THE POSITION

To perform a variety of skilled and semiskilled horticulture tasks in the construction, maintenance and repair of parks, pools, recreation, and cemetery facilities and buildings. 

The purpose of this recruitment is to hire a temporary/part-time position.  Applicants who do not meet the minimum qualifications for the Park Maintenance Worker I position may be considered for employment as an Intern.  Work hours vary by assignment and may be required to work evenings, weekends and/or holidays.  Position typically works 25-30 hours per week seasonally, Spring to early Fall.  Temporary/Part-Time employees work no more than 130 hours per month and 960 hours per Fiscal Year. 

ESSENTIAL JOB FUNCTIONS

Performing general grounds cleaning, including emptying trash receptacles, mopping, sweeping, and raking City park and recreation sites as needed. Water, mow, cultivate, prune, weed, renovate, and fertilize grass, plants, trees, flowers, and shrubs. Operate power mowers, chain saws, rototillers, aerators, hedgers, spreaders, front-end loader, edgers, air compressors, and other equipment. Utilize proper safety precautions related to all performed work. Drive vehicles and equipment as required. Prepare and maintain athletic fields and related facilities, swimming pools, and cemetery/interment operations.  Regular and consistent attendance.

OTHER JOB FUNCTIONS

Install, maintain and replace playground equipment and fences; assemble tables, benches and bleachers. Works as a member of the City pest control crew spraying various fertilizers, herbicides, pesticides, and other related chemicals in City park and recreation areas. Respond to inquiries from the general public. Install, maintain and repair irrigation systems. Assist in setting up community services and special events. Maintain, repair and replace plumbing systems and fixtures such as light switches, motors, wall receptacles, conduits, faucets, drinking fountains, water heaters, water closet, urinals, water regulators and pressure valves.  May assist in street maintenance, building maintenance, or other public works projects, as required. Work cooperatively with others. Meet all Standby Program requirements, take standby duty, work any shift including weekends and holidays. Perform related duties as assigned.

QUALIFICATIONS

Education: High School Diploma or equivalent.

Experience:  Completion of one (1) year of experience in the care and maintenance of parks and recreation facilities. 

(NOTE: To be considered for an Intern position, relevant work experience is preferred but not required.  Training will be provided to those candidates offered employment.)

Licenses:  Required upon hire, possession of a California Driver’s License.

BENEFITS

Temporary/Part-Time employees work no more than 130 hours per month and 960 hours per Fiscal Year.  The pay cycle is monthly.  Pay day is the last working day of each month. 

With the exception of workers’ compensation coverage and sick leave, no other benefit compensation is provided.  Employees must contribute 1.45% of salary to Medicare and 7.5% of salary to a retirement plan in accordance with Federal Law.

DEFINITION

The normal work schedule can be Monday through Friday or Monday, Wednesday, Friday or Tuesday and Thursday between the hours of 8:30 a.m. and 12:00 p.m. or on-call substitute preschool teacher. This position is limited to 25 hours per week for a maximum of 1,000 hours per fiscal year. This position is for year-round employment.

Experience:

• Minimum of six (6) months of work experience in a licensed child care center or comparable group child care program.  Experience shall be verified as having worked at least three (3) hours per day for a minimum of fifty (50) days in a six (6) month period, as a paid or volunteer staff member, under the supervision of a person who would qualify as a teacher or director.

Training:

• Equivalent to the completion of the twelfth (12th) grade, GED, or higher level degree supplemented by completion of twelve (12) units in early childhood education, recreation, elementary education or related field or six (6) units completed and enrolled in at least three (3) qualifying units per semester until twelve (12) units are completed.

License or Certificate

• Possession of CPR and First Aid certificates within six (6) months of hire.

License or Certificate

• Possession of CPR and First Aid certificates within six (6) months of hire.

The Human Resources Department is accepting applications for the temporary and part-time position of Child Care Program Assistant in the Parks, Recreation & Libraries Department to perform a variety of duties related to assisting with planning, coordinating and supervising Child Care and/or preschool programs.  The normal work schedule will be weekdays between the hours of 6:15 am and 6:15 pm, Monday through Friday.  While the current vacancy is for a 1,000 hour position, this recruitment may be used to fill 1,500 hour positions in the future. This position is for year-round employment.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Assist with planning and directing a variety of program areas which may include child care, preschool or after-school programs.
• Aid in training of seasonal employees and volunteers.
• Prepare reports, schedules, and other administrative material.
• Stimulate interest while teaching and supervising activities such as sports, games, special events, arts and crafts, drama and social activities.
• Maintain positive student relations and follow disciplinary procedures.
• Maintain a safe, clean, and orderly classroom environment.
• Notify appropriate staff of any problems with regard to site maintenance, children or parents, and make recommendations as necessary.
• Promote and enforce safety procedures; render first aid and CPR, if certified, as required.
• Help to maintain records and reports as required; track and complete subsidized child care paperwork.
• Mentor and direct staff in all aspects of classroom management, curriculum and team building.
• Coordinate supply needs.
• Assume the role of Assistant Child Care Site Coordinator as required.
• Open and close the site in the absence of the Child Care Site Coordinator and the Assistant Child Care Site Coordinator.
• Coordinate distribution and assignment of department uniforms and equipment.
• Monitor and adhere to the program budget.
• Supervise assigned temporary staff; schedule, train and monitor staff relative to assigned duties; review timekeeping system of assigned staff for accuracy.
• Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
• Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:

• Basic knowledge of modern methods, techniques, principles and procedures used in the planning and supervision of child care and/or preschool programs and facilities.
• Elementary aged children with regard to interest, skills, special needs, recreational activities, and program planning of such activities, i.e., sports, organized games, special events, arts and crafts and drama.
• Practices and methods of public relations and customer service; techniques and principles of effective interpersonal communication.
• Basic methodology of organizing groups, programs, and services in a recreational setting.
• Principles and techniques of first aid and CPR.
• Modern office equipment, methods, procedures, and computer hardware and software.

Ability to:

• On a continuous basis, know and understand operations and observe safety rules; supervise children; stand for long periods of time; interpret, understand and follow policies and procedures, and explain operations and problem solve issues for the public and with staff.
• Intermittently set up booths, hang banners, move tables, chairs and carry supplies; participate with children on field trips, perform exercises with children; lift or carry weight of 45 pounds or less.
• Lead activities, applying knowledge to an actual day care program and the children therein.
• Supervise children on playground.
• Establish positive and professional relationships with children, co-workers and parents.
• Establish and maintain effective working relationships with those contacted in the course of work.
• Understand and translate City policies and practices into everyday working practices; make sound decisions with solid problem solving methods.
• Respond to emergency situations in a calm and effective manner; administer first aid and CPR, if certified.

Experience and Training

Experience:

• Minimum of two (2) years of work experience in a licensed child care center or comparable group child care program, under the supervision of a person who would qualify as a teacher or director.

Or

• Two (2) seasons of paid experience in administering and coordinating recreation programs or a related field.

Training:

• Equivalent to completion of the twelfth (12th) grade, GED, or higher level degree supplemented by completion of twelve (12) units in early childhood education, recreation, physical education, elementary education or related field.

License or Certificate

• Possession of a valid California driver’s license by date of appointment. 
• Possession of CPR and First Aid certificates within six (6) months of hire.

SELECTION PROCESS

Essential job Functions

The job functions of a Recreation Leader include: planning activities for children; supervising, instructing, and interacting with specific age groups; working within a teaching team to create a play based environment for children; maintaining safety and cleanliness throughout the facility.

Teacher’s Aide Qualifications:

Must be at least 18 years old, or a high school graduate, or in a high school occupational program.

The aides report to the Teachers, the Director and the Assistant Director.

RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED TO THE FOLLOWING:

1. An aide shall only work under the direct supervision of a teacher, and cannot be left alone with groups of children except under the following circumstances: An aide may watch napping children and may escort children as individuals and as a group.
2. Supervise and insure the safety and well-being of the children at all times, being alert for the needs and/or problems of the children as individuals and as a group.
3. Assist assigned teacher in any way possible including the following:
a. Prepare a daily activity
b. Prepare and serve snack
c. As directed by the teacher, implement the daily program.
d. As directed by the teacher, assist with portfolio collections.
e. As directed by the teacher, help with classroom décor.
f. Keep bathrooms, storage rooms, kitchen, and classroom neat, clean, and orderly.
4. If qualified, may assume temporary responsibilities of a teacher in the absence of the teacher.
5. Attend all after hour staff and parent meetings or special events.
6. Be familiar with and follow all preschool policies and procedures.
7. Once Teacher Aide has worked/substituted in classroom for 3 months or 120 hrs with 12+units in ECE they are eligible for a secondary pay rate as Teacher.
 

Only applicants with minimum 6 ECE/CD units will be considered for this position.

Ability to attain CPR, First Aid & AED certifications prior to first day of program. Must possess a valid California Driver’s License.

($11.00 - $12.59 per hour; 15+ hours per week, Monday – Friday, 7 a.m. – 12 p.m. or 3 p.m. – 6 p.m.)
