The Position:

The City of Santa Clara is seeking an experienced, energetic, and collaborative leader to serve as its next Senior Inspector supporting the daily operations of the Building Division. This critical role provides both technical expertise and supervisory leadership to ensure the City’s high standards for safety, service, and professionalism are consistently met.

The Senior Inspector is a supervisory-level classification responsible for performing the most complex building, electrical, plumbing, and mechanical inspections, while also providing guidance, coordination, and training for less experienced inspectors and support staff. Depending on expertise, incumbents may be assigned to one or more specialty areas, including Building, Electrical, Plumbing, Mechanical, Permit Center, or Code Enforcement. Experience in MEP plan review is highly desirable and may be used to fill one of the two openings. 

This position requires an individual who can operate as a subject-matter expert and exercise sound, independent judgment in daily operations. The role is distinguished from the Inspection Manager classification, which carries broader responsibility for division-wide planning, field operations, and strategic technology initiatives. MINIMUM QUALIFICATIONS:

Minimum Education Requirements: 

Graduation from high school or possession of a GED.

Minimum Experience Requirements:

Five (5) years of increasingly responsible experience in building inspection with a city and/or county agency.

Desirable Qualifications

• Depending on position assignment, the required experience and certification may be required in a particular specialty such as building inspection, electrical inspection, or plumbing and mechanical inspection.
• MEP plan review experience.  
• Certified Access Specialist (CASp) certification.
• Minimum one (1) year of supervisory experience that includes supervising building inspectors.

Licenses/Certificates
 The following are required at time of appointment and for the duration of employment:

• A valid California Class C driver's license.
• Certification as a Building Inspector, Electrical Inspector, Plumbing Inspector, Mechanical Inspector, or Combination Inspector by the International Code Council (ICC) or International Association of Plumbing and Mechanical Officials (IAPMO), or equivalent.

The City of San Jose’s Department of Planning, Building, and Code Enforcement serves to ensure the orderly and safe development of private properties, compliance with all applicable building, zoning, and quality of life ordinances and regulations, and to promote healthy and safe community standards. About the Division

The City’s Planning Division provides oversight and assistance towards the City's growth and development in relation to regulations related to land use, zoning, development standards, urban village plans, and environmental impacts. The goal is to encourage development that strives for safety, high quality of living standards, and support of the health, inclusion, and wellbeing of all persons living and working in San Jose.  

The Division is seeking applicants for the Planning Technician classification. This is a full-time position that is responsible for providing the public with information about land use regulations and permitting requirements and directly assisting customers through the permit application process by completing the initial processing of applications. This includes, but is not limited to, the calculation of application fees, determination of application completeness, data input into the City's permitting system database, creation of maps, and routing electronic plans and documents to other City departments and outside agencies for review. 

The Planning Division is divided into four teams: 

• Permit Center: The Permit Center team focuses on public information services, administrative-level staff reviews for development projects, and zoning compliance reviews for building permits. 
• Development Review: The Development Review team is responsible for processing rezonings and development permits, historic preservation, and community outreach. 
• Environmental Review: The Environmental Review team fulfills requirements under the California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) for assessing environmental impacts for public and private projects, ensures environmental mitigation compliance, and implements the Santa Clara Valley Habitat Conservation Plan.? 
• Citywide Planning: The Citywide Planning team focuses on long-range planning, including General Plan updates and amendments, zoning and sign ordinance amendments, preparation of urban village plans, housing policies, data analytics, and community engagement. 

What We Do 

The Department’s Planning Division ensures compliance with the above-mentioned obligations by annually reviewing, analyzing, conducting, researching, processing, and issuance of: 

• 4,000 zoning compliance reviews for building permits; 
• Over 150 commercial, industrial, residential, and mixed-use development permits; 
• Over 500 of environmental clearance reviews for public and private projects, including approximately 4 to 8 Environmental Impact Reports, 20 to 30 Negative Declarations/Mitigated Negative Declarations, and over 150 exemptions; 
• Over 50 zoning changes; 
• Multiple General Plan Amendments, ordinance amendments, urban village plans, and land use policies; and 
• Over 50 community meetings and workshops.

Position Duties:

The Planning Division is currently seeking to fill one full-time Planning Technician vacancy. The position will work with other Planning Technicians on public information services, intaking and coordinating permit applications, and providing administrative support for public hearings. The position is primarily responsible for providing basic land use regulation and permitting information to the public, managing application submittal appointments, and ensuring a seamless process for applicants when completing the initial processing of their permit applications. This includes responding to public inquiries about the permitting process and providing guidance on the required application documents.  Planning Technicians also provide necessary clarifications to ensure that customers are applying for the correct permitting process and that the information provided is accurate.  The duties require close collaboration with other City departments and creative, analytical thinking to troubleshoot issues, and appropriately update tracking sheets and applications as they relate to changes in State laws and City requirements. Planning Technicians also provide administrative and technical support for in-person and virtual meetings (Zoom) to ensure that meeting agenda, presentation slides, and public speaking timers are appropriately displayed. This position occasionally requires working late on weekday evenings to provide administrative support during public hearings.    

Salary Range

$75,435.36 - $91,596.96 Annually

This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.

Duties and Responsibilities

• Respond to customer inquiries related to land use planning and zoning-related questions to ensure customers understand the basic processes. 
• Provide information regarding permit processing, policies, and procedures to applicants and help ensure that applicants are briefed and successful in the next steps of the process. 
• Work with permit applicants, including application intake and providing fee information and general zoning and land use information. 
• Create and maintain maps, graphic illustrations, permit applications, documents, spreadsheets, and other land use planning materials primarily using computers and associated software, including Microsoft Office Suite, Adobe Suite, and ArcGIS. 
• Assist in the preparation and general conduct of public meetings. Provide administrative and technical support for public meetings, including Planning Commission, Historic Landmarks Commission, and Planning Director hearings, requiring some availability on weeknights. 
• Research official records from City departments and outside agencies to obtain information, such as the use of property and permit history. 
• Provide detailed, technical, and specialized support work to city planners and other staff. 

Minimum Qualifications:

Education: High school diploma, General Education Development (G.E.D.) Certificate, or California Proficiency Certificate or equivalent. 

Experience: Two years of technical experience using a personal computer to create word processing documents, computer graphics, databases, spreadsheets and maps. 

Acceptable Substitution for Experience: An associate degree from an accredited college with an emphasis in a technical field such as computer science, geographic information systems, computer graphics, or architectural drafting with completed coursework in each of the following software applications: word processing, computer graphics, databases, spreadsheets and maps. 

Licenses: Possession of a valid California driver's license may be required.

Provides supervision, work direction and technical assistance as directed. Utilizes tools and technology identified by the District related to performance of tasks. Summary

Essential Duties and Responsibilities

Qualifications

Education/Experience: A typical way to obtain the knowledge and abilities would be: graduation from high school or GED equivalent, specialized training in building construction, facility and pool maintenance and repair, and four years of increasingly responsible experience in building construction, maintenance and repair, including supervisory experience, with a specialty in at least two building trades preferred; or an equivalent combination of education and experience. An AA degree is desirable.

Certificates and Licenses:

SENIOR BUILDING INSPECTOR

Salary: $58.52 - $74.69 Hourly

The City of Sunnyvale is hiring (1) full-time Senior Building Inspector in the Department of Community Development.

Sunnyvale is a dynamic city in the heart of Silicon Valley. Construction activities continue to grow with a wide range of project types, including tech manufacturing, hazardous occupancies, single-family residential, and multistory mixed-use, multifamily, and commercial buildings.

This position shares the responsibility of supervising 9 experienced inspectors with another Senior Building Inspector. The Building Division is a cohesive and supportive unit that helps each other navigate code compliance and enforcement issues.

The City of Foster City is seeking a qualified Senior Building Inspector who is detail-oriented and has the knowledge and experience in the areas of building inspection and safety and code compliance to join the Building Division of our Community Development Department. The Department consists of Building, Planning, and Code Enforcement Divisions and is headed by Community Development Director. 

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Graduation from high school or equivalent. A desired course of additional education would include two (2) years of college course work in Civil Engineering, Architecture, Building Inspection, or completion of an Apprenticeship Program in a building construction related field.

Experience: Three (3) years of experience to include a minimum of one (1) year full-time plan check experience and one (1) year of progressively responsible experience in a variety of municipal building inspection work.

Licenses, Certificates, Registration

• Possession of the International Code Council (I.C.C.) Plans Examiner Certificate and Full Combination Building Inspector Certificate.

Special Requirements
Ability to read and interpret plans and specifications; perform complex building, plumbing, mechanical and electrical inspections; interpret and apply provisions of pertinent codes and regulations, prepare accurate and concise reports; acquire and demonstrate skill supervising and managing work of others; learn administrative techniques, methods and procedures of personnel management and other skills required to assist in management of the Division operations; establish and assist in developing improvements to computerized Division operations; establish and maintain cooperative working relations with engineers, architects, contractors and the general public; attend work and perform duties on a regular and consistent basis.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Community Development Department will make the hiring decision.

The Position:

The Senior Planner is the advanced journey level classification in the professional Planner series. An incumbent in this classification is responsible for performing complex planning duties in the administration of land use regulations, the City's General Plan, Housing Element, environmental review, and design review.  The Senior Planner is distinguished from the Associate Planner classification as they perform lead, supervisory responsibilities.

This Senior Planner position will be primarily assigned to advanced or long-range planning implementing the City’s Housing Element, including preparing Annual Progress Reports, monitoring Regional Housing Needs Allocations, developing, implementing, and monitoring policies, data analysis & reporting, and community engagement activities.

The ideal candidate is expected to be familiar with state planning and housing laws, including state density bonus requirements, and Housing Element requirements. They should be able to demonstrate a comprehensive understanding of the laws and the local implementing ordinances to ensure the City is in compliance. This position will also play a key role in advancing housing-related initiatives, many of which are part of the Housing Element programs.

The ideal candidate will be a motivated self-starter able to work independently, and with a team. They will be able to communicate effectively with supervisors, colleagues, consultants, decision-makers, and the public. Creativity, critical thinking, ability to perform research and analyses are essential traits.

MINIMUM QUALIFICATIONS:

EDUCATION AND EXPERIENCE

Minimum Education Requirements:

A Bachelor's Degree from an accredited college or university in Urban and Regional Planning, Environmental Studies, Architecture, or closely related field.

Minimum Experience Requirements:

Four (4) years of professional municipal or regional planning experience.

Acceptable Substitution:

• Two (2) years professional planning experience as an Associate Planner with the City of Santa Clara may be substituted for the required experience.

• A Master's Degree from an accredited college or university in City Planning or closely related field may be substituted for one year of the required experience.

Desirable Qualifications:

• Computer proficiency in Microsoft Word, Excel, Geographic Information Systems (GIS), permit tracking software, such as Accela.

• Depending on position assignment, experience in a particular specialty such as current planning, advanced or long-range planning, California Environmental Quality Act (CEQA), and/or Geographic Information Systems (GIS) mapping, or database development.

• Experience developing and delivering public presentations.

• Planning experience in a lead or supervisory capacity.

• Possession of a certification from the American Institute of Certified Planners (AICP).

Other Requirements: 

• Will be expected to work evenings and weekends as required.

• Must be able to perform all of the essential functions of the job assignment.
