The Department:

The Santa Clara City Library is a department of the City and has positioned itself as a dynamic community hub, providing access to information, literacy resources, educational programming, and promotes civic engagement in Santa Clara. The Library Department is organized into seven divisions: Administration, Adult Services, Branch Services, Customer Services, Facilities, Technical and Technology Services and Youth Services. Santa Clara City Library is in the process of finalizing and implementing its new Strategic Plan that will support the direction of future library services.

The Position:

This is the entry-level class within the literacy series responsible for helping raise community awareness of the library’s adult and family literacy services. The Literacy Advocate does community outreach, facilitates information meetings for new learners and volunteers and supports the involvement of adult learners in the Read Santa Clara program, connecting them to helpful library and community resources.  Read Santa Clara is the adult and family literacy program of the Santa Clara City Library. 

The position being filled is a 0.5 FTE position. Benefits for this position will be prorated to a half-time position. The annual salary range for this position is $34,966.38 - $44,692.20, this is a prorated amount. This position may be filled at or near the minimum of the salary range.

The County Executive’s Office seeks qualified candidates for the position of Outreach and Enforcement Associate in the Office of Labor Standards and Enforcement.

Launched in July 2025, the Office of Labor Standards and Enforcement (OLSE) promotes fair labor practices throughout San Mateo County. OLSE’s core functions include conducting outreach and education to workers and employers within San Mateo County about their rights and obligations in the workplace and enforcing labor standards that protect San Mateo County workers through coordinated investigations and efforts to secure compliance.

THE POSITION

Reporting to the Labor Standards Manager, the Outreach and Enforcement Associate will lead OLSE’s community outreach and engagement work, support civil investigations and enforcement actions, and manage projects to support OLSE’s implementation. Spanish fluency is required for this position. 

The Outreach and Enforcement Associate’s key responsibilities will include:

• Outreach and Community Engagement:
  • Plan and implement culturally and linguistically appropriate labor standards outreach campaigns targeting low-wage workers and their employers, prioritizing outreach consistent with geographic and industry priorities, with buy-in from key stakeholders. 
  • Execute a wide range of outreach activities, including mass mailings, door-to-door canvassing, flyering, tabling, presentations, workshops, and events.
  • Deliver presentations to and facilitate discussions with low-wage workers and small businesses, providing clarity on workplace rights and resources available to support labor compliance.
  • Develop and maintain educational materials that present information responsive to community need in an accurate, accessible, and engaging manner.
  • Build partnerships and cooperative working relationships with County departments and various community, public, and regulatory organizations.

• Enforcement Support and Intake Coordination:
  • Receive and respond to complaints, inquiries, and requests for support from workers, employers, and members of the public, implementing OLSE’s intake procedures and best practices for ensuring all stakeholders who contact OLSE receive clear, helpful, in-language, and timely information and complaints are investigated promptly.
  • Conduct initial interviews with workers seeking OLSE assistance by phone and in-person; identify worker priorities and make recommendations for appropriate next steps.
  • As assigned, and under supervision, conduct investigations of potential violations of laws within OLSE’s jurisdiction, including interviewing workers, engaging with employers, calculating damages, and drafting investigation reports.

• Project Management:
  • Support the development and implementation of OLSE workflows and processes, including the implementation of a case management database.
  • Coordinate contract solicitations and assist with the maintenance and monitoring of OLSE contracts.
  • Prepare reports on OLSE activities and outcomes.

Additional duties include but are not limited to:

• Assist in developing goals, objectives, policies, procedures, and work standards.

• Ensure compliance with Federal, State, County, and funding agency regulatory and reporting requirements and applicable laws, regulations, and professional practices.
• Prepare and submit Board of Supervisor agenda reports and various other commission, committee, and staff reports, resolutions, ordinances, and correspondence regarding assigned activities.
• Attend meetings, conferences, workshops, and training sessions and review publications and related materials to become and remain current on principles, practices, and new developments in labor standards, labor laws, and enforcement.
• Communicate orally, in writing, or through graphic representations and statistical summaries with colleagues, managers, employees, the public, organized employee groups, and representatives of various organizations.
• Participate, as requested, in selecting, training, motivating, and evaluating assigned staff and interns; direct the work activities of assigned staff; prioritize and coordinate work assignments; provide or coordinate staff training; review work for accuracy; and work with employees to correct deficiencies.

The Public Works Program Manager leads and supports a diverse team of professional, technical, and administrative staff while overseeing a key functional area within the Public Works Department. This role plays a critical part in planning, coordinating, and delivering high-quality public services that positively impact the community. The Program Manager receives direction from the Public Works Director or designee and exercises direct supervision over professional, technical, and clerical staff, ensuring work is completed efficiently, collaboratively, and in alignment with departmental goals and regulatory requirements.

• Assists in the formulation and implementation of departmental policies and procedures.
• Coordinates division activities with those of other departments, divisions, sections and outside agencies and organizations.

THE DEPARTMENT

The Human Resources Department provides a wide range of internal service support to the City's 12 departments and over 400 employees, strategically aligned with the City Manager's Office leadership of the City team.

The Human Resources Department is composed of a Human Resources Director, Risk Manager, Senior Human Resources Analyst, and three additional support staff positions.

The Human Resources Operations Manager oversees a variety of labor relations and benefits administration duties and serves on the bargaining team during union negotiations.  They will work closely with the HR Director to make important decisions for the HR Department, such as organizational structure changes and staff oversight responsibilities while also serving as a subject matter expert to fellow HR staff and department heads.  They will oversee HR staff and contribute to the development of the Department's annual budget.  This role focuses on supporting the HR team in union relations, meet and confer challenges, grievance responses, and contract negotiations, while supporting department managers through the employee coaching and progressive discipline process.  The Human Resources Operations Manager will use a high degree of accuracy, independent judgment, and discretionary decision-making with respect to interpretation and Memorandum of Understanding (MOU), City policies and procedures, the Employer-Employee Relations Resolution and Public Employment Relations Board rulings.  This position also provides oversight for employee benefits administration, and worker's compensation programs for the City.

ABOUT MILL VALLEY

Mill Valley is a full-service city located 10 miles north of San Francisco and has a rich history with engaged residents. ABOUT THE OPPORTUNITY

The Neighborhood Response Group (NRG) Coordinator position will be filled within the Management Analyst Series and will be housed in the City Manager’s Office/Administrative Services Department.

The City plans to recruit flexibly within the Management Analyst Series (Management Analyst I or II) and will determine the appropriate level based on the qualifications, experience, and overall fit of the selected candidate. At the minimum, this position will be filled on a part-time basis at 15–20 hours per week.

KEY RESPONSIBILITIES

This is a unique and rewarding opportunity for a community-oriented individual to lead local disaster preparedness efforts and other community related projects/programs. Primarily, you will play a vital role in building community resilience by organizing and empowering residents to prepare for, respond to, and recover from emergencies. You will develop and manage the City’s Neighborhood Response Group (NRG) program, working directly with Mill Valley residents to strengthen neighborhood connections and provide vital emergency response training.

• Supporting the Emergency Preparedness Commission (EPC)

Municipal services are delivered by 104 FTEs and supported by a FY 2025–26 budget of $129.1 million ($69.7 million General Fund), along with a five-year Capital Improvement Program totaling $164 million.

The Department: 

The Mayor and Council office is a division of the City Manager’s Office. As an integral part of the City Manager’s Office, the Mayor and Council division provides administrative support to the City Council and general customer service to constituents and external stakeholders. The Santa Clara City Council consists of the Mayor elected at-large, and six City Councilmembers elected by City Council district.

The Position: 

The Executive Assistant is an executive-level support position responsible for interacting effectively with the public, elected officials, City management and key department staff. The position will provide administrative support including calendar management, oversight of event and meeting coordination, managing travel arrangements, administration of office budget, and managing a wide range of complex administrative duties with initiative, independence, while supporting management staff and elected officials. This role requires exceptional organizational skills, strong communication abilities, and the capacity to handle confidential information with discretion.

This class is distinguished from other office administrative classes by its direct reporting relationship to the City Manager and its broader continuing interfaces with political and elected officials, department directors, other government agencies, private business representatives, City staff, and the public. The ideal candidate must be able to handle non-partisan confidential matters with a high level of judgement, practice confidentiality and discretion. An incumbent in this position demonstrates strong ethical, professional, and service-oriented leadership and interpersonal skills, sets a good example, and correctly applies the tenets of the City's Code of Ethics and Values.

 
As a member of the City's unclassified service, this is an "at-will" position, and the incumbent serves at the discretion of the City Manager.

Effective December 21, 2025, the annual salary range for this position will be $127,822.08 - $165,412.56.  This position may be filled at or near the minimum of the salary range. 

Minimum Qualifications:

Minimum Education Requirements: 

High school diploma or tested equivalent.

Minimum Experience Requirements: 

Six (6) years of progressively responsible and varied administrative support including supervisory responsibilities, which includes one (1) year of support experience assisting executive management or a high-level public official.

License/Certifications: 

Possession of a valid California Class C driver's license is required at time of appointment and for duration of employment.

Desirable Qualifications: 

Experience working in the public sector.

The Auditor-Controller Manager is distinguished by the level of responsibility of managing multiple components of accounting, administrative and auditing systems, fiscal staff development, and program analysis. This position is scheduled for forty (40) hours per week. This recruitment may be used to establish a list to fill future vacancies for the next six (6) months.

Plans, develops, and evaluates Auditor-Controller Division’s goals, objectives, policies and procedures; interprets laws and regulations; develops systems and standards for program evaluation; assures the Auditor-Controller Division’s activities follow all applicable laws, policies and regulations. Directs the Auditor-Controller Division’s operations; evaluates issues and recommends solutions; prioritizes and assigns projects; identifies and communicates strategies, goals and objectives. Assists the Director of Finance with the accuracy and quality of the County budget expenditures tax accounting, general accounting and reporting documents, and the Auditor-Controller Division’s work products. Assists the Director of Finance with the preparation and administration of the County budget; directs the auditing function of the Auditor-Controller Division in the performance of audits of County departments and Special Districts. Consults with and assists the Director of Finance in the planning, coordinating and administration of the Auditor-Controller Division. Performs the most difficult and complex accounting tasks in the Auditor-Controller division, including preparing financial audits, reports and statements.
