The City of San Mateo Public Works Department is seeking one Solid Waste and Recycling Program Coordinator.  Candidates should be highly motivated, experienced, and seek professional growth.

The successful candidate will coordinate, promote, expand, and implement best practices of the City’s Solid Waste and Recycling Programs within the Public Works Department; such as promoting and monitoring proper sorting by employees at all City facilities to  reduce contamination in the waste stream, reducing instances of illegal dumping, and  monitoring  the hazardous waste created by the City as a small quantity generator. You will monitor contractor compliance and resolve performance issues; will be a liaison between the public and the waste hauler to ensure service levels and the requirements of the exclusive franchise agreement are being met; and will perform a variety of professional and technical level tasks relative to assigned area of responsibility. You will plan, execute, and coordinate many special events with the public and other City departments as well as the City’s “Team Up to Clean Up” anti-litter and waste sorting education and outreach program.

The County of San Mateo Planning & Building Department is seeking well-qualified candidates for the position of Building Inspector.

Under general supervision, Building Inspectors inspect public and private buildings, structures, and related installations being constructed, altered, or repaired to determine conformance with approved plans and specifications and compliance with applicable laws and ordinances. In addition, Building Inspectors investigate complaints, advise and assist building contractors and property owners on the use of materials and building methods, and coordinate inspections with other agencies and organizations. Specific duties include inspection of plumbing, water, gas, and electrical work as well as general construction work; preparing reports and maintaining records; processing and issuing permits; and minor plan checking.

Building Inspector I is the trainee level class in the Building Inspector series, responsible for learning the tasks and responsibilities involved in the inspection of public and private buildings. This class is distinguished from Building Inspector II/III by the performance of the more routine tasks and duties assigned to positions within this series. Employees at this level work under general supervision while learning job tasks, but as experience is gained, incumbents work with greater independence and are given more responsible assignments. Work is typically reviewed in progress and upon completion for conformance with established procedures.

Building Inspector II is the journey-level class in the Building Inspector series. Employees at this level are capable of working independently and performing a full range of inspections of plumbing, mechanical, electrical, and structural work as well as general construction.

Building Inspector III is the advanced level class in the Building Inspector series. This class is distinguished from Building Inspector II by the performance of the full range of more complex and difficult inspection activities. Employees at this level assist in training less experienced inspectors and provide assistance with difficult situations in the field. Positions in this class series are flexibly staffed and are normally filled by advancement based on experience and acceptable work performance.

The ideal candidate will have:

• At least two years of experience conducting a full range of inspections of buildings and related structures and working in a jurisdiction performing a combination of field inspections and minor plan reviews.
• Be well-versed in the area of building construction and safety.
• Have experience training less experienced inspectors and provide assistance with difficult situations in the field.
• The ability to analyze and interpret building and zoning codes, ability to determine the scope of grading and erosion control.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Inspect structures being built, repaired or altered for conformance with approved plans and specifications and compliance with applicable laws and ordinances.
• Inspect plumbing, water, and gas lines, gas appliances, electrical services, electrical wiring, motor installations, setbacks, quality of materials used, and general construction of buildings.
• Investigate building code violations; post "stop work" notices on work in progress that does not conform to law; post notices on houses unsafe for occupancy; prepare correction notices; order corrections and improvements.
• Inspect existing structures for unsafe or substandard conditions; write correction and violation notices; make reinspections.
• Make final inspections; issue certificates of final inspections; prepare reports of inspections and work completed.
• Advise builders and property owners on building construction methods and code requirements; advise on building practices; assist with problems and interpret codes; wait on counter, answer phones, and write correspondence giving information on codes, general requirements, zoning regulations, and inspections.
• Assist the public by processing permits, receiving fees, and writing receipts.

• Prepare reports and maintain records.
• Coordinate work with other agencies on code and ordinance provisions and in cooperative efforts to improve housing in deteriorated areas.
• Maintain surveillance of substandard dwelling units to expedite rehabilitation, abatement, demolition, or court action.

Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

Building Inspector II: One year of experience in conducting a full range of inspections of buildings and related structures.

Building Inspector III:Two years of experience in conducting a full range of inspections of buildings and related structures.

Licensure/Certification:

Building Inspector I: Obtain certification as a building inspector from a recognized state, national or international association within two years of employment, pursuant to State requirements.

Building Inspector II/III: Possession of certification from a recognized state, national, or international association.

The San Rafael Sanitation District is committed to protecting public health and the environment by providing safe, reliable, and cost-effective wastewater collection and conveyance services.  Serving residents and businesses in the San Rafael area, the District maintains and improves vital sewer infrastructure including pipelines, pump stations, and treatment connections to support a clean and sustainable community.  

As a sewer collection agency, the District maintains 33 pump stations, 13 miles of force main, and 132 miles of gravity sewer pipeline.  Each y ear the District replaces over 2.5 miles of gravity sewer as part of the annual CIP project.

DEFINITION

Under the general direction of the Director and City Engineer, the Civil Engineering Associate/Project Manager – Capital Projects leads the delivery of complex capital infrastructure and facility projects for the Town of Danville.  This role focuses on high-value construction and modernization projects, including buildings, utilities, and public infrastructure. The position serves as a critical liaison between Town departments, consultants, contractors, regulatory agencies, and community stakeholders to ensure successful execution of capital projects within scope, schedule, and budget.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Director and City Engineer. Exercises supervision over Public Works Inspectors and contractors.  This is a journeyman-level, first line supervisory position requiring substantial independent judgment, technical expertise, and leadership in managing capital improvement projects. The position reports to the City Engineer and may supervise professional and technical staff. 

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Train, direct and manage Public Works Inspectors to perform and document daily inspections of construction projects, private development projects, encroachment permits and clean water inspections to ensure compliance with project plans, specifications, permit conditions of approval and Town standards.
• Oversee day-to-day operations for paving construction projects ensuring project is completed safely, on schedule, according to quality specified and within budget.
• Plans, organizes, directs and controls all parts of projects from permitting, bidding, and construction to the closeout for a portfolio of complex capital improvement projects.
• Prepares and monitors project budgets, including support for obtaining funding.

What You’ll Do

The Engineering Technician I/II performs a variety of technical drafting, office and field engineering work. The position receives immediate supervision from higher engineering personnel.

The Engineering Technician I/II position is flexibly staffed based on experience and may be filled at either level. Depending upon assignment, duties may include, but are not limited to, the following:

• Locate utilities, easements, property lines and other information on plans.
• Prepare topographical plan and profile maps of property and pertinent features from survey notes and legal descriptions.
• Check parcel maps, subdivisions and various other drawings.
• Participate in the preparation, filing, and retrieval of a variety of engineering maps, documents and records.
• Ink, pencil, trace and letter charts, graphs, maps, plans and other drawings; prepare miscellaneous illustrative materials such as charts and graphs on blueprint machine; monitor blueprint machine and blueprint paper supply.

What You’ll Do

The Permit Center Supervisor plans, organizes, supervises, coordinates and participates in the work of the Permit Center team assigned to assist customers with successfully interfacing with the City’s planning, building, development, and permit processes. The position also provides technical expertise in building and zoning code administration and the development review processes. Duties may include, but are not limited to, the following:

• Plan, organize, and supervise the work of staff engaged in building permit issuance, development application review, and plan check activities.
• Provide direct oversight of all permit functions including proper coordination of all applications received; manage timely and proper routing of all submittals.

MINIMUM QUALIFICATIONS:

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:

Equivalent to the completion of the twelfth grade supplemented by specialized training in wastewater collection system maintenance or a related field.

Experience:

Four years of wastewater collection system maintenance experience including one year of administrative or lead supervisory responsibility.

License or Certificate:

• Possession of , or ability to obtain, an appropriate, valid California Class B driver's license with Tanker endorsement within the probationary period. 
• Possession of, or ability to obtain, a California Water Environment Association Grade III Certificate within 18 months of employment.
