THE POSITION

The City of Dublin is seeking a temporary, part-time Program Specialist in the Economic Development Division of the City Manager’s Office to provide a variety of support for the City’s Census 2020 outreach efforts through approximately May 2020. Specific focus areas will include communications, community outreach and local government administration. The Program Specialist will interact with members of the public and may make internal and public presentations.  The Program Specialist can expect to learn valuable professional skills such as communication methods, community organizing, project management, organization, event planning and others.  The ideal candidate will be a collaborative thinker and excellent communicator who can maintain effective relationships with co-workers, community groups and members of the public from diverse backgrounds.

There may be several evening obligations, such as attending weekly Farmers’ Markets or other community events.

ESSENTIAL DUTIES AND RESPONSIBILITIES 

The following duties are normal for this classification. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

• Under supervision, assists with planning, coordinating and implementing meetings, events and other outreach opportunities.
• Under supervision, perform routine research and statistical analyses as requested such as compiling and maintaining information as it relates to demographic data, business data, community groups, places of worship, ethnic grocery stores, English as a Second Language (ESL) classes and other avenues to connect with Hard-to-Count populations.
• Successfully complete Census Ambassador Training.
• Engage with community members (in person, over the phone and in writing) to provide timely and accurate information about the Census.
• Host informational tables at Senior Center, City Hall lobby, Farmers’ Market, etc.
• If requested, support the Questionnaire Assistance Center (“QAC”) at Dublin Library.
• Compile and track inventory of materials.
• Assist in the preparation of letters, reports, manuals, publications and miscellaneous public information literature.
• Help to compile and track Census outreach efforts and assist in the preparation of reports on the project.
• Assist with administrative tasks including editing project webpages and the maintenance of records, files and other data.

• Participate in calls/meetings with external agencies and other partners.
• Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.

About the City

The City of Half Moon Bay is a Bay Area coastal community of approximately 12,500 residents and is located 25 miles south of San Francisco. The City is governed by a five-member elected City Council and utilizes the council-manager form of government. The City Council appoints a City Manager who is responsible for the oversight of daily operations and provides leadership for the City’s programs. About the Department

The Communications / City Clerk Department is seeking an enthusiastic, highly motivated, and innovative individual interested in sharpening their communications skills in a municipal government setting. This internship provides an excellent opportunity for an individual interested in enhancing their knowledge and experience in city administration, local government, and community engagement. The successful candidate will have the opportunity to assist in outreach, digital media, and other communications initiatives. Through mentorship and under general supervision, the successful candidate will be responsible to complete specific projects and a variety of ongoing assignments to help develop their knowledge and skills. Some of the various projects and responsibilities may include but are not limited to:

• Assist with Social Media content and monitoring
• Assist in the development of community outreach programs and events
• Assist with elections and district election community meetings (planning and outreach)
• Support the Communications Director /City Clerk and Communications Program Manager on numerous interdepartmental projects

Minimum Qualifications

This position is an internship meant for current or recently graduated college students. Any combination of experience and training that would likely provide the required knowledge and abilities are qualifying. A typical way to obtain the knowledge and abilities would be some completed college coursework with a major in Public Administration, Communications, Public Policy, or Business Administration.

Summary of Duties: Under general direction, plans, organizes, and oversees the daily functions, operations, and activities of the Victim Advocate Program; advocates and coordinates rights and benefits for crime victims and/or witnesses during the various states of follow-up to a crime; facilitates communication among agencies concerned with the investigation of criminal cases involving victims and/or witnesses. 
Distinguishing Characteristics: This position is a journey level position in the Police Department.  Incumbent receives general direction and supervision from Division Chief or designee.  Incumbents are expected to be able to perform assigned duties with only occasional instruction or assistance within a relatively short period of time and work independently out in the field.  May exercise functional supervision over lower level staff and/or volunteers.
EXAMPLES OF ESSENTIAL JOB FUNCTIONS 

1.    Contacts victims of crimes to provide aid, assistance or referrals to appropriate services and resources to meet their needs; provide status updates to victims throughout case development.
2.    Functions as a liaison to third parties to inform them of the crime, status, victim’s condition, and case progress; meet and confer with detectives, officers, and allied agencies regarding individual cases.
3.    Stays abreast of potential new cases and case developments by reviewing police reports, tracking cases through the court process from filing decisions and arraignment to disposition.
4.    Coordinates onsite advocacy at emergency rooms, police stations and other locations with a focus on non-duplicated reporting, effective and compassionate treatment, and follow-up.
5.    Coordinates with District Attorney’s Office Victim Advocate to ensure transportation for victims as needed for court appearances, medical purposes, counseling or law enforcement.
6.    Maintains contact with the Victim Advocate Program and acts as liaison to assist crime victims and witnesses in applying for aid.
7.    May accompany victims to court proceedings, meetings, and interviews with law enforcement and/or attorneys.
8.    Provides comprehensive staff support to the Police Department related to the Victim Advocate programs and services; coordinates and integrates program services and activities with department divisions such as investigations and patrol with other agencies; develops program partnerships, where applicable, with external agencies and organizations; identified public and private resources to support program objectives.
9.    Develops and maintains information, outreach, and educational materials, including brochures, information packets, flyers, guides, and other documents; conducts workshops and training.
10.    Prepares and maintains statistical reports and records;
11.    Develops and standardizes procedures and methods to improve and continuously monitors the efficiency and effectiveness of the Victim Advocate Program, service delivery methods, and procedures; identifies opportunities for improvement and makes recommendation to management.
12.    Organizes and maintains various administrative, confidential, reference, and follow-up case files.
13.    Trains volunteers and interns engaged in assisting victims and/or witnesses.

Education and Experience: 
1.    Thirty (30) college units from an accredited college or university with major course work in psychology, sociology, social work or closely related and two (2) years of responsible experience in social services/public assistance, criminal justice, or law enforcement agency; or
2.    High School Diploma or equivalent and three (3) years of responsible experience in social services/public assistance, criminal justice, or law enforcement agency.
Licenses and Certifications: Possession of a valid California Driver’s License.  Employee will be required to use a City vehicle(s) for business use.
Other Requirements:
Positions within the Police Department require an extensive background investigation and criminal background check. Employment offers are contingent upon passing the above requirements.

DISTINGUISHING CHARACTERISTICS

This is the journey level class within the Business Systems Analyst series and is distinguished from the I level by the assignment of the full range of duties.  Employees at this level receive only occasional instruction or assistance as new, unusual or unique situations arise and are fully aware of the operating procedures and policies within the work unit.  Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

This class is distinguished from the Senior Business Systems Analyst in that latter performs the most difficult and responsible types of duties assigned to classes within this series including assigned responsibilities for major project and program areas and exercising technical and functional supervision.

SUPERVISION RECEIVED AND EXERCISED

• Receives direction from an Information Technology Program Manager.
• May exercise technical and functional supervision over lower level professional, technical and administrative support personnel.

EXPERIENCE AND TRAINING

Experience:

Two years of responsible experience performing duties similar to that of a Business Systems Analyst I with the City of Roseville.

AND

Training:

A Bachelor’s degree from an accredited college or university, preferably with major course work in computer science, information systems, business management, accounting, business information systems, finance or a related field is desirable. Two years of relevant work experience may be substituted for two years of the required education.

License or Certificate:

Possession of a valid California driver’s license upon date of appointment by date of appointment.

• Work closely with assigned City departments and divisions to understand and identify user computer system and equipment needs; analyze and evaluate present or proposed business procedures or problems to define enterprise application needs
• Create, record, and maintain user access and security; provide training to users regarding computer equipment and operating procedures.
• Monitor automated system processes; monitor logs and files for evidence of problems or system failures; ensure business resumption after system failures.
• Research, compile and prepare reports and documentation on program activities; analyze program and develop corrective action, maintain records of findings and corrective actions; prepare periodic status reports.

 About the Position
The City Manager’s Office of Communications is recruiting for an Assistant to the City Manager position. This Assistant to the City Manager will act as a Deputy Public Information Manager and report to the Director of Communications. The San Jose Police Department is seeking qualified candidates to fill the Police Geographic Information Systems Analyst position in the Systems Development Division of the Bureau of Technical Services. This is a professional-level position in the IT professional management series and is responsible for overseeing and managing day-to-day Police GIS services, system integration, and computer-aided dispatch (CAD) system support. This position will provide GIS services and support across the Police Department, including technical solutions and automation for the Crime Analysis unit.

The position requires strong hands-on technical GIS experience and analytical skills as well as the ability to identify opportunities and effectively apply geospatial technology within the department to add business value. We are seeking an individual capable of taking initiative and leading others and with willingness to adapt in changing business and technical environments.  This position reports directly to the Information Technology Manager. Excellent command of verbal and written communication skills is required.

Key responsibilities and duties of the Police Geographic Information Systems Analyst may include but are not limited to the following: 

a.    Provide GIS data development and conversion for the agency’s Hexagon CAD system. Convert, build, test, and deploy regular updates to key datasets that drive the CAD system. Configure, support, troubleshoot and resolve issues with CAD mapping, geolocation, and routing. Maintain responsibility for testing and release management of routine updates.

b.    Lead GIS efforts to meet NextGen 911 requirements, working in coordination with Enterprise GIS data management staff.

c.     Plan, organize, and guide the agency’s use of GIS by analyzing business needs and implementing GIS strategies and solutions. Provide GIS services throughout the Police Department in alignment with the City’s Enterprise GIS platform and standards.

d.    Improve service delivery by geographically enabling business systems and integrating of geospatial technology into business processes and workflows.

e.    Provide technical support and expertise to the Crime Analysis unit, including data integration, process automation, and implementation of analytics solutions.

f.      Increase geospatial knowledge within the department by understanding business needs, demonstrating technical solutions, communicating business value, and leading and supporting departmental users at all levels.

g.    Maintain documentation for CAD database and map updates

h.    Ability to create Geofile updates for various Police Department applications such as the Records Management System (RMS), CopLogic, etc.

i.      Regularly communicate and work with the Public Works Department GIS staff to support City’s enterprise GIS database.

j.      Collaborate with GIS staff in the City and other County jurisdictions in support of more accurate and consistent GIS data. This many include meetings and participation of projects as directed.
