Incorporated in 1874, the City of Wheatland is located at the gateway of California’s ‘Mother Lode’ gold rush country, approximately 34 miles north of Sacramento and 107 miles north of San Francisco. Wheatland is one of two incorporated cities in Yuba County. With a population of approximately 4,000, the city’s small-town charm makes it a special place to live and work, with easy access to a variety of recreational, shopping and dining opportunities.

THE ORGANIZATION
The City of Wheatland operates under the Council/Manager form of government. The city is governed by five Councilmembers elected at-large, each serving four-year terms. The City Council appoints the City Manager and City Attorney. The City of Wheatland currently operates with a staff of 28 positions and provides a full array of municipal services including public safety, streets maintenance, parks, water and wastewater utilities, and administration. The city’s total budget for the current year is $11.1 million. 

ABOUT THE POSITION
 Under policy direction from the City Council, the City Manager serves as the chief executive officer for the City; The City Manager plans, manages, organizes and directs the overall administrative activities and operations of the City, develops and implements budget and financial strategies for the City and provides complex administrative support to the City Council. The City Manager develops and recommends policies, procedures, rules, and regulations governing City operations for presentation and approval from the City Council and ensures proper communication and implementation of policy decisions. This position directs the preparation of staff reports and agenda items and ensures that all City Council actions are properly recorded and implemented.

The Town Clerk is a key member of the Town’s Executive Team, responsible for a wide range of essential duties and responsibilities.  Responsibilities include preparation of agendas, noticing, posting, and recordation of public meetings and outcomes; preparation and coordination of meeting materials; and planning and managing elections consistent with the California Elections Code.

This classification oversees, directs, and participates in all activities of the Town Clerk Office, including short and long-term planning as well as development and administration of departmental policies, procedures, and services. This class provides assistance to the Town Council and Town Manager in a variety of administrative, coordinative, analytical, and liaison capacities. Successful performance of the work requires knowledge of public policy, municipal functions and activities, including the role of an elected Town Council, and the ability to develop, oversee, and implement projects and programs in a variety of areas. Responsibilities include coordinating the activities of the department with those of other departments and outside agencies and managing and overseeing the complex and varied functions of the department. The incumbent is accountable for accomplishing departmental planning and operational goals and objectives, and for furthering Town goals and objectives within general policy guidelines.

ESSENTIAL FUNCTIONS:

• Assumes full management responsibility for all Town Clerk’s Office programs, services, and activities including records management, elections administration, Town Council support, licensing, and management/support services.  Manage the Council rules of procedure policy, as well as provide Council orientation and on-boarding process for incoming Councilmembers.

• Develops, directs, and coordinates the implementation of goals, objectives, policies, procedures, and work standards for the department; establishes, within agency policy, appropriate budget, service, and staffing levels.

• Manages and participates in the development and administration of the department’s budget; directs the forecast of additional funds needed for staffing, equipment, and supplies.

• Selects, trains, motivates, and directs department personnel; evaluates and reviews work for acceptability and conformance with department standards, including program and project priorities and performance evaluations.

• Works with employees to correct deficiencies; implements discipline and termination procedures; responds to staff questions and concerns.

• Coordinates and assists in the facilitation of the Town’s Ethics and Sexual Harassment Prevention training.

• Serves as the Clerk of the Town Council and Geological Hazard Abatement District; attends meetings and oversees the recording of all official proceedings; supervises the preparation of public notifications, agendas, minutes, and other documents; directs the publication, filing, indexing, and safekeeping of all proceedings of the Town Council. 

• Supports Town’s boards, commissions, and committees including development of enabling legislation, policies and procedures; recruitment, interview and appointment of members; management of member disclosure and training requirements; monitoring of term expirations, attendance and compliance with all applicable rules and regulations; processing resignations, removals, vacancies, and reappointments; and oversight department staff liaisons including providing resources, guidance, and training. 

• Administers the public hearing process for the Town Council; supervises the coordination of public hearing packets and public notices of hearings in accordance with various government code requirements and legal deadlines. 

• Oversees the operations of the Town-wide records management program, and records preservation and destruction; sets and ensures legal compliance retention schedules for Town records; develops and updates records retention policies and procedures; serves as the Town’s Public Records Act (PRA) administrator, including intake, tracking, coordination with departments, and timely response to public records requests, researches Town documents, historical information, and other information as needed; attests, indexes, and files all legislative actions. 

• Plans, manages, and conducts municipal elections and special elections; ensures compliance with the California Elections Code, Political Reform Act, and other government codes; provides candidate filing services, nomination assistance, and informational materials; maintains election documents for public inspection; oversees printing of sample ballot material; declares election results; administers and files oaths of office. 

• Serves as Filing Officer and Filing Official for the Political Reform Act; manages the Town’s disclosure requirements for designated employees, distributes forms and notifications; conducts required audits; advises and trains candidates, committees, and treasurers on filing requirements; determines and collects fines for late filing; ensures campaign contribution limits and other requirements are met; corresponds with the Fair Political Practices Commission (FPPC) as appropriate.  Coordinate and conduct training on FPPC regulations.  Manages the codification and maintenance of revisions to the Municipal Code; tracks ordinance adoption, effective dates, posting and publication requirements, and maintains historical ordinance records.

• Provides contracts and agreements administration to ensure documents are signed and recorded in a timely manner, including the receipt and filing of bid documents; supervises contract bid openings and performance bonds.

• Accepts and logs claims filed against the Town to record necessary information and forward for processing.

• Represents the Town Clerk Office to other Town departments, elected officials, and outside agencies; explains and interprets departmental programs, policies, and activities; negotiates and resolves significant and controversial issues. 

• Attends and participates in professional group meetings and committees; stays abreast of new trends and innovations in the field of municipal government. 

• Monitors changes in laws, regulations, and technology that may affect Town or departmental operations; implements policy and procedural changes as required. 

• Responds to difficult and sensitive public inquiries and concerns and assists with resolutions and alternative recommendations. 

• Ensures staff observe and comply with all Town and mandated safety rules, regulations, and protocols.

• May serve as a staff liaison to a designated committee, board, or commission within the Town. 

• Performs related duties as required.

The Office Technician I/II position at the County Counsel Office performs a wide variety of specialized technical duties. This position will also work with Personnel, where they will provide information and assistance to the public regarding departmental policies and procedures. The Office Technician II position is distinguished from the class of Office Technician I by the responsibility to perform the most complex technical duties in the program to which assigned. This position is scheduled for forty (40) hours per week.

JOB DUTIES

• Prepares, types, maintains and/or processes a variety of records, reports, correspondence, charts, tables, logs, legal documents, etc., as required.
• Receives and responds to inquiries, requests for assistance and complaints from County staff, outside agencies and/or the general public.
• Performs routine clerical duties as required, including but not limited to typing reports and correspondence, copying and filing documents, retrieving files, entering computer data, completing and processing various forms, maintaining inventory, ordering supplies, assembling materials, faxing information, answering the telephone, greeting and assisting customers I clients, processing mail, etc

The Department:

The Santa Clara City Library is a department of the City and has positioned itself as a dynamic community hub, providing access to information, literacy resources, educational programming, and promotes civic engagement in Santa Clara. The Library Department is organized into seven divisions: Administration, Adult Services, Branch Services, Customer Services, Facilities, Technical and Technology Services and Youth Services. Santa Clara City Library is in the process of finalizing and implementing its new Strategic Plan that will support the direction of future library services.

The Position:

This is the entry-level class within the literacy series responsible for helping raise community awareness of the library’s adult and family literacy services. The Literacy Advocate does community outreach, facilitates information meetings for new learners and volunteers and supports the involvement of adult learners in the Read Santa Clara program, connecting them to helpful library and community resources.  Read Santa Clara is the adult and family literacy program of the Santa Clara City Library. 

The position being filled is a 0.5 FTE position. Benefits for this position will be prorated to a half-time position. The annual salary range for this position is $34,966.38 - $44,692.20, this is a prorated amount. This position may be filled at or near the minimum of the salary range.

The County Executive’s Office seeks qualified candidates for the position of Outreach and Enforcement Associate in the Office of Labor Standards and Enforcement.

Launched in July 2025, the Office of Labor Standards and Enforcement (OLSE) promotes fair labor practices throughout San Mateo County. OLSE’s core functions include conducting outreach and education to workers and employers within San Mateo County about their rights and obligations in the workplace and enforcing labor standards that protect San Mateo County workers through coordinated investigations and efforts to secure compliance.

THE POSITION

Reporting to the Labor Standards Manager, the Outreach and Enforcement Associate will lead OLSE’s community outreach and engagement work, support civil investigations and enforcement actions, and manage projects to support OLSE’s implementation. Spanish fluency is required for this position. 

The Outreach and Enforcement Associate’s key responsibilities will include:

• Outreach and Community Engagement:
  • Plan and implement culturally and linguistically appropriate labor standards outreach campaigns targeting low-wage workers and their employers, prioritizing outreach consistent with geographic and industry priorities, with buy-in from key stakeholders. 
  • Execute a wide range of outreach activities, including mass mailings, door-to-door canvassing, flyering, tabling, presentations, workshops, and events.
  • Deliver presentations to and facilitate discussions with low-wage workers and small businesses, providing clarity on workplace rights and resources available to support labor compliance.
  • Develop and maintain educational materials that present information responsive to community need in an accurate, accessible, and engaging manner.
  • Build partnerships and cooperative working relationships with County departments and various community, public, and regulatory organizations.

• Enforcement Support and Intake Coordination:
  • Receive and respond to complaints, inquiries, and requests for support from workers, employers, and members of the public, implementing OLSE’s intake procedures and best practices for ensuring all stakeholders who contact OLSE receive clear, helpful, in-language, and timely information and complaints are investigated promptly.
  • Conduct initial interviews with workers seeking OLSE assistance by phone and in-person; identify worker priorities and make recommendations for appropriate next steps.
  • As assigned, and under supervision, conduct investigations of potential violations of laws within OLSE’s jurisdiction, including interviewing workers, engaging with employers, calculating damages, and drafting investigation reports.

• Project Management:
  • Support the development and implementation of OLSE workflows and processes, including the implementation of a case management database.
  • Coordinate contract solicitations and assist with the maintenance and monitoring of OLSE contracts.
  • Prepare reports on OLSE activities and outcomes.

Additional duties include but are not limited to:

• Assist in developing goals, objectives, policies, procedures, and work standards. 
• Analyze programmatic practices and procedures and make recommendations for organizational, operational, policy, and procedural improvements.
• Conduct needs analyses, feasibility studies, and evaluations.
• Support Office of Labor Standards and Enforcement programs and projects.
• Continuously monitor the efficiency and effectiveness of operations and service delivery methods and procedures to maximize funding and minimize costs. 
• Develop, summarize, and maintain administrative and fiscal records.
• Prepare comprehensive technical reports, identify alternatives, and make and justify recommendations.
• Conduct special research projects and financial analyses for countywide programs and usage, produce findings and recommendations, and prepare related reports.
• Represent the Office in interdepartmental, community, and professional meetings and confer and coordinate with other County staff on a wide variety of administrative analyses and planning issues.
• Ensure compliance with Federal, State, County, and funding agency regulatory and reporting requirements and applicable laws, regulations, and professional practices.
• Prepare and submit Board of Supervisor agenda reports and various other commission, committee, and staff reports, resolutions, ordinances, and correspondence regarding assigned activities.
• Attend meetings, conferences, workshops, and training sessions and review publications and related materials to become and remain current on principles, practices, and new developments in labor standards, labor laws, and enforcement.
• Communicate orally, in writing, or through graphic representations and statistical summaries with colleagues, managers, employees, the public, organized employee groups, and representatives of various organizations.
• Participate, as requested, in selecting, training, motivating, and evaluating assigned staff and interns; direct the work activities of assigned staff; prioritize and coordinate work assignments; provide or coordinate staff training; review work for accuracy; and work with employees to correct deficiencies.
• Perform other duties as assigned.

The Public Works Program Manager leads and supports a diverse team of professional, technical, and administrative staff while overseeing a key functional area within the Public Works Department. This role plays a critical part in planning, coordinating, and delivering high-quality public services that positively impact the community. The Program Manager receives direction from the Public Works Director or designee and exercises direct supervision over professional, technical, and clerical staff, ensuring work is completed efficiently, collaboratively, and in alignment with departmental goals and regulatory requirements.

TOWN MANAGER - TOWN OF LOOMIS

The Town Council of the Town of Loomis, California (population 6,800) is seeking an energetic and engaging individual with a commitment to public service to become its new Town Manager. The Town Manager directs, coordinates, and manages the overall administrative   activities and operations of the Town and advises and assists the Town Council while exercising significant independent judgment and initiative. In this smaller-sized entity, the Town Manager will need to be comfortable with a hands-on and collaborative approach to day-to-day  management. The Public Works Department is responsible for operating, maintaining, and improving the City’s public infrastructure – streets, water, storm, public buildings, the City’s fleet, trees, parks, and traffic signals. The Department also reviews plans and inspects construction of public improvements to serve private residential and commercial development and plans the capital and operating budgets.
