The San Mateo County Controller's Office is seeking highly qualified candidates for the position of Application Support Analyst III.

The Controller’s Office

The mission of the Controller’s Office of San Mateo County is to promote the County's operational effectiveness and ensure its financial transparency and integrity by providing quality accounting, audit, and financial reporting services.
   
The Controller's Office maintains the County’s accounting system and records, and prepares independently audited, award-winning annual financial reports (ACFR and PAFR) that disclose the financial condition of the County to the public. We are staffed with 51 full-time accounting, audit, and information systems professionals. The office also calculates annual property tax bill amounts, distribute taxes collected to local government agencies, and performs internal audits of the County’s operations.
  
We are seeking a highly skilled and motivated individual to join our Controller’s Information Systems (CIS) team to support various mission-critical applications for the County as they pertain to finance, expense reimbursements, timekeeping, as well as support Countywide system integrations.  
  
As an Application Support Analyst III, you will leverage your systems expertise to collaborate and consult with colleagues within the Controller’s Office and other County fiscal and/or technical staff and resolve issues related to the systems, improve business processes by recommending and implementing solutions within the systems, process requests such as report and integrations development, and maintain application security at both an authentication and application access level.  
  
This role will entail hands-on support, administration, configuration, and maintenance of multiple related financial systems, including Finance Enterprise by CentralSquare for general accounting, Coupa for accounts payable and vendor onboarding, and Workday Expense for employee expense reimbursements.  
 
While the ideal candidate has experience in all of these systems, we are also accepting candidates who have experience and expertise in at least one of the aforementioned systems but can demonstrate transferable skills to learn the other systems and applications.
   

The ideal candidate will also have:

• 5+ years of proven application support and administration experience, preferably in Finance Enterprise, Coupa, and/or Workday Expense.
• A Bachelor's Degree or higher in Management of Information Systems, Information Technology, or an equivalent field of study is preferred.
• Proven experience leading end-to-end small to medium-sized application projects and implementing solutions for operational improvements and automation.
• Knowledge of VB Script, SQL, and Cognos (or other reporting platform).
• Knowledge of basic security concepts as they pertain to Finance Enterprise, Coupa, and/or Workday.
• The ability to work with and analyze large data sets.
• A thorough understanding of data, data concepts, and relationships.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Collaborate, consult, and develop solutions with the Controller's Office and other County departmental partners to understand business and functional drivers across various system modules within Finance Enterprise, Coupa, and Workday Expense.

• System administration, including, but not limited to:

  • Account provisioning and user access level assignment.

  • Report development, maintenance, and support using respective tools (e.g. Cognos reporting platform and SQL for Finance Enterprise).

  • Maintain and troubleshoot workflows. Monitor and troubleshoot integrations, batch jobs, and system performance. 

• Individually, as a project team member, or as a technical lead, works on and is responsible for complex software applications research, development, conversion, installation, and maintenance projects, including planning, organizing, and defining project requirements, methods, and end objectives in consultation with end users, coordinates project activities with team members, other section staff, user representatives and outside vendors.

• Interviews, analyzes, and documents end user work processes and systems requirements; conducts systems walk-throughs and technical reviews; develops or refines system specifications, including evaluating and testing vendor software packages for conformance with user requirements and priorities.

• Facilitates and conducts business process redesign or technical design sessions and/or focus groups for the design and implementation of new processes or systems.

• Designs business processes and workflow strategies for the management, access, and retrieval of data, defines data rules and relationships, and develops methods for quality control of databases.

• Reviews, analyzes, streamlines, and documents business processes and relates them to application software; recommends and implements procedural and operational modifications to optimize internal and customer workflows.

• Develops and implements automated processes, scripts, triggers, specialized views, and reports in response to user needs.

• Designs methods to import/export data for analysis and performs comparative analysis of data from dissimilar applications, designs and codes new and modified programs for data processing.

• Designs, develops, tests, refines, and implements software that supplements or integrates with system applications; customizes and maintains system objects as required.

• Develops and executes test plans to ensure application performance conforms to specifications.

• Responds to and resolves software users' inquiries and complaints and escalates problems or issues to vendor representatives as needed.

• Stays abreast of new trends and innovations in technology related to County operations; researches, recommends, and evaluates vendor solutions and technologies; implements improvements; works with staff to maintain, revise, or improve operations and systems.

• Writes and maintains user and technical operating instructions and documentation; provides training to users and other technical staff and advises on best practices.

• Provides updates, status, and completion information to staff and/or users via voicemail, email, or in-person communication.

• Performs other duties as assigned.

 

Qualifications

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. 

A typical way to obtain the required qualifications would be:

Equivalent to graduation from an accredited four-year college or university with major coursework in management information systems, computer science, or a related field and four (4) years of progressively responsible experience in applications analysis, design, and development.

Additional related experience may substitute for education requirement on a year-for-year basis, up to four (4) years.

Knowledge of:

Physical Demands
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone.  Standing in and walking between work areas is frequently required.  Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment.  Positions in this classification frequently bend, stoop, kneel, and reach to perform assigned duties, as well as push and pull drawers open and closed to retrieve and file information.  Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds with the use of proper equipment.

Environmental Elements
Employees work in an office environment with moderate levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff when providing application system support.

Overview:

Valley Water is seeking an experienced Information Systems Analyst III to lead the deployment, administration, and long-term governance of Valley Water's new Enterprise Electronic Document and Records Management System (EDRMS). This system represents the capstone of Valley Water’s Digital Transformation Strategy and will serve as the authoritative, enterprise-wide repository for all past, present, and future District documents and records.

This journey-level position plays a foundational role in establishing sustainable information governance practices across the organization. The selected candidate will lead complex system implementation efforts, oversee automated and AI-enabled data classification processes, coordinate secure access controls, administer retention schedules, and design defensible document destruction workflows in compliance with legal and regulatory standards.

Under direction, this position performs the most complex programming, systems analysis, integration, governance, and technical coordination duties. The incumbent will serve as a technical lead and project manager for this enterprise-wide initiative and will collaborate closely with Cybersecurity, Legal Counsel, the District Clerk of the Board, executive leadership, and operational units.

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

The Los Gatos Monte Sereno Police Department depends on reliable technology for public safety, investigations, communications, and record-keeping. As the Information Technology Systems Administrator, your work will directly contribute to the safety of our residents and the efficiency of our public services by making sure all systems are stable, secure, and aligned with industry best practices, state and federal data security requirements, and Town policies. You will serve as the cloud security officer for the Police Department and help maintain the Town’s IT infrastructure and the Emergency Operations Center (EOC), as needed. 

This is a hands-on role perfect for a motivated individual who thrives in a dynamic, fast-paced environment. We are looking for someone who can communicate effectively with other team members and staff and work independently with little supervision.

Key responsibilities include, but are not limited to:

• Administer, monitor, and maintain servers, networks, workstations, storage, and related infrastructure for the Police Department and the wider Town technology environment.
• Implement and enforce security measures, patching, vulnerability management, backup and recovery, disaster planning.
• Install, configure, and support law enforcement software applications and systems such as:
  • Body-worn cameras 
  • In-car mobile audio video systems 
  • Automated license plate readers
  • Mobile data computers
  • Portable and mobile radios and handheld communication devices

  • Records management systems (RMS)
  • Mobile data, mapping, evidence technology systems and audio and video storage technology
  • Associated mobility VPN management, wireless connections for video and data transfer, cellular data connections
• Ensure the connections to CLETS, SLETS, California Department of Justice, Sheriff’s Office, ECOMM, SVDPS meet the DOJ requirements for data security.
• Troubleshoot hardware, software, and network issues; perform root-cause analysis.
• Maintain user accounts, permissions, authentication, and access control in line with department and Town policies.
• Ensure documentation, policies, and standard operating procedures are updated and followed.

• Provide technical support, both remotely and on-site, including diagnosing and resolving hardware, software and network issues.
• Plan, test, and implement system upgrades, patches, and enhancements.
• Assist with or lead procurement, installation, configuration, and maintenance of IT hardware and software.

• Manage, maintain, and troubleshoot servers, networks, workstations, and other IT infrastructure used by the Police Department and other Town departments.
• Serve as a member of the Emergency Operations Center (EOC) Team responsible for developing, installing, configuring, maintaining, supporting, and troubleshooting all aspects of EOC technology.
• Coordinate with and manage external vendors for system upgrades, maintenance, and new technology rollouts.
• Assist with or lead technology projects from conception to implementation.

Summary

Under general supervision, the Marketing Assistant assists in the planning and organization of registration, marketing, publicity, and community outreach efforts in accordance with District policies and procedures.

Essential Duties and Responsibilities

• Assist in the development and implementation of social media strategies and campaigns
• Assist in the administration and maintenance of the District’s website
• Compile and maintain distribution lists for mailings and electronic communications
• Solicit feedback from participants and visitors through online surveys and distribute relevant response data to staff in the District units
• Promote District events, activities, facilities, and other special projects
• Support staff in District Units in the development of news releases, special event flyers/brochures, community announcements, project-based communications, or other communication methods
• Assist with the registration process, including the administration and maintenance of the software
• Assist in the preparation and distribution of the Recreation Division Program Guides
• Answer, screen, and route phone calls from the public

Other Duties and Responsibilities

• May drive a District or personal vehicle to deliver materials or attend meetings
• Perform other related duties as assigned

Qualifications

To perform this job successfully, an individual must be able to perform each essential duty* satisfactorily.  The requirements listed below are representative of the knowledge, skill, and/or ability required:

Education/Experience: A typical way to obtain the knowledge and abilities would be: graduation from high school or GED and at least 2,000 hours of relevant work or volunteer experience, with at least 30 college units completed in recreation or a related field. An associate degree is preferred. Must be at least 18 years old. Experience working with Adobe Creative Suite, WordPress, Canva, and a variety of social media platforms. 

Language Ability: Ability to communicate effectively in English in both written and oral form. Ability to write routine correspondence using correct spelling and grammar.

Math Ability: Ability to add, subtract, multiply and divide whole numbers, fractions and decimals.

Reasoning Ability: Ability to use common sense and excerise good judgement in solving problems. Ability to establish effective relationships with fellow employees, volunteers and participants and parents/guardians.

Certificates and Licenses: 

• Pediatric First Aid & CPR/AED within 90 days of employment 
• A valid California Driver's License with a good driving record and current automobile insurance
• Department of Justice fingerpring clearance
• Proof of a negative TB skin test
