The Town of Hillsborough is seeking a Management Analyst to work in the City Manager's Office.
DEFINITION
Under general supervision, plans, schedules, assigns, reviews, supervises, and participates in the planning, development, and implementation of programmatic responsibilities related to the department or program to which assigned; participates in complex policy development and strategic planning; analyzes practices and procedures and makes recommendations for administrative and operational improvements; coordinates assigned activities with other divisions, outside agencies, and the general public; and performs related duties as assigned.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from assigned supervisory or management personnel. Exercises direct supervision over professional, technical, and administrative staff.
Class Characteristics
Management Analyst I: This is the entry-level classification in the Management Analyst series. Initially under close supervision, incumbents learn and perform routine analytical work in support of a department or Town programs. As experience is gained, assignments become more varied, complex, and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the Management Analyst II level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.
Management Analyst II: This is the fully qualified journey-level classification in the Management Analyst series. Positions at this level are distinguished from the Management Analyst I by the performance of the full range of duties as assigned, working independently, exercising judgment and initiative, and providing lead direction to assigned staff. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Senior Management Analyst in that the latter is a supervisory class and performs the more complex work assigned to the series, such as serving as a technical expert in multiple disciplinary and programmatic areas and/or managing complex, politically sensitive, and/or Town-wide projects,
Senior Management Analyst: This is the full supervisory-level class in the Management Analyst series that exercises independent judgment on diverse and specialized management analysis and program/project management with accountability and ongoing decision-making responsibilities associated with the work. Incumbents are responsible for planning, organizing, supervising, reviewing, and evaluating the work of staff and for providing analytical and programmatic support to management in a variety of areas. Performance of the work requires the use of independence, initiative, and discretion within established guidelines.

Positions at the Management Analyst I level may perform some of these duties and responsibilities in a learning capacity
- Coordinates and performs professional-level administrative and programmatic work in such areas as public information, community outreach, contract administration, legislative analysis, and/or information technology; conducts assessments and monitors program performance by researching and analyzing operational, fiscal, and technical data and impact to determine feasibility, resolve problems, and increase efficiency; consults with Town staff, management, and outside agencies; recommends and implements modifications to systems and procedures.
- Participates in the development and implementation of new or revised programs, systems, procedures, and methods of operation; compiles and analyzes data and makes recommendations regarding staffing, equipment, and facility needs.
- Develops and administers department, programmatic, and project budgets; monitors revenues and expenditures; identifies and recommends resolutions for budgetary problems.
- Assists in developing goals, objectives, policies, procedures, work standards, and administrative control systems for the department and programs to which assigned.
- Serves as a liaison to employees, public, and private organizations, community groups, and other organizations; provides information and assistance regarding assigned programs and services; analyzes, interprets, and explains departmental and programmatic policies and procedures to various stakeholders; receives, responds, and recommends corrective actions to problems, complaints, and questions.
- Prepares and submits City Council agenda reports and various other commission, committee, and staff reports, resolutions, ordinances, and correspondence regarding assigned activities.
- Authors sections of management, operational, staff, legal, regulatory, and financial reports, external communications, and related publications; presents reports to the City Council and other boards, committees, and commissions.
- Conducts a variety of analytical and operational studies by selecting, adapting, and applying appropriate analytical, research, and statistical techniques; evaluates alternatives, makes preliminary and final recommendations, and assists with the implementation of procedural, administrative, and/or operational changes after approval; prepares comprehensive reports, identifies alternatives, and makes and justifies recommendations.
- Participates in research, development, conversion, installation, and maintenance information technology projects for department-specific applications and systems.
- Develops and manages requests for proposals for professional and/or contracted services; prepares scope of work; evaluates proposals and recommends award; negotiates contracts; administers contracts to ensure compliance with Town specifications and service quality.
- Communicates orally, in writing, or through graphic representations and statistical summaries with colleagues, managers, employees, the public, organized employee groups, and representatives of various organizations.
- Maintains accurate records and files; develops records management systems and complies with retention schedules.
- Participates on a variety of interdisciplinary committees and commissions and represents the Town to a variety of community and stakeholder groups.
- Attends and participates in professional group meetings; stays abreast of new trends, technologies, and innovations in area(s) of assignment; researches emerging products and enhancements and their applicability to Town needs.
- Monitors changes in federal, state, and local regulations, analyzes impact, and recommends and implements policy and procedural changes after approval.
- Performs related duties as assigned.
In addition, Management Analyst II:
- Provides technical and functional direction to assigned staff; reviews and controls quality of work; inspects and evaluates work in progress and upon completion to ensure compliance with applicable federal, state, and local laws, rules, regulations, ordinances, and Town policies and procedures.
- Monitors quality of work and identifies opportunities for improving service delivery methods and procedures; provides recommendations concerning process changes and staffing levels; implements changes and improvements after approval.

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Management Analyst I/II: Equivalent to a bachelor’s degree from an accredited college or university with major coursework in business or public administration, or a related field.
Management Analyst I: One (1) year of professional experience in administrative and management analysis.
Management Analyst II: Two (2) years of progressively responsible experience equivalent to Management Analyst I with the Town of Hillsborough.
Licenses and Certifications:
None.
Physical Demands
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 15 pounds with the use of proper equipment.

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.
