The County of San Mateo Department of Public Works is seeking a qualified candidate for the role of Capital Program Manager. 

About The Department
The Department of Public Works plans, designs, constructs, operates and maintains facilities and equipment that are safe and accessible to the clients of County agencies, the general public, and County employees. The Department advises the Board of Supervisors on all public works issues, including rates and charges for services that are fair to both the users and service providers. Public Works has a budget of approximately $300 million and is comprised of over 300 employees in five divisions: Administrative Services, Airports, Engineering and Resource Protection, Facility and Capital Projects, and Road Services. The Position
Under the direction of the Deputy Director of Facilities, the Capital Programs Manager is responsible for overseeing the staff and activities of the County of San Mateo Public Works Department’s Major Capital Projects team (MCP). Recently created, MCP will ultimately be a team of four positions responsible for the execution of large capital improvement projects for the County and is part of the overall Capital Projects Section which includes a total of 21 positions.  This includes maintaining the County’s long-range capital construction program and tenant improvements, and supervising professional, technical, and support staff involved in major capital project planning and design. The role involves developing, implementing, and evaluating goals, objectives, policies, and priorities for the section, and providing complex staff assistance to the Director of Public Works, their staff, and/or the County Executive’s Office.
 
 Additionally, the Capital Programs Manager directs their team in the programming, planning, design, and construction of building projects or modifications of County buildings and facilities. The position ensures the overall execution of the program’s Capital Improvement Plan (CIP), guaranteeing projects are delivered within scope, timeline, and budget.
 
The ideal candidate will possess:

• Eight years of experience managing large capital projects, including at least five years of supervisory and/or management experience.
• Coursework in Construction Management, Building Architecture, Engineering, or a closely related field is preferred. 
• Ability to thrive in a fast-paced, demanding environment.
• Skills in project management, strategic planning, and performance management.
• Experience in public works project management, design, construction, and contracting for complex public works facility construction/improvement projects; and knowledge of standard practices related to public works projects.
• Knowledge of applicable federal, state, and local regulatory codes and rules; and contract development and administration experience related to public works facility improvement activities and operations. 
• Experience in establishing, monitoring, and tracking program budgets and schedules; preparing recommendations and reports related to the capital improvement program; and developing, tracking, planning, procuring, and negotiating consultant services and task orders.
• Knowledge of the State of California and local jurisdiction regulations and permit procedures related to capital improvement projects.
• Knowledge of architectural planning and design practices; building construction materials and methods; and structural, mechanical, and electrical engineering principles as related to capital improvement projects in government buildings including healthcare and correctional facilities.
• Familiarity with the various mechanisms used to finance projects such as state and federal grants, county funding, lease purchase agreements, certificates of participation, and joint powers agreements.
• Experience managing enterprise funds, including setting billing rates.
• Excellent analytical and report-writing skills to formulate and write comprehensive technical reports, specifications, and business correspondence.
• Strong interpersonal skills and ability to establish and maintain effective working relationships with clients and co-workers.
• Effective communication skills, both orally and in writing.
• Experience managing, directing, and overseeing professional service consultants.

Examples Of Duties:

As the Capital Programs Manager, your responsibilities will include, but are not limited to, the following:

• Develop, plan, and implement goals and objectives for the Major Capital Projects team in the Capital Project section of the Public Works Department in close coordination with the Deputy Director of Public Works.
• Provide leadership and administrative policy direction to the MCP team.
• Establish and monitor performance goals and key performance indicators for the section.
• Monitor the progress of project schedules, budgets, and costs, ensuring overall quality objectives are met across a diverse range of capital projects.
• Work with the team to determine project assignments and ensure a high-performance work environment that supports achieving the department and County’s mission and objectives.
• Manage the most complex or high-profile capital projects.
• Provide guidance and/or address compliance, design, and constructability issues, ensuring compliance with applicable federal, state, and local regulations, codes, and ordinances, including the California Environmental Quality Act, County Green Building ordinance, energy conservation goals, and hazardous materials regulations.
• Ensure the maintenance of detailed records of assigned activities and results.
• Coordinate section activities with other Public Works Divisions, other departments, and outside agencies and organizations.
• Provide technical and staff assistance to the Director of Public Works and their staff, the County Executive, and their staff.
• Research, prepare, and present related technical, fiscal, and administrative reports, studies, and correspondence as needed.
• Select, supervise, and evaluate professional, technical, and clerical subordinates; ensure the provision of staff training.
• Supervise and participate in the development, administration, and strategic planning for the CIP and represent the department at the executive level.
• Perform related duties as assigned.

Qualifications:

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is eight years of experience managing large capital projects, including at least five years of supervisory and/or management experience.

• Principles, practices, theories, and techniques of construction management, including management of all phases of project delivery from project planning to post-construction. 
• Principles and practices of project planning development and administration.

The SFMTA Transit Division’s Maintenance of Way (MOW) Section is seeking an experienced, dependable, and strategic Deputy Chief Maintenance Officer (DCMO) of MOW Operations. The DCMO will provide high level leadership and strategic oversight for three functional units responsible for critical maintenance of all transit assets and infrastructure; Mechanical Infrastructure (comprised of Cable Car Track, Cable Car Propulsion, Light Rail Track, and Mechanical Systems), Electrical Infrastructure (comprised of Motive Power, Overhead Lines, Signals and Digital Systems) and Facilities Maintenance (comprised of Custodial Operations, Building Systems Maintenance, Skilled Trades, External Program Support and Shelter Platform and Maintenance). This position directs the work of Senior Operations Managers of these units and provides leadership across a workforce of maintenance professionals spanning multiple technical classifications. The ideal candidate is highly self-motivated, professional, with extensive experience working at a large transit agency with both rail and trolley vehicles.

Under the direction of the Chief Maintenance Officer (CMO), the DCMO, stewards the agency’s fixed-guideway infrastructure integrity and drives operational excellence through comprehensive planning, performance management, and analytical decision-making. Leads the development and execution of complex, high-impact programs that ensure safe, reliable, and high-quality transit infrastructure in support of SFMTA’s multimodal operations. The DCMO advises and reports to the CMO on the state of critical guideway systems. The DCMO oversees the implementation of robust preventive and corrective maintenance programs and provides strategic direction to MOW functional units Senior Operations Managers. The DCMO ensures all standard operating procedures and regulatory requirements are upheld and serves as representative to regulatory bodies and key stakeholders, including the California Public Utilities Commission (CPUC), Federal Transit Administration (FTA), Pacific Gas & Electric (PG&E), and San Francisco Department of Public Health (SFDPH).

The MOW section of the SFMTA Transit Division directly oversees the fixed guideway infrastructure to ensure smooth and safe operations of our rail and trolley-bus lines. MOW is comprised of three functional operation units (Mechanical Infrastructure, Electrical Infrastructure, Facilities Maintenance) as well as Engineering, Compliance and Administration units. Together these teams directly support four of the five SFMTA transit modes including trolley bus, light rail, historic streetcar, and cable car. Examples of Important and Essential Duties for the 9182 - Manager VIII:

• Provides high-level oversight on all day-to-day Maintenance of Way infrastructure functions.

The 9182 – Manager VIII may perform other duties as assigned/required. 

1. Possession of a bachelor’s degree from an accredited college or university; AND

2. Eight (8) years of full-time experience at a mass transit agency in the operation, maintenance and repair in any of the following:  power generating and related distribution systems; and/or electronic  systems; and/or  buildings, stations or passenger infrastructure; and/or  use of heavy construction equipment; and/or track work; and/or maintenance engineering, which must have included five (5) years at the second supervisory level or management level which includes responsibility for supervising staff; AND

3. Possession of a valid driver’s license.

Education Substitution: Additional years of qualifying experience (both second-level supervisory/management or non-supervisory) may be substituted for the required education on a year-for-year basis. One year (2,000 hours) will be considered equivalent to thirty (30) semester units/forty-five (45) quarter units.

Under the direction of the Deputy Chief Maintenance Officer (DCMO), the Mechanical Infrastructure SOM plans, manages, supervises, and leads the execution of essential maintenance and repair activities involving mechanical systems and infrastructure that support the City’s transit operations.

This position is responsible for implementing and overseeing preventive and corrective maintenance programs, ensuring compliance with Standard Operating Procedures and regulatory requirements, and guiding staff in resolving technical and emergency maintenance challenges. The Mechanical Infrastructure SOM works closely with engineering and project delivery teams on capital projects related to mechanical infrastructure including design review and operational readiness support. The position may also serve as a delegate for the DCMO when required.

The MOW section of the SFMTA Transit Division directly oversees the fixed guideway infrastructure, ensuring smooth and safe operations of our rail and trolley-bus lines. MOW is comprised of three maintenance and operation units: Mechanical Infrastructure, Electrical Infrastructure, Facilities Maintenance as well as Engineering, Compliance and Administration units. Together these teams directly support four of the five SFMTA transit modes including trolley bus, light rail, historic streetcar and cable car. Minimum Qualifications:

1. Possession of a bachelor’s degree from an accredited college or university; AND
2. Eight (8) years of full-time experience at a mass transit agency in the operation, maintenance and repair in any of the following: buildings, stations or passenger infrastructure; and/or use of heavy construction equipment; and/or track work; and/or maintenance engineering, which must have included three (3) years at the second supervisory level or management level which includes responsibility for supervising staff; AND
3. Possession of a valid driver’s license.

Substitution:
Additional years of qualifying experience (both second-level supervisory or non-supervisory) may substitute for the required education on a year-for-year basis. One year (2,000 hours) will be considered equivalent to thirty (30) semester units or forty-five (45) quarter units.

The Train Control Upgrade Project (TCUP) is an SFMTA capital project which invests in the Muni Metro rail system by replacing the nearly 30-year-old Automatic Train Control System (ATCS) in the subway with a new Communications-Based Train Control (CBTC) system. The project also expands CBTC managed territory outside of the subways to the surface portions of Muni Metro, where signals and switches are currently independently operated in a first come, first serve configuration. Under the general direction of the Train Control Upgrade Project Lead Engineer, the Senior Signaling Engineer leads the signaling design section of the SFMTA owner’s engineering team. The Senior Signaling Engineer assists the Train Control Upgrade Project Lead Engineer with oversight duties related to project design and scheduling to facilitate the procurement, development, and maintenance of the future train control system. Additionally, this position is responsible to the Train Control Upgrade Project Manager and Lead Engineer for reviewing technical submissions from the Train Control Supplier, Hitachi Rail, to ensure that the submitted design meets the SFMTA’s objectives for the project, conforms to all applicable SFMTA, state, local, and federal technical regulations, and complies with the technical standards identified in the Train Control Supplier Contract.

The Train Control Upgrade Project will be delivered through a series of contracts with the technology supplier (Hitachi Rail) and other firms providing installation, construction support, technical expertise, and professional services. The Senior Signaling Engineer will act as a senior reviewer of technical documentation from the project contractors, perform technical coordination between the department and Supplier, and produce technical documentation on behalf of SFMTA in response to Supplier RFI’s and inquiries.

In addition, the Senior Signaling Engineer will liaise with SFMTA Subject Matter Experts (SMEs) to obtain their input, and using engineering judgment, develop requirements or evaluation criteria that ensure that the needs expressed by SFMTA SMEs are met. The Senior Signaling Engineer will supervise junior SFMTA engineers and consultants on the team in order to meet these objectives.

As a senior SFMTA technical representative, the Senior Signaling Engineer will have a strong understanding of the project contract requirements and be able to identify key project staff and agency stakeholders for review when evaluating submittals and project deliverables.

• Supervises assistant and associate engineers as the senior member of the SFMTA signal engineering team;
• Participates in project design reviews, evaluates the CBTC System Supplier’s technical designs and installation materials, and prepares technical comments on behalf of the SFMTA;

• Works with Real Estate department, Maintenance of Way staff, facilities project team and engineers on ensuring SFMTA facilities are prepared for train control equipment installation;
• Supports engineering surveys in preparation for train control project design; directs and supervises supporting work by SFMTA and other City departments as well as contractors to prepare field surveys of railway and communications infrastructure relevant to the project;
• Participates in train control system testing and assists the project QA team in assessing the quality of installed components;
• Tracks completion of technical requirements and evaluates the system and individual subsystems and components for acceptance;
• Communicates with the CBTC System Supplier and/or Installers for technical support as needed to address system issues under warranty;
• Works with the CBTC System Supplier, SFMTA operations and maintenance staff to ensure both the designed and finished onboard train control system meets operations and maintenance needs and works within their stated constraints;
• Participates in the selection, training, monitoring, evaluating, and counseling of project engineering staff;
• Analyzes related project schedules and budgets;
• Reviews and manages workload assignment to consultants, junior staff and interns as required;
• Performs other duties as required.

Minimum Qualifications

• Five (5) years’ experience working on train control or rail signaling projects, including a minimum of two (2) years’ experience supervising engineers on train control or rail signaling projects; AND
• Possession of a baccalaureate, master’s or Ph.D. degree in Engineering.

Substitution:

A Master's Degree in Engineering may substitute for one year of the overall work experience listed above. A Ph. D. in Engineering may substitute for two years of the overall work experience.  The two (2) years of supervisory experience are required and cannot be substituted.

• Continued progress on the County’s Strategic Energy Master Plan, energy efficient building upgrades, climate-resilient infrastructure efforts, EV charging stations, etc.
• Compliance with Municipal Regional Stormwater Permit requirements and other environmental regulations.
• Vehicle and equipment management and fleet electrification for the County.
• Capital improvement projects for utility special district infrastructure (sewer, water, drainage, and streetlights) to meet long-term service needs.
• Replacement and modernization of the County’s access control systems.
• Strategic management of a growing and evolving facilities portfolio in alignment with service demands and asset lifecycle planning.

Minimum Qualifications

Any combination of skills and experience that would likely provide the required knowledge, skills and abilities is qualifying.

A typical way to qualify is six years of experience in public works administration and an understanding of the full range of public works issues, practices, policies and trends. At least two years of experience in a managerial capacity within a large, public agency and political environment is required.

The City of Patterson’s Community Development Department is seeking to fill (1) one Building Services Supervisor position.  Duties include but are not limited to: Under general supervision performs responsible, complex and varied support, to include technical advisory work in processing and issuing building permits consistent with building and zoning codes; compiling monthly building reports required by state & county regulations; supervises the work of technical and support personnel assigned to the Building Services unit including, directing, organizing, scheduling, training, and coordinates work-related activities; and performs related duties as required and/or assigned. 

The City of Newark is looking to hire a Building Inspector in the Public Works Department. We are seeking a qualified individual to join our team with a strong background in construction and building codes, and a keen eye for detail and a commitment to ensuring safety and compliance in the building environment.

The Building Inspector I/II performs a variety of inspections on routine and complex building systems at various stages of construction, alteration and repair to assure compliance with approved plans; ensures compliance with various standards, regulations, ordinances, and laws; reviews plans; provides feedback; provides technical assistance at the public counter; works cooperatively with other City departments; answers general questions about the construction process; has a strong knowledge of construction standards; follows safety regulations with awareness at all times on the jobsite, and provides reports or issues corrective actions.

Building Inspector I- This entry level position works under immediate supervision and is distinguished from the Building Inspector II level by the performance of less than the full range of tasks, and progressing to general supervision as procedures and processes of assigned areas of responsibility are learned. 

Building Inspector II – This journey level position works under general supervision and is distinguished from the Building Inspector I level by the ability to perform work in all areas of building inspections.

EXPERIENCE AND TRAINING

Any combination of education, experience and training that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education:

• Equivalent to a High School diploma
• Building Inspector II - An Associate’s degree or certificate in building inspection is desirable.

Experience:

• Building Inspector I - Four (4) years of journey level experience in one of the major construction trades or two (2) years of recent experience in building inspection or code enforcement.
• Building Inspector II - Three (3) years of recent experience equivalent to the Building Inspector I level.

License or Certificates:

• Possession of a valid California Class C driver license is required.
• Building Inspector I - International Code Council (ICC) Certification or equivalent certification(s) as a Residential Building Inspector or Commercial Building Inspector at time of hire is desirable and will be required within probationary period and throughout employment.
• Building Inspector II - Possession of International Code Council (ICC) Certification or equivalent certification(s) as a Combination Residential Building Inspector or Combination Commercial Building Inspector. License and certification must be maintained throughout employment.
