THE POSITION

POSITION SUMMARY:
Under general direction by the City Manager, this position facilitates the legislative processes of the City, including facilitating of City Council meetings and activities, organizing of the City’s legislative position, performing mandated functions required by State law, and other assignments as directed. Successful performance of this class requires special technical knowledge in such areas as the State Public Records Act, the Brown Act, municipal elections, conflict of interest laws and campaign disclosure reporting requirements, as well as strong office management and communication skills.

GENERAL ACCOUNTABILITIES:

1. Drafts and finalizes City Council meeting agenda, minutes, resolutions and ordinances for City Council meetings.
2. Coordinates assembly and distribution of agenda packets to City Council, the City Manager, City departments and interested member of the public.
3. Arranges and publishes notices of meetings of legislative bodies and maintains record of all Council proceedings.
4. Maintains indexing of all legislative activities by the City Council.
5. Keeps record of all written contracts, deeds, bonds, and annexation material.
6. Conducts annexation proceedings.
7. Provides support to Mayor and Councilmembers in acknowledging communications and preparing proclamations.
8. Maintains and updates the Los Altos Municipal Code.
9. Conducts City elections, answering related questions and assisting the public.
10. Administers requirements of Campaign and Financial Disclosure Act.
11. Develops and administers City Council budget.
12. Manages the recruitment process and filling of vacancies on Commissions and Citizen Committees.
13. Prepares and maintains the Board and Commission Handbook.
14. Administers Oaths of Office and certifies copies of official records.
15. Administers the City-wide Records Retention Policy and Schedule.
16. Serves as official custodian of City records.
17. Processes and responds to PRA requests.
18. Attend Executive and Management Team meetings.

MINIMUM QUALIFICATIONS:

KNOWLEDGE OF:
Record keeping and records management, particularly as it relates to municipalities; city government and structure; federal and state mandated laws and procedures including election laws and procedures involved in preparing for and conducting municipal elections, Brown Act, Political Reform Act and Public Records Act; modern office practices, procedures and equipment. 

SKILL AND ABILITY TO:
Office management and record keeping; supervisory management; working within a political structure, administering a departmental budget; interpreting the Municipal Code working with the Council, Commissions, staff, and public; excellent written and verbal skills; operate standard office equipment; manage multiple projects and perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines and attend night meetings.

• At least five years of increasingly responsible public sector administrative experience, including experience with elected and appointed officials, citizen committees, and governing bodies.

EDUCATION: 
• Bachelor’s Degree from an accredited college or university with major course work in public administration, business administration, or a related field.

LICENSES OR CERTIFICATES:
• Certification by the International Institute of Municipal Clerks as a Certified Municipal Clerk (CMC) or as a Master Municipal Clerk (MMC) is highly desirable.
• Certification as a Notary Public is desirable with ability to obtain within six months of employment.

COMPENSATION & BENEFITS
The salary range for this position ranges from $108,484 up to $131,863 annually. Placement within the range will be DOE. 

This position is at will and the full terms and conditions of this position will be subject to an employment contract. 

The benefits package offered by the City includes:

• Retirement: CalPERS retirement plan for Classic members is 2% @ 60 with employee paying a contribution of 7%. PEPRA employees participate on a 2.0% @ 62 plan, with employee paying 6.25% of the retirement contribution. Benefits based on highest three years of compensation. The City does not participate in Social Security.
• Health Plans: Choice of HMO or PPO plans through CalPERS Health with most family plans covered at 100%. Employees who waive coverage may receive stipend of $350 per month.

THE POSITION

The Recreation Division of the Community Services Department works within a business model that recovers program costs. The successful Recreation Supervisor candidate is a dynamic, effective leader with advanced knowledge of programming, budgeting, and implementing a variety of recreation services and activities who demonstrates creative problem solving and excellent customer service skills.  Recreation Supervisors exercise considerable judgment in day to day decision making with the scheduling and operations of recreation activities and programming. Recreation Supervisors work in various community services areas including: programming, day camps, community center operations, field allocations, marketing, contract classes, volunteers, and/or special events. Some Recreation Supervisors work within the Department’s  food, beverage, and hospitality facilities located in Aqua Adventure Waterpark and the City’s sports complex. All positions supervise part-time staff and establish positive working relationships with the public and community groups. Recreation Supervisors are accountable for ensuring programs meet the quality and service standards established by the Department and for keeping current on developments in the field and making recommendations to expand and improve activities and programs.  

The position will be filled  at either the Assistant Recreation Supervisor or Recreation Supervisor I level, based on the successful candidate’s career experience  and  knowledge.

RESPONSIBILITIES

- Plan, organize and manage diverse recreation programs and activities that may include day camps and special events; coordinate activities with community groups, other  City departments, or through partnerships
- Interview, train, schedule, assign work, discipline and exercise functional supervision of seasonal or temporary employees and volunteers
- Reserve, schedule, and coordinate maintenance of facilities, grounds, fields, parks, or shared space
- Develop and monitor budgets, individual performance plans and marketing plans
- Prepare minutes for Board or Commission and attend meetings as required
- Prepare reports, flyers memos, letters, and other written materials
- Elicit support and/or donations for program funding needs
- Explain and tactfully enforce City and department policies while working with individuals and community groups

AQUATICS COORDINATOR

$4,378 - $5,321 mo. + excellent benefits

DEFINITION: Under general direction of a Community Services Supervisor, coordinates a variety of recreation and aquatic programs and activities in the City’s aquatics facilities. The Aquatics Coordinator will develop, coordinate and implement a broad range of aquatics programs and services that enhance community safety, health and wellness. The Aquatics Coordinator has the day to day responsibility to plan, prioritize, assign, and directly supervise and review the work of part-time, seasonal and contractual staff and volunteers in assigned program areas. Work schedule may include evenings, weekends, and holidays as needed.

ESSENTIAL FUNCTIONS: The incumbent must have the ability to:

• Plans, coordinates, assigns, and supervises work of staff in the areas of aquatics, including special events and facility usage.
• Develop a comprehensive aquatics staff training curriculum and ensure staff has proper and current certifications.
• Develop a program to provide private and group swim lessons for all ages, ensure a fun and safe learning environment.
• Assist in the recommendation and implementation of goals and objectives; implement policies and procedures.
• Evaluate operation and activities in assigned program areas; recommend improvements and modifications; prepare various reports on operations and activities.
• Ensure that the assigned program is in compliance with laws, rules and regulations related to provision of aquatics and recreation services.

EXPERIENCE AND TRAINING GUIDELINES: The incumbent must have knowledge of procedures and methods for planning and implementing aquatics related recreation and community services including special events.  EXPERIENCE: Two or more years of experience and knowledge of procedures and methods for planning and implementing an Aquatics program and recreation services for youth and adults, including supervising full time and/or part time staff and managing an aquatics facility.  EDUCATION:  Completion of the 12th grade or GED supplemented by college level coursework in recreation or public administration or a related field. A Bachelor’s Degree is preferred. LICENSES/CERTIFICATIONS: Possession of, or ability to obtain, a valid Class “C” California driver’s license. Possession of, or ability to obtain; First Aid for the Public Safety Personnel, Lifeguard Training, and Water Safety Instructor (WSI), and CPR/AED for lifeguards. AFTER SCHOOL COMMUNITY SERVICES ASSISTANT (ASCSA) I/II/III

ASCSA I: $12.36 - $15.02/hr.

ASCSA II: $13.84 - $16.82/hr.

DEFINITION: Under supervision, staff will perform duties in our After School Program consisting of an educational, enrichment and recreational environment. Work schedule will NOT exceed 28 hours per week; schedule is generally 11 am – 6 pm (varies from site to site), Monday through Friday and may include evenings, weekends, and holidays.

LICENSES AND/OR CERTIFICATIONS: Possession of, or ability to obtain CPR and basic first aid certifications within sixty (60) days of hire are required. A valid CA driver’s license may be required for certain positions. Candidates must be age 18 or older.

This position will be a key contributor in the management, strategic planning, and administrative oversight of programs which support the development and coordination of homeless and social services in the community. The incumbent will independently perform the most difficult and responsible analytical, financial, systems, statistical, management, and other administrative analyses duties in providing highly responsible staff support in assigned program areas.

• Continuously assess community needs and evaluate program using outcome data to determine effectiveness of program components and recommend program modifications as necessary;

• Establish and coordinate program services, policies and procedures to ensure compliance with data quality requirements and conformity with federal, state and local regulations, and best practices;

• Serve as a liaison with City Departments, the Police and Fire Departments, Ventura County social service and housing agencies, and the community, including non-profits and faith-based organizations;

• Assist with strategy creation, implementation, budget recommendations and oversight related to social services and homeless, and other program areas to promote effective strategies and a shared humanitarian effort;

• Coordinate interdepartmental and external agency information sharing to ensure a coordinated and collaborative approach to homeless services;

DESCRIPTION/RESPONSIBILITIES:

Working with the City Clerk, the Assistant City Clerk has a wide-range of duties and responsibilities involving the day-to-day delivery of support services for Mayor and City Council, Department operations, and active engagement with members of the public and the City organization.  Duties include:

- Overseeing human resources administration for Office of the City Clerk and the Mayor and Council offices including recruitment, selection, timekeeping, supervision, performance development, employee recognition, employee relations, and safety and training for an efficient and effective workforce;

The City of Berkeley is currently accepting applications for Accountant II in the Accounting division of our Finance Department. The Accounting division maintains the City's general ledger, and prepares the City's internal and external financial statements and reports. Accounting is responsible for all bank reconciliations, development of the indirect cost allocation plans, and quality control review on accounting transactions entered by all departments.  Accounting also prepares all required State Controller, payroll, and sales tax returns.

This position is responsible for performing the full range of accounting duties and may have direct responsibility for performing one or more of the following activities: bank reconciliation; general accounting monthly closings; general accounting data entry; preparation of city-wide indirect cost allocation plans; accounting for the City's investment transactions; coordination of the preparation of schedules and work papers for the City's external auditors; preparation of the various required State Controller's Office reports; preparation of quarterly payroll and sales tax returns; coordination of the timely remittance of debt service payments to the fiscal agent (s) or lessor(s); maintenance of the books of accounts for the Berkeley Redevelopment Agency (BRA); maintenance of accounting chart of accounts; preparation or review of the year-end grants and other receivable entries; reconciliation of the general ledger control accounts to the subsidiary ledgers; and assist in the preparation of the City's Comprehensive Annual Financial Report (CAFR).
 

REQUIRED QUALIFICATIONS:

EDUCATION
Possession of a Bachelor's Degree from a four-year college or university in accounting, or a closely related field, which included at least 24 units total consisting of intermediate advanced governmental and cost accounting.

EXPERIENCE
Two (2) years of professional accounting experience, preferably in a governmental or public agency.
 

KNOWLEDGE AND ABILITIES:

The examination process will consist of:

1. Review of applications for minimum qualifications for the position and to ensure all materials have been submitted.
2. Applicants meeting the minimum requirements will undergo a competitive review and assessment of their supplemental questionnaire and education/training and experience.

Applicants passing all examination phases will have their names placed on an employment eligible list that hiring department(s) will use to conduct final selection interviews. Hiring Department(s) will contact applicants directly if selected to participate in their hiring/selection process.

Candidates under final consideration for employment with the City should expect to undergo an employment background / reference check that may include, but is not limited to: employment history, confirmation of educational credentials and degrees, licenses including driver's license, registrations, certificates, and other credentials as part of the appointment process. Some positions, depending on the nature of the work, also require a credit check and a review of Summary Criminal History obtained from the State Department of Justice through Live Scan Fingerprinting.
