The City of Marysville is seeking qualified candidates for the position of a Human Resources Manager, Assistant to the City Manager and City Clerk; this recruitment will fill 1 vacancy and create an eligible list.  

This recruitment will encompass three (3) different positions with the City of Marysville (Human Resources Manager (HR), Assistant to the City Manager (ACM) and City Clerk (CC); due to this caveat this classification specification will list duties and responsibilities for the three (3) positions.
The Human Resource Manager will conduct, lead and direct the routine functions of the Human Resources (HR) department including hiring and interviewing staff, administering pay, benefits, and leave, and enforcing company policies and practices. ACM - To perform a variety of administrative and managerial responsibilities in the conduct and management of the activities of preparing City Council agendas, minutes, and Council packets, as well as responding to Public Records request and maintaining all official City records. CC- The City Clerk shall perform those duties set out in the City of Marysville Charter and ordinances, as well as is prescribed by State and other law. The City Clerk shall also perform other duties incident to these laws, including staff support to the City Council approximately two times per month, as well as the Oversight Board and Levee Commission on an as need basis.

SUPERVISION RECEIVED AND EXERCISED

HR - Recruits, interviews, hires, and trains new staff in the department. Oversees the daily workflow of the department. Provides constructive and timely performance evaluations. Handles discipline and termination of employees in accordance with company policy. ACM - Reports to and receives general direction from the City Manager. May exercise direct supervision over clerical staff.

• Respond to inquiries from the public by letter, telephone and in person regarding Council action and records; research information for public or city staff when necessary.

• Maintain administrative files including historical legal documents, resolutions, ordinances, agreements, deeds and annexations.

• Serve as custodian of the city seal and city archivist for official records.

• Process all municipal elections to County Elections Office and maintain election files for all municipal/special elections; receive initiatives and process accordingly.

• Maintain list of commissions and boards; receive applications for membership on boards and commission; publish notices for vacancies; process applications for Council selection; notify applicants of results.

• Assist City Manager in responding to various inquires related to city operations, policies, and programs.

• Serve as financial disclosure officer for Fair Political Practices Commission for campaign disclosure forms and statement of economic interest.

The City of Sausalito Police Department is seeking a dedicated and detail-oriented individual to join our team as a Police Community Service and Evidence Technician. This vital role supports our mission to maintain public safety and maintaining evidence, as well as enforcement of parking rules and regulations

This is a journey-level non-sworn classification in the Police Department that performs the full range of duties related property and evidence as well as assists the patrol officers with minor evidence collection, reporting writing and responding to related calls for service as needed to effectively provide police services. Incumbents are expected to work independently and exercise judgment and initiative.

THE POSITION

Under supervision of the Public Works Manager, the Maintenance Worker I performs entry level unskilled, semi-skilled, or skilled labor in construction, maintenance, and related service activities applied to the areas of general landscaping, grounds maintenance and street maintenance.

 TYPICAL TASKS AND RESPONSIBILITIES

• Grounds Maintenance:  Operate mowers and other equipment and tools for purposes of cutting grass, trimming trees and shrubs, and planting and transplanting flowers, bulbs, shrubs, and trees.
• Storm Prevention Maintenance:  Assist in cleaning ditches, culverts, and storm drains.
• Street Maintenance: Assist in repainting of pavement markings, basic pothole, and street repair; installation and repair of street signs and markers; mixing and application of Class III pesticide materials.
• Vehicle/Equipment Maintenance:  Assist in the care, maintenance and cleaning of vehicles, tools, and equipment.
• General:  Contact residents concerning maintenance and service problems; refer complaints and requests to proper supervisory personnel. Assist supervisory personnel in preparing and maintaining proper records and logs. Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.

QUALIFICATIONS

The general knowledge of basic construction methods, materials and terminology, standard hand tools, light equipment, and light vehicles; general knowledge of basic safety precautions and practices necessary in working with hand tools, light equipment, and vehicles; general knowledge of basic methods and practices involved in the care of shrubs, trees and flowers. Ability to learn technically complex construction and maintenance procedures in water systems, streets, parks and building maintenance; use hand and power tools; perform heavy manual labor for extended periods of time under inclement weather conditions; work alone or with small groups.

SPECIAL REQUIREMENTS

Possession of a valid California driver's license and ability to maintain a satisfactory driving history.

EXPERIENCE AND TRAINING

Completion of high school or its equivalent, or completion of a trade or vocational school.  Some directly related experience is desirable.

COMPENSATION AND BENEFITS

• Monthly Salary: $4,855 to $6,269 per month. Placement within the range will be based upon the selected candidate’s experience and salary history.

The City of San Rafael is recruiting for a Building Inspector to work in our Community Development Department.  Under the direction of the Chief Building Official, the Building Inspector I/II inspects buildings, reviews plans and specifications in the enforcement of laws regulating the construction of buildings in the City of San Rafael, issues building permits and collects fees. 

Building Inspector I:  This class performs the more routine tasks and duties including inspections of residential construction and less complex commercial and industrial properties.  This class is typically used as an entry-level class.  Employees in this class may have limited or no directly related work experience.

• Graduation from an accredited high school or equivalent based on courses taken from an accredited education institution.  Additional qualifying experience may be substituted for the required education on a year-for-year basis, AND
• Five (5) years of progressively responsible experience in a variety of building construction work or as a licensed general contractor.  A college degree in a construction-related subject or building inspection program may substitute for one year of the experience, AND
• At least two (2) years must be in an inspection capacity equivalent to a Building Inspector I for a government agency.

CERTIFICATES/LICENSES/REGISTRATIONS (SPECIAL REQUIREMENT):

• Ability to obtain a California driver’s license and maintain a satisfactory driving record; AND ONE of the following:

Building Inspector I:

• Must hold or obtain within one-year of hire an International Code Council (ICC) B1 Residential Building Inspector or B2 Commercial Building Inspector certification and must maintain certification through the entire term of employment in this job classification. 

Building Inspector II:

• At time of hire/promotion into this classification, must hold an International Code council (ICC) B1 Residential Building Inspector or B2 Commercial Building Inspector certification.  Within one (1) year of hire/promotion into this classification, must obtain one or more of the following ICC certifications:
  • P1 Residential Plumbing Inspector
  • M1 Residential Mechanical Inspector
  • E1 Residential Electrical Inspector

Projects for 2024 include:

• Communications – Assist with developing innovative and relevant content for posting on City-administered social media sites, research and work with departments in developing articles for publication on the City’s website and print newsletter, and assist with aspects of video production including storyboarding, camera work, and script-writing.

• IT – Have some familiarity with programs such as Windows, Active Directory, Office/Microsoft 365. Must be able to disassemble and reassemble a PC. Projects will consist of adding and editing AD and email accounts and sorting and organizing hardware components. Some daily tasks will include responding to help desk requests and making basic equipment repairs and replacements.

• Public Works (Utilities) – Provide support to the City's Public Works Department - Utilities Division with various engineering projects in drinking water distribution, water resources, sanitary sewer collection, and storm drainage. Primary assignment will focus on mapping and geolocating drinking water facilities to comply with new state regulatory compliance.  Secondary assignments may include field engineering support on construction of capital utility projects and assisting on various engineering reports and studies.

Applicants must be college students currently enrolled in and pursuing an undergraduate or graduate degree at an accredited college or university in a related field (e.g. public administration, public policy, business, planning, library science, environmental studies, engineering, sustainability). Undergraduate candidates must have a minimum of 48 semester units or equivalent completed.  Applicants should also be self-motivated, have excellent interpersonal skills, able to use Microsoft Office software, demonstrate good research ability and have the ability to communicate clearly both verbally and in writing. 

SALARY AND HOURS: The salary range for Interns is $20.00 per hour, 15-18 hours per week over a 12-week period.  The start date is flexible depending on the student’s availability.

We have an excellent opportunity in the Community Development Department for the position of Plan Check Assistant!

We are seeking a customer service-oriented individual with the competence and experience to address challenges with confidence and professionalism. The Plan Check Assistant performs a range of duties in reviewing and checking building construction plans (residential, commercial, and industrial) for compliance with all applicable State and City codes.

Primary Responsibilities:

• Review construction plans for additions, alterations, repairs, and other projects to ensure compliance with all applicable codes and ordinances
• Respond to inquiries from, and provide information to architects, engineers, contractors, building designers, owners, and the general public regarding project status, plan checking, and other code code-related issues
• Provide assistance at the public service counter (over-the-counter plan checking, code questions, and permit issuance)
• Perform routine engineering analysis and calculations
• Approve over-the-counter plan revisions to issued permits

To perform a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of streets, sidewalks, signs, water meters, sewers, storm drains, pump stations and tree maintenance. 

The purpose of this recruitment is to hire a Temporary / Part-Time position.  Applicants who do not meet the minimum qualifications for the Maintenance Worker I position may be considered for employment as an Intern.  Temporary / Part-Time employees work no more than 130 hours per month AND 960 hours per fiscal year. Typical work schedule will be three 8-hour shifts per week, excluding weekends and evenings.

IDEAL CANDIDATE

The Ideal Candidate for this position should have previous Road Maintenance experience; sidewalks, driveways, roads, curbs, and gutters, although not required. The Ideal Candidate will be able to follow directions, demonstrate good communication skills (orally and in writing), be flexible, arrive on time, have good attendance, a positive attitude, be able to work independently with limited supervision, and a willingness to take on and learn new skills. Possessing a Class B commercial Driver’s license is desired, though not required upon hire.

Operate a variety of light and moderately heavy construction and maintenance equipment including such pieces as a loader, dump truck, water truck, rubber-tired and steel rollers, rubber-tired tractor with all attachments (except backhoe attachment), striping equipment, and trencher in order to perform a variety of routine construction and maintenance operations.  Spread asphalt in patching and repairing streets.  Use concrete cutting equipment; operate a jackhammer; pour and finish concrete; construct concrete forms and perform rough carpentry work.  Paint and install traffic markings on streets, crosswalks, parking lots, and curbs; operate a striping truck; manufacture and install traffic signs and remove signs no longer required.  Install and remove traffic control barricades and cones.  Assist in a variety of tree maintenance activities including low limb, stump routing, tree watering, and tree planting.  Utilize proper safety precautions and comply with policies and procedures in the Department Illness and Injury Prevention Program.  Operate equipment and vehicles with possession of all necessary licenses and certificates.  Regular and consistent attendance.

OTHER JOB FUNCTIONS

Respond to inquiries from the general public.  Clean storm grates and drains.  Perform work in emergency situations as required.  Perform minor and preventive maintenance on paint spraying equipment, compressors, sprayers, compactors, and other construction equipment.  Work cooperatively with others.  Perform related duties as assigned.

QUALIFICATIONS

Maintenance Worker I

Education:  High School diploma or equivalent.

Experience:  One (1) year of work experience in construction or related field.

License or Certificate:  Possession of a valid California Driver's License required upon hire.  Class B permit and DMV Medical Certification are required within three months of hire.  A valid Class B California driver's license, Completion of Work Zone Safety certification issued by the International Municipal Signal Association, First Aid and CPR Certifications required prior to permanent appointment.

BENEFITS

The pay cycle is bi-weekly.  With the exception of worker's compensation coverage and sick leave accrual, no other benefits compensations are provided. Employees must contribute 1.45% of salary to Medicare and 7.5% to a retirement plan in accordance with Federal Law.

This position is Temporary / Part-Time, working no more than 130 hours per month and no more than 960 hours per Fiscal Year.
