed to achieve desired behavioral changes; prepares progress reports.
• Arrests juvenile/adult probationers, or makes arrangements through law enforcement agencies for the arrest of juvenile/adult probationers who violate the law or terms of probation; physically restrains juvenile/adult probationers when necessary.
• Makes financial arrangements for the collection and distribution of fines, restitution and other payments.

The Department:

The Santa Clara City Library is a department of the City and has positioned itself as a dynamic community hub, providing access to information, literacy resources, educational programming, and promotes civic engagement in Santa Clara. The Library Department is organized into seven divisions: Administration, Adult Services, Branch Services, Customer Services, Facilities, Technical and Technology Services and Youth Services. Santa Clara City Library is in the process of finalizing and implementing its new Strategic Plan that will support the direction of future library services.

The Position:

This is the entry-level class within the literacy series responsible for helping raise community awareness of the library’s adult and family literacy services. The Literacy Advocate does community outreach, facilitates information meetings for new learners and volunteers and supports the involvement of adult learners in the Read Santa Clara program, connecting them to helpful library and community resources.  Read Santa Clara is the adult and family literacy program of the Santa Clara City Library. 

The position being filled is a 0.5 FTE position. Benefits for this position will be prorated to a half-time position. The annual salary range for this position is $34,966.38 - $44,692.20, this is a prorated amount. This position may be filled at or near the minimum of the salary range.

This position is a working level civilian class in law enforcement, performing a variety of        non-sworn duties in support of law enforcement activities.  Incumbents may perform civil, code enforcement, and criminal services including a variety of routine to more complex non-sworn law enforcement and crime prevention work including patrolling assigned areas, answering calls for service and complaints, serving civil papers, providing court room security; and enforcing local ordinances related to public safety and welfare.  As a County Services Officer he/she will enforce Division 14 of the Agricultural Code of the State of California and enforce the County ordinance governing the animal and rabies control program, in an effort to maintain public safety and welfare.  This position is scheduled for forty (40) hours per week.

Works with other law enforcement agencies in matters related to the investigation of crimes and apprehension of offenders.

THE DEPARTMENT

The Human Resources Department provides a wide range of internal service support to the City's 12 departments and over 400 employees, strategically aligned with the City Manager's Office leadership of the City team.

The Human Resources Department is composed of a Human Resources Director, Risk Manager, Senior Human Resources Analyst, and three additional support staff positions.

The Human Resources Operations Manager oversees a variety of labor relations and benefits administration duties and serves on the bargaining team during union negotiations.  They will work closely with the HR Director to make important decisions for the HR Department, such as organizational structure changes and staff oversight responsibilities while also serving as a subject matter expert to fellow HR staff and department heads.  They will oversee HR staff and contribute to the development of the Department's annual budget.  This role focuses on supporting the HR team in union relations, meet and confer challenges, grievance responses, and contract negotiations, while supporting department managers through the employee coaching and progressive discipline process.  The Human Resources Operations Manager will use a high degree of accuracy, independent judgment, and discretionary decision-making with respect to interpretation and Memorandum of Understanding (MOU), City policies and procedures, the Employer-Employee Relations Resolution and Public Employment Relations Board rulings.  This position also provides oversight for employee benefits administration, and worker's compensation programs for the City.

• Periodically reviews and evaluates established recruitment and selection procedures and recommends and implements changes when required.
• Manages and directs the City's employee benefits program including leave management programs; negotiates with insurance carriers on rates and coverage; works with insurance brokers to obtain the best rates and coverage for a variety of products; monitors industry trends and recommends strategies to the Human Resources Director dealing with cost and quality.

EDUCATION/EXPERIENCE

Human Resources Operations Manager

• Sufficient education, training and/or work experience to demonstrate possession of the following knowledge, skills and abilities which would typically be acquired through:
  • Education: Possession of a bachelor's degree with major course work in business or public administration, industrial relations, human resources management or a closely related field, AND
  • Experience: Five (5) years of professional experience in public administration required, including two (2) years of direct supervision preferably in a public agency.
  • Master's degree in Human Resources Management, Public Administration or a related field is preferred.

Principal Human Resources Analyst

• Sufficient education, training and/or work experience to demonstrate possession of the following knowledge, skills and abilities which would typically be acquired through:
  • Education: Possession of a bachelor's degree with major course work in business or public administration, industrial relations, human resources management or a closely related field, AND
  • Experience: Five (5) years of professional experience in public administration required, including two (2) years of increasingly responsible work in the areas of labor and employee relations and/or Worker's Compensation.
  • Master's degree in Human Resources Management, Public Administration or a related field is preferred.

The Department: 

The Mayor and Council office is a division of the City Manager’s Office. As an integral part of the City Manager’s Office, the Mayor and Council division provides administrative support to the City Council and general customer service to constituents and external stakeholders. The Santa Clara City Council consists of the Mayor elected at-large, and six City Councilmembers elected by City Council district.

The Position: 

The Executive Assistant is an executive-level support position responsible for interacting effectively with the public, elected officials, City management and key department staff. The position will provide administrative support including calendar management, oversight of event and meeting coordination, managing travel arrangements, administration of office budget, and managing a wide range of complex administrative duties with initiative, independence, while supporting management staff and elected officials. This role requires exceptional organizational skills, strong communication abilities, and the capacity to handle confidential information with discretion.

This class is distinguished from other office administrative classes by its direct reporting relationship to the City Manager and its broader continuing interfaces with political and elected officials, department directors, other government agencies, private business representatives, City staff, and the public. The ideal candidate must be able to handle non-partisan confidential matters with a high level of judgement, practice confidentiality and discretion. An incumbent in this position demonstrates strong ethical, professional, and service-oriented leadership and interpersonal skills, sets a good example, and correctly applies the tenets of the City's Code of Ethics and Values.

 
As a member of the City's unclassified service, this is an "at-will" position, and the incumbent serves at the discretion of the City Manager.

Possession of a valid California Class C driver's license is required at time of appointment and for duration of employment.

TOWN MANAGER - TOWN OF LOOMIS

The Town Council of the Town of Loomis, California (population 6,800) is seeking an energetic and engaging individual with a commitment to public service to become its new Town Manager. The Town Manager directs, coordinates, and manages the overall administrative   activities and operations of the Town and advises and assists the Town Council while exercising significant independent judgment and initiative. In this smaller-sized entity, the Town Manager will need to be comfortable with a hands-on and collaborative approach to day-to-day  management. This will include providing strong leadership and frequent interaction with the small team (Finance, Community Development, Engineering and Public Works), fostering a    collaborative, open dialogue, and teamwork. The Town Council also seeks a Town Manager who enjoys working in the public sector and appreciates the variety and diversity of contributions from all sources within the organization, as well as from this active and engaged community.

This position requires a Bachelor's degree and progressively responsible experience in an administrative, managerial, or senior level staff capacity in a comparable organization with  similar issues. California municipal experience, particularly in a rural setting, is highly regarded by the Town Council, although all highly qualified candidates are strongly encouraged to apply. An advanced degree may be a plus based on overall career experience.
