THE POSITION

Under supervision of the Public Works Manager, the Maintenance Worker I performs entry level unskilled, semi-skilled, or skilled labor in construction, maintenance, and related service activities applied to the areas of general landscaping, grounds maintenance and street maintenance.

 TYPICAL TASKS AND RESPONSIBILITIES

• Grounds Maintenance:  Operate mowers and other equipment and tools for purposes of cutting grass, trimming trees and shrubs, and planting and transplanting flowers, bulbs, shrubs, and trees.
• Storm Prevention Maintenance:  Assist in cleaning ditches, culverts, and storm drains.
• Street Maintenance: Assist in repainting of pavement markings, basic pothole, and street repair; installation and repair of street signs and markers; mixing and application of Class III pesticide materials.
• Vehicle/Equipment Maintenance:  Assist in the care, maintenance and cleaning of vehicles, tools, and equipment.
• General:  Contact residents concerning maintenance and service problems; refer complaints and requests to proper supervisory personnel. Assist supervisory personnel in preparing and maintaining proper records and logs. Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.

QUALIFICATIONS

The general knowledge of basic construction methods, materials and terminology, standard hand tools, light equipment, and light vehicles; general knowledge of basic safety precautions and practices necessary in working with hand tools, light equipment, and vehicles; general knowledge of basic methods and practices involved in the care of shrubs, trees and flowers. Ability to learn technically complex construction and maintenance procedures in water systems, streets, parks and building maintenance; use hand and power tools; perform heavy manual labor for extended periods of time under inclement weather conditions; work alone or with small groups.

SPECIAL REQUIREMENTS

Possession of a valid California driver's license and ability to maintain a satisfactory driving history.

EXPERIENCE AND TRAINING

Completion of high school or its equivalent, or completion of a trade or vocational school.  Some directly related experience is desirable.

COMPENSATION AND BENEFITS

• Monthly Salary: $4,855 to $6,269 per month. Placement within the range will be based upon the selected candidate’s experience and salary history.
• Health/Medical Benefit: Health/Medical Benefit: Choice of coverage with Kaiser or Blue Shield. The City pays 80% of monthly premiums at each coverage level. In lieu of medical coverage, the City will contribute $400 (employee only coverage) or $500 (employee + 1 coverage) or $600 (family coverage) in cash or a pre-tax contribution into a MissionSquare Retirement 457 deferred compensation plan.
• Dental Coverage: City-paid dental plan for employee and eligible dependents.

 SELECTION

MAINTENANCE TRAINEE – PARKS & GROUNDS

CLASS CHARACTERISITICS:

Maintenance Trainee – Is an entry-level trainee position. Incumbents learn to perform the full scope of duties of the Maintenance I class. This class is alternately staffed with Maintenance I and incumbents may advance to the higher-level class after gaining experience and demonstrating proficiency which meet the qualifications of the higher-level class.

EXAMPLES OF DUTIES (illustrative only):

• Inspect, clean, repair, and maintain City parks and trail system to ensure facilities are safe and usable; inspect, clean, and stock park restrooms; remove refuse from City garbage cans.
• Plant, cultivate, and provide upkeep for City landscapes and parks; mow lawns, replant vegetation, and prune trees, shrubs, and ground covers.
• Prepare and apply pesticides, growth regulators, and fertilizers; identify and appropriately label the containers when using these materials; document materials used.
• Paint, sandblast, or otherwise remove graffiti from public properties; paint interiors/exteriors.
• Attend technical and safety on-the-job training sessions; carry out what is learned in the classroom/tailgate training on the job; fill out accident reports if involved in an accident.
• Operate and maintain a variety of hand and power tools used in landscaping, carpentry, electrical, plumbing, concrete work, and welding activities.
• Operate and maintain various pieces of medium to heavy equipment including trucks, tractors, chippers, backhoes, skiploaders, mowers, sandblasters, and trailers.

MAINTENANCE I – PARKS & GROUNDS

CLASS CHARACTERISTICS:

The Maintenance I classification represents the journey-level within the Parks and Grounds Maintenance class series. Individuals within this class exhibit comprehensive proficiency in independently carrying out a spectrum of Parks & Grounds maintenance responsibilities. This entails not only performing tasks such as inspecting, cleaning, repairing, and maintaining City parks, landscape areas, and trail systems, but also making informed decisions regarding safety and usability. The Maintenance I role stands apart from Maintenance II, the lead-level in the series, as Maintenance II holds responsibility for overseeing the tasks performed by a crew engaged in parks and grounds maintenance.

The Department: 
 The Assistant City Clerk’s Office/City Manager’s Office is recruiting to fill a Deputy City Clerk. The Assistant City Clerk’s Office is organized under the City Clerk’s Office.  The Office of the Assistant City Clerk processes the agendas for and attends all meetings of the Council and Authorities Concurrent and Stadium Authority meetings, maintains accurate and up-to-date records of the proceedings of those meetings and makes those records open for public inspection.  The Position: 
 The Deputy City Clerk will report to the Assistant City Clerk and perform highly complex administrative and analytical work. This position will assist the Assistant City Clerk in the administration of the City Clerk's Office. The incumbent will assist in developing, implementing and coordinating projects, programs and procedures. This position is responsible for assisting with Public Record Act (PRA) requests and this position will also support projects and programs within the City Manager’s Office. Incumbents in this position will have considerable independence in making judgment related to their assignments and must handle situations with great sensitivity, tact and diplomacy. May supervise or act as lead worker to staff involved in management activities.  
 
As a member of the City's unclassified service, this is an "at-will" position. The incumbent serves at the discretion of the City Manager.

EDUCATION AND EXPERIENCE
Any education or experience equivalent to:

• An Associate of Arts degree in Public Administration, Business Administration or closely related field; and
• Three (3) years of progressively responsible supervisory or lead administrative/management experience in a City Clerk's Office. 

• A Bachelor's degree in a related field and/or possession of a Certified Municipal Clerk certification or required within two (2) years of hire.

DEFINITION

DISTINGUISHING CHARACTERISTICS

This is the entry-level class for Water System Operator and Street Maintenance & Sewer Collection System Operator positions in both the Water and Street, Sewer & Downtown Divisions.  Employees hired in either of these positions may reasonably expect promotion to the Water System Operator or Street Maintenance & Sewer Collection System Operator classes upon completion of one year's satisfactory service, completion of probation, and for the Streets, Storm Drains and Sewer Divisions, obtaining a class B driver’s license, passing a CWEA Grade 1 test, and for the Water Division, passing a DHS Grade D-1 test.

Street, Sewer & Downtown Division

Essential Duties:

Works with the following crews: Sign and Paint Crew; Paving Crew; Pothole Crew; Service Repair Crew; Pump Station Maintenance and Repair Crew; Sweeper Pile Crew; Sewer Rodder Crew and Hydro Jet Crew. Assists in laying pipe and sewer lines; sweeps and cleans roadsides, gutters, curbs, culverts, catch basins and other drainage structures; removes debris and undergrowth; assists in setting forms and mixing and pouring concrete; assists in raking, smoothing and tamping repaired patches; assists in the maintenance of mechanical equipment; assists in the layout of traffic patterns on streets and in the operation of painting equipment; cleans mechanical equipment and basic tools used on the job. Assists in maneuvering and driving hydro-jet truck and other equipment associated with this operation. Assists in preventative maintenance and unblocking of sewers using mechanical and hydro-jetting.

Other Duties: Serves as flag person when working in traffic and works in confined spaces.

Water Division

Essential Duties:

Assists in laying pipe and water lines; assists in making taps and connections to mains; assists in the maintenance of mechanical equipment; cleans mechanical equipment and maintains basic tools used on the job.

Other Duties: Serve as flag person when working in traffic; read water meters and assist water service worker; work in confined spaces.

ESSENTIAL FUNCTIONS: (The following are minimal qualifications necessary for entry into the classification.)     

Knowledge of: 

Uses and purposes of designated hand tools employed in basic laboring work, safety precautions and practices, basic math and sufficient English to follow instructions and learn to write work reports.

Ability to:

Learn safety practices necessary in working on public thoroughfares; learn geography of the city; read and interpret plans and city block book maps; take notes and instructions and complete them accordingly; learn to perform semi-skilled and skilled duties in the assigned division. 

Skills: 

Ability to safely and efficiently use air and hand tools, hydraulic tools, jackhammers, and power and automotive equipment in a training capacity.

License: 

Possession of a valid Class C driver's license issued by the DMV, and the ability to obtain a Class B driver's license upon the end of a one-year probationary period.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Street, Sewer & Downtown Division

Ability to perform heavy manual labor including lifting and carrying heavy objects for short distances weighing up to ninety (90) pounds, including manhole covers; perform the pulling, pushing, twisting and bending needed for rodding sewer; work outdoors in adverse weather; perform pick and shovel work in digging, widening and backfilling; assist in the cleaning of sewers which includes working in raw sewage.

Ability to stand and walk for considerable periods of time; twist the upper body; perform moderate amounts of crouching, stooping, and squatting. Ability to climb ladders and to climb into confined spaces; to work weekends and evenings as necessary, and to establish and maintain cooperative working relationships with those contacted in the course of work. Sufficient vision, hearing and stamina to perform the above job duties, and use of proper safety and hearing equipment when using noisy and dangerous equipment.

Water Division

THE DEPARTMENT:

The Public Works Department is composed of a Director and 11 full-time management staff with a 26 million dollar operating budget.  The department is comprised of the Maintenance, Engineering, and WQCP (Water Quality Control Plant) divisions.  The Maintenance Division oversees 127 miles of streets which includes asphalt, concrete, over 12,000 road signs, street markings, 70 signalized intersections, 164 miles of sewers, 125 miles of storm drains, 3857 street lights, 5 lift stations, and various miscellaneous tasks.

THE POSITION

Under general direction, this Supervisor will perform responsible professional and technical work in promoting, organizing, and supervising a comprehensive maintenance program within the Public Works Department and will organize, schedule, and supervise the work of employees engaged in work; and does related work as assigned.

This multi-position middle management level classification performs work in several functional areas and is distinguished by its core responsibility for supervising employees, programs and activities within the Public Works or Parks and Recreation Department. This recruitment is for a Supervisor in the Public Works Department's Fleet Services.  The work is performed under general direction and incumbents may provide support for inter-divisional programs and functions. This classification has full supervisory responsibility for staff at different locations and has full administrative and fiscal responsibility for specific programs and/or projects.  Incumbents perform professional level activities and have considerable latitude for independent decision making in choosing methods of developing and implementing approved procedures.
