The Senior Management Analyst in Valley Water's Purchasing and Contracts Unit is responsible for leading the procurement of information technology (IT) and IT-related goods, services, and consultants, as well as other complex technical or professional services. While experience supporting IT procurements is desirable, candidates with strong backgrounds in related complex procurements are encouraged to apply.

This role ensures compliance with organizational policies and industry best practices for the complete procurement process—from procurement planning through contract administration—for IT and other technically complex procurements. The position entails conducting market analysis, negotiating with vendors, negotiating contracts, and providing strategic recommendations to maximize value. Additionally, this position works closely with IT staff to strategize, plan, and troubleshoot ongoing and emerging contract needs.

Key Responsibilities include, but are not limited to:

• Oversee the end-to-end procurement process for IT and other complex technical or professional goods, services, and consultants, ensuring compliance with Valley Water policies, organizational requirements, and industry best practices. This includes leading, planning, and overseeing complex procurements for accuracy and compliance.
•  Negotiate, prepare, and administer contracts for IT and related complex procurements to ensure organizational needs are met and vendor compliance is maintained. Provide training and support in procurement methods and procedures.
• Evaluate and analyze bids and proposals, making recommendations for vendor selection in accordance with Valley Water standards. Develop specifications for goods and services and ensure fair and open competition among vendors.
• Develop and implement strategic procurement plans for IT and technically complex acquisitions that align with Valley Water’s operational, technological, and future needs. Provide guidance on requisitioning procedures, vendor qualifications, and the availability of goods and services.
• Analyze, identify, and make recommendations to purchasing standards and procedures related to requisitioning, solicitation of bids, and contract administration to ensure best pricing and overall value.
• Respond to questions and inquiries from Valley Water staff and other agencies, investigating complaints and recommending corrective actions as necessary. Ensure effective communication with stakeholders throughout the procurement process.
• Prepare reports and maintain required purchasing records, preparing documentation as needed for Valley Water.
• Execute related duties and responsibilities as required to support the Procurement and Consultant Contracts Unit and Valley Water’s objectives.

Ideal Experience:

• Five (5) years of experience (ideally in the public sector) independently analyzing complex competitive procurement processes for goods and services.
• Experience working with project managers to develop scopes of work and write complex Invitations to Bid or Requests for Proposals for the procurement of materials, equipment, infrastructure maintenance, information technology, or other complex technical or professional services.
• Experience negotiating and administering contracts for IT or related complex procurements, with a demonstrated ability to achieve favorable terms and conditions aligned with organizational objectives.
• Experience using procurement software tools.

Ideal Skills and Abilities:

• Ability to oversee and analyze the procurement process for IT or other complex procurements, ensuring adherence to organizational policies and best practices.

Ideal Training and Education:

• Equivalent to a bachelor’s degree from an accredited college or university with major course work in public administration, political science, business administration, or a related field. 
• Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of four years.

• Certified Public Procurement Buyer (CPPB)Universal Public Procurement Certification Council (UPPCC), NIGP-CPP or related certificates.
• Extensive experience in public sector procurement and contracts management in the State of California. 
• Other Purchasing and/or Supply Chain Management Certifications. Examples include Certified Purchasing Manager, (C.P.M.) or Certified Professional in Supply Management (CPSM), Institute for Supply Management (ISM).

Purchasing & Consultant Contracts Services Unit (Position Code 476)

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date. 

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period  (one year).

Under general supervision, performs a variety of complex technical duties in support of the development review process, including planning, zoning, plan review, building inspection, plan intake and screening, permit issuance, and code enforcement; provides information to the public at a counter or over the telephone; supports regulation and control of design, construction, and quality of materials, use and occupancy, location, and maintenance of all buildings and structures within the Town’s jurisdiction; and performs related duties as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from assigned supervisory or management personnel.  Exercises no direct supervision over staff.   

This is the advanced-level classification in the Building and Planning Technician series responsible for performing the most complex work assigned to the series.  Incumbents regularly work on tasks which are varied and complex, requiring considerable discretion and independent judgment.  Positions in the classification rely on experience and judgment to perform assigned duties in accordance with federal, state, and local laws, rules, and regulations.  Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines and methods to complete assignments.  Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.

• Conducts building, land use, and engineering permit processing; reviews permit applications, plans, specifications, and supporting documents for completeness and compliance with legal standards and Town requirements; calculates permit fees; prepares bills, collects fees, and issues receipts; issues building, plumbing, mechanical, and electrical permits following established guidelines.

• Provides appropriate information regarding zoning, subdivision plans, and building ordinances, procedures, and requirements to the public including homeowners, developers, contractors, engineers, and architects, in person and over the counter and telephone; assists the public in the permit application process, coordinating and scheduling inspections, and other developmental processes; notifies applicants when plans or permits are ready for delivery or issuance; provides status updates. 
• Processes bond refunds and tracks deposit accounts and bonds issued for Building and Planning Department permitted projects. 
• Checks status of State contractors’ licenses, business licenses, and verification of worker’s compensation insurance.
• Tracks time limitations and constraints on construction projects; prepares standard periodic and special reports as required; researches files regarding prior actions, decisions, development activities, and other information related to the property under review.
• Provides staff support for internal and external meetings including preparing, posting, and distributing public hearing notices, agendas, and informational packets, preparing staff reports, coordinating meeting logistics and room set-up, attending meetings, taking and transcribing minutes, and processing action items; prepares and posts public and legal noticing related to board, committee, and commission actions.
• Stays current on changing code, laws, manufacturers, and material requirements. 
• Communicates orally, in writing with colleagues, managers, employees, the public, and representatives of various organizations. 
• Performs related duties as assigned.

The Central County Fire Department proudly serves the communities of Burlingame, Hillsborough, and Millbrae and its members come from different backgrounds to share the common goal of providing exceptional emergency/non-emergency services to members and visitors of our communities. Formed in April 2004, the Central County Fire Department (CCFD) provides all-risk fire protection, emergency medical and community risk reduction services to 70,000 residents and tens of thousands of visitors each year.

Our service area encompasses approximately 15 square miles, and our communities are a primary stopping point for San Francisco International Airport’s 53 million-plus passengers each year. Our jurisdiction has wildland urban interface areas and neighborhoods consisting of single-family homes, multi-residential buildings, retail and business districts, schools, hotels, a regional hospital, care facilities, as well as a large industrial area. Our two major highways, 101 and 280, and two commuter railways (BART and Caltrain) are vital transportation links between San Francisco and Silicon Valley.

We have seven strategically located and professionally staffed fire stations, in addition to an administrative headquarters and a training facility. Our daily staffing model consists of seven engine companies, one ladder truck, and one Battalion Chief, 24 hours a day, every day. The Principle Development Services Inspector is distinguished from the Senior Building Inspector and Supervising Construction Inspector in that the Principal Development Services Inspector is assigned continuing full supervisory responsibilities over the Senior Building Inspector and Supervising Construction Inspector, professional, technical and support staff; coordinates the activities of inspection operations across the Building, Land Development Engineering and Fire Marshal sections of the Development Services Division; whereas the Senior Building Inspector is responsible to supervise a phase of the inspection program and to perform the more difficult or more specialized inspections. ABOUT THE POSITIONS
The City of Gilroy is currently recruiting for a full-time level I or II (depending on qualifications and experience) Civil Engineer to provide technical assistance within the Public Works Department.  The position is currently focused on the Land Development program but is anticipated to also assist the Capital Projects team.  In Public Works, as an Engineer I/II, you will play a significant role in reviewing, coordinating, and delivering infrastructure improvements associated with private and public development projects. 

In Utilities, you’ll play a key role in developing the necessary infrastructure to provide safe and reliable water and wastewater systems for the City of Gilroy. You will be part of a collaborative team that plans and implements water and wastewater capital projects.  

In these key positions, you will work under the direct supervision of a Senior Civil Engineer and will perform professional or sub-professional engineering work in the field and office. For Public Works, assignments will include plan review, engineering analysis, and construction support related to Land Development and Capital Projects. The Firefighter is responsible for combating fires, providing medical response and care for the sick or injured, protecting life and property, and operating and maintaining firefighting equipment and fire stations. • Possession of a California State Fire Training Firefighter I certificate

• High school diploma or equivalent

Required Licenses and Certifications:

• Possession of, or ability to obtain, a valid California class C driver's license

• Must possess a valid National Registry or California-accredited EMT certification at time of

• Must possess a valid National Registry or California-accredited Paramedic certification at time of application (San Mateo County accreditation required prior to completion of probation)

Knowledge of:

• Principles, practices, and procedures of modern firefighting and the protection of life and

• Policies and standards of the Fire Department and operation and maintenance of the types of apparatus and equipment used in firefighting.

• Local geography, including location of hydrants, mains, and major fire hazards of the District.

• Assist in holding a firefighting nozzle to direct a stream of water on fire.

• Carry, raise, climb, and lower ladders.

• Conduct salvage and overhaul operations.

• Adhere to all state and local paramedic and EMT policies, principles, practices, and procedures and provide BLS and ALS care when appropriate.

Special Requirements:

• Must be eighteen (18) years of age at time of employment.

• Must pass a pre-employment physical exam according to standards set by NFPA

• New lateral firefighters will serve a probationary period of twelve (12) months.

• ADA special requirement:

‣ Essential duties require the following physical abilities and work environment: Ability to sit,

stand, walk, kneel, crouch, squat, stoop, reach, crawl, twist, climb and lift 150 pounds;

SUMMARY DESCRIPTION

Under immediate supervision (Wastewater Operator I) or general supervision (Wastewater Operator II), performs a variety of skilled and semi-skilled tasks in the maintenance and operation of the City's sanitary sewer system and wastewater treatment plant.

DISTINGUISHING CHARACTERISTICS

Wastewater Operator I - This is the entry level class in the Wastewater Operator series. This class is distinguished from the Wastewater Operator II by the performance of the more routine tasks and duties assigned to positions within this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters related to established procedures and guidelines as are positions allocated to the II level. Since this class is typically used as a training class, employees may have only limited or no directly related work experience. Employees work under immediate supervision while learning job tasks.

Wastewater Operator II - This is the full journey level class within the Wastewater Operator series. This class is distinguished from the Wastewater Operator I by the assignment of the full range of duties assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and they are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Operate and adjust controls on treatment plant equipment and machinery, such as valves, pumps and motors.

2. Grease and clean plant equipment; read and interpret meters and gauges; regulate plant effluent.

3. Monitor, repair, and maintain wastewater system lift stations; remove debris; disassemble and clean pumps; perform minor repairs when necessary.

4. Respond to emergency calls as needed; locate problems and operate sewer cleaning equipment to clear stoppages. 

5. Collect samples and perform various lab tests.

6. Inspect and make repairs to plant equipment.

7. Perform general plant maintenance work such as sweeping, cleaning, sanding and painting of equipment and facilities.

8. Assist in operating video inspection system.

9. Perform general grounds maintenance work.

10. Rod sanitary sewers; install and repair sanitary sewer laterals and trunk lines.

11. Enter and work in permitted confined spaces and underground trenches.

12. Locate, mark and notify sewer lines per USA (underground service alert) requirements.

13. Observe and enforce safety precautions. 

14. May temporarily be assigned to work with other City departments as needed.

15. Operate trucks, tractors and other motorized equipment of comparable size and complexity.

16. Perform related duties as required.
