The San Mateo County Controller's Office is seeking highly qualified candidates for the position of Application Support Analyst III.

The Controller’s Office

The mission of the Controller’s Office of San Mateo County is to promote the County's operational effectiveness and ensure its financial transparency and integrity by providing quality accounting, audit, and financial reporting services.
   
The Controller's Office maintains the County’s accounting system and records, and prepares independently audited, award-winning annual financial reports (ACFR and PAFR) that disclose the financial condition of the County to the public. We are staffed with 51 full-time accounting, audit, and information systems professionals. The office also calculates annual property tax bill amounts, distribute taxes collected to local government agencies, and performs internal audits of the County’s operations.
  
We are seeking a highly skilled and motivated individual to join our Controller’s Information Systems (CIS) team to support various mission-critical applications for the County as they pertain to finance, expense reimbursements, timekeeping, as well as support Countywide system integrations.  
  
As an Application Support Analyst III, you will leverage your systems expertise to collaborate and consult with colleagues within the Controller’s Office and other County fiscal and/or technical staff and resolve issues related to the systems, improve business processes by recommending and implementing solutions within the systems, process requests such as report and integrations development, and maintain application security at both an authentication and application access level.  
  
This role will entail hands-on support, administration, configuration, and maintenance of multiple related financial systems, including Finance Enterprise by CentralSquare for general accounting, Coupa for accounts payable and vendor onboarding, and Workday Expense for employee expense reimbursements.  
 
While the ideal candidate has experience in all of these systems, we are also accepting candidates who have experience and expertise in at least one of the aforementioned systems but can demonstrate transferable skills to learn the other systems and applications.
   

The ideal candidate will also have:

• 5+ years of proven application support and administration experience, preferably in Finance Enterprise, Coupa, and/or Workday Expense.
• A Bachelor's Degree or higher in Management of Information Systems, Information Technology, or an equivalent field of study is preferred.
• Proven experience leading end-to-end small to medium-sized application projects and implementing solutions for operational improvements and automation.
• Knowledge of VB Script, SQL, and Cognos (or other reporting platform).
• Knowledge of basic security concepts as they pertain to Finance Enterprise, Coupa, and/or Workday.
• The ability to work with and analyze large data sets.
• A thorough understanding of data, data concepts, and relationships.
• An automation approach mindset to solutions that are flexible and scalable.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Collaborate, consult, and develop solutions with the Controller's Office and other County departmental partners to understand business and functional drivers across various system modules within Finance Enterprise, Coupa, and Workday Expense.

• System administration, including, but not limited to:

  • Account provisioning and user access level assignment.

  • Report development, maintenance, and support using respective tools (e.g. Cognos reporting platform and SQL for Finance Enterprise).

  • Maintain and troubleshoot workflows. Monitor and troubleshoot integrations, batch jobs, and system performance. 

• Individually, as a project team member, or as a technical lead, works on and is responsible for complex software applications research, development, conversion, installation, and maintenance projects, including planning, organizing, and defining project requirements, methods, and end objectives in consultation with end users, coordinates project activities with team members, other section staff, user representatives and outside vendors.

• Interviews, analyzes, and documents end user work processes and systems requirements; conducts systems walk-throughs and technical reviews; develops or refines system specifications, including evaluating and testing vendor software packages for conformance with user requirements and priorities.

• Facilitates and conducts business process redesign or technical design sessions and/or focus groups for the design and implementation of new processes or systems.

• Designs business processes and workflow strategies for the management, access, and retrieval of data, defines data rules and relationships, and develops methods for quality control of databases.

• Reviews, analyzes, streamlines, and documents business processes and relates them to application software; recommends and implements procedural and operational modifications to optimize internal and customer workflows.

• Develops and implements automated processes, scripts, triggers, specialized views, and reports in response to user needs.

• Designs methods to import/export data for analysis and performs comparative analysis of data from dissimilar applications, designs and codes new and modified programs for data processing.

• Designs, develops, tests, refines, and implements software that supplements or integrates with system applications; customizes and maintains system objects as required.

• Develops and executes test plans to ensure application performance conforms to specifications.

• Responds to and resolves software users' inquiries and complaints and escalates problems or issues to vendor representatives as needed.

• Stays abreast of new trends and innovations in technology related to County operations; researches, recommends, and evaluates vendor solutions and technologies; implements improvements; works with staff to maintain, revise, or improve operations and systems.

• Writes and maintains user and technical operating instructions and documentation; provides training to users and other technical staff and advises on best practices.

• Provides updates, status, and completion information to staff and/or users via voicemail, email, or in-person communication.

• Performs other duties as assigned.

 

Qualifications

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. 

A typical way to obtain the required qualifications would be:

Equivalent to graduation from an accredited four-year college or university with major coursework in management information systems, computer science, or a related field and four (4) years of progressively responsible experience in applications analysis, design, and development.

Additional related experience may substitute for education requirement on a year-for-year basis, up to four (4) years.

Knowledge of:

• Advanced principles and practices of computer systems management, analysis, design, and maintenance.
• Various software packages, including word processing, spreadsheet, SQL database, database management, and reporting tools.
• Data processing, management, and general administration practices and techniques.

Licenses and Certifications:

Physical Demands
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone.  Standing in and walking between work areas is frequently required.  Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment.  Positions in this classification frequently bend, stoop, kneel, and reach to perform assigned duties, as well as push and pull drawers open and closed to retrieve and file information.  Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds with the use of proper equipment.

Environmental Elements
Employees work in an office environment with moderate levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff when providing application system support.

Overview:

Valley Water is seeking an experienced Information Systems Analyst III to lead the deployment, administration, and long-term governance of Valley Water's new Enterprise Electronic Document and Records Management System (EDRMS). This system represents the capstone of Valley Water’s Digital Transformation Strategy and will serve as the authoritative, enterprise-wide repository for all past, present, and future District documents and records.

This journey-level position plays a foundational role in establishing sustainable information governance practices across the organization. The selected candidate will lead complex system implementation efforts, oversee automated and AI-enabled data classification processes, coordinate secure access controls, administer retention schedules, and design defensible document destruction workflows in compliance with legal and regulatory standards.

Under direction, this position performs the most complex programming, systems analysis, integration, governance, and technical coordination duties. The incumbent will serve as a technical lead and project manager for this enterprise-wide initiative and will collaborate closely with Cybersecurity, Legal Counsel, the District Clerk of the Board, executive leadership, and operational units.

Key Responsibilities include, but are not limited to:

• Lead the deployment, configuration, integration, and ongoing administration of Valley Water’s EDRMS platform.
• Oversee enterprise-wide data and document classification using AI-enabled tools with appropriate human validation to ensure compliance with Valley Water policies and regulatory obligations.
• Administer and enforce Board-approved records retention schedules across all document types and business units.

Records & Library Services Unit (Position Code 988)

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

 

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (one year).

The Department

The Public Works Department is organized into several divisions, including Administration, Business Services, Wastewater Treatment, Clean Water Program, Fleet and Facilities, Data Management, Field Maintenance, Regulatory Compliance, Capital Improvements, Development Services, and Transportation. The Department operates under a Director and two Deputy Directors to support strong coordination and performance. The Department is responsible for the City’s major capital projects and infrastructure including streets, streetlights, traffic signals, parking lots and garages, sewer and storm conveyance systems, a wastewater treatment plant, pump stations, a lagoon, dams, and levees.

The Position 

The Senior Transportation Planner under general direction, organizes, reviews, and participates in transportation planning work; supervises the work of professional and technical transportation planning personnel, projects, and other activities; and performs other related work as required 

Duties may include, but are not limited to, the following: 

• Supervises professional and technical staff, including prioritizing and assigning work, conducting performance evaluations, training staff, and supporting hiring decisions in consultation with the Engineering Manager, Deputy Director, and Department Head. 

• Represents the City and department in communications and interactions, including coordination, briefings, and presentations, with other City departments, City Commissions and City Council, government agencies, local industries, businesses, community groups, and other stakeholders interested in regional and local transportation, transit, traffic, and parking issues. 

• Plans, coordinates, formulates, and implements, in coordination with other City departments, goals, objectives, policies and priorities; and makes recommendations for changes to codes, plans and policies, as it relates to transportation planning and parking management. 

• Directs, coordinates, reviews, and participates in the work of professional, technical, and clerical staff, as well as consultants, in data collection, analysis, plan and policy formulation, and implementation of a wide variety of projects. 

• Participates in and provides technical expertise in transportation demand management and traffic forecasting including the formulation of a City-wide traffic model and the maintenance and update thereof. 

• Manages administration of the City’s parking permit programs, oversees the collection, control, and reconciliation of parking revenues, assists in the preparation and administration of the parking program operating budget, monitors expenses, and prudently allocates resources to support parking program operations and objectives. 

• Assists, contributes and manages the planning, design, and construction of capital projects including preparation of purchase requisitions, requests for proposals, development of the scope of work, professional service agreements and coordination with other City departments as appropriate. 

• Reviews planning applications and building permits in relation to transportation and parking related issues, including review of traffic impact analyses, vehicle miles traveled (VMT) analyses, and other related transportation studies. 

• Attend in-person meetings, site visits, and stakeholder engagements, often with minimal notice; respond promptly to urgent requests requiring physical presence at various locations throughout the region or state; transport necessary materials, documents, and equipment for meetings, presentations, or fieldwork. 

• Supports the review, update, maintenance of transportation-related impact fees. 

• Supports the drafting of submittals for grant funding from various local, state, and federal funding sources.

This position receives oversight and general direction from the Engineering Manager or other higher departmental management personnel and may exercise direct supervision over professional, technical, and administrative personnel.

VTA’s Engineering and Program Delivery (EPD) Division is seeking a Senior Transportation Engineer for the Quality Assurance (QA) Group under the Technical Services Department.  

Quality Assurance Group: 
The QA Group supports all capital improvement programs for the Division during planning, design, procurement, construction and closeout phases of highway, rail, transit and facilities projects.  As a Senior Transportation Engineer, you will play an important role in ensuring delivery of quality products and services for the Division. It is the responsibility of the QA Group to ensure the development of each project’s Contract-specific Quality Management Plan (CQMP) and to conduct audits and surveillances, based on the approved CQMPs, to monitor and assure effective implementation. Strong interpersonal and communication skills to work with VTA staff, consultants and contractors, attention to detail and ability to lead the QA team with day-to-day activities are desirable skill sets.

• Supervises and directs projects in connection with the planning, design, construction, maintenance and operation of transportation systems including fixed guideways, highway transit, bicycle, airport, and other facilities;
• Supervises the design function, structural analyses and field surveys;
• Makes traffic engineering studies;
• Conducts transit planning and supervises the scheduling of transit operations;
• Supervises the preparation specifications and related documents used in advertising transportation projects for bids;
• Coordinates technical information exchanges with officials of other governmental jurisdictions, other transportation specialists and the public;
• Coordinates with utilities and land and water companies in matters of relocation and rights-of-ways;
• Coordinates legal assistance in the preparation of resolutions, agreements and other legal documents;
• Conducts special studies, and performs related work as required.

Minimum Qualifications:

Employment Standards
Training and experience equivalent to graduation from college with major work in engineering and five years professional engineering experience on transportation systems or projects, including assignments which provided the opportunity to demonstrate supervisory abilities.

Registration as a professional engineer in the State of California in a field related to transportation engineering at the time of appointment.
