THE POSITION 

The County Manager's Office of the County of San Mateo seeks qualified candidates with Chinese (Cantonese and/or Mandarin) and English bilingual skills for the position of 

Community Outreach Coordinator Intern - III. 
 

Working in conjunction with the North Fair Oaks Forward team and modeling the effective outreach efforts of the North Fair Oaks Forward projects, the Community Outreach Coordinator will organize community outreach and engagement efforts and coordinate the outreach work for multiple County departments.  
 

Focusing primarily on the northern areas of the peninsula, e.g., Daly City, Brisbane, San Bruno, South San Francisco, etc., and focusing on the predominantly Chinese-speaking communities, outreach efforts will be conducted bilingually and will include many opportunities for in-person meetings and interactions. The County is committed to reaching out to our diverse communities and providing resources and services that community members need in order to live happy, productive lives.

The Community Outreach Coordinator will work in partnership with the Spanish/English bilingual Outreach Coordinators that are part of the North Fair Oaks Forward team, will report to the Community Affairs Manager, and will work at the direction of the Assistant County Manager.  The Community Outreach Coordinator will also work closely with District One Supervisor Dave Pine and District Five Supervisor David Canepa, and their legislative staff members.  The Community Outreach Coordinator will also work with a diverse range of community leaders, members, and organizations including educators, non-profit organizations, religious groups, business owners, and youth.  The selected individual must be comfortable with people from all walks of life and must be able to comport themselves appropriately.

Examples Of Duties: 
Responsibilities and duties include, but are not limited to, the following:

• Maintain strong relationships with community leaders, residents, and business owners throughout the County of San Mateo and especially in the North Peninsula areas
• Collaborate with various County departments and act as a liaison between the community and public agencies to share information and collect public input
• Plan, coordinate, and staff a wide range of meetings and events, including during evenings and weekends
• Translate documents, presentations, and other content from English to Cantonese and/or Mandarin and vice versa
• Update websites, social media posts, mass emails, newsletters, and databases
• Provide assistance and staff support as needed

QUALIFICATIONS 
Minimum requirements:

• Education:  The successful completion of a Bachelor's degree, preferably in a related field (e.g. Political Science, Urban Planning, Asian Studies, Chinese Languages, etc.)
• Language Skills:  Oral and written fluency in Cantonese and/or Mandarin and English
• Experience:  Any work or volunteer experience that would likely provide the required knowledge and skills

• Strong communication and interpersonal skills
• Ability to coordinate multiple projects, organize priorities, and manage a flexible schedule
• Experience working with a diversity of people (e.g. ethnic background, religion, nationality, education level, language, socio-economic status, etc.)
• Confidence in public speaking in Cantonese and/or Mandarin and English
• Strong written skills in Cantonese and/or Mandarin and English
• Ability to work independently and complete tasks with minimal supervision and work collaboratively as a team member
• Ability to offer creative solutions or new program ideas for consideration and the ability to think critically about issues and challenge old ideas
• Experience creating visual and written materials or presentations; some experience in web design and graphic design is preferred
• Proficient computer skills; e.g. Microsoft Office
• Commitment to strengthening neighborhoods in the North Peninsula communities

Salary and Benefits:

• This position is funded for 12-months and could be extended contingent on performance and program needs; the official classification for this position is Intern/Fellow III
• Depending on experience, the annual salary range is $24.00 - $32.00 per hour is offered and includes County benefits summarized at hr.smcgov.org/benefits.
• The position includes a portable 401A retirement plan and is not eligible for a defined benefit County pension.

EDUCATION:  Bachelor’s degree in Human Resources or a related field

EXPERIENCE:  One (1) year of human resources experience including work with certificated personnel or credential-related functions

About The Position

Half Moon Bay's Community Development Department is seeking a highly motivated, pragmatic, community-oriented individual to serve as the City’s Community Preservation Specialist. This individual will have a direct and meaningful impact on improving the quality of the City’s downtown, neighborhoods, and public spaces by educating and encouraging compliance with the City’s codes and ordinances. The individual will also be required to pursue abatement  in cases where voluntary compliance cannot be achieved. The Community Preservation Specialist will primarily work with a dynamic team of Community Development staff members who are specialists in building and planning. This position will also interface with and support the efforts of the Public Works and the City Manager’s office from time to time, thereby providing for a wide variety of work experience and a broader perspective about community preservation and quality of life. This is a full-time, benefited position that may occasionally require weekend or evening work.

What You Will Do

The Community Preservation Specialist is responsible for, but not limited to, the following duties:

• Provides information to community members, tourists, business community, and other government agencies regarding codes, laws, and ordinances; supports community engagement and education about safe and appropriate use of private and public property.
• Receives, records, and investigates complaints from the public and staff regarding violations of municipal, building, and zoning codes, ordinances, housing standards, and health and safety regulations; documents violations by securing photographs and other pertinent data; researches ownership records, prior complaints, municipal codes and ordinances, and state regulations to establish whether a violation has occurred.
• Initiates contacts with residents, business representatives, and other parties to explain the nature of incurred violations and to encourage compliance with municipal codes, ordinances, and community standards; initiates abatement of dangerous properties and vector control issues of vacant properties; provides confirmation to the public by telephone and in person regarding code regulations.
• Prepares and issues notices of violation or noncompliance, final notices, and misdemeanor citations and other correspondence according to applicable codes and regulations; issues letters to property owners notifying them of violation; as appropriate, affixes a notice of violation on property to abate fire and public safety hazards and public nuisances.
• Collaborates with City planning, building, engineering, police, and public works staff and legal counsel regarding complaints; coordinates activities with other City personnel and departments.
• Coordinates and conducts follow-up abatement procedures including the preparation of additional correspondence, site visits, and communication with property owners and attorneys; conducts follow- up investigations to ensure compliance with applicable codes and ordinances; prepares non- compliance cases for legal action; presents testimony at hearings.

Job Summary:  Under the direction of Visually Impaired teachers, coordinate, and arrange for the adaptation of a wide variety of instructional and student services related materials for students with visual impairments. Materials may be adapted into a variety of formats including, but not limited to braille, tactile graphics, large print, and electronic files, using online alternative media sources and automated translation software.  Support organization and distribution of materials.

Essential Job Functions:              

• Transcribe a variety of instructional materials into an appropriate media such as Braille, raised-line drawings and large type print; determine appropriate format for visually impaired students; assure materials are prepared in accordance with student needs and established time lines
• Transcribe a variety of special materials such as menus, train and bus schedules, diplomas, agenda items, and Individual Education Plans (IEP), into Braille and other media as directed
• Utilize a computer and various specialized software and peripherals to scan, import, transcribe and adapt a variety of documents into Braille such as math, chemistry, foreign language, tests and other instructional materials according to Braille guidelines; emboss, collate and bind Braille materials
• Operate adaptive instructional software programs and other technology for use in the visually impaired program
• Proofread, edit and verify accuracy of transcribed materials; type instructional materials, lessons and other documents in large type print for partially sighted students; utilize a copier to enlarge documents to appropriate size
• Maintain records of transcription work and archive braille and tactile graphics produced for the San Mateo County Office of Education (SMCOE)
• Monitor and maintain student memberships in institutional alternative media accounts, e.g. Learning Ally, Bookshare, American Printing House and software licenses; maintain file folder of memberships    
• Confer with teachers and other personnel concerning instructional materials and student needs; monitor and assess student needs to determine equipment and material requirements; modify instructional materials to meet the individual needs of students as appropriate
• Receive, process, and distribute a variety of books and instructional materials for the visually impaired; notify instructors of new books and materials; apply bar codes to new items and input related information into assigned computer system
• Utilize the internet, State-wide lists, and other resources to research, obtain and confer with others concerning Braille and instructional materials for the visually impaired; recommend the purchase of textbooks and instructional materials as appropriate
• Communicate with County Office personnel and outside agencies to exchange information and resolve issues or concerns; clarify illustrations, special directions, graphs and other materials for students as needed
• Maintain various records related to instructional materials, books and assigned activities
• Organize Visual Impaired (VI) Library office supplies and maintain inventory
• Determine availability of braille, large print, electronic and other source materials from various suppliers and publishers; evaluate and order appropriate materials as requested; maintain database of source material providers
• Maintain records of all materials borrowed from entities other than SMCOE and help ensure timely return; ship requested materials to other school districts
• Catalog and maintain SMCOE’s library of large-print and Braille books and other materials; check materials in and out of the library as needed; assist with locating specialized instructional material for the visually impaired when needed
• Pick up and deliver instructional materials and other documents to and from various County Office, school district and community locations; visit public libraries to check out materials for transcription
• Assist staff with operating computers, die-cuts, laminators and bindery machines as needed
• Attend and participate in various workshops and conferences as directed

Literacy Services Coordinator position available is a grant-funded, non-benefited, temporary appointment which operates out of the Community Learning Center, a branch of the Library Department. Incumbents coordinate the delivery of tutoring and support services for learners. Coordinator exercises considerable initiative and judgment, possesses good communication and assessment skills, and is able to work accurately and independently. The South San Francisco Public Library is a full-service library committed to delivering quality services to a diverse community. Library services are available at three sites, including the Main Library (on West Orange Avenue) the Grand Avenue Branch Library, and the Community Learning Center (CLC). Lifelong literacy services are provided by Project Read and at the CLC. The CLC offers reading, writing, computer, parenting, and workplace literacy skills, and homework assistance for elementary school students. This position would require the Coordinator to work a regular afternoon shift from Monday through Friday and occasional nights or weekends.

TYPICAL DUTIES AND RESPONSIBILITIES:

• Works cooperatively with colleagues, volunteers, and participants; develops relationships with other agencies to ensure that necessary services are provided to clients.

The Regulatory Analyst works under the general direction of the CEO, the Director of Regulatory and Legislative Affairs, and the PCE's General Counsel and has responsibility for a wide range of Peninsula Clean Energy's regulatory matters. The Regulatory Analyst evaluates proposed regulatory policies at the California Public Utilities Commission (CPUC) and other state agencies to assess the impact on PCE, develops PCE positions on issues, and develops analyses, written reports, and presentation materials to support PCE's position. The Regulatory Analyst represents PCE regarding regulatory issues at the California Community Choice Association (CalCCA), the trade association representing community choice energy programs. This position performs related work and other analytic tasks for PCE as required.

The Regulatory Analyst works independently to perform assignments under the general direction described above. The incumbent participates as a PCE representative before various regulatory agencies, including the CPUC, in matters affecting community choice aggregators (CCAs) and other electric utilities, including ratemaking and rulemaking proceedings. The Regulatory Analyst is tasked with reviewing and drafting comments and briefs, providing technical and/or analytic input on regulatory matters, preparing data requests, testimony, and hearing exhibits, participating in administrative hearings, and researching and preparing legislative policy responses at the State and local levels.

This position may have future supervisory responsibilities and may have oversight responsibility for external contractors depending on the project.

The salary for this position is commensurate with experience.

PENINSULA CLEAN ENERGY
Peninsula Clean Energy is the new community choice energy program for San Mateo County.  PCE is the electricity provider for all electricity accounts in the 20 communities in San Mateo County (Atherton, Belmont, Brisbane, Burlingame, Colma, Daly City, East Palo Alto, Foster City, Half Moon Bay, Hillsborough, Menlo Park, Millbrae, Pacifica, Portola Valley, Redwood City, San Bruno, San Carlos, San Mateo, South San Francisco, and Woodside) as well as the unincorporated county.  The city councils of each city were all unanimous in their support of joining PCE.  

PCE's customer base includes almost 300,000 accounts, serving a population of 765,000, with a total electrical load of almost 4 million megawatt-hours.  Residential customers make up about 270,000 of the accounts, and 37% of the electrical load, with commercial/industrial making up about 30,000 accounts and 63% of the electrical load.  PCE became the fifth operating CCE when it launched in October 2016. 

Examples of Duties: 

• Develop high-level policy and responses for key regulatory issues affecting PCE, including strategy and prioritization of regulatory action for management consideration
• Represent PCE in regulatory proceedings through preparation of comments, data requests, written responses, position papers, analytical models, testimony, and exhibits
• Track, review, analyze, and summarize filings prepared by utilities and other entities that could impact PCE and its customers
• Track, analyze, and interpret regulatory proposals and other policy issues with an eye toward impact on and response from PCE
• Under direction of management, work closely with technical experts and external regulatory counsel to develop effective and persuasive communications before the CPUC, California Energy Commission, California Legislature, and any other legal or regulatory body as required
• Under direction of management, represent PCE in work with other CCAs and at CalCCA

QUALIFICATIONS 
Education and Experience:

• A combination of education and experience equivalent to a bachelor's degree in Public Relations, Public Policy, Political Science, Public Administration, Communications, or a related field, and a minimum of four (4) years of progressively responsible experience in regulatory affairs at an electric utility, energy-related company, non-profit, regulatory agency, or public policy organization with emphasis on electric procurement issues, renewable energy, energy efficiency, energy policy generally, or closely related field.
• Master's in above fields is a plus and will be considered as one (1) year of experience towards the minimum.

Knowledge of:

• California electric utility regulatory issues and regulatory relations covering topics such as the integrated resource planning, electric vehicle policy, energy storage policy, low-income/disadvantaged communities programs and policies, utility rate design, net energy metering, and demand response programs and policies
• CPUC regulatory practice, protocol, and procedures
• California legislative history regarding CCAs
• Communications portals and web-based resources for regulatory activity
• Microsoft Office Suite including Excel, Word, Adobe Acrobat, and PowerPoint

Ability to:

• Manage multiple priorities and quickly adapt to changing priorities in a fast-paced dynamic environment
• Take responsibility and work independently, as well as coordinate team efforts within PCE and the greater CCE community

Working Conditions

• The physical demands described here are representative of those required for the position. Position requires sitting, walking, standing, bending, and twisting in the performance of daily activities. The position requires hand manipulation and repetitive hand movement and fine coordination in using a computer keyboard. The position requires near and far vision in reading reports and use of a computer. Acute hearing is required in supporting meetings and providing phone and in-person customer service. The position occasionally requires lifting and/or moving objects up to 20 pounds.
