DEFINITION

Under the direction of the Director of Finance, the Information Services Manager plans, directs, manages, and coordinates the City’s Information Services Division in order to meet the technological needs of the organization.  Essential job functions include but are not limited to directing and performing the operations and activities of the Information Services Division, including network administration, systems analyses, programming, needs assessment, equipment acquisitions, telephone systems management, cost benefit analysis, and needs forecasting.

EXAMPLES OF DUTIES

Coordinate all data processing functions of the City, including systems management, applications development, hardware/software support, PC and communications network support and training, troubleshooting, Geographic Information System development, and staff services.  Develop long-range planning, coordination, security and quality assurance efforts to integrate, coordinate and support all data systems and services within the City, and establish Division goals and objectives.  Evaluate technological and informational needs of the organization, make recommendations, and develop services to accommodate such needs.  Assist in selecting the developing and supervise subordinates.  Review and evaluate employees’ job performance and recommend effective personnel action.  Develop and implement training and customer service programs to effectively and efficiently integrate, coordinate, and support information services activities with other City divisions.  Prepare and administer the Information Services Division budget.  Provide assistance on information services budgetary issues to other impacted divisions.  Prepare effective written reports and oral presentations.  Work with all levels of City employees, City Council members and the public.  Perform other related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:  Contemporary information services environments, hardware platforms and operating systems, including personal computers, networks, file servers, geographic information systems, and system integration; principles of management, supervision and training.

Experience:  Six years progressively responsible administration or managerial experience in a data processing or information services environment.

Education:  A Bachelors degree in Information Systems, Computer Science, Business Administration, or a related field.  A Masters degree is desirable.  An equivalent combination of experience, education, and/or training may substitute for the listed minimum requirements.

License:   Valid Class C California Driver’s License.

QUALIFICATIONS 
Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is two years of secretarial experience which has included providing office and administrative support to management staff.

Knowledge of: Office administrative and secretarial practices and procedures, such as business letter writing and the operation of common office equipment, including a word processor and personal or on-line computer; basic organization and function of public agencies, including the role of an elected Board of Supervisors and appointed boards and commissions; record keeping, report preparation, filing methods and records management techniques; correct English usage, including spelling, grammar, punctuation, and vocabulary; standard business arithmetic, including percentages and decimals; basic supervisory principles and practices; and basic budgeting principles and practices.

Network Systems Specialist

ESSENTIAL JOB FUNCTIONS OF THE POSITION Duties may include, but are not limited to, the following:
Configure and maintain window servers and clients.  Configure and maintain virtual machine environment.  Perform network-connected equipment troubleshooting to isolate and diagnose common problems.  Configure, maintain, and install workstation hardware and software. Confer with users regarding operating problems, diagnose malfunctions, identify if problem is software or hardware related and perform corrective repairs or arrange for repair on all workstations, servers, and peripherals. Provide technical support of workstation connectivity, application, and database server access.  Assist with receiving, installing, setting up, and deploying computer equipment.  Oversee installation and upgrades of existing computer systems. Occasionally may train users in use of hardware and software.  Perform PC/server administration.  Assist in preparing time and cost estimates of proposed projects involving PC computers, network servers, and/or other equipment. Meet with departments and evaluate needs.    Assist in maintaining equipment and software license inventory.  Assist in developing documentation and procedures for users and for internal use. Maintain the confidentiality of department information.  Assist in evaluating hardware and software packages and make recommendations concerning their capabilities and appropriateness for City network environment. Education and Experience:  An example of the education and experience which most likely demonstrates the knowledge, skills, and abilities required to perform the duties would be any combination equivalent to an Associate of Arts Degree in computer science or related field and three (3) years of progressively responsible professional experience with PC/server hardware and software, virtual machines, networking, and data communications and design knowledge.

IT APPLICATION PROGRAMMER/DEVELOPER

DEFINITION: Under the direction of Software Development Supervisor, develop software applications for the City.  Collaborate with Business Analysts in developing project plans and specifications for software development, including interface programming, “gap” programming, and application development.  All development will follow current department standards and procedures for development platforms, languages, operating systems and databases.  This position will also provide input on the development of standards, technical specifications, design guidelines, development guidelines, and testing requirements and participate in design and code reviews.

ESSENTIAL FUNCTIONS: The incumbent must have the ability to:

• Analyze, design, develop, configure, maintain, and implement software and business processes for the City; analyze workflow and work with other IT professionals to integrate information and processes to optimize the effectiveness of the applications supporting the City’s business functions;

The Position

The Utility and Street Maintenance Superintendent is a management level position in the Public Works Department that reports to the Assistant Public Works Director, or designee.  The individual is responsible for direct and indirect supervision of the utility and maintenance staff.  Areas of responsibility include building maintenance, street maintenance, infrastructure, water distribution and wastewater collection systems. 

Essential Functions

• Responsible for planning, organizing, and coordinating, the work activities of operations staff; responsible for the construction, maintenance, repair and/or operation of streets, storm drains, streetlights and signals, sidewalks, and the water distribution and wastewater collection systems;
• Develops policies & procedures and makes recommendations for projects and programs; develops and maintains short and long-range maintenance schedules for assigned areas of responsibility; 
• Participates in the selection, training and evaluation of assigned personnel; initiates disciplinary procedures as is appropriate;
• Prepares technical and/or analytical reports on operations as necessary; participates in budget preparation; administers and monitors approved budgets; reviews and monitors purchase orders; participates in the equipment procurement process; monitors and controls supplies and equipment;
• Assists in the preparation of the Department's Capital Improvement Program; develops and completes annual street slurry seal and street maintenance programs; develops and implements annual curb, gutter, and sidewalk replacement program;
• Responds to the more difficult questions and concerns from the general public, contractors, vendors, and outside agencies; provides information as appropriate and resolves public service or operational complaints;
• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.

Minimum Qualifications

Any combination of education and experience that has provided the knowledge, skills and abilities necessary to perform the functions of a Utility and Maintenance Superintendent.  A typical way of obtaining the required qualifications is to possess the equivalent of:

• Possess the equivalent of four years of increasingly responsible experience in public works, parks or facilities maintenance, construction, and/or contract administration, including three years as a lead worker or supervisor of maintenance activity, and a bachelor’s degree with major coursework in Civil Engineering, Business Administration, Construction Management, or related field.
