The County Manager's Office is seeking well-qualified candidates for the position of Director of Project Development.

The Director of Project Development will plan, organize, and direct all activities and resources of the County's capital program and projects, construction, and contracts, and will oversee the total development of major, complex, high-cost projects from program planning through final acceptance of construction and warranty period. The Director will also supervise professional, technical, and support staff involved in major capital project planning, design, and "ground up" (green field) construction. In addition, the Director will develop, implement, and evaluate goals, objectives, policies, and priorities for the department, and will provide highly complex staff assistance to the County Manager's Office and Board of Supervisors.

This is a department-head level position and receives administrative direction from the County Manager. The annual salary range for this position is $175,531 – $219,419. 

The Project Development Unit (PDU), organized under the County Manager's Office, provides construction services for all new ground-up capital construction projects for the County of San Mateo. PDU pursues excellence by delivering buildings and other County infrastructure that are functional, aesthetically appropriate, cost-effective, sustainable, inspiring, and compatible with the County of San Mateo mission and policies. The unit explores and adopts the most effective project delivery method foreach project, and leverages consultant expertise to expedite project delivery on time and within budget.

PDU is staffed with up to eight regular positions and is supported by contract consultants when appropriate. The unit is responsible for several projects currently "in the works" including the Public Safety Regional Operations Center, a new County Center Office Building, a new Parking Structure, the Cordilleras Mental Health Facility, the San Mateo County Health Campus, the Lathrop House Relocation, the South San Francisco Campus Project, the Sanchez-Adobe Visitor Center, the Skylonda Fire Department, the La Honda Firehouse 57 Remodel and Waterline, and the County of San Mateo Animal Shelter. Project funding totals approximately $700 million.

Duties

Duties may include, but are not limited to, the following:

• Develop, plan, and implement goals and objectives for the Project Development Unit; and develop and administer policies and operational procedures
• Oversee the Unit's resource management; monitor the progress of project schedules, budgets, cost, and ensure overall quality objectives are met across a diverse range of capital projects
• Plan and direct construction project management activities for new and large-scale capital improvement projects, including the review of drawings, specifications, designs, estimates, and schedules; coordinate inspections and project monitoring programs; supervise and prepare construction progress reports
• Direct and administer operations, activities, and programs in compliance with federal, state, and municipal standards governing building construction, waterworks construction, and engineering surveying
• Work with contractors, engineers, consultants, architects, and others regarding unusual construction and compliance problems; complete design reviews and constructability reviews; forecast project resources needed including cost, labor, and construction duration
• Ensure the maintenance of detailed records of assigned activities and results
• Manage staff and resources based on current project needs; work with staff to ensure a high-performance work environment that supports achieving the unit and County's mission and objectives
• Provide professional advice to management on capital projects and construction compliance issues
• Coordinate Unit activities with those of other departments and outside agencies and organizations; provide technical and staff assistance to the County Manager and his staff; and research, prepare, and present related technical, fiscal, and administrative reports, studies, and correspondence as needed
• Select, supervise, and evaluate professional, technical, and clerical subordinates; insure provision of staff training; direct personnel actions
• Supervise and participate in the development and administration of department budget; direct maintenance of fiscal controls, records, procurement, and supply activities; direct the forecast of additional funds needed for projects, staffing, equipment, materials, and supplies; monitor and approve expenditures; and ensure accomplishment of unit objectives within budgetary constraints
• Represent the Unit to Board of Supervisors, County Manager, and outside agencies, groups, and organizations; participate in community and professional groups and committees; and provide technical assistance as necessary
• Perform related duties as assigned

Qualifications

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

• A typical way to qualify is graduation from an accredited college or university with a major in architectural design, architectural engineering, construction management, or a closely related field, and five years of increasingly responsible experience in capital improvement projects management or comparable architectural engineering, including three years of supervisory responsibility.

Knowledge of:

• Principles, practices, theories, and techniques of construction management including management of all phases of project delivery from project planning to post-construction
• Principles and practices of project planning development and administration
• Project construction scheduling control methods, project construction cost-control methods, and construction dispute resolution
• Trends, approaches, and problem-solving techniques used in construction engineering and inspection and compliance processes
• Modern methods, techniques, equipment, and practices of design, construction, contract ad- ministration, and project/program management used in the design, construction, and maintenance of a wide variety of capital projects
• Pertinent local, state, and federal laws, rules, regulations, and enforcement procedures
• Principles and practices of budget preparation, administration, and control; and state and federal assistance programs for park acquisition and development

The Finance Division

The Finance Division manages the fiscal operations of the City and maintains financial records in conformance with Generally Accepted Accounting Principles and in compliance with State and Federal laws.  All of the work done in the Finance Division is implemented with view toward compliance and safeguarding the City assets.  In particular, Finance is responsible for the City’s financial planning (budgeting); accounting of the City’s resources; fair and accurate reporting of the City’s financial position; management and control of all of the City’s financial activities; and the management of the utility billing and business licensing functions. The Finance Division has a budget of over $2.6 million and 17.5 FTEs.

The services provided by the Finance Division to the public and other City departments include accounting, auditing, budgeting, financial and compliance reporting, accounts payable, procurement, payroll, accounts receivable, cash receipting, grant management, treasury/cash management, utilities billing, business and animal licensing, and debt management.  Additionally, the Finance Division provides data and analysis to assist the City Manager and City Council in formulating strategies and policies.

The Position

Under administrative direction, a Management Analyst performs a variety of analytical and professional tasks involving management support of a wide range of municipal programs, operations, services, and policies.  The current position in the Finance Division will have the following responsibilities:

• Assists in developing and evaluating accounting and fiscal practices
• Recommends changes in Finance Division work methods and practices
• Provides assistance in implementing new accounting standards and compliance requirements
• Develops financial forecasting and models, prepares financial projections, and assists in the preparation of the City’s operating and capital improvement budget

ESSENTIAL JOB FUNCTIONS OF THE POSITION Duties may include, but are not limited to, the following:
Configure and maintain window servers and clients.  Configure and maintain virtual machine environment.  Perform network-connected equipment troubleshooting to isolate and diagnose common problems.  Configure, maintain, and install workstation hardware and software. Confer with users regarding operating problems, diagnose malfunctions, identify if problem is software or hardware related and perform corrective repairs or arrange for repair on all workstations, servers, and peripherals. QUALIFICATIONS 
Knowledge of:  Windows operating systems commands and concepts.  Concepts and understanding of a virtual machine environment. System administrator commands and concepts.  Installing peripheral equipment such as printers, etc., on server/client computer systems.  Software application packages such as MS Office.  Installation and configuration of server software.  Assist in configuring network security (Groups, Profiles, Passwords).  Personal computers connected to the internet.  Computer documentation procedures.  Data processing and basic programming techniques. Networking concepts including multiple operating system configurations.  Emergency procedures relating to computer equipment.

Ability to:  Work effectively and cooperatively with computer system users and department staff.  Identify, evaluate, and solve problems with computer systems and network connected equipment.  Read, interpret, and apply technical publications, manuals, and other documents.  Learn and understand data processing concepts and programs used by the City.  Communicate effectively with personnel of user Departments, both orally and in writing.  Schedule and perform work within time limits and deadlines.  Troubleshoot both hardware and software problems and determine effective solutions.  Understand and follow verbal and written instructions.  Work safely around electronic equipment. License or Certificate:  Possession of a valid California Driver’s License.  Possession of technology certifications, such as Microsoft Certified Professional (MCP), VMware Certifications, or other industry certifications is highly desirable. Education and Experience:  An example of the education and experience which most likely demonstrates the knowledge, skills, and abilities required to perform the duties would be any combination equivalent to an Associate of Arts Degree in computer science or related field and three (3) years of progressively responsible professional experience with PC/server hardware and software, virtual machines, networking, and data communications and design knowledge.

DEFINITION: Under the direction of Software Development Supervisor, develop software applications for the City.  Collaborate with Business Analysts in developing project plans and specifications for software development, including interface programming, “gap” programming, and application development.  All development will follow current department standards and procedures for development platforms, languages, operating systems and databases.  This position will also provide input on the development of standards, technical specifications, design guidelines, development guidelines, and testing requirements and participate in design and code reviews.
