The Superior Court of California, County of San Mateo is seeking highly qualified candidates for the position of Court Facilities Manager.

Under the general direction of the Court Human Resources Director, the Facilities Manager oversees all operational, maintenance, and project management functions for the Court’s facilities. This position is responsible for ensuring the safety, functionality, and efficiency of Court buildings and related infrastructure through strategic planning, contract management, and compliance with applicable building codes and regulations.

The Facilities Manager serves as the Court’s subject matter expert in facilities management, building systems, capital improvement projects, and provides leadership in the development and implementation of long-term facility plans that support operational effectiveness and sustainability.

This hands-on position will interact with facilities and janitorial staff on a regular basis and will perform physical work and respond to calls.

This position functions at the management level and is distinguished by its responsibility for strategic oversight of facilities operations, maintenance, and safety programs. The incumbent exercises independent judgment and technical expertise in facilities planning, procurement, and compliance. The Court Facilities Manager exercises direct and indirect supervision over facilities, custodial, and maintenance personnel and oversees contractors, consultants, and vendors performing services for the Court.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Develop, manage, and monitor facilities-related contracts and procurement activities in compliance with state and local government regulations.
• Provide hands-on project management by planning, organizing, and directing the maintenance, repair, and operation of all Court facilities, including HVAC, electrical, mechanical, janitorial, plumbing, and security systems.
• Conduct regular onsite inspections of buildings, courtrooms, offices, and mechanical rooms to identify maintenance needs, safety issues, and facility deficiencies.
• Perform or assist with basic building and furniture repairs, including assembling workstations, adjusting or repairing chairs, fixing door hardware, patching drywall, replacing ceiling tiles, and troubleshooting office equipment or environmental issues.
• Respond to urgent facilities issues – such as water leaks, electrical problems, access issues, heating/cooling failures, or safety hazards – by assessing the situation and either performing immediate corrective action or coordinating vendor response.
• Develop and implement preventive maintenance and capital improvement programs aligned with organizational priorities.
• Apply facilities management principles to assess and improve space utilization, building performance, and workflow efficiency.
• Ensure compliance with applicable building codes, OSHA, Cal-OSHA, ADA, fire, and safety standards through regular walkthroughs, documentation, and corrective follow-up.
• Coordinate and oversee construction, renovation, and relocation projects from design through completion, including hands-on support with furniture installation, cubicle layout adjustments, moving equipment, and preparing spaces for staff use.
• Conduct ergonomic evaluations for staff, including adjusting chairs, desks, and equipment; making recommendations for ergonomic accessories; and physically demonstrating or installing corrective adjustments.
• Provide hands-on support during office moves by coordinating movers, ensuring proper placement of furniture, reconnecting basic equipment, and verifying that spaces are functional and safe.
• Develop and manage budgets for facilities operations, maintenance, and capital projects; monitor expenditures and forecast future resource needs.
• Lead project planning, including defining scope, schedules, budgets, and performance metrics; track progress using project management methodologies.
• Serve as liaison to the Judicial Council of California, County of San Mateo, and other agencies on matters related to facilities maintenance and capital improvements.
• Prepare and present reports, recommendations, and strategic plans to executive management.
• Promote a culture of safety and sustainability; monitor regulatory changes and update procedures accordingly.
• Supervise, train, and evaluate the work of assigned staff and ensure effective coordination among maintenance, custodial, security, and administrative teams.
• Maintain project statuses with vendors and ensure timely completion of facilities-related projects on behalf of the Superior Court.
• Perform physical facilities work as needed, including lifting/moving equipment, transporting supplies, climbing ladders, inspecting areas with limited access, conducting safety walkthroughs, and assisting during emergencies or high-priority tasks.
• Perform other related duties as assigned.

Working as part of the court executive team, the Court Director of Finance (Director of Finance) will exercise managerial authority over the financial operations, oversee the budget, and look for ways to enhance the revenue of the Superior Court of California in San Mateo County.  In addition, the Director of Finance will develop, recommend, and implement departmental budgetary goals, policies, and objectives and will develop and implement dual (programmatic and cost center) budgetary, monitoring, and fiscal reporting systems to coordinate with the State budgetary and fiscal reporting systems.

• Provide strategic policy direction for all financial activities and ensure integration with State budgetary and reporting systems.
• Monitor and analyze State and local legislation affecting court operations and develop responsive fiscal strategies.
• Direct and evaluate staff responsible for fiscal and accounting functions, including training, motivation, and performance management.
• Plan the development and implementation of the overall Court budget in coordination with operational divisions, prepare budgetary administrative information, and participate in forecasting additional funding requirements for programs, staffing, facilities, equipment, and materials.
• Oversee revenue collection, cost recovery, auditing, procurement, and contract administration.
• Ensure accuracy and compliance of financial statements, reports, and reimbursement claims.
• Oversee, prepare, and review the preparation of complex financial statements, reports, summaries, and reimbursement claims, and analyze and interpret financial information and statistical data for Court management, judicial officers, advisory committees, auditors, and related individuals and groups.
• Represent the Court administration in meetings with the State, judicial officers, County departments, other Superior Courts, and public and private organizations.
• Provide expert consultation to the Court Executive Officer and executive team on fiscal strategy, forecasting, and risk management.
• Perform related duties as assigned.

Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

• Education: Bachelor's degree from an accredited college or university with major course work in accounting, auditing, economics, business, or public administration or a related discipline. A graduate degree in one of the above disciplines is preferred.
• Experience: Five years of increasingly responsible experience performing a wide variety of fiscal resource management in a public agency, at least two years of which were in an administrative or management capacity. Experience in a California Court setting is preferred.

Knowledge of:

• Legislation, policies, and procedures related to budgeting and financial reporting for the California Superior Courts, including public agency fund accounting and third-party reimbursement and claims payment practices.
• Fiscal resource administration, including planning, budgeting, forecasting, financial analysis, auditing, and related practices.
• Understanding of California court fiscal structures, fund accounting, and State reporting.
• Strong leadership and management capabilities, including staff development and performance management.
• Excellent analytical, negotiation, and communication skills.
• Ability to foster innovation while maintaining compliance and stewardship of public funds.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in information technology, computer science, business administration, or a closely related field and five (5) years of professional information technology experience is required, including two (2) years at a supervisory level. Additional certificates in information technology systems are preferred. Possession of and ability to maintain a valid California driver’s license. This position is required to obtain security clearance to operate in a public safety environment with service to the City's police and fire departments.

About the Position: The Midpeninsula Regional Open Space District (Midpen) seeks a Public Affairs Intern to assist with a variety of tasks, including researching and writing for Midpen print and digital publications, creating web and social media content, representing Midpen at community events, working with community partner organizations, managing photo databases, drafting media advisories and press releases and other duties as assigned. Candidates should expect to work from the office a minimum of 2 days each week. This position will be required to work evenings, weekends, and holidays as needed for in-person special events. The intern will be required to work the weekends of April 18 & 19, April 25 & 26, May 2 & 3 and June 6 & 7. This is a temporary position working 20 – 40 hours per week, which will extend up to a total of 950 hours over a 6-9 month period. This is a non-benefited position.

Position Duties

Under the direction of the Assistant Director of Transportation, the Information Technology (IT) Manager will plan, lead, manage, and execute the technology and innovation efforts of DOT.

This position is open until filled with a first review date scheduled for November 21, 2025.

The DOT Information Technology (IT) Manager will refine and manage the DOT information technology roadmap, which fuses departmental priorities and opportunities with technology and resource needs. The business plan includes coordination with the IT Department to assess centralized capabilities and opportunities for partnership and advancement of key strategies and systems. Some of the top priorities include:

Implementing innovative field technology improvements and integrated data systems – With the transportation and utility infrastructure spread across 178 square miles of the City, most of the Department’s work, particularly maintenance of the infrastructure, occurs in the field. With
the growth of advanced technologies like the Internet of Things (IoT) and Artificial Intelligence (AI) the City has an opportunity to strategically deploy innovations that could save time and resources, as well as improve response times. The IT Manager will work with the IT Department, the City Manager’s Office, and other City Departments to lead the assessment of existing processes and systems to identify, develop, and implement automated workflows to improve efficiency and productivity.

Automating, updating, and supporting multiple IT Systems – DOT has a number of important IT needs and coordination efforts that are identified and prioritized in the DOT IT Business Plan. These projects include the maintenance and development of feature request applications in our Salesforce Work Order platform, updates to the Geographic Information System (GIS), and upgrades of various administrative and engineering databases.

Coordinating Civic Innovation – The DOT IT Manager will also play a lead role in planning and implementing DOT’s Civic Innovation Projects. The transportation industry is dramatically changing around us with the emergence of Automated Vehicles, highly advanced traffic signal management systems, and complex data reporting and analytics capabilities. In alignment with the San Jose’s technology vision and in coordination with the Mayor’s and City Manager’s Office, the DOT IT Manager will build upon current momentum to make San Jose one of the most innovative cities. The IT Manager supervises and/or coordinates staff in the Information Systems Analyst, Senior Geographic Systems Specialist, Systems Applications Programmer, Network Engineer, Innovation Program Manager, and Network Technician classifications.

Key General Responsibilities:

• Develops, coordinates, guides, and maintains IT system strategic and tactical plans in support of the department’s overall direction and within the framework of Citywide IT protocols and standards.
• Plans, implements, and manages the department’s information technology operations ensuring efficient utilization of resources.
• Collaborates and coordinates with IT and other departmental stakeholders to assess centralized capabilities, opportunities for partnership, and advancement of key strategies in a way that maximizes the interoperability of systems between DOT and other departments.
• Utilizes in-depth technical knowledge and business requirements to design and implement technology solutions.
• Analyzes complex business needs and recommends technical solutions.
• Ensures technology projects and systems are adequately resourced with the appropriate levels of technology staff and line staff.
• Serves as a liaison with other departmental divisions and operations to identify and address technology needs.
• Negotiates and administers contracts and agreements with vendors and agencies.
• Supervises staff by hiring, selecting, training, evaluating, and making work assignments. May also coordinate and supervise the work of teams comprised of individuals in a variety of organizations.
• Leads and manages a staff of 12, and assists with budget management, personnel, and training matters.

Minimum Qualifications

Education
A Bachelor’s degree from an accredited college or university with coursework in computer science, information systems, business administration, or closely related field

Experience
Five (5) years of experience managing, maintaining, and implementing technology programs, computer system infrastructure and design, network operations, security design, application development and configurations, and system/server administration, including three (3) years of supervisory experience over a technical team.

Certifications/Licenses
One or more credentials in Salesforce is desired, preferably certification as a Salesforce Administrator and/or Developer.

Possession of a valid license authorizing operation of a motor vehicle in California. The selected candidate will be enrolled in the Employer Pull Notice (EPN) program; an authorization for release of driver record information form must be signed as a condition of employment.

Experience in the rollout and maintenance of major new initiatives is expected, as well as the ability to translate complicated IT issues into understandable terms. The ideal candidate will have an appreciation for the complexities of DOT operations and will strategically assess the competing priorities of the Department’s IT projects, determine what is reasonable to implement, and clearly articulate the merits of keeping abreast of new technology improvements and efficiencies to Department leaders.

COMPENSATION AND BENEFITS
The approved salary range for this position goes up to $183,248. Employees in the Department Information Technology (IT) Manager classification will also receive an approximate five percent (5%) ongoing non-pensionable pay.

The actual salary will depend on the qualifications and experience of the individual selected. The City provides an array of benefits.

• Retirement – Competitive retirement system with full reciprocity with CalPERS.

• Health Insurance – The City contributes 100% towards the premium for the lowest cost plan. There are several plan options.

• Dental Insurance – The City contributes 100% of the premium of the
  lowest priced plan for dental coverage.

• Personal Time – Vacation is accrued initially at the rate of three weeks per year with amounts increasing up to five weeks after 15 years of service. Executive Leave of 48 hours is granted annually with the ability to earn up to 40 extra hours annually based on performance. Sick Leave is accrued at the rate of 8 hours per month.

• Holidays – The City observes 15 paid holidays annually.

• Deferred Compensation – The City offers an optional 457 Plan.

• Flexible Spending Accounts – The City participates in Dependent Care Assistance and Medical Reimbursement Programs.

• Insurance – The City provides a term life policy equal to two times annual salary. Long-term disability and AD&D plans are optional.

License/Certifications:

Possession of a valid California Class C driver’s license is required at time of appointment and for the duration of employment.

Desirable Qualifications:

• Experience with Remote Terminal Units (RTU’s), microprocessor based relays, Distributed Network Protocol (DNP), and ABB Network Manager – S (SPIDER) Energy Management Systems (EMS), VM Ware, virtualization, SAN/NAS storage, and IBM Blade Centers is highly desirable.
   
• Experience using Supervisory Control and Data Acquisition (SCADA) systems is highly desirable and may be required depending upon assignment.

About the Division
The Legal Division provides a wide array of legal services to support the entire Air District, including prosecuting violations of air laws; advising on legal compliance with the Brown Act, California Environmental Quality Act, AB 617, and other federal, State and local laws; supporting rulemakings by developing regulatory language and advising on compliance with rulemaking requirements; supporting the permitting program; reviewing records under the Public Records Act; researching legal issues; and staying abreast of current legal developments in air quality throughout California and nationwide. The Division utilizes a variety of tools to resolve enforcement actions, such as abatement orders, civil enforcement, and coordinating with other enforcement agencies, like local district attorneys or the state Attorney General. For cases in environmental justice communities, Air District staff can directly engage with community members when determining the appropriate legal remedies, including high enough penalties to reach deterrence-based outcomes and ensure the community benefits from the related funds and measures to bring the facility into long-term compliance and prevent the potential recurrence of violations.

Definition
Under close supervision, the legal intern performs various work related to and in support of legal casework being undertaken by attorneys in the Legal Division. The intern gains practical work experience through assisting the Air District’s attorneys while following guidelines and procedures defined by the Legal Division.

Distinguishing Characteristics
This is a temporary training position for current law students and recent law school graduates. Interns will apply their legal education to work and gain practical experience assisting experienced attorneys on a variety of cases and projects. Through this work, interns will gain valuable environmental law and regulatory experience.
