Our department oversees the maintenance of 260 miles of sanitary sewer lines, 75 miles of storm drains, 210 miles of City streets and 380 miles of sidewalk. To ensure that streets and sidewalks are in proper condition, Public Works manages the Pavement Management Program and the Sidewalk Program to keep our streets and sidewalks clean and in good repair along with a variety of other tasks as it relates to public right of way. The Position

The Public Works Maintenance Leadworker performs skilled work in the construction, maintenance, and repair of sewer infrastructure, road ways, sidewalks, and storm conveyance system. The Leadworker assigns and participates in the work of maintenance crews, operates power driven equipment, and performs related work as required.   This position is responsible for lead supervision of a sewer, street, storm or traffic safety maintenance field crew. The work assigned also involves training staff and working as a member of the crew performing the more complex and difficult repair and maintenance tasks.   For a complete list of duties, reference our job specifications at www.cityofsanmateo.org.

Under general supervision, performs a variety of complex technical duties in support of the development review process, including planning, zoning, plan review, building inspection, plan intake and screening, permit issuance, and code enforcement; provides information to the public at a counter or over the telephone; supports regulation and control of design, construction, and quality of materials, use and occupancy, location, and maintenance of all buildings and structures within the Town’s jurisdiction; and performs related duties as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from assigned supervisory or management personnel.  Exercises no direct supervision over staff.   

This is the advanced-level classification in the Building and Planning Technician series responsible for performing the most complex work assigned to the series.  Incumbents regularly work on tasks which are varied and complex, requiring considerable discretion and independent judgment.  Positions in the classification rely on experience and judgment to perform assigned duties in accordance with federal, state, and local laws, rules, and regulations.  Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines and methods to complete assignments.  Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements. 

EXAMPLES OF TYPICAL JOB FUNCTIONS (Illustrative Only)

• Conducts building, land use, and engineering permit processing; reviews permit applications, plans, specifications, and supporting documents for completeness and compliance with legal standards and Town requirements; calculates permit fees; prepares bills, collects fees, and issues receipts; issues building, plumbing, mechanical, and electrical permits following established guidelines.
• Receives documents and completes planning and building review approval process on plot and site plans to ensure code compliance; resolves complex issues of compliance; reviews and approves plans and accompanying documents on over-the-counter permits for assigned projects; processes construction plans for commercial and residential projects; files or routes information to appropriate Town departments. 
• Applies departmental policies and procedures in determining completeness of applications, records, and reports; provides information and forms to the public; processes appropriate information. 

• Trains employees in work principles, practices, methods, policies, procedures, and applicable federal, state, and local laws, rules, and regulations.

• Assists staff with the resolution of situations that arise in contact with homeowners, builders, architects, and contractors regarding the interpretation or coordination of the department's work.

• Provides appropriate information regarding zoning, subdivision plans, and building ordinances, procedures, and requirements to the public including homeowners, developers, contractors, engineers, and architects, in person and over the counter and telephone; assists the public in the permit application process, coordinating and scheduling inspections, and other developmental processes; notifies applicants when plans or permits are ready for delivery or issuance; provides status updates. 
• Processes bond refunds and tracks deposit accounts and bonds issued for Building and Planning Department permitted projects. 
• Checks status of State contractors’ licenses, business licenses, and verification of worker’s compensation insurance.
• Tracks time limitations and constraints on construction projects; prepares standard periodic and special reports as required; researches files regarding prior actions, decisions, development activities, and other information related to the property under review.
• Provides staff support for internal and external meetings including preparing, posting, and distributing public hearing notices, agendas, and informational packets, preparing staff reports, coordinating meeting logistics and room set-up, attending meetings, taking and transcribing minutes, and processing action items; prepares and posts public and legal noticing related to board, committee, and commission actions.
• Stays current on changing code, laws, manufacturers, and material requirements. 
• Communicates orally, in writing with colleagues, managers, employees, the public, and representatives of various organizations. 
• Performs related duties as assigned.

Distinguishing Characteristics

The Principal Development Services Inspector classification is a single position classification allocated to the Development Services Division of the Department of Planning and Development.

The Principle Development Services Inspector is distinguished from the Senior Building Inspector and Supervising Construction Inspector in that the Principal Development Services Inspector is assigned continuing full supervisory responsibilities over the Senior Building Inspector and Supervising Construction Inspector, professional, technical and support staff; coordinates the activities of inspection operations across the Building, Land Development Engineering and Fire Marshal sections of the Development Services Division; whereas the Senior Building Inspector is responsible to supervise a phase of the inspection program and to perform the more difficult or more specialized inspections. The Supervising Construction Inspector is responsible for a major segment of a program area of construction projects and for supervising staff.

Yuba Water Agency is seeking a skilled, detail-driven Construction Inspector II to support major infrastructure projects that protect communities, enhance water reliability, and strengthen the region’s long-term resilience. This role offers the opportunity to work on high-impact public works—from dam safety improvements to hydropower facilities, and recreation facilities—while contributing to one of California’s most forward-thinking water agencies.

The Construction Inspector II plays a vital part in ensuring that Yuba Water Agency’s capital projects are built safely, accurately, and in full compliance with plans, specifications, and regulatory requirements. This position conducts daily field inspections, documents construction progress, verifies contractor work, and collaborates closely with engineers, project managers, and external partners. The work is hands-on, technical, and essential to delivering high-quality infrastructure that serves the people of Yuba County.

DISTINGUISHING CHARACTERISTICS

This is the full journey-level classification in the wastewater treatment plant operator series. Incumbents independently perform the full range of wastewater treatment and reclamation and recycled water facilities and equipment operations and maintenance duties. Responsibilities include inspecting and attending to assigned areas in a timely manner to ensure the proper operation and maintenance of the City’s wastewater treatment plant systems and equipment. Positions at this level work independently, exercise judgment and initiative and receive occasional instruction or assistance as new or unusual situations arise. This class is distinguished from the Lead Plant Operator in that the latter is responsible for providing technical and functional direction to operations staff and is capable of performing the most complex operations and maintenance duties assigned to the division.

SUPERVISION RECEIVED/EXERCISED

Receives supervision and direction from the Wastewater Treatment Plant Manager or designee. Exercises lead oversight, including provision of technical supervision, assignment of work and/or the training of less experienced staff.
