The City of San Bruno is searching for an experienced and self-motivated Information Technology (IT) Manager to ensure the City’s computer, network, and technological needs are effectively met by maintaining, managing and supporting computer hardware and software solutions and driving business continuity operations. Working with a strong IT team of two, one member focused on systems administration and the other on computer support, this working IT Manager role handles day-to-day oversight of IT while working closely with City departments to enhance overall functions and services to City residents.

This position upholds management best practices, develops and mentors the team, adheres to labor and safety guidelines, ensures compliance with policy and procedures and establishes clear expectations in a manner that upholds the values of the City.

The IT Manager is a hard-working and dedicated individual with experience and ability to define, design and implement all required systems to fully support the digital needs of the organization. They will also provide expert guidance and direct support ensuring the availability, integrity and security of the network, server and workstation environment, telecommunications, on premise and cloud computing. The IT Manager will serve as the project manager for a variety of programmatic areas such as: GIS mapping, permit/planning processing, finance/human resources, public safety, audio/visual support for cable access and other support areas.

Exciting projects include developing and implementing business continuity protocols to minimize disruption to business operations; establishing dashboards for efficiency and efficacy standards, conducting a needs assessment and managing a comprehensive financial and procurement (ERP) system upgrade, and analyzing and recommending IT infrastructure and systems performance. This role will instill modern technology disciplines and best practices into IT and drive for high quality in all aspects of IT services.

In addition to graduation from an accredited college or university with a bachelor’s degree in information technology, computer science, business administration, or related field and five years of IT experience including two years at a supervisory level; the ideal candidate will possess a PMP certification and maintain a successful track record of the following:

The San José Fire Department is seeking to hire a qualified individual to fill a Network Technician position. 

 
Network Technician I salary range is $56,825.60 - $69,243.20.
 
Network Technician II salary range is $66,830.40 - $81,224.00.
 
Network Technician III salary range is $74,048.00 - $90,043.20.
 

The starting salary will be determined by the selected candidate’s qualifications and experience.  In addition to the starting salary, employees in the Network Technician I/II/II classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay. 

The Fire Department’s Information Technology Team supports 33 fire stations and 5 field offices, ensuring availability and reliability of their critical software/hardware systems.  The Network Technician provides significant technical support for major computer systems that enable critical Fire Department operations such as:  network connectivity for remote locations and fire apparatus/equipment, as well as  proactively and efficiently supporting the enterprise desktop/client environment which includes the latest Windows operating systems, Office 365 suite, mobile devices, and other enterprise software.  Primary duties of this individual include day-to day system administration and deployment of desktop hardware and software, Office 365, and mobile devices, as well as resolving end-user requests.

 
Responsibilities include, but are not limited to the following:
 

• Provide support for Windows desktop and office productivity applications such as Microsoft Windows 10, Microsoft Office 365 suite, and client applications.

• Provide support for mobile devices such as iPads, iPhones,  apparatus MDCs and their associated applications.

• WAN support for data network connecting 38 Fire Department facilities.

• Creation and maintenance of desktop, laptop, and mobile images.

• Assist with the management and maintenance of Fire Department file servers, print servers and application servers.

• Respond to incidents and/or requests from end-users via telephone, email, or helpdesk tickets, and resolving them in a timely and courteous manner.

• Prioritize and schedule helpdesk tickets, and post resolutions.

• Set up, troubleshoot, deploy, and maintain hardware and software for department PCs (desktops and laptops), printers, peripherals and network and communications hardware.

• Create and manage Active Directory objects such as users and computers.

• Apply drivers, patches and anti-virus/malware updates to PC’s and mobile devices.

• Respond to, and remediate, desktop-level security incidents.

• Update documentation for helpdesk tickets, knowledge base, system administration procedures, etc.

• Evaluate documented resolutions and analyze trends for ways to prevent future problems.

• Perform duties with minimum supervision following Department standards and best practices to make good judgment calls for system issues resolutions or escalation.

Building Maintenance Supervisor: Under general direction, plans, supervises and assists in performance of a variety of building maintenance activities, including supervision of capital projects, at City buildings; and performs related work as required.

IDEAL CANDIDATE

The City of Woodland is looking to fill multiple Utilities Maintenance Worker I/II positions in the Public Works Sanitary Sewer/Storm Drainage Systems Division.  The Ideal Candidate for the current vacancy is someone who has a good understanding of all aspects of underground sewer/stormwater maintenance and repairs, and is familiar with the operation of light and heavy equipment.  This position requires a “team player” with good interpersonal, time management, and communication skills.  Candidate must be able to follow direction and display good judgment, as well as be organized, flexible, approachable, resourceful, and a positive team contributor.  Current and valid collections certifications and Class A/B commercial driver’s license are a plus.

Utilities Maintenance Worker I: This is the entry level class in the Utilities Maintenance Worker series. The Utilities Maintenance Worker I may often perform many of the duties required of Utilities Maintenance Workers II but is not expected to have the depth of experience, skill level and certifications of the Utilities Maintenance Worker II. As a result, the Utilities Maintenance Worker I will have fewer opportunities to exercise independent discretion and judgment on matters related to work procedures and methods.

Utilities Maintenance Worker II: This is the Journey level in the Utilities Maintenance Worker series. This class differs from Utilities Maintenance Worker I in that incumbents perform more complex maintenance duties including working independently, exercising judgment, and operating the full range of tools and mechanical equipment related to a specific assignment. The Utilities Maintenance Worker II may also be expected to assist in the oversight and training of less experienced personnel. Positions in this class are flexibly staffed and are normally filled by advancement from the I level, or by candidates with prior work experience elsewhere.

ESSENTIAL JOB FUNCTIONS

Operate a variety of light and moderately heavy construction and maintenance equipment including such pieces as a loader, dump truck, water truck, steel rollers, High Velocity Vacuum Cleaner, mole trencher, and rubber-tired tractor with all attachments in order to perform a variety of routine construction and maintenance operations. Operate fork lift as assigned and trained. Perform general maintenance and repair on storm and wastewater collection facilities including installation, testing, and backfill of service laterals. Within the sewer and stormwater collections division, employees will be expected to use the Closed Circuit Television Truck, sewer cable machine, flush sewer laterals and mains, assist in sewer tap installations, clean storm drain lines and catch basins.  All Utilities Maintenance Worker I/II will operate equipment and vehicles with possession of all necessary licenses and certificates, utilize proper safety precautions related to all performed work and comply with the policies and procedures in the department Injury & Illness Prevention Program (IIPP). Regular, predictable, consistent and timely attendance is an essential function of the position, in that employee must be present to work on facilities and equipment impacting the public’s health and safety.

OTHER JOB FUNCTIONS

Respond to inquires from the general public. Prepare as built sketches, when required to convey information to engineering for graphic documentation. Check water meters for proper operation; troubleshoot registers and repair. Initiate and discontinue water service to customer accounts as directed. Operate telemetering and flow monitoring equipment. Work cooperatively with others. Perform related duties as assigned. Both Assignments will require employees to be “On Call” as needed.

QUALIFICATIONS

Utilities Maintenance Worker I:

Education: High School Diploma or equivalent.  Courses in, or graduation from, the American Public Works Association’s Public Works Institute is desirable.

Experience: One (1) year of experience in construction or related field.

License and Certificate:  Requires possession of a California State Drinking Water Operator Certification Program (DWOCP) Grade I Water Distribution Operator (D1) and a Grade I Wastewater Collections System Maintenance certificate issued by California Water Environment Association prior to permanent appointment. A Pipeline Assessment and Certification Program certificate issued by the National Association of Sewer System Companies (NASSCO) is desirable.  Requires possession of a valid California Driver's License. A Class B Driver’s permit and DMV Medical Certification are required within three (3) months of hire. Employee must obtain a valid Class B Driver's License, a Work Zone Safety certification issued by the International Municipal Signal Association, First Aid and CPR certifications, Competent Person certification, and Confined Space certification prior to permanent appointment.

Utilities Maintenance Worker II:

Education: High School Diploma or equivalent.  Courses in, or graduation from, the American Public Works Association’s Public Works Institute is desirable

Experience: One (1) year of experience performing duties comparable to those of a Utilities Maintenance Worker I.

License and Certificate: Requires possession of a California State (DWOCP) Grade I Water Distribution Operator (D1) and a Grade II Wastewater Collections System Maintenance certificate issued by California Water Environment Association upon hire. Requires all of the certifications necessary for a Utilities Maintenance Worker I and possession of a valid Class B California Driver's License with Tank and Air Brake Endorsement upon hire.

DEFINITION

To perform responsible technical duties in support of electric utility computer operational and control systems, including Supervisory Control and Data Acquisition (SCADA) and Distributed Control System (DCS); and to analyze, design, program, test, install, and maintain a variety of electric utility computer systems.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Electric Technology System Supervisor.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Perform technical duties in support of electric utility Supervisory Control and Data Acquisition (SCADA) and Distributed Control System (DCS) system software and hardware, including system maintenance and programming.
• Test, implement, and maintain computer applications and systems related to the electric utility infrastructure systems, including asset/work order, outage tracking, training modules and related work management applications.
• Maintain the integrity of electric computer security systems; create and maintain user identification, authorizations, system privileges, passwords and perform related tasks.
• Train users in various system applications and respond to requests for service related to problems/questions; monitor logs and files for possible problems and system failures and take corrective action.
• Conduct scheduled backup and recovery activities, expediting when appropriate; trouble shoot problems on a system-wide basis; work with vendors and management staff in making changes of a system-wide nature.
• Develop and implement operational procedures for electric computer hardware and software including network infrastructure to be in compliance with North American Electric Reliability Corporation (NERC) standards.
• Maintain communication links with outside agencies and contractors.
• Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
• Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:

• Principles and practices of utility computer systems operations and technical support activities.
• Supervisory Control and Data Acquisition (SCADA) system architecture, security standards and recovery procedures.
• Distributed Control System (DCS) system architecture, security standards and recovery procedures.
• Electric utility network operating systems and protocols.
• Local Area Networks, and Windows operating systems.
• NERC security procedures for electric computer systems.
• Pertinent local, State and Federal laws, ordinances and rules.

Ability to:

EXPERIENCE AND TRAINING

Experience:

Two years of responsible technical experience providing utility computer systems support work, preferably in SCADA (Supervisory Control and Data Acquisition) or DCS (Distributed Control System).

AND

Training:

An Associate’s degree or 60 semester units of college level course work including 18 units in a major field of study and 21 units in general education from an accredited college or university, preferably in computer science, engineering, electronics, or a related field. Two years of additional related work experience can substitute for an Associate’s Degree.

License or Certificate:

Possession of a valid California driver’s license by date of appointment.

SELECTION PROCESS

DISTINGUISHING CHARACTERISTICS

This is the journey level class in the Plant and Equipment Maintenance Worker series and is distinguished from the I level by the ability to perform the full range of duties assigned with only occasional instruction or assistance as unusual or unique situations arise. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from an assigned supervisor; and technical and functional supervision from a Senior Plant and Equipment Mechanic.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Inspect and perform routine maintenance on machinery and equipment such as pumps, valves, motors, engines, compressors, and generators.
• Lubricate equipment and take oil samples for review and analysis.
• Perform routine building maintenance duties such as cleaning and painting of utility facilities and upkeep of work areas.
• Assist in construction and repair of tanks and pump houses and other special projects, working from blue prints and sketches.
• Dig trenches, install shoring, set up concrete forms as necessary, and backfill open trenches, completing surfaces “to-finish” as appropriate.

MINIMUM QUALIFICATIONS

Knowledge of:

DEFINITION

To perform technical and professional duties involving the analysis, design, development, programming, and maintenance of information systems related to the operations of an assigned department, including but not limited to, water and wastewater treatment or electric energy management, distribution, and generation processes and facilities; and to provide information technology support related to department specific operations and systems.

DISTINGUISHING CHARACTERISTICS

This is the entry level in the Data Management Specialist series. This class is distinguished from the journey level by the performance of the more routine tasks and duties assigned to positions within the series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters allocated to the journey level. Since this class is typically used as a training class, employees may have only limited or no directly related work experience. Employees work under general supervision while learning job tasks.

• Receives general supervision from an assigned supervisor.
• May exercise technical supervision over clerical, maintenance and/or technical staff as assigned.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Implement and maintain electronic data management, collection/storage, and related systems in support of assigned department operations and processes.
• Design, develop, program, deploy, maintain and troubleshoot a variety of electronic databases related to department operations including large Relational Database Management Systems (RDBMS) such as Oracle, SQL Server, integrated development environments, Internet application server, and/or web host software.
• Develop, install and maintain Web-based applications.
• Perform daily data analysis; maintain data integrity and accuracy by running and analyzing various programs and reports; perform database backup and recovery operations; implement and test backup and recovery policy.
• Monitor and maintain security of database systems by writing procedures, functions and triggers to control the flow of data, monitoring logs and reviewing system access privileges, allocating disk space for users, creating and maintaining users, user permissions, system privileges, and passwords, and performing other administrative tasks at the operating system level.
• Perform database back-up and recovery operations; implement and test back-up and recovery policies and procedures.
• Design, develop, maintain and troubleshoot server management tools, Internet application servers, and forms, reports and report development suite in support of department operations, requirements, and staff needs.
• Set up and maintain logical storage, channels, virtual disks and partitions; create data files, tablespaces, tables and indexes as needed.
• Work with various internal users to develop programs that meet business needs; develop, test, review, and de-bug related prototypes; create documentation of final programs; develop and conduct end user training and program roll out.
• Provide system administration services; set up and install new servers and operations systems; install system upgrades and/or apply patches; hard code and/or implement programs in anticipation of upgrades.
• Design and develop forms and reports in support of department operations, requirements, and staff needs.
• Prepare periodically-required internal and external regulatory reports related to department operations.
• Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
• Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:

• Principles and practices of Oracle and SQL Server databases, Local Area Networks (LAN), Storage Area Networks (SAN), computer systems and related analysis.
• Principles and techniques of SQL, PL/SQL, and JAVA scripting, report writing, programming, electronic data processing and application documentation.
• Principles and practices related to the programming, maintenance, and use of computer systems and applications such as Oracle, Microsoft Word, Excel, Access, WHIMS and web development software.

Ability to:

• Learn to perform technical duties in the analysis, design, and maintenance of information systems related to the processes and operations of the assigned department.
• On a continuous basis, know and understand operations, and observe safety rules; analyze problem equipment and/or procedures; know and apply techniques and terminology; communicate and explain test results to others.
• Intermittently, sit while studying or preparing reports; bend, squat, climb, kneel and twist when performing various field site sampling duties; perform simple and power grasping, pushing, pulling, and fine manipulation; use telephone, computer or communicate through written means; and lift or carry weight of 25 pounds or less.
• Learn to apply basic principles of business processes related to the assigned department’s operations and information management.
• Communicate clearly and concisely, both orally and in writing.
• Establish and maintain effective working relationships with those contacted in the course of work.

Experience and Training

Experience:

One year of responsible experience in computer systems operations and programming related to the implementation or maintenance of large Relational Database Management Systems (RDBMS) such as Oracle servers and automated data systems and information management; experience in a 24 hour industrial process environment, such as water or wastewater treatment is desirable.

AND

Training:

A Bachelor’s degree from an accredited college or university, preferably with major course work in computer science, information systems or a related field.

License or Certificate

• Possession of a valid California driver’s license by date of appointment.
• Possession of a Database Administrator (DBA) certificate is desirable.

SELECTION PROCESS

All candidates meeting the minimum qualifications will have their application scored in a Formula Rate Examination.  The applicant’s experience and education will be evaluated using a pre-determined formula.  Scores from this evaluation will determine applicant ranking and placement on the Employment List.  Supplemental questions will be utilized by the department hiring authority to make interview and selection determinations.  Final appointment is contingent upon a check of past employment references, passing a City-paid fingerprint check and depending on position applied for a pre-employment medical exam and a drug and alcohol screening test.
