The City of Sunnyvale is hiring (1) full-time Senior Building Inspector in the Department of Community Development.

Sunnyvale is a dynamic city in the heart of Silicon Valley. Construction activities continue to grow with a wide range of project types, including tech manufacturing, hazardous occupancies, single-family residential, and multistory mixed-use, multifamily, and commercial buildings.

This position shares the responsibility of supervising 9 experienced inspectors with another Senior Building Inspector. The Building Division is a cohesive and supportive unit that helps each other navigate code compliance and enforcement issues.

Minimum Qualifications:
Education and Experience:

The minimum qualifications for education and experience can be met in the following way:

An Associate's degree or 60 semester units or 90 quarter units in engineering technology, architecture, construction management or related field; AND
Four years of professional, full-time experience as a building inspector with a public agency,

OR

Graduation from high school or tested equivalent; AND
Four years of professional, full-time experience as a building inspector with a public agency and two years as a licensed general contractor.

Licenses/Certificates:
Possession at time of hire and continued maintenance of a valid Class C California driver's license and a safe driving record.
Possession and continued maintenance of ICC Certifications:  Building Inspector (B1 and B2), Electrical Inspector (E1 and E2), Plumbing Inspector (P1 and P2), and Mechanical Inspector (M1 and M2).

Minimum Qualifications:
Equivalent to completion of two years of college or technical school training with major course work related to the plan checking, the construction trades or a field related to the work and two years of experience in either reviewing plans for compliance with codes and ordinances or in inspecting a variety of structures for such compliance and conformance to plans and specifications. Additional experience as outlined above may be substituted for the education on a year-for-year basis.

Certificates and Licenses:
Consistent with California State law, certification by the International Code Council (ICC) or equivalent in plans examination, accessibility, or green building must be obtained within two years. Failure to obtain certification within two years may result in release from employment. Certification must be maintained as a condition of continued employment.
 
Additional Requirements: Must complete a minimum of 45 hours of qualified continuing education in every three-year period with at least 8 hours regarding disability access requirements.

The City of Foster City is seeking a qualified Senior Building Inspector who is detail-oriented and has the knowledge and experience in the areas of building inspection and safety and code compliance to join the Building Division of our Community Development Department. The Department consists of Building, Planning, and Code Enforcement Divisions and is headed by Community Development Director. 

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Graduation from high school or equivalent. A desired course of additional education would include two (2) years of college course work in Civil Engineering, Architecture, Building Inspection, or completion of an Apprenticeship Program in a building construction related field.

Experience: Three (3) years of experience to include a minimum of one (1) year full-time plan check experience and one (1) year of progressively responsible experience in a variety of municipal building inspection work.

Licenses, Certificates, Registration

• Possession of the International Code Council (I.C.C.) Plans Examiner Certificate and Full Combination Building Inspector Certificate.

Special Requirements
Ability to read and interpret plans and specifications; perform complex building, plumbing, mechanical and electrical inspections; interpret and apply provisions of pertinent codes and regulations, prepare accurate and concise reports; acquire and demonstrate skill supervising and managing work of others; learn administrative techniques, methods and procedures of personnel management and other skills required to assist in management of the Division operations; establish and assist in developing improvements to computerized Division operations; establish and maintain cooperative working relations with engineers, architects, contractors and the general public; attend work and perform duties on a regular and consistent basis.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Community Development Department will make the hiring decision.

THE POSITION

The City of Redwood City invites you to apply for the position of Permits Technician.  Under supervision of the Senior Building Inspector/Permit Counter Supervisor, the Permits Technician is responsible for processing a variety of permits; and providing general information to the public at the public counter and by telephone. SUMMARY DESCRIPTION

DISTINGUISHING CHARACTERISTICS

A paraprofessional classification requiring administrative, analytical, and specialized technical skills to perform semi-complex municipal planning duties. The role is distinguished from lower classifications by its scope of work and requirements for specialized training and technical proficiency in planning. This classification performs recurring tasks and solves problems independently under general supervision from the department director or assigned supervisor, and does not exercise supervision over staff.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Actual work may vary based on department needs or change due to evolving business practices.

• Perform a wide range of administrative, operational, and technical tasks supporting planning programs and functions.
• Process, review, and evaluate plans, required planning documents and construction plans for completeness, consistency, and regulatory compliance.
• Administer zoning, land use, subdivision, and environmental regulations; provide recommendations on project issues, and assist applicants to ensure all requirements are met within established time frames.
• Interact with the public, and internal and external stakeholders;  serve as liaison to City staff, applicants, developers, consultants, and external organizations and agencies regarding City codes, policies, processes, and requirements.
• Conduct site visits; investigate zoning issues and complaints; advise property owners, developers, and the public on relevant City ordinances and regulations.
• Prepare reports and make public presentations to the Planning Commission, City Council, and other public groups.
• Conduct specialized planning studies, research, and analysis for current and long-range planning issues, including environmental evaluations and General Plan updates.

The Position:

The Senior Planner is the advanced journey level classification in the professional Planner series. An incumbent in this classification is responsible for performing complex planning duties in the administration of land use regulations, the City's General Plan, Housing Element, environmental review, and design review.  The Senior Planner is distinguished from the Associate Planner classification as they perform lead, supervisory responsibilities.

This Senior Planner position will be primarily assigned to advanced or long-range planning implementing the City’s Housing Element, including preparing Annual Progress Reports, monitoring Regional Housing Needs Allocations, developing, implementing, and monitoring policies, data analysis & reporting, and community engagement activities.

The ideal candidate is expected to be familiar with state planning and housing laws, including state density bonus requirements, and Housing Element requirements. They should be able to demonstrate a comprehensive understanding of the laws and the local implementing ordinances to ensure the City is in compliance. This position will also play a key role in advancing housing-related initiatives, many of which are part of the Housing Element programs.

The ideal candidate will be a motivated self-starter able to work independently, and with a team. They will be able to communicate effectively with supervisors, colleagues, consultants, decision-makers, and the public. Minimum Education Requirements:

A Bachelor's Degree from an accredited college or university in Urban and Regional Planning, Environmental Studies, Architecture, or closely related field.

Minimum Experience Requirements:

Four (4) years of professional municipal or regional planning experience.

Acceptable Substitution:

• Two (2) years professional planning experience as an Associate Planner with the City of Santa Clara may be substituted for the required experience.

• A Master's Degree from an accredited college or university in City Planning or closely related field may be substituted for one year of the required experience.

Desirable Qualifications:

• Computer proficiency in Microsoft Word, Excel, Geographic Information Systems (GIS), permit tracking software, such as Accela.

• Depending on position assignment, experience in a particular specialty such as current planning, advanced or long-range planning, California Environmental Quality Act (CEQA), and/or Geographic Information Systems (GIS) mapping, or database development.

• Experience developing and delivering public presentations.

• Planning experience in a lead or supervisory capacity.

• Possession of a certification from the American Institute of Certified Planners (AICP).

Other Requirements: 

• Will be expected to work evenings and weekends as required.

• Must be able to perform all of the essential functions of the job assignment.

Principal Planner

The City of Sunnyvale is seeking a Principal Planner to join the Community Development Department.  Under the direction of the Assistant Director of Community Development or Planning Officer, the Planning Division is organized into teams which are overseen by Principal Planners who plan, direct, perform and supervise a variety of complex technical planning activities, and related work as required, relative to the assigned area of responsibility.

• The Current Planning Team reviews and acts or makes recommendations on planning applications and performs reviews of building permit applications and business licenses for zoning compliance. 
• The Administrative Support Team supports the Planning Officer and all Planners for the City. This position may act as the Zoning Administrator, overseeing regulatory processes and issues related to California Environmental Quality Act (CEQA) and other regulatory compliance and requirements, process improvements, training needs, coordination with area governments and other administrative and supervisory functions.

ABOUT THE POSITION
