Field Leadership & Supervision

• Provide frontline supervision of field crews
• Prioritize, assign, and coordinate daily work activities
• Ensure safety compliance and oversee job site operations
• Communicate with residents at project sites
• Evaluate staff performance

Operations & Project Oversight

• Supervise and participate in projects within the Pavement and Sewer divisions
• Coordinate and support emergency storm response efforts
• Maintain service levels for:

  • Sanitary sewer maintenance
• Support timely sewer repairs and overall customer service goals

Programs & Compliance

• Coordinate the Heavy Equipment Operator Trainee Program

Sewer & Capital Improvement Projects

• Provide field supervision for sewer repair and capital improvement projects
• Oversee a crew of approximately 14 maintenance and heavy equipment staff
• Help reduce backlog of sewer repair projects to minimize community impact

Administrative & Technical Duties

• Input data and generate reports using systems such as ACCESS and UNITY
• Support capital projects requiring heavy equipment and concrete crews, including:
  • Traffic calming improvements
  • ADA improvements
  • Median island construction
  • Traffic signal construction
• Contribute to approximately 12 large-scale projects annually

The Senior Heavy Equipment Operator may be required to work 10-hour shifts, overtime, weekends and holidays. This position may work in confined spaces.

Minimum Qualifications:

Education: Completion of high school, or General Educational Development (GED) Certificate, or California Proficiency Certificate.

Experience: Four (4) years of experience operating heavy motorized equipment such as that used in the construction trades.

Certifications/Licenses: Possession of a valid State of California Class A driver's license with applicable endorsements is required.

• Public Works (Engineering & Operations Support) – Provide support to the City’s Public Works Department across engineering, development review, and capital project delivery. The City of Burlingame Department of Public Works is currently recruiting for a Senior Civil Engineer.  This is a senior level position that manages staff and major program areas in the Engineering Division; performs professional engineering work, project management and coordination of a variety of public works and transportation projects. Performs difficult, professional civil engineering work in the planning and design of street, water, sewer and other public works facilities. Coordinates with City Departments, private engineers, inspectors and contractors on technical details of public works facilities. This is a full-time position that requires significant administrative, analytical and technical skills acquired by advanced professional training and experience. Incumbents of this classification are expected to have a breadth of knowledge and experience to successfully manage complex projects with considerable independence.

Essential Functions (including but are not limited to the following)

• Must be able to work independently with minimum supervision and guidance from the Assistant Director of Public Works;
• Must be able to plan and manage complex projects, perform difficult and complex engineering work, project management and represent the engineering division at City Council and Commission Meetings in the absence of the Assistant Director of Public Works;
• Strong written and verbal communication skills for preparing Engineering reports and making presentations to the public and agencies;

Minimum Qualifications

Knowledge of:  Principles, practices and methods of civil engineering as applied to the planning, designing and construction of streets, storm drainage water systems, building facilities, traffic operations and analysis and other systems; design principles, strengths of materials, stress analysis and principles of mechanical, electrical and structural engineering and surveying as they apply to the design of public works structures; city codes and ordinances; principles of supervision, training and performance evaluation; applicable laws, legal issues and regulatory codes related to design and construction; principles and practices of municipal management including personnel, budget planning and preparation and public relations.

Ability to:  Plan, assign and manage division priorities; effectively supervise and train professional, technical and clerical support staff; learn and retain City administrative, budgeting, purchasing and personnel processes and procedures; perform complex civil engineering studies, transportation studies; analyses and design; identify problem areas and develop alternative solutions and recommendations; determine adherence to engineering, specifications on a wide variety of improvements and construction projects; express technical information to non-engineering staff, maintenance personnel and consultants; develop plans and programs responsive to current mandates and needs; communicate clearly orally and in writing; manage a wide variety of projects simultaneously; develop and maintain cooperative working relationships with others to coordinate public works activities with other city departments, divisions and outside agencies; operate computer system and associated engineering applications; learn, retain and apply various laws and regulatory codes relevant to assigned area of responsibility.

Skills:  Make accurate engineering computations and drawings; familiarity with Computer-Aided-Drafting is desirable; ability to operate survey equipment, e.g., experience with spreadsheets and word processing computer programs.

License/Registration:  Possession of a valid Class C California Driver’s License. Valid registration in the State of California as a Professional Engineer in Civil Engineering.

Education and Experience:  Bachelor’s degree in Civil Engineering or a closely related field from a recognized college or university. Six years in professional civil-engineering work involving engineering design, plan checking, project management and two years of supervisory responsibility. Additional related experience may be substituted for formal college education on the basis of two years’ experience for each year of formal college education.

Physical, Mental, and Environmental Working Conditions

Physically able to perform functions that would allow sufficient mobility to negotiate difficult construction terrain where crouching, climbing, and/or kneeling would be required. Ability to maintain cooperative working relationship with all those contacted in the course of work; remain calm during emergencies and when talking to irate citizens; exercise good judgment at all times; to enforce regulations with tact and diplomacy; to explain technical matters simply and patiently; to analyze situations accurately and adopt an effective course of action; to sit for long periods of time at a desk or in a car; a self-starter with good judgment, sufficient vision, hearing and stamina to perform the above functions. The Selection Process

The Public Works Program Manager leads and supports a team of engineering and technical staff while overseeing the Engineering Division within the Public Works Agency. Description

The Department of Public Works is seeking well-qualified candidates for the position of Wastewater Collection Supervisor.
 
The Wastewater Collection Supervisor serves as first-line working supervisor, having responsibility for overseeing a crew of Wastewater Collection Workers in the operation and maintenance of sanitary sewer facilities of the ten County-owned sewer maintenance and sanitation districts. The Supervisor will coordinate, direct, and participate in the activities of the crew and administrative staff; utilize the computerized maintenance management system (CMMS) for scheduling work and indicating work that has been completed; operate a variety of light construction equipment and wastewater collection system maintenance equipment; and perform related duties as assigned.
 
The ideal candidate for this position will have at least two years of experience leading or supervising a crew of workers and laborers performing sanitary sewer maintenance work.
   
 The ideal candidate will also have the following:

• Knowledge of and demonstrated experience with practices, procedures, materials, tools, and equipment used in the operation, maintenance, and repair of sanitary sewer facilities 
• Experience in conducting sanitary sewer system inspections (sewer laterals and mainlines) and preparing related reports

• Participate in an "on-call" rotation and be available to assist for work in emergencies outside of normal working hours.
• Perform related duties as assigned. 

 

Qualifications

QUALIFICATIONS
Licensure/Certification:

• Possession of a Class B California driver license with both air brake and tank endorsement; AND
• Possession of a Grade III Collection System Maintenance Certification through the California Water Environment Association’s (CWEA) Technical Certification Program.

 
Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.  A typical way to qualify is:

• Four years of experience in road maintenance and construction work, including two years of experience with sanitary sewer collection and water distribution systems.

Knowledge of:

• Supervisory principles and practices, including work planning, scheduling, employee training and evaluation
• Practices, procedures, materials, tools, and equipment used in the operation and maintenance of sanitary sewer and storm drain systems

The City of San Mateo Public Works Department is Looking for a

Wastewater Treatment Plant Electrical Technician

The Department

The Public Works Department’s Environmental Services Division (ESD) is responsible for the operation and maintenance of the City’s 15.7 million gallon per day (MGD) conventional activated sludge wastewater treatment plant (WWTP). The WWTP serves a population of more than 140,000 with an annual operating budget in excess of $15 million and has a staff of 28 professional and technical personnel. Upgrades currently in progress to the WWTP include new liquids treatment process facilities consisting of new headworks, primary treatment, and biological nutrient removal/membrane bioreactor (BNR/MBR) process.  When you join the Public Works Department, you will work among collaborative and energetic colleagues who share a passion for serving our San Mateo citizens and improving the community in which we live and work. The Position

• Install, maintain, repair and research a variety of supervisory controls and replacement electrical components that are part of advanced wastewater treatment processes such as aeration, filtration, disinfection and dichlorination, sludge dewatering, odor control, and an environmental laboratory.
• Perform wiring required for the installation of electronic equipment; electrical conductors in conduits; splice high and low voltage cables utilizing hand taping and pre- molded splice kits.
• Design, install, maintain, repair, test and construct electrical assemblies.
• Troubleshoot plant electrical systems, controls and related process equipment. Provide technical support for other work groups within Public Works.
• Specify, install, program, and repair various types of variable frequency motor drive systems.
• Fabricate, maintain, install, service, and calculate power load distributions to various motors and related equipment.
• Install and repair programmable logic controllers and install related hardware and software for control systems in conjunction with controls technician.
• Maintain and repair automatic control valves and associated control functions.
• Implement preventive maintenance and repair on motors from fractional to over 400 horsepower. Record and calculate current requirements for new electrical installations.
• Troubleshoot, perform inspections, preventive maintenance and repairs on industrial switchgear and high voltage equipment such as transformers, breakers, circuits, switches, relays, regulators and distribution panels.
• Specify, install, and inspect various types of conduit; isolate breakers and switches for major repairs; coordinate repairs and scheduled outages with operations staff.
• Conduct surveys to gather field data.
• Use aerial lifts, scaffolding and ladders.
• Prepare requisitions and associated documents for purchase of repair parts and supplies.
• Maintain accurate records of work performed, materials used, and associated costs.
• Perform other duties as assigned.

The WWTP Electrical Technician receives general supervision from the WWTP Maintenance Superintendent or higher level personnel and exercises technical and functional supervision over assigned technical and maintenance personnel.
